'J'i:.✓ � � '.P N Pickering neighbourhood part of `safety zones' pilot project Ten Community Safety Zones are going to be set up around Durham Region and anyone committing a driving offence inside one will have to dig deep to pay the fine. The Province approved the zones in September and is giving municipalities the au- thority to set them up. Durham Region has selected 10 pilot sites on regional roads and bylaws establish- ing the zones are expected to be approved in January. A one-year trial will he used to determine how effec- tive the zones are. Special signs will be installed to in- form motorists when they are entering and leaving a zone. A recent report to the Re- gion's Works Committee noted the theory of douhling the fines for moving viola- tions in a safety zone will act as a deterrent to illegal dri- ving. But, the report stated flashing school zones were tried in three areas ol" Durham and these "proved ineffective in altering driver behaviour over an extended period:' Criteria for picking sites includes a history of' repeated offences; an area where en- forcement alone hasn't been effective; where other efforts haven't worked; where there is a genuine safety problem and not a perceived one; and SP'LE i E'er C'!! And. has has been mentioned here in the past. it shows great foresight — not to mention great potential hen- cfit for transit users in Pickcrme and Ajax and the taxpaying public at large — that Pickering and Ajax arc moving forward so amicably on this front. Consider the findings of a consul- tant jointly, hired by the two Towns to study the transit amalgamation pro- posal: - A more efficient transit system enhanced through changes to organi- zational structure, job descriptions. responsibilities and reporting rela- tionships: - The opportunity to reduce costs through greater efficiencies. -A single foc:uwd marketing strat- egy and customer service program expected to increase customer satis- faction: - Greater clout for Pickering and Ajax when dealing with the Greater Ms. Bul Toronto Scr%ices Board on inter -re- gional transit issues such as GO ser- vice., - A fresh start for dcalinL, with labour/management relations and defining transit policies and proce- dures. When public transit in Pickering and Ajax becomes more readily ac- cessible, it creates a perception of co- operation and unity. This year's offerings include an electronic game that acts as 'matchmaker' and fortune teller, a play nail salon, vari- ous kits to make abominably gaudy ,,Marianne Takacs Staff writer jewelry, a wide selection of miniature household appliances, more implau- sible bottle -sucking, diaper -wetting baby dolls with red lips and plat- inum-blonde perms, and of course several versions of every feminist's favourite — the 'fashion doll'. Nearly all of the latter have the requisite unhumanly long legs, im- possible waists, huge pouffes of brassy hair and breasts so huge and pointy the child is surely at risk of impaling herself on them. It wouldn't be so bad though, if they weren't en- gaged in such appalling activities. Just think of the role-playing your child can enjoy with — and I'm not making these up — Bead Blast Bar- bie, Twirling Make-up Barbie and Beyond Pink Barbic, who wears above-the-knee black hoots and bran- dishes a pink electric guitar to match her electric pink minidress. Fashion dolls have made some progress over the last 30 years though, since you can now buy a Jeep for one — in pink. The most Neanderthal fashion doll of the year must be 'Dr. Ken'. I haven't seen a Nurse Barbie yet, but have no doubt she exists. Interesting- ly, Dr. Ken comes with a little boy doll for a patient, just in case parents recoil in horror at the thought their little princess might have Ken prac- tice his medical skills on the nubile Barbie. I have been a firefighter in the town tier more than 30 years and am proud of my profession. A fire- fighter's job consists of much more than to responding to fires. Fire- lighters do public education, home - safety, programs, training in schools, fire prevention and fram- ing. We respond to hazardous ma- terial incidents, high -angle rescue, explosions, confined -space entry, high-rise incidents, water rescue, medical call, traffic accidents, auto extrication, maintain the fire sta- tions and equipment and also re- spond to carbon monoxide calls. So, you see sir, we don't have to justify our existence. Certain laws are passed to pro- tect those who are unable to make choices for themselves, such as lit- tle children and sick, elderly or confined patients in seniors' homes and hospitals. I commend Pickering Town Council for having the foresight to pass this new bylaw. It will make our community safer. If it saves just one life don't you think its worth it? Since then, he has devoted his life to achieving two primary goals: to dramatically improve the painful every -other -weekend and one- night -a -week visitation schedule and to become the best dad possi- ble. His desire to achieve these goals took him first into the reas- suring arms of The John Howard Society's DADS (Dads Aiming for Direction and Support) program in Oshawa, which, in turn, led him into the Society's Active Parenting Today group. Despite only brief visits with his son, Mr. Roberts says the skills he's acquired through the Active Parenting program has already greatly enhanced the limited time they share together. "It's making me stop and think before I say something; I think aNwt what out- come 