John Michael Gibbons, 47, was returning home with his wife. Lorna, following a trip to Casino Rama. in Orillia, when a fleeing pickup truck ran a red light and slammed into the couple's car in Manchester. The father of six was killed in the collision, while Mrs. Gibbons escaped with minor injuries. Durham Regional Police Chief Kevin McAlpine welcomed the SII; findings and said he was con- fident from the start there was no wrongdoing. -We pretty much knew that day everything was done appro- priately and in accordance with the training and policy" For the officers named as sub- jects of the SIC' probe, the report ends a month of uncertainty. Moments before the Nov. 15 crash police terminated a pursuit of a fleeing pickup after the driver turned off its headlights and sped off at high speeds, the SIU probe has concluded. A statement issued by the provincial unit said Durham Re- gional Police officers launched the initial chase after responding to domestic calls placed by a woman using the emergency hot- line at the Port Perry community office, unmanned at the time. Two marked cruisers were dis- patched and as officers arrived a suspect, later identified as the woman's estranged husband, fled in the truck south on Old Simcoc Road. The officers activated their flashing lights and sirens and pur- sued the pickup, states the SIU re- port released Friday. Shortly into the pursuit the suspect "turned on his four-way flashers and slowed before accel- erating again,- then turned west on Hwy. 7A and took off at high speeds. Brenner challenges child benefit clowback Durham kids' advocate launching human rights complaint against Province BY MARIANNE TAKACS Sluff Writer Pickering Regional Council- lor Maurice Brenner is filing a human rights complaint against the provincial Ministry of Com- munity and Social Services, charging the ministry's claw - back of the federal National Child Benefit Supplement (NOBS) from those on social as- sistance in Ontario is discrimina- tory. "These people are being treated differently" says Coun. Brenner, who's also Durham Re- gion's Children's Advocate. "Those that need (the federal supplement) the most aren't get- ting it:" He notes he's filing the complaint as an individual, on behalf of the approximately 120)0 children in the region from families on social assis- tance. The NCBS is a non-taxable payment from the federal gov- ernment to low-income Canadi- ans with children, on top of the existing Child Tax Benefit, with the amount based on their level of income. Ontario, however, counts I(X) per cent of the NCBS as income for families receiving social assistance, and deducts the whole amount from the as- sistance the Province provides. In effect, says Coun. Brenner, families on welfare are being de- nied the federal payment and it's going instead to tlx: provincial Community and Social Services Ministry to fund ministry %er- vices. In Durham, he notes, the clawback totals approximately $4 million a year, or about $360 per child affected, most of whom are from single parent families. "Before you begin the pro- grams you don't take food out of the mouths of these kids or clothes off the backs of these kids;' he says. The councillor maintains the federal policy was intended to prevent and reduce the depth of child poverty and provide sup- port to children in low-income families. "The inequality is if you're not on social assistance you're benefitting and if you are on as- sistance you're not benefiting at all." Coun. Brenner is using sever- al sections of the Ontario Human Rights Code to challenge the provincial policy, maintaining it subjects a 'protected group' under the code to unequal and unfair treatment. Durham West MPP and Min- ister of Community and Social Services Janet Ecker maintains there is no discrimination be- cause the NOBS was never in- C.) According to Ms. Ecker, the only provinces that do not claw back the NCBS are Newfound- land and New Brunswick, where welfare payments are the lowest in Canada. "We want it to be financially more rewarding to be working than to be on welfare;" she says. "The goal is not to improve ben- efits for people on welfare, the goal is to get people off welfare and into paying jobs" The minister notes working poor families have sometimes been at a disadvantage because they don't have access to some of the health and other programs available to children on welfare, and the NCBS policy helps even things up. Ms. Ecker also points out the NCBS money Ontario deducts from people on assistance is used to fund ministry programs that help children on welfare, such as child care subsidies and the 'Healthy Babies' initiative. "I found it very educational and the program taught me to look at my children's ..... .,y,,:..,.,.<.. point of view," says Active Parenting grad- uate and father - of -three, Chris Franklin. "Our family is now run as a democracy. In- stead of me saying we're going to do this, I'm offer- ing them alter- ,yrt► natives choices. And, I'm helping them learn through safe, natural conse- quences." Developed by Michael H. Popkins, Ph -D., the primary aim of the program is to teach par- encs of two- to '12 -year-olds a method of par- enting and problem -solv- ing that will give their chil- dren the skills they need to "sur- vive and thrive" in our modern- day, democratic society. During the first four weeks of the six-week program the small group of Durham moms and dads were introduced to a num- ber of key concepts to help them on the road to becoming active, proactive parents fostering confi- dent, courageous and responsible young adults. Some of those concepts in- clude the democratic style of .parenting where children are given "freedom within limits" and where "democracy does not mean you will always get your way. It means you will always get your say." Parents were explained the difference between punishment and discipline; discipline trans- lated from Latin means instruc- tion, logical consequences, where parents decide on conse- quences that should be directly related to the undesirable behav- iour, and natural consequences, involving "safe," naturally oc- curring consequences stemming from the child's choice of action. Parents also looked at prob- lem handling and problem pre- vention. The idea of recognizing "who owns the problem" is an important part of becoming an active parent. Sometimes, as the program explains, problems, like a tc&A, r Pickin on the child. '*he - Listen to the wants and needs of your children and allow them some choice within limits. An- other way to prevent problems is to anticipate them and establish rules up front. The parenting handbook of- fers an example many of us are probably familiar with, the child who whines for a toy whenever you're in a store. "Get agreement heforchand cation is carried by the words themselves;" says the handbook. A great way to actively com- municate with your children, and them with you, is to hold family meetings. Meetings can provide chil- dren the opportunity to share their thoughts, concerns or even provide encouragement to other members of the family. They can also teach children leadership AS skills when given the re- sponsibility of chairing the meeting. taking the minutes as x secretary or contributing to the agen- da. Whether you choose to hold for mal or in - f o r m a l meetings here are a few guide- ___ lines from the Active Parenting handbook: • Every person has an equal voice-. • Everyone may share what she thinks and feels about each issue; - Deci- sions are made by consensus; • All decisions are in effect until the next meeting. - Some decisions are reserved for parents to make. "The Active Parenting Today pro- grams gives parents a better un- derstanding of why kids behave the way they do," says group co - facilitator Brenda Larkin. "And, it gives moms and dads the knowledge and confidence to try new approaches to parenting rather than reacting to situations. Basically, it gives them a happier way of working with their fami- lies." As always, Ms. Larkin re- minds parents "to forgive them- selves" when things don't go ex- actly right with their children. "Kids are pretty resilient and things can always improve, no matter where the family's at" Active Parenting Today pro- grams are ongoing at the John Howard Society. When the parent owns the problem, the child throwing a temper tantrum in a restaurant for example, discipline might be needed. However, the need for disci- pline, properly administered, can also be an important learning op- portunity for the child. "Our goal is to teach our children, not to hurt them," is a reminder from the parenting handbook. As most parents would agree the key to a happy, peaceful household is to prevent problems from occurring in the first place. The Active Parenting program offers a few thoughts on problem prevention such as avoiding lay- ing down the law. Active parents "will be some- what flexible." about how much money, if any, she will have to spend." Make sure you discuss your expectations prior to going to the store and get agreement from your child about the rules. Building on the parenting skills taught earlier in the pro- gram, the course concluded with discussion on the importance of "Communication: The Road to Co-operation" and the concept of holding family meetings. According to experts, "Chil- dren often -misbehave simply be- cause they don't know what we expect from them in the situa- tion" Taking that thought a step further, it's not difficult to see how misunderstandings can arise through miscommunication. How we communicate is often more important than what we communicate. "More of the message is de- livered by tone of voice, and most by our body language, in- cluding facial expressions. From an economic standpoint, we all received the best Christmas gift possible, the dreaded mergers were put to a halt. (At least for a year or so). Congratulations to all the people who fought these from their inception, and to the Politicians who for once had the courage and convic- tion to stand up to these MEGA powers and do what the vast matomty of constituents wanted. 19W FORECAST DI look for any major changes in 99. Interest rates should be relatively stable, with the usual swings up and down. The housing market should continue to rise at a 31. to 4% rate in most marketplaces. The most promising growth potential is the employment market. Look for a great number of new companies to spring up, and expansion from existing companies. CREDIT The credit granting system has implemented major changes over the past 18 months, and none to the benefit of the con- sumer. The most dramatic change is in the scoring systems that almost all lenders now use. (All computer generated). The days of getting a commitment from one lender and then 'SHOPPING' that deal to other lenders to try and get a better interest rate or terms, are gone. Under their serving system, any more than 3 inquiries over a SIX MONTH PERIOD is the kiss of death. Any time you apply for credit, a Credit Bureau is run, and stows as an inquiry. If that magic number of THREE is exceeded most lenders systems will automatically dedine the application, as it deems the applicant to be a 'CREDIT SEEKER'. Did you know Nut mortgages or mortgage ratings do not appear on a credit report? This is a situation I have never under- stood in my 25 years, either as a lender or broker. A person could pay their $200,000 mortgage like dock work for