New rules for choosing Durham chairman BY KEITH GIUJGAN Staff Writer Durham's next chairman must be a sitting member of Regional Council. but voters won't have a direct say in who gets the top job. Regional Council voted 15-10 Wednesday to restrict the posi- tion to politicians chosen to serve on council by voters in their mu- nicipalities during civic elec- tions. Councillors turned down a recommendation to keep the job open to anyone of voting age. Ironically, it was a year and a day ago that council chose Roger Anderson as current chairman over Pickering Mayor Wayne Arthurs despite the fact the for- mer lost in his bid for the Ajax mayoralty in the last municipal election. That sparked an outcry which convinced council to review the way Durham's chairman is se- lected. The Province must still change the Region of Durham Act before the new selection process becomes official. Even then, Mr. Anderson could remain chairman after the next municipal election because he's considered a member of Re- gional Council until the next Durham boss is chosen. Mayor Arthurs opposed both the status quo and an election at large. The latter "would lead to another type of government, away from a federation of munic- ipal ities" But, Whitby Mayor Marcel Brunelle spoke out against re- stricting the chairman's job to sit- ting council members. "Some past regional councillors would be blocked (from holding the po- sition). We'd close the door. Please, don't close the door to someone from the outside who could help us" Pickering Councillor Doug Dickerson also spoke in favour of the status quo. "The status quo has done this region well and done this region proud over the years. No one option will satisfy all." Mr. Anderson said in an inter- view he has "no problem" with the change. Durham District School Board trustees are faced with setting a priority list of new schools and renovation projects after the de- feat of the board's accommoda- tion and school improvement plan last week. That plan called for the con- struction of 12 new schools over the next three years and proposed a $30 -million reinvestment in 12 existing facilities. You don't have to battle through massive shopping lines to get your hands on this year's hottest toy. Thanks to the generousity of the Canadian Tire store in Ajax, the News Advertiser will host a silent auction for 10 of the popular furry Furbys, the hot new interactive toy kids across the country have been dreaming of. Furby, who can say more than 800 phrases and can be taught games, songs and tricks, will be helping the Ajax -Pickering Health Centre of the Rouge Valley Health System, as all proceeds from the event will go to the pediatric ward to purchase infant car- diac monitors. Canadian Tire owner Dave Nichol- son, who sat on the hospital board for a number of years, is looking forward to raising money for the hospital foun- dation. Though the store received just 20 per cent of its order of the popular toy, he believes raising money for the hospital is a better option than having customers fighting over the remaining Furbys. Meanwhile, the hospital founda- tion is "thrilled" with the plan, reports spokesman Shirley Freek. "I think it's a really neat thing. How exciting" Ballots for the pint-sized pets are included in today's News Advertiser on Page 8. Study proposes new approach to aid mentally ill in transition to community BY CINDY UPSHALL Staff Writer Making the transition from inpatient to community resident easier is the aim of a new study involving Whitby Men- tal Health Centre (WMHC). "We will test a new way of support- ing people as they move from a psychi- atric facility in to the community;" says Michelle Voorberg, WMHC program manager. •'"The ultimate hope is we will improve the quality of life for people with serious mental illness:' The three-year, $750.000 study will involve 540 discharged patients form the WMHC, the London/St. Thomas Psychiatric Hospital and the Hamilton Psychiatric Hospital. Up to 180 people discharged from the Psychiatric Reha- bilitation Program or from the Dual Di- agnosis Service at the WMHC will vol- untarily participate. Under the study, discharged clients will be paired with a staff member, with whom they had a relationship while at the facility, who would keep in contact with the client. In addition the client would also be matched with a peer, someone who was previously a patient .and Successfully made the transition to fife in the community. These initiatives will be in addition to connecting the client with communi- ty support services, such as a psychia- trist or a case worker, which is the cur- rent practice. "The whole idea was to create a safety net for the client," says Ms. Voor- Curnently making the transition from inpatient can often be a lonely and dif- ficult experience for clients because they've never had any contact with ease workers assigned to help them, says BMs. Voorberg, "They don't know these people and they have Do further contact with the people they have had relation- ships with and it's that point that is very lonely;' she says. 