Durham Regional Police arrest- ed another 18 motorists for drinking and driving last week as the number of charges during this year's R.I.D.E. program continues to go up, despite fewer spot-checks. In the first weeks of the holiday season crack -down, 58 people have been charged with driving over the legal alcohol level. In the same peri- od last year there were 51 charged. Police last week also issued 12 - hour licence suspensions to 38 dri- vers whose alcohol level reached the warning zone. The number of 12 -hour suspensions issued this year has reached 126, compared to 95 in the same period last year. Reduce impaired Driving Every- where (R.I.D.E.) inspections were carried out last week in Pickering, Ajax, Oshawa, Whitby and Bow- manville. One driver was charged for re- fusing a breath test. So far this year there have been 30,850 vehicles stopped, down from 31,725 last year, and 505 roadside breath tests administered, down from 600. Mavor Wayne Arthurs has asked the Town clerk to prepare a draft hyla% for a series of salary adjust- ments for himself and councillors. It was presented to them Dec. 14 and is expected to go before Coun- cil for approval Jan. 11. Mallor Arthur% says he's talked to Council member% about the increases he's propo%ing. However, it's crucial that the government adhere to conditions that ensure people already in paid jobs aren't displaced, cautions Social Development Council of Ajax -Pickering Executive Di- rector Duncan Read. Minister of Community and Social Services and Durham West MPP Janet Ecker believes it's an ideal time to extend workfare into the private sector. "Ontario's economy is box)ming and we are helping people on welfare take ad- vantage of the more than 461,000 new jobs created in this province since Sept. 1995;' she said in making the announcement. "People on welfare have asked us to create more op- portunities for them to be- come job -ready and it makes sense to look to the private sector because that's where new jobs are being created;" she said. Under the current Ontario Works program, people are matched with available jobs when they are `job -ready', the ministry reports. Under this new initiative, an eligible person on welfare will re- ceive up to six months of spe- cific on-the-job training for a particular job. "nis will act as a step- ping stone for the person, to ensure that he or she develops the skills required to keep that job;' a press release from the ministry explains. The individual will be hired directly onto the payroll of an employer, who will re- ceive financial incentives to offset the costs of training and additional supervision of the participant. Program rules will ensure that this initiative does not displace people al- ready in paid jobs, the min- istry assure.. Ontario Works is the gov- ernment's "mandatom work- fare program designed to help people on welfare find the shortestroute to a paying job;' the ministry reports. The program provides such services as help with job searches, referrals to educa- tion and training programs, unpaid community place- ments in the non-profit sector and employment referrals for those who are most job - ready. Ms. Ecker believes the program "paves the way for employers to hire some very capable people. The program is designed to make sure it is a win-win situation for em- ployers, people on welfare and taxpayers" Mr. Read agrees. "It's a better community if people are working and have an op- portunity to work.- The ork"The program will be phased in across the province and the first placements are set to begin early in the new year. This year Christmas dinner is at her house and Mrs. Tkalec will he preparing food for her own children. Samantha, age nine, Nicholas. II and her husband Stephen along with her own par- ents. Although she's the only full vegetarian of the bunch, there won't be a bird in the oven. "They know I'm not going to prepare a turkey. This year, I'm preparing the entire meal but, I told my par- ents if they wanted to, they could bring a small turkey or a chick- en." People who are in the early stages of changing their eating style to vegetarian, may want to pay some homage to old tradi- lions, suggests Mrs. Tkalec. Al- though she won't have a turkey, there will be Yorkshire Pudding and mushroom gravy created with "vegetable stock, lots of mushrooms and a little tomato paste. The mushrooms really do give it a meaty sort of a flavour," she says. The whole family loves the A C-hristmas feast comes with all the fixings at the Tkalec house- hold on Dec. 25, but it won't include the traditional turkey. This year, Francine, a vegetarian, is preparing the festive meal for her extended family, but has asked her parents to bring a small turkey or chicken if they would prefer a traditional Christmas dinner. The Tkalec's are (from left) Nicholas, Francine, Stephen and Samantha. Yorkshire Pudding, says Mrs. Tkalec. "It's something we've eaten every year with my parents being