years and years, but God forbid they get one or two payments behind on a small credit card, because the system then declines on a poor credit his- tory - CONSOLIDATE NOW - Don't wait for those assortment of debts to get the best of you. Remember at CENTRAL FUNDING GROUP, prime fiat mortgages are always 3/4% below posted institutional market rates. This can save thousands of dollars over the term of your mortgage. The Oshawa school's Together We Light The Way program has been named as a model crime prevention program for schools in at - risk communities across the nation. "Respect for your- self and others is one of the most important things you can learn and one of the most im- portant gifts you can give" The program, developed over the past seven years under the leadership of South Simcoe principal Sandra Dean, is designed to help students take pride in their work and their community while reducing the risk factors as- sociated with crime. The Together We Light The Way program encompasses several initia- tives developed at South Simcoe including the Triple S program, which rewards students for participation in sports, service to the commu- nity and a strong scholastic performance; the Respect program, which recognizes students who demonstrate respect for their teachers and peers; The Choice is Yours program, which helps students set goals for themselves both personally and academically and the Ex- periential Learning program which enables business partners to teach employability and leadership skills to students. At speedier levels, when your heart rate is elevated , you can burn more calories than you might realize as well as improve your endurance. Research suggests that walking can reduce your risk of heart disease and may lower high blood pressure. In fact, a recent study indicates that walking two or more miles a day helped elderly men live longer. Since walking is a weight bearing activity, it also helps prevent osteoporosis. Other advantages: Walking is a great way to relieve tension. You can do it just about anywhere, whether vou're at home on the treadmill or taking a quick jaunt home from work. Solo or with friends, you can adjust the pace for almost any fitness level. ADVERTISING FEATURE NEWS ADVERTISER SUNDAY EDITION, DECEMBER 20,1998 PAGE 15 A/P Dr. Mary Ann Franko D.C. n It was my youngest brother's birth- day recently and 1 got to thinking about a conversation we had a few years ago about Santa Claus. There is always a dilemma about how and when to tell our children the truth about Santa Claus. Some people play it safe and never start playing the illusion game of St. Nick with their kids. Others of us can't help but enjoy the fantasy of an all -caring soul until we have to break the news to our all -trusting children that there is no such wonderful person in the world. Sometimes it is such a shocking awak- ening that these little ones, like my broth- er for instance, feel that adults are just liars and so they choose not to ever grow up --- maintaining their own Peter pan fantasy I suppose. (No offense bro -- your logic is reasonable) Nonetheless, 1 have taken a different tack with my daughter. I have never told her that St. Nicholas doesn't exist. From the start 1 told her that Santa Claus is the SPIRIT OF GIV- ING and as she has gotten older I explained that each one of us has come on earth to embody that all -loving atti- tude with one another. As a very ,'oung child when she fig- ured out that there was something up with the Easter Bunny. As she got older 1 forgot to put that dollar under her pillow one night and she cried saying, "I was counting on the Tooth Fairy at least being real ". I lay next to her, my head on her pillow and told her how blessings have to come through other individuals. They just don't appear out of thin air. A BLESS- ING LESSING HAS TO COME FROM THE LOV- ING HAND OF ANOTHER INDIVID- UAL. It's the law of nature. But many of us are waiting and hoping that by some magical slight of hand our health will return to us. The potions that people take no longer carry the magic that we had once hoped for — at least not without sooner or later bringing dire consequences. lust yesterday, which is typical of my day; in fact typical in the day of a chiro- practor, another patient thanked me for WANT SOMETHING TO SMILE ABOUT? The Durham Attack faced the larborough Solars Gemini m and defeated the Solars in straight games 15-10, 15-13 for the gold medal. After winning all eight sets in round-robin play, the Attack aLvanced to the crossover semi- als against last year's provin- cial champion Forest City Team. Durham had little trouble eliminating Forest City in straight games 15-6, 15-4 to earn a berth in the final. Offensive threats for the At- tack, scoring a large number of dills, were Justin Thompson with 26 kills, Ryan Kelly with 24, Scott Yuill with 23 and Rus- sell Cook with 21. The Attack will play in the Challenge Cup in London on Jan. 30. Members of the Attack live throughout Durham Region, in- cluding Ajax and Pickering. Blizzard notes the mild weather the area has expe- rienced through most of November and December may have played a role in keeping fans away, but with the club at the halfway point of the season, he's hopeful the fans will come back to see the Panthers. The team is cur- rently in their first season in a new, revamped league which has com- bined both the for- mer Metro junior league and the Provincial tier 2 league into the new loop contain- ing local rivals Ajax, Oshawa and Bowmanville. In an attempt to bring more fans out to the team's games, the Pan- thers recently hosted a pizza night and, in Janu- ary, will hold a special night to honour local sports celebrity Spider Jones.
