how the chairman should to cho-
sen. Clarington Councillor John
Mutton argued for the status quo.
"I don't support a region -wide
election. A chairman could do
whatever he wanted to. The cur-
rent way, he's responsible to us."
But, Oshawa Councillor John
Gray countered. "I don't see why
we don't move to a system of
people voting directly. It's high
time we move to a new system of
letting people vote for the chair-
man"
Ajax Councillor Jim McN1as-
ter prefers electing the chairman
from among council members.
"It's the best ofboth oth sides. It's
an intermediary step. If they're
on council, you uc a person with
a direct franchise from their
community. It's the only differ-
ence. but it's a significant differ-
ence:' Coun. McMaster said.
Current chairman Roger An-
derson didn't take part in the
committee debate, but said in an
interview, "It's really up to coun-
cil what they want to do. If they
wanted an elected chairman,
thev'll have one"

The numbers simply don't lie: on
average major police departments
across Ontario have one officer for
even 745 residents while Durham has
one officer for every 828 residents. In a
time of phenomenal population growth,
Durham Region is badly under -policed.
To try and help nght that wrong, the
Province and Region have teamed up to
put another 42 officers on Durham
streets by the end of 1999. In pure fi-
nancial terms the police department
will get another SS.54 million this year
to help holster its crime -fighting capa-
bilities.
As Durham police Chief Kevin
!McAlpine said, "We have too few offi-
cers... Certainly the staffing level in this
oreanization is lower statistically than
other major forces. -
A close look at Durham operations
during budget deliberations last year
showed Durham is understaffed by
about 6() officers. The department made
a pitch for 25 officers in 1998 and an-
other 25 again in 1999. While the ap-
proved number falls short of the re-
quest, "It's still good news;' said the
chief.
The Region still must approve an-
other 17 officers (as Durham Council
has only agreed to fund its share of 25
so far) but it's expected that with
provincial funding in place, the Region
will come throuLh. And Chief
McAlpine hinted in a news conference
Tuesday that he may push for more,
though he indicated any officers beyond
the 42 would have to be paid for com-
pletely out of Region coffers.
Chief McAlpine said the Durham
Regional Police Services Board recog-
nized that 20 new officers was a begin-
ning and not an end.
The new bodies are especially nec-
essary if the Region wants to make an
all-out attempt to clamp down on
speeding, drunk driving and other traf-
fic infractions, the No. I complaint of
local residents. Also high on the priori-
ty list are prostitution and burglary. As
well, violent crimes were up last year,
there's been a big increase in assaults
on officers, and police arc dealing with
more and more incidence of rowdy be-
hav iour.
If officers are to continue their
proactive efforts to keep teen gangs out
of Durham schools and to keep vandals
out of area park,. they need more man-
power to do it.
Fighting crime short-handed is no
way to send a message to criminals. It
costs plenty of money to adequately
protect our property and ourselves. But
the price is too high to pay if criminals
are allowed to run rampant.
As the Region keeps on growing
year by year there will be an increased
need to maintain a strong police force.
Let's hope we're willing to commit the
'green' for our men and women in blue.

We've all heard inspirational sto-
nes about families overcoming the
sorrow of a loved one's death and
making the decision to donate their or-
gans to save the lives of others.
And, we've heard tales of the joy of
people who receive a new organ and a
new lease on life.
But there are other stories — those
of the people on transplant lists who
wait, hoping to hear the transplant
they need is on the way, only to die
waiting.
Organ donation is a matter of life
and death for hundreds of people in
Ontario each year. For many, receiving
an organ or tissue transplant is the
only way they'll survive.
Yet Canada has one of the worst
records for organ donation in the in-
dustrialized world.
According to the Multiple Organ
Retrieval and Exchange (MORE) Pro-
gram of Ontario, there is a "critical
shortage" of donated organs in the
province -
Last year, 628 people in Ontario re-
ceived organ transplants while another
1,029 were on waiting lists by the end

