T.4KACS Staff Writer PICKERING — Taxpayers could end up forking out a quar- ter -million dollars every year for the next 15 years to pay for Town capital projects being undertaken in 1998. Councillors were given the low-down on Pickering's capital debt financing plans Monday in a report from Town director of fi- nance Gil Paterson. Pickering is planning for the first time in many years to borrow money to cover the cost of capital projects. So far, Council has ap- proved debt financing $2.07 mil- lion to pay for improvement of Radom Street ($79.(00), Wixon Street ($290.000) and Rosehank Road ($826.000); vehicle leases ($178.000); and renovations at the East Shore Community Centre and Seniors' Complex (5700,000). If the money is borrowed for a period of 15 years as planned, that will result in debt charges of $228,000 annuall) to cover the principal and interest, bringing the total hill to about $3.42 million. Numbers rise for RIDE Fewer checks but more drunk driving charges The number of motorists charged with impaired driving the first weekend of this year's annual RIDE campaign is up by one, despite fewer roadside breathalyzer tests in Durham Re- gion. Of the 97 drivers tested for blood alcohol level, 14 were ar- rested for exceeding the legal limit, Durham Regional Police said. In comparison, 145 motorists were tested last year during the first weekend, and 13 were charged. The early spot-check numbers are a disappointment, said one of- ficer. "Whether it's because people haven't realized yet that we are out there again, I don't know, but obviously the early indication is people still aren't heeding the message,' Sergeant Jim Grimley said. Durham Regional police also issued 12 -hour licence suspen- sions to 33 drivers for registering a "warn" on the breathalyzer, compared to just 23 after the first weekend of 1997. Drivers charged for being im- paired are slapped with an auto- matic 90 -day licence suspension by the Ministry of Transporta- tion. A total of 6,000 vehicles were stopped by RIDE in Clarington, Oshawa, Whitby and Pickering, an increase of 1,000 from last year. Random spot-checks also re- sulted in several charges for pos- session of a controlled substance, driving without insurance and Highway Traffic Act offences, police said. The Durham District School Board released the individual school results from last spring's province -wide tests Monday. Bev Freedman, superintendent of programs, says, "We're at the begin- ning of a voyage. We still have a long way to go, but we're on the right track" More than 4,200 Grade 3 students in Durham participated in the test, admin- istered by the Education Quality and Ac- countability Office (EQAO) last May. Ms. Freedman says, "Durham schools ranked favourably provincially" Across Ontario, 85 per cent of stu- dents scored at or above a level two in reading, 93 per cent reached or bettered that level in writing and 86 per cent achieved that level or higher in math. In Durham, 86 per cent of public board stu- dents scored at or above a level two in reading, 91 per cent reached or exceed- ed that level in writing and 85 per cent achieved a level two or higher in math. Anne Lloyd, accountability and as- sessment officer for the board, says "We are closer to the provincial average this year in math." She says the latest results cannot be directly compared with those from the 1996-97 year as last spring's tests were based on a new curriculum. Educators remind parents not to compare schools based on the results. "Student results should be used to improve learning and teaching and not to compare schools. The goal of report- ing is to move and improve, not shame or blame," says EQAO vice-chairman Bette Stephenson. "Each individual school has its own character," Ms. Lloyd sa� s. A school's results on the Grade 3 tests "may or may not be an accurate reflection of the entire academic program. It is a snapshot of how those children did at one point in time." The Ministry of the Solic- itor General will soon release a report expected to include a series of proposed changes to police pursuit guidelines. Among the recommenda- tions Solicitor General Bob Runciman has said he's look- ing at are new restrictions on pursuits, banning chases in residential neighbourhoods, allowing police to bump a suspect's vehicle and funding for helicopters, spike belts and stop sticks. The new rules would re- place 1989 guidelines which banned bumping. Ministry spokesman Matt Blajer says the government plans to consult with police forces and other agencies be- fore finalizing changes. And any policy giving po- lice the authority to make "in- tentional contact" with a sus- pect's vehicle would be strict- ly defined, he says. ' 1wre may be certain cir- cumstances... such as when people's lives are endan- gered ... where it would be ap- propnate:' Mr. Biajer says. The debate over police pursuits heightened in the wake of the Nov. 15 chase near Port Peng, which ended to the death of an Oshawa fa- ther of six killed by a truck driven by a Claremont man. Chief McAlpine says he would support a return to bumping."It's a tactic used in the majority of jurisdictions around the world, though ob- viously it has some inherent risk attached.' The practice, if adopted, should be "highly regulated" and restricted to high-risk sit- uations. "Under the right circum- stances it is a tactic that is necessary. Despite an existing ban on bumping, police do resort to the tactic on occasion. In June, for example, Durham police Constable Katherine Denton ended a high-speed pursuit of a mur- der suspect by using her cruiser to pin the car against a concrete barrier in Ajax. However, a police chase which results in civilian death or injury comes under the scrutiny of the provincial Special investigations Unit, and some officers may be hesitant to use the tactic for fear of being second-guessed, the chief says. But sadly, it seems, they don't. It's still very early in the six-week annual RIDE program, were police stop drivers at nightly random check- points to check on their sobriety, but the early returns are not good. Con- sider the 1998 vs. 1997 numbers in Durham Region: Vehicles stopped over the first weekend in 1998, 6,000, in 1997, 5,000; roadside breath tests in 1998. 