British. It's something for them that's familiar." Other seasonal favourites in- clude green beans with slivered almonds in a soya sauce. Mashed potatoes are a favourite of the kids but, they're done with soya milk instead of dairy products. "I'm pretty strict," Mrs. Tkalec says, but, "I still slip up every now and then. The traditional meals are more of a challenge than anything." Christmas wouldn't be Christ- mas without a Christmas pudding but, the Tkalec recipe is strictly vegetarian with no beef tallow. Trifle is a must but it's a trifle "without the Jell-O and without the cream" It has raspberries and a cream - less custard. Finally, there's the lemon tofu pie which is similar in texture to a cheesecake. As appealing as the meal is, Mrs. Tkalec, respects her guests' choices as well. "I always tell them I'm not going to cook meat and I leave the option open for them to bring something. One Thanksgiving I had my parents and my in-laws and nobody brought a thing. If you are to be the guest at someone else's home, skip the j temptation to bring turkey substi- tutes and go for appetizing vege- tarian dishes, she suggests. "I make stuffed vine leaves and I arrange them in a wreath shape with cherry tomatoes around them. A lot of people don't eat stuffed vine leaves very often so they have nothing to compare them to. "The problem with vegetarian substitutes for turkey is you get the inevitable comparisons." When you take a fancy vegetable dish, no one thinks of it as vege- tarian, she points out. It's just another item at the banquet table. Bon appetit and happy holidays! New deals struck for home -care nursing providers Durham Access to Care (DATC) has awarded three-year contracts for nursing care services in Durham Re- gion. For nursing services for adults, the organizations that will provide the care for people in their homes are Victorian Order of Nurses, Paramed Health Services, Partners in Community Nursing, Saint Eliza- beth Health Care and Comcare Health Services. For nursing services for children, the companies are Durham Associa- tion for Family Respite, Saint Eliza- beth Health Care and Bayshore Health Care. Mental health nursing services will be provided by Victorian Order of Nurses and Saint Elizabeth Health Care. Organizations wanting to pro- vide the services submitted service proposals to DATC which manages the provision of community health services to clients in homes, schools and other settings by purchasing a variety of services, including nurs- ing, homemaking and rehabilitation. Janet Harris, chief executive offi- cer of DATC, said the emphasis is on quality community health care SWEET POTATO & PARSNIP CASSE?ROLE? 3 large onions, thinly sliced 3-4 large sweet potatoes peeled and cut into small chunks 4-5 parsnips, peeled and cut into quarter -inch slices 2-3 cups vegetable stock 1 tsp. dried thyme salt and black pepper to taste 1/4 cup whole wheat bread - crumbs I tbsp. nutritional yeast (option- al) 2 tsp. olive oil Saud: onions in I tsp. oil in a large frying pan until a deep golden brown. Add the sweet potatoes and parsnips, vegetable stock, thyme and a little salt and pepper to taste. Simmer the mix- ture for 15 to 30 minutes until the potatoes are tender and most of the liquid is absorbed. Place mix- ture in casserole dish. At this stage, you can refrigerate the dish until ready to cook. Preheat oven to 400F, mix the breadcrumbs and nutritional yeast with the re- maining tsp. oil and sprinkle on the top. Bake the casserole for 20-30 minutes or until stock has been absorbed by the potatoes and the top is brown and crusty. Serves eight. Without any debate on Wednesday, Durham Council approved an increase of 2.4 per cent in the combined water and sanitary sewer rate for 1999. A homeowner using 600)0 gallons of water will pay about 58.40 more over a full year. It works out to $360.24 a year or $90.06 per quarter. Someone using I(X),OX) gallons a year will pay about S3 more a quarter. The combined water and sewer rates are lower than other utilities in Durham. Hydro for a year is $761, gas $1,051. telephone $497 and cable TN' $445, according to a regional staff re- port. Durham didn't increase water or sanitary sewer rates from 1993 to 1997, when rates went up by two per cent. User rates pay to operate the water and sewer systems and to install pipes for commercial and industrial develop- ment, while development charges im- posed on builders are used to pay for residential growth. Under a regional policy, existing taxpayers don't pay for residential growth. Regional Council also approved spending $17.9 million for water -relat- ed projects and SI 1.9 million for sani- tary sewers. It's hard not to think crime, espe- cially violent crime, is on the rise. But a comparison of crime statistics between two similar -sized areas in Canada and the United States reveals we have a long way to go before we're inundated with the crime rate the U.S. faces. The comparison, published last