Crash ends in tragedy
SIU clears police

The Special Investigations
Unit has cleared two police offi-
cers involved in a high-speed pur-
suit which ended in an innocent
Oshawa man being killed, saying
the chase was called off prior to
the deadly crash.
John Michael Gibbons, 47,
was returning home with his wife.
Lorna, following a trip to Casino
Rama. in Orillia, when a fleeing
pickup truck ran a red light and
slammed into the couple's car in
Manchester.
The father of six was killed in
the collision, while Mrs. Gibbons
escaped with minor injuries.
Durham Regional Police Chief
Kevin McAlpine welcomed the
SII; findings and said he was con-
fident from the start there was no
wrongdoing.

For the officers named as sub-
jects of the SIC' probe, the report
ends a month of uncertainty.
However, an officer is "never

Moments before the Nov. 15
crash police terminated a pursuit
of a fleeing pickup after the driver
turned off its headlights and sped
off at high speeds, the SIU probe
has concluded.
A statement issued by the
provincial unit said Durham Re-
gional Police officers launched
the initial chase after responding
to domestic calls placed by a
woman using the emergency hot-
line at the Port Perry community
office, unmanned at the time.
Two marked cruisers were dis-
patched and as officers arrived a
suspect, later identified as the
woman's estranged husband, fled
in the truck south on Old Simcoc
Road.
The officers activated their
flashing lights and sirens and pur-
sued the pickup, states the SIU re-
port released Friday.
Shortly into the pursuit the
suspect "turned on his four-way
flashers and slowed before accel-
erating again,- then turned west
on Hwy. 7A and took off at high
speeds.
It was then, the SIC' said, the
driver of the pickup truck turned

"It's not the police who
killed my husband - it was the
guy driving the truck."

won't bring closure to the fam-
ily.

She said the family is strug-
gling through the Christmas
season, her first in 13 years
without her husband.
"It is difficult trying to pre-
pare everything inyself... But
the night times are the worst,
when I'm alone. I miss John's
hugs and kisses and I ask 'How
can this happen.' We were sup-
posed to live our life together."
Mr. Gibbons left behind
four children from his present
marriage, Michaela, 4, Bran-
don, 5, Kristen, 7 and Carol,
16, and two adult children
from a previous marriage.

The NCBS is a non-taxable
payment from the federal gov-
ernment to low-income Canadi-
ans with children, on top of the
existing Child Tax Benefit, with
the amount based on their level
of income. Ontario, however,
counts I(X) per cent of the NCBS
as income for families receiving
social assistance, and deducts
the whole amount from the as-
sistance the Province provides.
In effect, says Coun. Brenner,
families on welfare are being de-
nied the federal payment and it's
going instead to tlx: provincial
Community and Social Services
Ministry to fund ministry %er-
vices. In Durham, he notes, the
clawback totals approximately
$4 million a year, or about $360
per child affected, most of
whom are from single parent
families.
"Before you begin the pro-
grams you don't take food out of
the mouths of these kids or
clothes off the backs of these
kids;' he says.
The councillor maintains the
federal policy was intended to
prevent and reduce the depth of
child poverty and provide sup-
port to children in low-income
families.
"The inequality is if you're
not on social assistance you're
benefitting and if you are on as-
sistance you're not benefiting at
all."
Coun. Brenner is using sever-
al sections of the Ontario Human
Rights Code to challenge the
provincial policy, maintaining it
subjects a 'protected group'
under the code to unequal and
unfair treatment.

According to Ms. Ecker, the
only provinces that do not claw
back the NCBS are Newfound-
land and New Brunswick, where
welfare payments are the lowest
in Canada.
"We want it to be financially
more rewarding to be working
than to be on welfare;" she says.
"The goal is not to improve ben-
efits for people on welfare, the
goal is to get people off welfare
and into paying jobs"
The minister notes working
poor families have sometimes
been at a disadvantage because
they don't have access to some
of the health and other programs
available to children on welfare,
and the NCBS policy helps even
things up.
Ms. Ecker also points out the
NCBS money Ontario deducts
from people on assistance is
used to fund ministry programs
that help children on welfare,
such as child care subsidies and
the 'Healthy Babies' initiative.

During the first four weeks of
the six-week program the small
group of Durham moms and
dads were introduced to a num-
ber of key concepts to help them
on the road to becoming active,
proactive parents fostering confi-
dent, courageous and responsible
young adults.
Some of those concepts in-
clude the democratic style of
.parenting where children are
given "freedom within limits"
and where "democracy does not
mean you will always get your
way. It means you will always
get your say."
Parents were explained the
difference between punishment
and discipline; discipline trans-
lated from Latin means instruc-
tion, logical consequences,
where parents decide on conse-
quences that should be directly
related to the undesirable behav-
iour, and natural consequences,
involving "safe," naturally oc-
curring consequences stemming
from the child's choice of action.
Parents also looked at prob-
lem handling and problem pre-
vention. The idea of recognizing
"who owns the problem" is an
important part of becoming an
active parent.
Sometimes, as the program
explains, problems, like a

actly right with their children.

offers a few thoughts on problem
prevention such as avoiding lay-
ing down the law.