'Riese changes will help to reduce this loneliness and help make the transi- tion more successful. Staff members would keep in contact with the client, through phone or visits, helping them in a number of ways and helping the per- son adjust to independent life, explains Ms. Voorberg. A pilot program, involv- ing the same changes, was completed at the Hamilton facility and "the outcome of the study was this approach did im- prove quality of life and saved the tax- payers money;' she says. If, after three years, the study has proved successful it will likely be ex- panded to other psychiatric facilities in Ontario. The study will be conducted by the University of Western Ontario and is funded by the Canadian Health Ser- vices Research Foundation. Canadian Blood Services holds a two-day donor clinic Thursday, Dec. 17 and Friday, Dec. 18 from 2 to 8 p.m. at the Metro East Trade point McTea ue g McTEAGUE From page I ing the goal is to prevent development, such as tall buildings or residential neighbourhoods nearby, that would make it difficult to build an airport in the future if one was ever needed. Pearson airport is supposed to have enough capacity to meet the Greater Toronto Area's air transportation needs for another 30 years. A group of area residents calling them- selves VOCAL (Voters Organized to Cancel the Airport Lands) has opposed the designa- tion, claiming it would create momentum for the construction of an airport that could not likely be stopped. VOCAL maintains an air- port in north Pickering would eliminate first- class agricultural lands, bring pollution into the area and destroy the surrounding commu- nity and its way of life. Pickering Council has passed a resolution stating it does not support an airport here, and called for the establishment of a stakeholders group — which would include representatives of the Town, the provincial and federal gov- ernments and the community — to deal with the designation issue and discuss the future of Centre, on Brock Road just north of Hwy. 401. The goal is to collect 110 units of blood each day. Up to four people can be treated with each donation as a unit is divided into four compo- nents — red cells, plasma, platelets and cryo - finger at provir the federal lands. Ottawa expropriated the lands in 1972 for an international airport which was never built. Since then, a provincial minister's zoning order has controlled development in much of the area around the site. However, in July fed- eral Transport Minister David Collenette an- nounced the lands would be officially desig- nated as an airport site under the federal Aero- nautics Act to prevent incompatible develop- ment. According to Mr. McTeague, recent provincial decisions which could lead to inap- propriate development in the area have forced Ottawa to pursue designation. The MP says the feds would likely agree to forego designa- tion if another solution could be found to pro- tect the option of building an airport here if and when it's necessary. Mr. McTeague suggests it was a "mis- statement" by Durham West MPP and Minis- ter of Community and Social Services Janet Ecker to tell the News Advertiser recently that the Province hadn't done anything to push Ot- tawa to designate the lands. "They're not prepared to live up to the commitment they made in the 1970s to protect those lands. It's not fair to play this jurisdictional game" The MP also questions Ms. Ecker's sug- gestion the provincial government has no au- thority on the airport issue and that it is "trumped" by Ottawa. "I would have hoped the minister could have worked with this process in the best in- terest of the community as opposed to trying to wash her hands of something that is clearly part and parcel of our joint responsibility on the question of the disposition of the lands up there;" says Mr. McTeague. Staff are recom- mending to trustees that they go ahead with four schools in Whitby, one in Uxbridge, two in Ajax and an addition to Westney Heights Public School in Ajax. And, many of the renovation projects won't go ahead at this time. "The board will deal (before year's end) with the elementary schools that are going forward," Mrs. Schedlich says. "We need to deal with it (soon). We need to get the tenders out." She adds the schools still on the list were recommended by staff because they are in high growth areas and says it's "unreasonable" to change that list at this time. "Staff have been working on this plan for a long time," the Pickering trustee says. "In all fairness trustees have had over six months to look at it. If they had questions they wished to raise they had plenty of time" But, Oshawa trustee Jane Weist says she won't support the proposed list of schools. "I will oppose it. I don't think the priority list is coming out right. There are four schools in Whitby:' she says. Ms. Weist says she wants to see a school in the Attersley area added to the list. "I think we need to put our input into it. It is up to us as trustees to look at that priority list to see if other schools should be on it," she says. Meanwhile, parents at schools that would have seen additions or renova- tions under the plan say they're con- cerned with overcrowding now that plans have been shelved. At Pine Ridge Secondary School in Pickering, which would have gotten a 10 -room addition, there are already 20 portables on the school grounds. And, school council chairman Al Goodall says, by the year 2001, "We're going to be