Yet, like thousands of people in
Ontario, I've never thought about
signing the organ donor card attached
to my driver's licence.
In fact, I had never even read the
donor card until recently.
But last week when a family friend
in need of a liver transplant died in
hospital, it made me realize that organ
donation truly is a precious gift.
The MORE program, which co-or-
dinates the retrieval and distribution of
all organs in Ontario, reports there is a
greater chance that someone will need
a transplant than there is of them ever
becoming an organ donor.
It's estimated roughly 100 of every
million people in the province need a

To some people the real measure
of the quality of character is de-
fined by the reactions one has to a
crisis or emergency. The same prin-
ciple can also be extended beyond
mere personalities to include that of
a large company, or even a govern-
ment body. If I were to subscribe to
this notion, I would have to say that
for a friend

lion will ever become an organ donor.
And, public opinion polls indicate
while up to 90 per cent say they are in
favour of organ donation and would
donate the organs of a loved one, less
than 40 per cent have signed their own
donor cards.
"Signing a donor card is only one
way to show that you want to help oth-
ers, that you want to be a volunteer for
life. What you decide today could af-
fect others in the future," MORE says.
But even if a donor card has been
signed, organs and tissues that could
be used to improve or save lives may
go to waste if potential donors don't
make their families aware of their
choice.
A signed donor card is a legal doc-
ument, but MORE reports doctors will
not retrieve organs if relatives object.
It's estimated 120 people died wait-
ing for organ transplants last year,
more than one person a week in
Toronto alone.
Last week that person was some-
one I knew. And this week I became a
volunteer for life.
the Town of Pickering is seriously
deficient in this regard.
Since July 16, when the earthen
bridge between Fistula Drive and
Bayly Street was washed away, we
in this neighlxurhoxxJ have waited
patiently for the reinstatement of
this very important link. Sometime
in August, atter much prodding, we
were finally promised in writing by
the Town that repairs would begin
sown and that full reinstatement
would be completed by Nov. 30. To
our amazerrn:nt, this promise has
now been broken, and we were ad-
vised recently by a 71own oflicial
that the new substantial completion
date is Jan. 30, 1999 with final
completion for late htas. This is
how the Town has reacted to this
crisis.
This news comes not only as a
serious disappointment. but more
to the point, as a clear indication
that the Town cares very little for
this problem and its effect on the
people who rely on this walkway to !i
get themselves and their kids back
and forth from school, to the GO
station and Pickering Transit buses.
If this had been a section of
Bayly Street or Liverpool Road or
the street on which the Town offi-
cial or the Pickering mayor lives,
would repairs have been assigned
as a major priority and undertaken
with the utmost dispatch?
Meanwhile, as the weather
worsens, our two small children
are now forced to walk to school
along very busy Bayly Street and
Westshore Boulevard where drivers
pay little heed to speed limits and
the weather conditions. The next
twiny or snowy day, we invite the
Town official we spoke to and
Mayor Wayne Arthurs to come and
join us for a walk and get a first-
hand look at just what an inconve-
nience this delayed repair work is.
We doubt they will accept.

Volunteers needed for Heart and Stroke campaign

Roger Anderson wanted to
help make a difference.
It has been almost 10 years
since he spearheaded the organi-
zation of an Ajax chapter of the
Heart and Stroke Foundation.
As Ajax Ward 2 councillor at
the time, Mr. Anderson was ap-
proached by Gail Forbes, a pas-
sionate foundation volunteer
who wanted a stronger volunteer
base in the town.
"She was probably the most
committed, dedicated person
I've met in a long time, who had
one focus and one focus only
and that was to make sure the
foundation was successful;" says
Mr. Anderson, now Durham Re-
gion Chairman. "She approached
me and it didn't take her long to
convince me to be part of the
process"
As the leading cause of death
among Canadians, heart disease
and stroke have far-reaching ef-
fects.
"I don't think there is any-
body young or old who hasn't in
some way been touched by heart
disease or stroke, whether it's
through family or friends," says
Mr. Anderson. "Everybody
knows somebody who has been
touched and essentially hurt by
this disease."
Although he has never had
anyone in his family suffer from
heart disease or stroke, Mr. An-
derson has seen many friends af-
fected by it.
"It doesn't take long after you
realize how devastating a disease
it actually is and how many peo-
ple it actually affects that you
feel compelled to try and help.-
And