1 want and how I'm going to approach it:' he says. "Wc don't get into power struggles. There are no winners with power struggles because he just pouts and stomps his feet and I don't end up getting what I want either." Developed by Michael H. Pop- kins, Ph.D.. the primary aim of the program is to teach parents of Iwo - lo 12 -year-olds a method of par- enting and problem -solving that will give their children the skills they need to "survive and thrive' in our modern-day, democratic so- ciety. In this, the second of a three- part series, This Week will look at some of the advice offered by the program, building on information provided in part one. During the first two weeks of a six-week schedule a group of Durham par- ents were introduced to a number of important parenting techniques including the autocratic style, rul- ing with an iron fist, the permis- sive style, known as the doormat, and the democratic — the active parent — technique. The democratic style falls com- fortably between the other two, _providing children "freedom with- in limits" and goes a long way to fostering confident, responsible ,and respectful children. It works on the premise that there are four goals that govern our children's behaviour: contact, the need to be- long; power, the need to influence our environment and gain a mea- sure of control; protection, the -need to protect ourselves physical- ly and emotionally; and withdraw- al, the need to withdraw and re- group. Children with high self- esteem, on the other hand, will look to contribution, indepen- dence, assertiveness and forgive- ness, or centring, respectively. The key in dealing with chil- dren exhibiting the negative ap- proach is to first determine the child's goal. But when the negative path becomes their approach the behaviour will sometimes require discipline. Discipline, as the pro- gram teaches, is a Latin word meaning instruction. In contrast to punishment, which can create re- sentment on the part of the child and teaches nothing about respon- sibility, discipline, properly ad- ministered, can alter the child's be- havior without damaging his/her self-esteem and provides parents the opportunity to encourage posi- tive changes in the child's behav- iour. As you would treat anyone else in a society of equals, the progres- sive road to discipline first begins by respecting and talking to your children as people. Often polite re- quests are enough to change the child's behaviour, but it's impor- tant that he knows what your ex- pectations are. If polite requests don't achieve the desired results "I" messages might be more effec- tive. "I" messages are less threat- ening than the common "you" messages and puts the emphasis on the child's behaviour rather than the child's personality. The experts suggest starting first by stating the hehayiour or sit- uation you want changed. -I have a problem with Nour leaNing dirt} dishes on the coffee table.. "Then say how you feel about the situa- tion, "I feel taken advantage of..:' Followed by stating the reason. Given that "responsibility equals choice and consequences:' and 'I' messages aren't always ef- fective, logical and natural conse- quences play an important role in changing behaviour and teaching responsibility. Logical conse- quences can be used to "handle parent -owned problems," when the behaviour interferes with parents' goals, while natural consequences are effective when the child owns the problem, when the problem in- terferes with the child's goals. Logical consequences involve giving the child choices "either you may ... or you may not ... You decide." However, only offer the child choices you can live with. Ask the child to help set the conse- quences. But make sure whatever consequences are agreed upon that they are really logical and directly related to the child's behaviour. For example, if the child likes to draw on the dining room wall, have him clean it up. Sending the child to his room will come across more as a punishment and does lit - tic to teach responsihility. In contrast. "natural conse- quences are the results that natu- rally occur from a child's bchayior without the parent doing am - thin," For instance, a child who leaves her hike outside might dis- cover it rusted or perhaps stolen. Sewage plant gets new incinerators Almost $970,000 is going to be spent repairing the incinera- tion system at the Duffin Creek Water Pollution Control Plant in Pickering. Durham's portion of the cost is about 5198,000. while York Re- gion will chip in the remaining S771,000. Operating costs for the plant are shared by the two re- gions on a flow proportioned bass and 80 per cent of the flow comes from York. About 60,000 dry kilograms of sewage sludge is incinerated each day at the facility. Money for the project will come from savings in power, fuel and chemical purchases. More Taunton Road work planned More road widening work could be on the way for a stretch of Taunton Road. Durham Region Works De- partment staff will include in the 1999 budget a plan to reconstruct and widen Taunton from east of Garrard Road to Simcoe Street in Oshawa. A two-year project to widen the section from Anderson Street in Whitby to east of Garrard in Oshawa was completed this year. Most of the road from Garrard to Simcoe is two lanes and would be widened to four if Regional Council approves the project. The City of Oshawa passed a motion in February asking the Re- gion to widen Taunton from Ritson to Townline Road.