adding 200 more pupils... this is a school in need" He says the school needs a "mini- mum of 10 classrooms. And, in order to do that, we need the funding for it" That's why Rob Windrim, a parent at Ridgeway Public School in Oshawa, says, "We need to get the community of Durham working together. "It's the government that needs to come through with the money we need," Mr. Windrim says. "The Pre- mier met with Mel Lastman and solved the problems in Toronto. He needs to come to Durham and fix our prob- lems." (A RESIDENCE YOU CAN BALL NOME 1 t11.I■1111 k17.1/.11\1111'1►Irl `! _ Located in the Heart of the Kawarthas . Lindsay, ont. The obvious answer to the ques- tion is to toughen up the punishment for suspended drivers caught behind the wheel. That's why the Province's latest move to deal with the problem of suspended drivers will help make our highways and bi- ways safer. If your licence to drive has been suspended and you tempt fate by going for a drive you could face a fine of between $5,000 to $50,000, up from $500 to 55400. The ten- fold increase in fines is meant to be a severe deterrent to those who, once convicted and who receive a li- cence suspension, would foolishly flout the law. Those who arc caught a second time while their licence is suspend- ed face fines double the new amount -- 510,000 to S 100,000. That's sending a loud and clear message. As Transport Minister Tony Clement said when the bill was in- troduced last Monday, "Ontario is the last place a person driving under a Criminal Code suspension wants to get caught" He added the new bill is aimed at "the worst offenders on our roads" A note of caution however was sounded by Durham Regional Po- lice Sergeant Jim Grimley, who in- dicated that some suspended drivers might choose to flee police rather than get caught — especially with the new huge fines involved. Sgt. Grimley points out — and we've been arguing for this legisla- tion for many months now — that harsh sentences including mandato- ry jail terms must be levelled against anyone who flees police. The officer suggested stiff penalties for those who fail to stop for police must go 'hand-in-hand' with the in- creased fines for driving while sus- pended. The people of Ontario for many years now have been calling for harsh treatment of drivers who refuse to respect the rules of the road and the law of the land. Drunk - driving, speeding, dangerous dri- ving and driving while suspended simply cannot be tolerated. The stakes are too high. To use Mr. Belfry's own argument, a vast ma- jority of people may not care to voice their dissent, but that doesn't mean they are in favour of an air- port. Furthermore, it is hard to believe his conjecture that the rest of "the vast majority of Durham residents favour the present plans for an air- port" when agriculture is Durham's second largest industry. A Holocaust su*rvivor's ta-leNlIft Anita Mayer shares a lesson in the strength of the spirit BY STEPHANIE McDONALD Special to the News Advertiser Anita Mayer knows what it's like to live in terror. The Holocaust survivor was con- fined to Nazi concentration camps for a year after hiding out from the Germans for 18 months during the Second World War. At one point, she was held cap- tive alongside Anne Frank, Ms. Mayer told two Grade 9 classes at Dunbarton High School in Picker- ing where she spoke about her ex- periences recently. Those experiences changed her life forever and inspired her to write the book One Who Came Back. "It affected my whole life," said the native of Holland who now lives in Toronto. "I am just a product of the Holocaust" Now 73, Ms. Mayer read ex- cerpts from her book, answered questions from students and re- counted her horrific memories of starvation and fear. Ms. Mayer and her family hid out for a year -and -a -half along with nine other Jewish people taken in by a Christian family whose son was part of the underground resistance. That ended when they were cap- tured by the Nazis on Aug. 2, 1944, a day that's etched into Ms. Mayer's mind. They knew something was wrong when they heard a car after the 10 p.m. curfew. "We had devel- oped a sixth sense for anything out of the ordinary," said Ms. Mayer. There was not enough time for the "hiders" to reach the shelter they had built for themselves a year ear- lier underneath the dining room. The Nazis were only looking for the family's son but ended up also capturing Ms. Mayer, then 19, her brother, parents and the other peo- ple being concealed. "We were a bonus." After a short stay in a Holland prison, Ms. Mayer and her family were taken to Westerbork, a concen- tration camp where all the Jewish people from the Netherlands were sent. There, she got to know Anne Frank and her sister while bunking beside them. "Anne was the serious quiet one who did very little talking, a tall pretty girl who looked very mature for her age," Ms. Mayer re- calls in her book. The family spent two weeks at Westerbork before she was trans- ferred to the infamous Auschwitz and separated from her loved ones. She would never see them again. Ms. Mayer recalled the inhu- manity of Auschwitz for the stu- dents. Captives were forced to dig graves and bury bodies of concen- tration camp inmates killed by the Nazis. "!bey did anything they could to