In 1989 Mr. Anderson recruit-
ed several high-profile commu-
nity members to form the first
board of directors for the Heart
and Stroke Foundation in Ajax.
"The first thing I wanted to do
was to establish a foundation in
Ajax," says Mr. Anderson.
He reports the board's goal in
its first few years of existence
was to increase the profile of the
Heart and Stroke Foundation so
people were aware of its pres-
'ence in town.
"The foundation was a way of
bringing more recognition to the
;community and the fight that
was being put forward to try and
:+cure this disease"
While there were heart and
stroke fund-raising campaigns in
Ajax at the time, there was not
enough focus or volunteers.
"We had to get a whole orga-
nization started for the founds -
tion. We had to find space, staff
and a lot more volunteers. In
other words, there was a bit of a

growing stage," says Mr. Ander-
son.
But with the help of those in-
volved the organization was able
to succeed.
"With the knowledge and en-
thusiasm of the new board and
the volunteers, it didn't take long
for the Heart and Stroke to build

Mr. Anderson says it was the
first volunteers who ultimately
helped get the town's chapter
started.
"There were some people
who had been doing it for years
and years and would literally de-
vote hours of their time. If it
wasn't for the original volun-
teers there wouldn't have been
any Heart and Stroke in Ajax"
The Ajax chapter has now
joined forces with Pickering,
Whitby and Uxbridge to become
the Durham West Heart and
Stroke Foundation, which has
1,300 volunteers.
Those involved help with the
foundation's Jump Rope for
Heart and the Big Bike Ride for
Stroke events as well as its door-
to-door fund-raising campaign
in February.
Mr. Anderson says the foun-
dation is only as strong as its
volunteers.
"It's only as good as the peo-
ple who are prepared to go out
on the worst nights of the year in
February and knock on doors to
ask the residents of Durham
West to contribute to Heart and
Stroke."
With 79,000 Canadians dying
each year of heart disease and
stroke, raising money for re-
search and health promotion is
essential.
Mr. Anderson is quick to
point out that little money raised
by the Heart and Stroke Founda-
tion goes toward administration
costs. Almost 80 per cent of
funds raised go into the founda-
tion's mission of reducing the in-
cidence of heart disease and
stroke.
"It's a strong commitment
that when volunteers go door to
door or participate in the Jump
Rope for Heart or the Big Bike
Ride for Stroke, they know that
their money is going to work for
them. They actually know where
it all goes."
Mr. Anderson's commitment
to the foundation still remains
strong. In August he was ap-
pointed honourary chairman for
Durham Region.
Susan Chouinard, the Durham
West area manager for the Foun-
dation asked Mr. Anderson to
:onsider the position during a
memorial at Rotary Park in Ajax
for past president Terry Breen
who had died of a heart attack.
As honourary chairman, Mr.
Anderson's role is to help pro-
mote the foundation in the com-
munity.
It appears the foundation is
thriving with his help, as well as
the work of the rest of the volun-
teers.
Last year in Durham,
$1,200,000 was raised for the
Heart and Stroke Foundation.
The Durham West goal for
this year's door-to-door cam-
paign in February is to raise
$113,000. To reach that goal, the
foundation needs 1,200 volun-
teers to canvas, more than dou-
ble the current base of approxi-
mately 500.
The Oshawa chapter goal is
S140,000, which would require a
volunteer base of 1,400.
Canvassers for the door-to-
door campaign are required to
devote two to three hours of their
time during the month.
People wishing to take on a
leadership role would be re-
quired to volunteer 20 to 30
hours of their time from January
to March.
The foundation offers a vol-
unteer orientation session once a
month for people interested in
getting involved.
"If just one person on every
street would call and say 'listen
I'll do my street', it would be a
tremendous help because there
are lots of streets," notes Mr. An-
derson. "Every time they build a
new street that meats we need
more volunteers."