week in our pages involved a crime- bv-crime contrast between Durham Region and Genesee County, Michi- gan. Both areas have a population of about 450,000, a largest city of 140.000, are automotive -centred, are in close proximity to a major metro- politan area ( Detroit and Toronto) and have an urban -rural mix of municipal- ities. But there the comparisons end and the contrasts begin. Just look at the numbers for 1997: Genesee had 29 murders, Durham, 6: Genesee had 1,053 robberies, Durham, 264: Genesee had 6,015 bur- glaries, Durham, 4.061: Genesee had 15.002 thefts, Durham, 8,615; Gene- see had 4,005 auto thefts. Durham, 3.085 and Genesee had 325 arsons, Durham, 200. Resolve toDUtmeanin intog y For murders and robberies. Gene- see has more than four times Durham's rate, while the number for thefts is al- most double in the U.S. county. The numbers for burglaries, auto thefts and arsons are more comparable but even there Genesee has far more than Durham. All of this isn't to suggest crime is not a problem in Durham Region. It just puts into perspective some of the natural fear -mongering which goes on every time a violent incident is report- ed. It also shows that the horrible events which occurred in the fall of 1994 when gunshop robberies resulted in the shooting deaths of two men in Oshawa and Ajax and when five peo- plc were shot during a Port Perry bank robbery were an anomaly and not at all typical of the normal situation in the region. Relatively speaking Durham is a peaceful place, not without its prob- lems, but safe enough. We must re- main vigilant and do everything we can to keep it that way. It will take efforts like Neighbour- hood Watch, Road Watch and Block Parents; all the work of dedicated vol- unteers, in addition to a well- equipped, up-to-date police force to keep crime under control. It is now the season of frosts and melancholy -producing dark- er nights. Soon we will be hearing about Sea- sonal Affective Disorder, and there will be suggestions in the press that you should head south if you have the money or, failing that, buy a sun lamp. Even though Christmas and the new year are fast approaching with all their promises of new birth and fresh beginnings, and the children are anx- iously anticipating a visit by Santa, there will be people who are feeling the blues. Maybe , it is time to recall what French priest and author Pierre Taillard De Chardin said: "We are not human beings having a spiritual expe- rience; we are spiritual beings having a human experience." Maybe it is time to regroup and make our resolutions once again. Viktor Frankl, a Viennese psychia- trist who endured incarceration in Nazi Brian Quin Opinion Shaper concentration camps during the Sec- ond World War, reached the conclusion that people are at heart needy of some sense of meaning or purpose in their lives. This insight was mightily rein- forced by his experience as a prisoner: the people who had goals and reasons for living tended to survive the horrors of their lives in captivity; those who despaired tended to die. He coined the phrase "the will to n maning" and he noticed in his psychi- atric practice that, in people for whom the will was weak, necrosis was likely to be the resuh. One of his techniques in dealing with depressed people was to ask them to imagine they were 80 years old and to think of what they would like to say about their lives now that it was almost over. This was often a useful way to allow people to forge a plan for the time they had left and invest it with meaning. It might be to care for needy members of their family, it might be to follow the tenets of their religions more closely, or to undertake the de- velopment of some project which had deep relevance for them, for example the writing of a book. Is this what Tailland de C hardin meant by being a "spiritual being"? The people who get through this time of the year in the best shape do seem to find a meaning in the season. They an- ticipate the pleasure of giving, of en- joying the company of their family and friends, and of helping out those who are in need of extra assistance. They seem to enjoy being good people. It's the doing which creates the being. That's not a bad recipe for beginning dne new year, and for beating the blues. Let's enjoy developing the spiritual side of our being. Let's su=gdwn our will to meaning by discovering or re- discovering some goals, the accom- plishment of which we can reflect on with satisfaction when we are in our 80s. Let's resolve to make it happen. Let's have a merry Christmas and a happy New Year. 1991 and as far back as RIDE goes — I believe around 12 years. Every year, we're told the same things — that people are not getting the message, arrests i arc up, more cars are pulled over, more people are being hit with licence suspensions and warn- ings, etc. Sounds to me like we're losing the war on drinking and driving. In response to Durham Re- gional Police Sergeant Jim Grimley's