break our resistance" But she refused to let the Nazis break her spirit. "My mother use to say, 'They can touch you on the out- side but they can't touch you on the inside'" Ms. Mayer was imprisoned in Auschwitz for two months before Holocaust survivor Anita Mayer's smile belies the horri- ble memories she has of Nazi - led work camps she spent time in as a young woman. She spent time recently sharing some of those memories and excerpts from a book she wrote with students at Pickering's Dunbarton High School. being transferred to a work camp were she would stay until the end of the war. She'll never forget the day she left Auschwitz. Ali the women in her barrack were ordered by guards to take off their clothes. Josef Men- gele, who Ms. Mayer calls "a mon- ster", walked past the line of women, pointing them in the direc- tion they were to go. "He selected the people who would live and the j ones who would die" Not everyone was as lucky as she. Many women were ordered into a room to the right, including Ms. 1 Frank. "Inside the room were naked women like sardines in a can, scared to death, some crying, some pray- ing" None of the women in that room survived the war. ! Ms. Mayer lost her entire family I and many of the friends she had made. "I was the only one who I came back and I had to start my life over from scratch" She wrote her book in the late 1970s to ensure others were aware of what went on during the Holo- caust and to attempt to put it behind her. "I felt my children and their chil- dren should know what happened to me. And, writing the book freed me. So, too, did her move to Canada. "I wanted to get away from the memories" Remarkably, Ms. Mayer said, she never questioned the motives of the Nazis. "I never asked the rea- sons why they were doing what they were doing. All I wanted to do was survive." Parents can play critical role in eliminating school yard bullies: Professor BY SUSAN O'NEILL Staff Writer Parents have an important role to play in putting an end to bully- ing in the school yard, school council members heard Thursday during an anti -bullying workshop at the Durham District School Board. "Bullying is normal on the playground, but if we as adults don't have a presence there, play- grounds become much like the Lord of the Flies where children's justice prevails," York University professor Dr. Debra Pepler, an expert in anti -bullying interven- tion, told a crowd of roughly 60 parents. "You can't say to a vic- tim, 'go and solve it yourself.' It needs somebody to shift that power." During a three-year study of student behaviour at elementary schools in Toronto, Dr. Pepler found between 15 to 20 per cent of pupils report being victims of a school -yard bully. "That's five or six children in each class. It's not a problem that's insignificant—it happens in every school—it's an absolutely . DEBRA PEPLER "Playgrounds become much .like Lord of the Flies.' universal phenomenon as chil- dren figure out how power works." She told parents bullying can be physical, verbal or psycholog- ical. "It's those put-downs, it's demeaning somebody on a per- sistent basis. Each time it hap- pens the bully gains power and the victim loses it. Each time that relationship becomes more con- solidated... kids need to find more pro -social ways of being power- ful.- And, ower- ful"And, that comes through adult intervention, she said, encourag- ing parents to work with teachers and school administrators in tackling bullying problems at their schools. She suggested school councils help to develop and enforce school policies, in- crease communication about the issue and build anti -bullying pro- grams into the curriculum. "It's so important you go to the school and talk about these kinds of is- sues. "We tend to think kids will grow out of it. But bullying is a life -span problem," Dr. Pepler said, noting as children get older, bullying "changes form and moves into sexual harassment and gang behaviour." She notes girls engage in bul- lying almost as often as boys, but says their methods are a little dif- ferent. "I think you really have to work with girls. Girls are particu- larly skilled at indirect bullying. We need, as parents, to monitor children and tell them this is not acceptable behaviour. "Everything she talked about is happening at our school. She hit the problem right on the nose," said Cindy Mansell, a school council member at Sir John A. Macdonald Public School in Pickering, who plans to discuss Dr. Pepler's anti -bullying initiatives with other parents. Meanwhile, Glenna Janssen, who, along with parent Jane Rail, developed a program called The Friendly Playground at Whitby's Leslie McFarlane Public School, says, "when children are inactive, when they don't have something to do, then: are opportunities to get into mischief." The idea behind the program, which is not running at the school this year, is to give young stu- dents activities during recess while allowing older students an opportunity to take a leadership role. She adds, "We're concerned that bullying is a sneaky thing ... the more we're aware that those behaviours go on, the better prepared you are to deal with it." Durham Chairman Roger An- derson told Regional Council Wednesday construction will start in April on extending the