Police put out call
for new radios
Durham Regional Police
could get new radios that will
make it impossible for transmis-
sions to be picked up on scan-
ners that can be bought at
stores.
Regional Council will con-
sider Dec. 2 a proposal to
spend $7.6 million on a new
`voice and data radio system'
the police department wants to
buy from Pickering -based
ClearNet Communications for
use by next fall.
The police services board
had included $13 million in its
1998 budget to purchase a 'pri-
vate radio system' and equip-
ment.
ClearNet's system is a 'pub-
lic network service provider'
that will cost police $500,000 a
year in air time for 15 years.
At Wednesday's Durham fi-
nance committee meeting, the
only councillor opposed to buy-
ing the new system was John
Gray of Oshawa. "1 don't think
we need to spend it."
Durham needs
envelope stutter
for welfare cheques
Durham Council will consid-
er spending almost $42.000 to
upgrade envelope -stuffing
equipment to expedite the mail-
ing gjwelfare cheques and cor-
respondence.
The current seven-year-old
equipment can't handle the pre-
sent volume of cheques and no-
tices. And, the volume is ex-
pected to increase when the
Region becomes responsible
for the administration of Family
Benefit Allowance services.
A report to the council's fi-
nance committee Wednesday
noted the current equipment
has been breaking down on a
regular basis and up to 20 peo-
ple have had to spend three to
fire hours manually stuffing en-

mountains. Santa Barbara.
With its stcad� temperatures
and sunny climate, cozy
scale and relaxed atmos-
phere, it offers a myriad of
activities to those escaping
the din of big city life-

began our explorations on
the Red Tile Walking Tour. a
self -guided meander past
landmarks and historic
buildings. Instead of high-
rises. a Spanish architectur-
al heritage with ample
Mediterranean and early
Cali fornia/Mexrcan influ-

The beautiful. restored
adobes, some 100-ycars-
old. with low pitched the
roofs. plaster walls, arched

downtown core towards the
Santa Barbara Mission, we
delighted in many Victorian
homes and California

contemplating the joys of

Pelicans perched on the
roofs of the shops and
restaurants make for good
entertainment while basking
in some of that famous Cal-
ifornia sunshine.
The Cabrillo Boulevard
Arts & Crafts Show, a great
Sunday browse, is the
longest -running public
weekly arts show in the
U.S., featuring handmade
goods and attending artists.
After spending several
days centered in Santa Bar-
bara, we expanded the ra-
dius of our explorations.
Spiralling up the highway
into the Santa Ynez Valley,
we passed vineyards and
peaceful ranchland.
Los Olivos, once a stage-
coach stop, has a handful of
streets, charming but with
more than its fair share of
BMWs and art galleries.
Solvang, the Danish town of
European tidiness and
ample shopping. is tounst%
but a winner for afternoon
pastry.
In Santa Barbara County
are more than 30 wineries,
nestled into the canyons that
channel the ocean breezes to
enhance the grapes, most
notably Chardonnay and
Pinot Noir. Many are open
for tasting, running the
gamut from the large with
scheduled tours at the Fess
Parker (of Davy Crockett
fame) to the small but not -
to -be -missed -if -open
Foxen.
Just off the freeway,
Summerland offers a row of
Victorian -style antique
stores. Montecito's exclu-
sive air begins with expan-
sive estates and lush gardens
sheltered on the wooded
hillsides and continues with
the upscale shopping and
restaurants along Coast Vil-
lage Road, just past the Inn
that Charlie Chaplin built.
Having lunch at The
Brown Pelican on Arrovo
Burro Beach. we were al-
most on the sand itself,
watching the surfers and
pelicans while agreeing on
Santa Barbara's many mer-
its.
One of the best things
about living in Los Angeles,
we concluded, must he es-
caping to Santa Barbara.

habitants of Ant Island. Each summer, a gang
of greedy grasshoppers descends on the
colony to demand a hefty portion of the ants'
hard-earned harvest and generally wreak
havoc on the peaceful community. Featured
voices include Dave Foley, Kevin Spacey,
Julia Louis -Dreyfus, David Hyde -Pierce,
Denis Leary and Phyllis Diller.

