Students across the region
will continue to "suffer" from
overcrowding at aging
schools in need of renova-

"The reality is surplus
schools have to come off the

will "suffer' if the Durham

er 12 schools.
"I think the plan really is a
solid plan, and from the
Province's point of view,
whether you like the funding
formula or not, the fact is it
exists and you might as well
work with it and do the best
for the students," says Phil
Ralph, SCC chairman at
Whitby's Glen Dhu Public
School which stands to gain
an eight -room addition in the
2000-01 school year if the
plan goes through.
In his report to the board
last week, Ron Trbovich, su-
perintendent of business, told
trustees if the plan is not
adopted before Dec:. 31 the
board will lose $5.1 million
and the list of projects will be
reduced to eight new elemen-
tary schools. None of the ren-
ovations, which include a 10 -
room addition to Ajax High
School, a 10 -room addition to
Pickering's Pine Ridge Sec-
ondary School and plans to
rebuild Elizabeth B. Phin
Public School in Pickering
and Queen Elizabeth Public
School in Oshawa on their
current sites, will go ahead if
the plan is railroaded.
"The plan is predicated on
school closures and consoli-
dations;" Mr. Trbovich states
in the report. "if the plan is
not approved then none of
these additions and renewals
can proceed"
And, if trustees don't vote
to close a high school in Os-
hawa, then the board won't
be able to build new sec-
ondary facilities in Whitby or
Ajax.
The "big crunch" in Whit-
by is the need for a new high
school, says Mr. Ralph.

Jose is home at last
Family's trying and tragic _journey, began with a car crash
BY LI I'DA WHITE
Staff Writer
PICKERING — The family
of a young Homan severely in-
jured in a car accident here five
years ago is finally "at ease" after
they pulled her out of an Ameri-
can institution and brought her
home.
"It's wonderful.- reports Viola
Arsenault as she holds the hand
of her daughter Jose. 21 . who was
a 16 -year-old student at St. Mary
Catholic Secondary School in
November 1993 when she was
thrown from a car being driven
by a friend on Hwy. 2 in Picker-
ing.
Though Jose suffered severe
brain injury from which she is not
expected to recover. Mrs Arse-
nault is certain Jose knows she's
home. "She's very happy. 1'%e
never seen her smile so much in
her life."
For the past few %ears, Mrs.
Arsenault has waged a battle for
the support needed to bring her
dauehter home.
i'hile that support isn't fully
in place. Mrs. Arsenault refused
to allow Jose to remain at an in-
stitution in Pennsylvania after
learning her daughter had a se-
verely -bruised arm and was un-
able to move it.
Though Mrs. Arsenault de-
manded x-rays which she was
told did not indicate a fracture,
she pulled JosE out of the institu-
tion at the end of August. (She
chose not to share her story until
now, waiting until things were
more settled at home.)
Mrs. Arsenault says an x-ray
performed here revealed lose had
indeed suffered a fracture, reaf-
firming her desire to have her
daughter home.
"We're at ease now," she ad-
mits.
"We just don't worry about
'.:ow she's being treated and if
she's lonely. I can come in here
and hug her anytime of the day or
night," Mrs. Arsenault says, con-
tinuing to hold Jose's hand in a
room renovated to meet her
Jose Arsenault is home in Pickering receiving care from her fam-
ily after spending several years in a health care facility in the U.S.
Her mother, Viola, is full) aware of the chat!enges the family
faces, but is happy their daughter is nearby. As she says: It
worth the sacrifice.'
daughter's special needs.
"My husband comes in from
work at night and smiles. He's so
happy to have her home. Jost
hears his old truck coming up the
driveway and starts to smile.
Without fail, she knocks off his
glasses and his hat and is happy
to see him."
And though lost is unable to
talk, it's obvious that she commu-
nicates, turning to her mother
when she hears her voice, touch-
ing her mom's face and petting
the family dog.
"My husband has said a thou-
sand times we should have
brought her home two years
ago ... but I was petrified" that she
wouldn't be able to properly care
for Jost.
"When we brought her home, I
wasn't afraid any more. I didn't
h. -%e the choice."
Today, Mrs. A: -mault is com-
fortable changing her daughter's
feeding tube and taking care of
many of other needs. She has sup-
port workers for about 10 hours a
day, six days a week — though
she has been promised additional
hours — and admits she's tired.
"But what do you do when you
have a seriously -injured daughter
and no one wants to help'? My
house is in chaos, but it doesn't
matter as much as it would have
if Jose wasn't home."
She says it's worth it to see the
happiness it has brought her
daughter, who can now see her
three sisters regularly, attends
church each week and goes out
for daily walks.
Jose also enjoys trips to the
shopping centre and other outings
with her family.
Last year, members of the
Frenchman's Bav Ratepayers As-
sociation and others sympathetic
to the Arsenault's cause em-
barked on a letter -writing cam-
paign to Minister of Community
and Social Services and Durhani
'Acst MPP Janet Ecker.
The letter called on the gov-
, rnment to help "preserve
Jose's life in a dignified manner
that will not cause her more pain,
f or when she returns to a normal
life.
-Every day Jose spends away
from her family, her friends and
her community is another day lost
in her recovery."
Mrs. Arsenault is very grateful
fir all those who have helped her,
but hasn't received any response
from the provincial government.
She would still like to see addi-
tional care for her daughter, par-
ticularly since it would cost the
government much more if she
was in an institution or chronic
care ward of a hospital.
-I know I'm difficult to
please," Mrs. Arsenault admits. -I
know no one is going to do what
I do. But I want someone who s
going to meet me halfway."
And she vows lose will not re-
turn to an institution.
1f you love your child and
want to care for them, it's worth
the sacrifice," says Mrs. Arse-
nault.
"We're just asking for a little
help. I can't give her my brain or
my life. The only think I can do is
watch over her till I die."