toll highway to east of Brock Road in Pickering. "That in itself is good news" Provincial Transportation Minis- ter Tony Clement made the an- nouncement at a meeting of GTA Mayors and Chairs recently. The road is to be built and operated by the private sector but Mr. Clement said the work would start even if the Province hasn't found a buyer. The highway will eventually ex- tend across the region to Hwys. 35- 115 in Clarington. Mr. Anderson re- ported an Environmental Assess- ment is under way for the rest of the highway in Durham. "This is something the Region of Durham was very pleased to hear. I congratulate the minister on his fore- sight" Mr. Anderson said. MP wants end to concurrent sentences BY CINDY UPSHALL Staff Writer Serial murderers and rapists shouldn't get -vol- ume discounts" from Cana- da's justice system, says Whitby's member of parlia- ment. "We should be giving volume discounts? Three for the price of five? I don't think so," a passionate Judi Longfield, Whitby -Ajax MP, told This Week speak- ing in support of a private members' bill which would end concurrent sentences for serial murderers and rapists. "People want life to mean life," she says, adding many people are frustrated by the practice of giving concurrent sentences to multiple murderers, which even with a life sentence could see them out on parole "in relatively few years." She says the current prac- tice of concurrent sentenc- ing sends the message to killers that "once you've killed one, why not kill five or six more. They only give you life., Ms. Longfield asks how you tell the family of a mur- der victim that the person re- sponsible was only sen- tenced for one murder, but "for the second, third and fourth one, we'll forget about it?" Her strong feelings on the issue ran contrary to those of Oshawa MP Ivan Grose who spoke at the jus- tice committee this week and questioned how consec- utive sentences addresses a person's potential for reha- bilitation. Ms. Longfield says re- moving the option for con- current sentences will only apply to serial murderers and rapists, not people con- victed of any other crime. "I don't see rehabilitating serial killers," she says. Although she believes in a judge's discretion in pass- ing sentences, Ms. Long- field says "I think when we're talking about the tak- ing of a life and rape, those kinds of disgusting atroci- ties, there shouldn't be any •discretionary power" e W , yr. Beware effects of Mevacor and grapefruit juice Do you enjoy grapefruit juice for breakfast? If so be careful how much you drink if you're taking cholesterol- lowering drugs such as Mevacor. Zocor and Lipitor. Studies show that grapefruit juice carries a powerful punch. It can increase the levels of Mevacor in the blood 15 times. And this may result in rhabdomylosis, a skeletal muscle -wasting disease. Dr. Dave Bailey, Associate Profes- sor, Department of Medicine at the University of Western Ontario was the first scientist in the world to discover that grapefruit juice has the ability to raise the level of drugs in the blood. In 1991 Dr. Bailey reported a study in the British journal 'Lancet.' It showed an interaction between felodipine (Plendil and Renedil) drugs used to treat hypertension and grape- fruit juice. At the time it was consid- ered a mete academic curiosity. But those who ignored its warnings were in for a shock. Now a group of Finnish researchers have proved that grapefruit juice mag- nifies the level of Mevacor in the blood. It's the same as an overdose of 15 times the recommended dose of Mevacor. And it risks 'rhabdomylosis.' That's too big a price to pay for lower- ing blood cholesterol. Dr. Bailey claims that the effect of a glass of grapefruit juice lasts 24 hours. He continues, "There's a real possibil- ity that if a patient takes Mevacor with grapefruit juice for two to three weeks he would develop this complication:' I find this report frightening. After all, it's not as if patients on these cho- lesterol-lowering drugs were pouring themselves a three -ounce martini for breakfast. Who in his wildest dreams Sign Off Smoking with Lung Associaton You can make that New Year's res- olution to quit smoking actually work. Whether you need to quit for health reasons or just want to kick an old habit, a new program offered by the Regional Respiratory Rehabilitation program and the Lung Association Dwham Region could help you out. Called Sign Off Smoking, this duce -pion, struca, rod smoking ces- sation program Starts Thursday, Jan. 7, 1999. The fee is $35 and it includes mate- rials. Space is limited, so you're en- couraged to register early. Call the Lung Association at 436- 1046 for more information. The Doctor Game H'. Gifford -Jones M.D. would have thought that enjoying grapefruit juice was living on the edge'' Dr. Bailey says he and his col- leagues have notified the manufacturer of this interaction. ?Merck Pharmaceuticals agrees that grapefruit juice can elevate blood lev- els of some cholesterol-lowering drugs. But it contends the Finnish study used unrealistic amounts of grapefruit juice. And that not a single case of rhabdomylosis has ever been documented in over 30 million pa- ticnts. Dr. Bailey is not impressed by this point. He says, 'lite fact that there is not a reported