97, in 1997, 145; 12 -hour suspensions for registering a 'Warn' on the breath test in 1998, 33, in 1997, 23; and people charged with driving over the 80 mgs. blood/alco- hol limit in 1998, 14, in 1997, 13_ Really, the numbers should be going down each year. Yet, in 1998, even more people are being caught drunk driving than in 1997. It's hard to believe. What's most upsetting is not so much those who are charged, but the person who escapes the RIDE drag- net and ends up killing himself or, worse yet, innocent others. Drunk driving is a factor in a high percentage of road injuries and fatal- ities. That is, of course, the point be- hind RIDE. Certainly in Durham, cit- izens have expressed a keen interest in the bad driving habits of their neighbours as Road Watch citizens' committees have formed over the past year in Scugog and Whitby. Speeding complaints arc constantly lodged with local police and politi- cians. Clearly, the conduct of others on our roadways is a major concern of us all. It seems clear that if warnings, publicity and charges have little ef- fect on drunk drivers, the only logical solution is to get very tough on the practice and hammer those who drink and drive. Perhaps a doubling of the automatic one-year suspension and a two -strikes -and -you're -out policy, meaning a second offence would lead to a lifetime driving suspension, would help. Drunk driving is ab- solutely unacceptable and we should- n't have to stand for it. True to form he targets a group and, using broad generalizations, taps into the bigotry of the populace to make them the scapegoat for the ills of the province - I find Mr. Harris to be a repugnant leader who uses a most disruptive and mean-spirited approach to tackling difficult issues. The target has been identified and the smear campaign be- gins. The target, of course, is the "rich unions". This phrar+e has a bonus as it engages both the anti -rich and the anti- union biases of the electorate: It also smacks of hypocrisy as the Harris gov- ernment has spent well over $40 mil- lion on propaganda ads and commer- cials. Now that's a rich union! While unions raise money through union dues, Mr. Harris's union raises money Opinion Shaper through $500 -a -plate dinners and large corporate donations. Be assumed I am no fan of strikes or picket -line violence. I am a moderate who prefers to build consensus through labour -management meetings to achieve an objective. When I vote on an issue regarding union busi- ness I can vote my conscience. Mem- bers of Mr. Harris's union must vote the party line or risk reprisals. I agree with your writer that the province needs to invest in proactive measures to get even more people off welfare into paid jobs_ Through Ontario Works, our mandatory work for welfare pro- gram, people on welfare receive of workers o kers class citizens can afford to protect their rights. Pooling our resources is the only option we have. Everyday, employees in this province attempt to seek justice at the Ontario Labour Relations Board, the Employment Standards Branch, the Human Rights Commission and the Workplace Safety and Insurance Board. N Mr. Harris achieves his objective and guts union rights, who do you think will protect the rights of the worker? Certainly not his government! As a firefighter, I do not believe I would have the benefit of enclosed cabs, seat -belts, safer helmets and the much -improved bunker gear I wear today if not for the collective efforts of firefighters financing the lobbying for these improvements. If you are fed up with strikes, then pressure the government to ger em- ployers and employees together to de- velop o-velop a mutually -acceptable and cost- effective osteffective mechanism for resolving dis- putes. It should also be noted that the majority of the jobs they obtain are full-time jobs, paying more than minimum wage. Your writer asks where the $100 million saved by our suc- cessful welfare fraud initiatives has gone. Good question. Those savings and others like them are why our government has been able to increase money for health care and education. For ex- ample, Durham Region will re- ceive money for the successful Healthy Babies, Healthy Children program and Ajax and Pickering will receive 170 new beds for peo- ple needing long-term health care. In education, our new funding for- mula is helping the Durham School Boards to hire close to 400 new teachers, and build seven new schools. Your writer concludes that if more people get off welfare and into better jobs, it will reduce the chance their children will end up on the system, thus benefiting all Ontarians. I wholeheartedly agree. That is the goal of our welfare and economic forms. And the results of those reforms — declining wel- fare caseloads and record job growth — are making it happen.