tional Security Agency, Thomas Brian
.Reynolds (Voight) uses the vast resources of
his department to commit the perfect crime.
Robert Clayton Dean's (Smith) fast-track ca-
reer and happy home life are destroyed after a
chance encounter with an old friend leads to
him being framed for murder by the intelli-
gence official. To prove his innocence and re-
claim his life, Dean must trust a man he has
never met — a mystenous underground infor-
mation broker and ex -operative in the intelli-

these children is to be touched by their
spirit. Yet, as one child eloquently put it,

student smokers
Requesting changes to the Tobacco
Control Act to prevent smoking among stu-
dents in the community is beyond the pub-
lic board's mandate, Durham District
School Board chairman Ruth Ann
Schedlich told trustees Monday.
Trustees voted against a motion, put
forward by Pickering trustee Paul Craw-
ford, to send a letter to the Ministry of Ed-
ucation and Training, the Solicitor Gener-
al, the Premier and the Ministry of Health
asking the government to make it illegal
for young people to smoke on public
streets.
"I don't think there's any trustee on this
board who doesn't have a concern with
smoking;" Mrs. Schedlich said, noting
while students cannot smoke on school
property, "it is their right (to smoke) if they
wish to do so"
However, Mr. Crawford said the board
has a responsibility to address the issue of
students smoking in the community
In a draft letter, Mr. Crawford said to-
bacco laws need to be "written to include
restrictions on public streets or at least
those areas within 600 feet of school prop-
erties"
But trustees questioned who would be
responsible for enforcing such a law and
Mrs. Schedlich said the matter "really is
beyond our mandate."

Pontiac Panthers took full
advantage of Ajax Klondike
Axemen penalties to post a
win in Ajax Tuesday night.
The Panthers went four -
for -six on powerplay oppor-
tunities to hand the host Ax-
emen a 5-1 defeat in OHA
Ontario Junior 'A' Ho key
League play at the Ajax
Community Centre.
It was the third of six
regular -season meetings be-
tween the clubs. with Pick-
ering now holding a 2-1
edge.
After a tentative first pe-
riod by the Panthers, they
took the game to the Axe -
men in the next two frames.
Pickering led 3-0 after the
second intermission and
scored two more goals in the
final stanza.
The Ajacians had a
chance to get hack into the
contest after an early third -
period goal by T.J. Hill cut
the Pickering lead to 3-1.
However, a powerplay
marker by Panthers' sniper
George Trifon, who's scored
fire goals in the past two
games, put Pickering back
in front by three goals and
effectively took Ajax out of
the game.
Trifon led the way for
Pickering with a hat trick.
Marccl Rodman and Toza
Crniloyic added single
markers.
Outside the lacklustre
opening period by the Pan-
thers, the team controlled
most aspects of the contest,
notes Panthers' assistant
coach Eric Ross.
"For the first 10 minutes
we weren't very physical,
but we increased our physi-
cal play and intensity sub-
stantially for the rest of the
game." says Ross. "I
thought we dominated alone
the hoards and in the cor-
ners.
Undisciplined penalties
were the Axemen's undoing.
says head coach Nlark Wat-
son.
"Penalties toxwk us right
out of the game...
Watson laments that his
young team has been left to
flounder without the help of
several kev veterans who re-
main out of the line-up. Top
scorer Jason Cassells is at
least two weeks away from
a return due to a shoulder
separation. Dave Whitley,
whose brief return a week
ago resulted in a setback as
he re-injured a separated
shoulder, is three weeks
away from coming back.
J.P. Luciuk is still out of the
line-up for school reasons,
but could return as s xwn as
Saturday.
A hate to use injuries as
an excuse, but when you
lose some key guys, other
guys have to step it up and
when you're using third and
fourth -line kids on the pow-
erplay, it's not fair to ask a
fourth -lint guy to go out
there and score some goals;"
says Watson.

the Axemen will have to do
without veteran defencernan
and captain Jimmy Jordan,
who has left the team citing
an increased college work-

Last year. 120 players
braved the cold and enjoyed
the fcx:t there was very little
snow.
The Alumni Club Spt/rts
Bar in Ajax will serve as the
tourney headquarters. The
day will include a raffle and a
post -event celebration.