AJAX — Arvin Mohindra isn't
sure what he wants to he when he
grows up.
But one thing the 13 -year-old Ajax
student knows, is that a career in pol-
itics isn't for him.
The Grade K student at Southwcxxf
Park Public School has spent the past
four weeks as a page at Queen's Park.
And while he's had "a lot of fun;' he
says it's unlikely he'll ever enter pol-
itics.
"I knew, nothing about Queen's
Park before I started says the stu-
dent who has memorised the seating
plan in the house and can now recite
the names of all 131 members of the
pro-, incial legislature.
"I'm glad I applied and got in;" he
says. "My brother was a page so I de-
cided I might as well try it too
said he liked it so I figured I might
enjoy it, plus you get a whole month
off' of school.
Arvin, who is a member of the stu-
dent council at his ,.ch(x)l. also says
he's made "sonic new friend." at the
legislature and adds. "It's kind of
funny to watch all the members tight
in the chamber. Sometirnes you can't
help laughing so you have to run otl'
to the side"
However, he admits being a stu-
dent page isn't all fun and games.
"They're really strict down there;'
he says, explaining pages take part in
math classes and learn about the leg-
islative process during their term.
They're also responsible for deliver-
ing the day's bills to the MPPs' of-
fices.
And he confesses he doesn't al-
ways listen to the debate in the house.
"Usually when people start raising
their voices, I start kicking in;" he
says.
The 'A' student, who's only talked
briefly with the premier, says a recent
lunch with Durham West MPP and
Community and Social Services Min-
ister Janet Ecker "was really nifty;'

preschoolers.
At the Central Library at One The

week program is offered Thursdays at

O Tales for Twos. Toddlers aged 24
to 36 months and their caregivers are in-
vited to enjoy stories, songs and finger -
plays. It's offered on Mondays, Tues-
days or Wednesdays at 9:30 a.m. and

Public can help solve Pickering' robbery
Crime Stoppers and
Durham Regional Police are
seeking the public's assistance
in solving a convenience store
robbery in Pickering Wednes-
day, Nov. 4.
Three males entered Sandy
Beach Milk and Convenience
at 1477 Bayly St. at 10:45
p.m., just as staff were prepar-
ing to close for the day.
All three approached the
counter, one brandishing a
handgun.
He pointed the weapon at
one clerk and made death

The credit granting system has implemented major changes over the past 18 months, and none to the benefit of the con-
sumer. The most dramatic change is in the scoring systems that almost all lenders now use. (All computer generated). The days of
getting a commitment from one lender and then 'SHOPPING' that deal to other lenders to try and get a better interest rate or
terms, are gone. Under their serving system, any more than 3 inquiries over a SIX MONTH PERIOD is the kiss of death. Any

Oshawa school to then share experience, knowledge with other schools over next four years

Students at South Simcoe Public School
are "about to become pretty famous" as they
light the way for pupils across the country
with the help of a $928,000 grant from the
federal government.
The Oshawa school's Together We Light
The Way program has been named as a model
crime prevention program for schools in at -
risk communities across the nation.
"You are helping your community become
a better place to live:' Federal Environment
Minister Christine Stewart told a crowd of
students, parents and community members
during an announcement in Oshawa Wednes-
day. "You are about to become pretty fa-
mous...the federal government considers this
a model for school communities across Cana-
da:' The federal government is providing the
Durham District School Board with more than
$9On.(Xx) to promote the school's program
and share (lx: South Simcoc experience with
other schools over the next four years. Details
regarding how the money will be spent have
not yet been finalized.The funding, which is
being made available through the Crime Pre-
vention Investment Fund of the National
Strategy on Community Safety and Crime
Prevention, is intended "to help students un-
derstand what the importance of good citizen-
ship is:' Ms. Stewart said.
"If we make an investment in youth in our
country today we can avoid a lot of problems
in the future;" she added. "Respect for your-
self and others is one of the most important
things you can learn and one of the most im-
portant gifts you can give"
The program, developed over the past
seven years under the leadership of South
Simcoe principal Sandra Dean, is designed to
help students take pride in their work and their
community while reducing the risk factors as-
sociated with crime. The Together We Light
The Way program encompasses several initia-
tives developed at South Simcoe including the
Triple S program, which rewards students for
participation in sports, service to the commu-
nity and a strong scholastic performance; the
Respect program, which recognizes students
who demonstrate respect for their teachers
and peers; The Choice is Yours program,
which helps students set goals for themselves
both personally and academically and the Ex-
periential Learning program which enables
business partners to teach employability and
leadership skills to students.