serious interaction be- tween grapefruit juice and Mevacor does not mean it does not exist. It may not have been recognized because of a lack of awareness" Merck scientists are now studying the effects of a single glass of grape- fruit juice on the action of Mevacor. One wonders why this wasn't done earlier. After all, Dr. Bailey's research showing the power of grapefruit juice was published in 1991! It would ap- pear that his report simply collected dust. What should medical consumers do? Finnish researchers report that not all cholesterol-lowering drugs are af- fected by grapefruit juice. For instance, Pravachol and Lescol do not have this interaction as other enzymes and main- ly responsible for their metabolism. Mevacor is not the only drug that reacts with grapefruit juice. Others in- clude antihistamines such as Seldane or Hismanal, dihydropyridine calcium channel blockers, cyclosporine and Prepulsid. Today everyone should be on the alert for drug interactions. Some elder- ly people are taking 10 or more drugs. This could result in enormous numbers of drug-induced complications. And there's another problem. As we age all our organs gradually become less efficient. For example, the youth- ful liver and kidneys easily remove drugs from blood circulation. Older or- gans are less effective allowing drugs to accumulate and reach dangerous levels. We still have a lot to learn about drug interactions. And we should all ask this question. If something like grapefruit juice causes trouble, what happens when we take two or more powerful drugs in combination? This means that patients must fa- miliarize themselves with whatever drug they are taking. One way is to read the information provided by phar- macies when prescriptions are filled. At the moment however, they don't carry the warning about grapefruit and these cholesterol-lowering drugs. Be sure to ask your doctor about drug interactions. But remember you can't rely entirely on his or her advice. None of the doctors in my survey knew about the interaction between grape- fruit juice and certain drugs. 11 The Sylvan Guarantee: Your child will improve at least one full grade equivalent score in basic math or academic reading skills after 36 hours of instruction, or we'll provide 12 more hours at no further cost. This is the time of the year when hearts are open to the goodness in one another and petty differences are put aside in favour of the oneness that is known because of The Great One, Jesus Christ, who walked on earth almost 2,000 years ago. As we approach the tum of the millennium we have to stop and ask ourselves how far have we actuall• come from those days when a person would be crucified on a cross for standing up for that which is right and true. It seems even today, perhaps more than ever, we are faced with the same challenges that Our Lord and King had, with a slightly different appearance. True enough we have laws that give the individual the right to freedom of speech. As quickly as the truth is spoken and proved so is there someone present to put it down and destroy the little bit of hope that might have been kindled in an aching heart. When a per- son is down they need more than ever an encouraging word and what do they get but discouragement, disillusion- ment and often times a simple word that tears apart all hope for something better. So it is that at this time of vear people are thinking more about helping the needy, about giving a bit more of their time, effort and money to those less fortunate than themselves. How wonderful that there is such a focus on giving. However, I am veru much aware that those right under our noses, although they may not be in need of fmid or things; those closest to us need our loving support to move out of the ruts that bind them to a life of unhappi- ness, ill -health and despair. Some of us are out here through- out the year working day -in and day - out to help change the patterns of thought that keep people bound up. Our motto at PINERIDGE NATURAL HEALTH has been "RESTORE MOVE- MENT, RESTORE HEALTH". It seems everyone now has some feelings of guilt alx-)ut missing a work-out or drop- ping their exercise programme alto- gether for awhile. Most of us know that we just have to get out there and do it. NZ?WANT SOMETHING TO SMILE ABOUT? When the back starts screaming or when we can't fulfill our daily responsibilities, we stop for a little while at least to do something, anything that will put us back into the swing of things; usually back to the things that caused the problem in the first place. "BUT CHANGE? Are you crazy? You don't know my life. 1 don't have time to think about doing things differ- ently." A friend of mine was paralyzed overnight for no apparent reason ... and no, he hadn't had any chiropractic adjustments... his nervous system just broke down. it has taken him months to get himself from moving only his eyes to now getting around in a wheelchair and up on a walker off and on. We are hoping for a full recovery and I com- mend him on his per- sistence and courage to heal. Even he doesn't forget for a second the impor- tance of the love and support he has received from every- one around him. This I--, one of the most vital aspects of the healing process. Without those who are willing