remarks, I say the only way to get the message heeded is to confiscate the vehicle and bale it into a metallic bundle. I don't j care if you happen to be driving the mayor's car, or the boss's car, or whomever's — it's history! Plain and simple! In Washington State, any drunk who kills someone while driving is charged with murder. It's time to lobby the lawmakers to get really serious about this travesty, one which is primarily instigated by chronic alcoholism. When are cruisers going to park in front of bars and house par- ties? When are law-abiding peo- ple going to stop being inconve- nienced by a small number who couldn't give a damn about boozing and driving? The problem lies not within the bottle, but with the recalci- trant attitude of politicians and bureaucrats who are unwilling to impose — at this point — the severest of measures. Only when they become adversely affected will the status quo change. Crush the car and lay a mur- der charge if a fatality is in- volved and I guarantee that this war will end immediately. Stop the politicking now. The Panthers ended the weekend with their first triumph in two years over the Wellington Dukes, defeating them 5-2 at the Wellington and District Community Centre Sunday afternoon. Pickering started the weekend Friday with a big 6-3 victory over the second -place Kingston Voyageurs at the Pickering Recreation Complex. On Saturday, the Panthers lost 4-2 to the lowly but rejuvenated Bancroft Hawks in Ban- croft. The weekend activity moves the Pan- thers (21-10-0 for 42 points) into fourth place in the OHA Ontario Provincial Ju- nior 'A' Hockec League's East Conference, one point behind third-place Kingston and three in back of Trenton and Lindsav, which are currently tied for top spot. The Panthers have one game in hand on Tren- ton and three on Lindsay. Panthers' head coach Rod McGillis says the successful weekend is a nice early Christmas present for the team as it heads into a short Pule break. "If you had said we would take two out of three games before the weekend I would have been happy, but I wouldn't have be- lieved we'd lose that one game to Bancroft. It was a good weekend for sure,' says McGillis. The win over Wellington was long over- due for the Panthers, who've struggled mightily against the Dukes over the years, especially in Wellington's own rink which has a much smaller ice surface than the Pickering Recreation Complex. "We've outshot and outplayed Welling- ton, but we've never outscored them. To go in there and take a win was like a good early Christmas present for everyone;' notes McGillis. Although fatigue was a factor as the Panthers were playing their third game in less than three days, they performed well for the entire 60 minutes to post the victo- ry. "From my point of view, we played with a lot of jump. Everyone put in a con- certed effort for three periods;' says McGillis. In addition to outplaying and outshoot- ing the Dukes 38-28, the Panthers also burned Wellington for three powerplay goals in the contest. The Panthers sprinted out to a 3-1 lead over Wellington after one period. At the beginning of the second intermission, the Pickering margin widened to 4-1. Welling- ton scored a powerplay goal in the third pe- riod to close the gap, but the Panthers sealed the deal with an empty -net marker late in the game. Tanner Westfall, Toza Crnilovic, Joel Johnston and Marcel Rodman scored for Pickering. Adding assists were T.J. Kemp and George Triton with two each, Garett Winder, Doug Carr, Bill Duncan and Crnilovic with one apiece. In Bancroft, the Panthers outshot the Hawks by a wide 45-19 margin, but only beat goaltender Brian Pettipas twice. McGillis gave credit to the Hawks for capitalizing on their chances. "Bancroft deserved to win. They're a good team when they put it all together. That being said, we didn't play one of our best games." The Panthers trailed 3-2 late in the third period, but couldn't net the equalizer. Ban- croft scored its fourth goal into an empty net. Crnilovic and Johnston scored for Pick- ering. Assists went to Neil Raymond, Luc Chiasson, Rodman and Trifon. The Panthers scored their third home win in a row with the victory over Kingston Friday. It was another strong de- fensive effort b -v the Panthers who allowed only one even -strength goal. The other Kingston markers came on the powerplay. Kingston led 1-0 after the opening frame. Pickering scored three times in the middle period to take a 3-1 lead into the in- termission. The Panthers continued to roll in the third stanza, outscoring the Voyageurs 3-2. Jeff Milroy paced the Panthers with two goals and two assists. Scan McMorrow, ;Mike Hanna, Johnston and Triton notched one goal apiece. Other assists went to Chi- asson with three, Kemp and Steve Far- quharson with two each, Triton and Dun- can with one apiece. The Panthers are off the rink until Box- ing Day, Saturday, Dec. 26 when they host the Ajax Axemen at the recreation com- plex.