It was my youngest brother's birth-
day recently and 1 got to thinking about a
conversation we had a few years ago
about Santa Claus. There is always a
dilemma about how and when to tell our
children the truth about Santa Claus.
Some people play it safe and never
start playing the illusion game of St. Nick
with their kids. Others of us can't help
but enjoy the fantasy of an all -caring soul
until we have to break the news to our
all -trusting children that there is no such
wonderful person in the world.
Sometimes it is such a shocking awak-
ening that these little ones, like my broth-
er for instance, feel that adults are just
liars and so they choose not to ever grow
up --- maintaining their own Peter pan
fantasy I suppose. (No offense bro -- your
logic is reasonable) Nonetheless, 1 have
taken a different tack with my daughter.
I have never told her that St. Nicholas
doesn't exist. From the start 1 told her
that Santa Claus is the SPIRIT OF GIV-
ING and as she has gotten older I
explained that each one of us has come
on earth to embody that all -loving atti-
tude with one another.
As a very ,'oung child when she fig-
ured out that there was something up
with the Easter Bunny. As she got older 1
forgot to put that dollar under her pillow
one night and she cried saying, "I was
counting on the Tooth Fairy at least being
real ". I lay next to her, my head on her
pillow and told her how blessings have
to come through other individuals. They
just don't appear out of thin air. A BLESS-
ING
LESSING HAS TO COME FROM THE LOV-
ING HAND OF ANOTHER INDIVID-
UAL. It's the law of nature. But many of
us are waiting and hoping that by some
magical slight of hand our health will
return to us.
The potions that people take no
longer carry the magic that we had once
hoped for — at least not without sooner
or later bringing dire consequences.

The Durham Attack faced the

After winning all eight sets
in round-robin play, the Attack
aLvanced to the crossover semi-
als against last year's provin-
cial champion Forest City
Team. Durham had little trouble
eliminating Forest City in
straight games 15-6, 15-4 to
earn a berth in the final.
Offensive threats for the At-
tack, scoring a large number of
dills, were Justin Thompson

Blue Box collection in the Town of Ajax and the
Town of Pickering normally scheduled for Christmas
Day, Friday, Dec. 25" has been rescheduled. The
Town of Pickering will be picked up on Saturday,
Dec. 26" and the Town of Ajax will be picked up on
Monday, Dec. 28". Regular bi-weekly collection will
resume Jan. 86.
Only those residents in the Town of Ajax and the
Town of Pickering who would have received Blue
Box collection on Dec. 250, will be affected by this
change -

Inspector
• Applicants are required to be able to read and
understand mechanical engineering drawings and
layouts.
• Ability to use inspection measuring equipment /CMM
• Computer knowledge specifically Microsoft Access an
asset
• University or college degree an asset
• Preference will be given to applicants having S years
relevant experience
Fitter
• Will be assembling and disassembling aircraft landing
gear components, shock struts, actuators and flight
controls to supplied drawings and process instructions.
Will also be identifying proper and improper fits,
alignments and condition of components.
• Must be able to read blueprints and hydraulic schemes
which identify and explain the function of mechanical,
electrical and hydraulic components. Basic personal
tool kit is also required
• Aircraft Maintenance Engineer License necessary or five
years related experience.
Quality Engineer
• Ability to review customer quality requirements
• Issue quality plans
• Review special process techniques
• Review manufacturing plans/establish key characteristics
• Review acceptance test reports
• Provide qualitysupporr on new programs
• Participate in customer audits
• Review corrective action - internal A supplier follow up
and verification of corrective action efficiency
• Provide quality engineering support for customers and
suppliers
• Bachelors degree or equivalent
• Applicants must have S years aircraft related experience.

CROXALL, William Douglas - entered into rest at
Scarborough Grace Hospital on Tuesday, December
15, 1998. Bill Croxall, in his 68th year, was the son of
the late Edgar and Evelyn Croxall and beloved hus-
band of Dons Bnntnell. Loving father of Ron and his
wife Anna Croxall of Ashburn, and Sue and her hus-
band Denis (Stoney) Ledoux of Chapleau. Dear
grandfather of Kurtis, Adam and Byron.
Mr. Croxall was resting at the Mackey Funeral Home,
33 Peel Street, Lindsay on Thursday from 7-9 p.m.
The complete funeral service was held in the chapel
on Friday, December 18 at 1:30 p.m. Internment was
later held at Groveside Cemetery, Brooktin. Memori-
al donations to the Ross Memorial Hospital Founda-
tion or the Heart and Stroke Foundation were ap-
preciated by the family.