to kick your butt and get you up and moving to do something good for yourself you probably will continue to listen to those who are feel- ing so guilty about what they aren't doing for them- selves that thev must keep you down with them. It has taken my friend a near tragetiy to start think- ing about getting the necessary help that we all need. He is now willing to look at his life and make some changes. He has even said he is willing to con- sider chiropractic care for the fine tun- ing of the beautiful instrument, the human body, that he has been given so that he can continue to do great work that he has come on earth to do. Let us not wait till we're hanging by our fin- gernails off the edge of a cliff before we take action to do something that can realk, make a difference in our life; it doesn't take much to get things mov- ing in the right direction again. "What we want to make sure is never again — if that's Ix)ssible — will we have to see these haunting pho- tographs on the front page of newspa- peZp:' says Durham West MPP and Minister of Community and Social Ser- vices Janet Ecker. Legislation intro- duced by the minister is a key compo- nent to measures endorsed in a report from the provincial coroner's office which investigated how closely recom- mendations from inquests into the deaths of six children were followed by the agencies, including the Children's Aid Society (CAS) and government ministries involved. "We want to better protect kids. It's that simple:' says Ms. Ecker. Jennifer, a Bowmanville resident, died April 2, 1996 at the hands of her adopted father. 4.5 -year-old Ronald England, a schizophrenic, who was later found not criminally responsible for the brutal stabbing that led to her death. Believing Jennifer was possessed by Satan. Mr. England stabbed the child at least 69 times, so ferociously the knife was found through her chest em- bedded in the floor beneath her. His 79 - year -old mother. Marion Johnston, was also stabbed to death by Mr. England. during the incident. Concerns about the role of the Children's Aid Society dur- ing Jennifer's brief life, were raised in the wake of her brutal death. Almost two-thirds (62 per cent) of recommendations made by six child abuse inquests — including Jennifer's — have been implemented or will be in the near future, says Deputy Chief Coroner Dr. James Cairns. And another 26 per cent are under consideration, ac- cording to the comprehensive report The report applauds the measures al- ready implemented including the legis- lation introduced by Ms. Ecker to im- prove the Children and Family Services Act which was last updated 14 years ago. The legislation "will certainly im- prove the welfare system's ability to trop children:' says Joan Skelton, pres- ident of the Children's Aid Society of Durham Region. Dr. Cairns agrees. "If and when all of these recommendations are up and running... the system of child protection in Ontario will be much more compre- hgnsive:' One part of the legislation will ensure a review of the Act is conducted at least every five years. Measures currently being imple- niented include: • sew child -focused provincial legisla- tion which puts the rights of the child above those of the parents including less stringent markers of what consti- tutes abuse; • a standardized risk assessment model for all CAS social workers to assist ttrlem in determining the level of danger a child is in; including necessary pro- tective action to be followed (this began Sept. I ); • an annual review of child protection files and social workers case notes and, • establishment of a provincewide data - base linking the CAS offices for easy cross- re ferenci no to be fully up and running provincewide b) April 1999 and to begin test -pilot- ing in select offices, including the Durham CAS, within weeks. ".all of the cham-cs proposed would he of relevance to Jennifer's case:' says Dr. Cairns. A four per- son — two men, two women — 1997 jury inquest into Jenniter's murder condemned social workers with the Toronto Children's Aid Society for recommending Mr. England's custodv bid and for irre- sponsible monitoring of the case. especially following the family's move to Bowmanville. Jennifer's files were never transferred to the Durham CAS and no home visits were ever made at the Duke Street residence where %Ir. England's mental state is said to have serious- ly deteriorated. Ninety-five per cent of the rec- ommendations made by the Eng- land jury inquest are either to be implemented or are still under con- sideration. One of their foremost recom- mendations was to change the def- inition of a "child in need of pro- tection" to include neglect and ex- posure to domestic violence or abuse, including emotional or ver- bal abuse. The proposed provincial JOAN SKELTON 'We're already working on an important new risk assessment model.' legislation introduced by Ms. Ecker would place the safety of the child ahead of the rights of the par- ents. For the first time it will in- clude neglect and emotional care as a reason to protect the child. Under the 1984 legislation. Chil- dren's Aid workers would look for clear-cut physical abuse prior to re- moving a child from a family home. ""bite system was putting the in- terest of parents way above those JANET ECKER 'We Kant to better protect kids. It's that simple.' of the children:' notes Dr. Cairns. "rhere are some people who may say the pendulum is swinging back too far (with the new legislation) but I'm not one of them." The Durham CAS took the rec- ommendations "very seriously:' says Ms. Skelton. "We're already working on an important new risk assessment model." Workers across Ontario were trained on the new model in the last year and were required to hegin using it as of Sept. 1. "Its a more objective tool rather than subjective," says Mr. Cairns of the assessment test to de- tcnnine the level of safety a child is facing in his home situation. "It ,on be (the social workers) `gut Feeling'. There's going to be a scoring mechanism:' he says. Ms. Ecker says the changes to the legislation were based on the findings of three ministry reports and the findings of the six juror in- quests into the deaths of Jennifer, Lisa Marie MacLean, Shanay Johnson, Kasandra Shepherd, Wil- son and Margret Kasonde (in a combined inquest) and David and Angela Dombroskic with Devin and Jamie Lee Burns (also a com- bined inquest). "I want to congratulate the coroner and the jurors. The recom- mendations they made were good and made it easier for the govern- ment and the CAS to act upon them," says Ms. Ecker. The overhaul of the system in- cludes "more money, more work- ers, more training and better sup- ports for front line workers, better information technology and better laws and a new way to fund that re- flects the workload," she says. —With fills by Stephen Shaw _ o PICKERING t,Plumbing_Cardinal Fuels has been keeping CAU FOR FREE AUDIO CASSETTE "MAKE YOUR OREAM BATHROOM COST FREE" EDITORIAL ADVERTIM WORKS Spread the good F4+ , word about your unique business or service, by advertising with us. s , You'h find no other local medium is more effective at reaching your prospects where they live and shop than this special Give your business a boost. Cardinal Fuels Automatic & C.O.D. • HEATING OIL • FURNACE SERVICE • DIESEL • LUBRICANTS FOR VALUE, SERVICE dr QUALITY CALL: homes warm since 1981 Specializing in supplying customers with home heating oil is what has made Cardinal Fuels popular with its cus- tomers. "We keep things simple," says owner John Gravelle. "We stick to heating oil and installing oil furnaces. We're not into lubricants or natural gas and our customers prefer it that way." Cardinal also does its own installation work avoiding the need for subcontractors. Service Manager Ralph Lamkin does all of the compa- ny's service work from instal- lation of furnaces, oil tanks and water heaters to regular main- tenance and repairs. Cardinal has three oil trucks and 1 service vehicle linked by radio dispatch. While half of its customers are on a regular delivery system, the other half are customers who call in when their oil gets low. "We can be at a customer's home the same day if they need oil," says John. "But we recommend you don't wait until your tank is dry before you call. You should call before you get to 1 /8th of a tank." Regular customers are put on a payment plan either monthly, quarterly or other intervals for convenience. Regular customers receive a free annual maintenance ser- vice which includes an inspec- tion and a replacement filter. "We also install whatever size furnace you need to accommodate your home," says John. "Specifically a unit to fit your budget and needs." Serving customers from Courtice to Scarborough and as far north as Port Perry, Cardinal gives old fashioned customer service knowing their clients by name and ensuring they're there when they need them. . "Oil is still a very economi- cal way to heat your home and with the new fuel efficient fur- naces, it's a affordable alterna- tive to gas," says John. "As an added incentive we'll also match the oil price from any other company." For more information about Cardinal Fuels call (905) 428-6314. Regional Chairman Roger Anderson told coun- cil Wednesday the provin- cial government is setting aside three hours on Mon- day to debate Bill 56 and the Tories expect it to be given third and final reading by the legislature Tuesday. The three hours is "very little time for debate. It's very little time for opposi- tion;' said Mr. Anderson, who'll write the Province outlining Durham's opposi- tion to the short time set aside for debate. Pickering Councillor Doug Dickerson agreed. "Everyone in this council should be outraged at this lack of democracy. The comments of municipalities should not he given such short shrift" Fellow Pickering Coun- cillor Maurice Brenner used even stronger language, calling the lack of consider- ation of the Region's oppo- sition to the bill "totally, to- tally a slap in the face. It's disgusting and unheard of." Scugog Mayor Doug Moffatt prompted the deci- sion that Mr. Anderson should write to Mr. Sterling. "We should go on record that it's not the way we go about business. It's not good for this Region and the Province and it's not the way to go ahout business" He called Bill 56 "wrong-headed legisla- tion". The GTSB is expected to he in operation by Jan. 1. It will operate GO Transit, promote the Greater Toron- to Area to lure economic development and help settle disputes between munici- palities.