The two countries, which
have recently been devastated by

And, the congregation has

Snowmobile trails in Durham and beyond
require safety, monitoring
It won't be long now before the
white stuff comes down, the engines
rev up and snowmobilers across On-
tario hit the local trails.
And, with any luck, hopefully there
will be no tragedies like the two horrif-
ic accidents last year on Lake Scugog in
which three men drowned.
To that end the Snowmobile Trail
Officer Patrol (STOP) program has
been initiated in the region by the On-
tano Federation of Snowmobile Clubs.
Officially launched at Durham Re-
gional Headquarters on Tuesday at a
press conference. the purpose of the
program is simple enough: to provide
over the next few year%. 10 to 15 special
constables to patrol trails around the re-
gion and to ensure riders are safe and
sober.
The program is sponsored by snow-
mobile clubs and the constables them-
scives are strictly volunteers. Training
is intense: it takes about two years to be
sworn in as a special constable, but it
takes about four years to complete all
the training involved. In addition, vol-
unteers must take 200 hours of class-
room and field work riding along with
Durham Regional police officers before
they can ever become special consta-
bles.
However, at the end of the process,
the trails will be well -staffed by highly
trained riders who will have a keen eye
for safe conduct and will keep danger-
ous riders off the snow. By way of ex-
ample, the Sudbury region, where
STOP got the go-ahead in 1992, had 15
fatalities on its trails that year. By 1995,
three years after the program began.
that number was reduced to just four
deaths.
With just two Durham Regional po-
lice officers currently assigned to patrol
26 kilometres of trails in Durham, there
is a crying need for STOP volunteers.
In addition to the extensive training
they must undergo, spacial constables
must also pass a background police
check.
While only about five per cent of
snowmobilers cause trail troubles, as
STOP co-ordinator Constable Doug
Morse points out, there is a need to pro-
tect and serve the other 95 per cent of
those riders who are out to have a good
time and obey snowmobile laws. As
Port Perry Snowmobile Club president
Charlie Harper says, "It's good for
snowmobiling because it takes the reck-
lessness out of it. It won't do the rider
out of any of the fun of snowmobiling."
But special constables could well
make a life -or -death difference. And
just the knowledge that they could be
out there might keep potential tragedies
from happening.

LETTERS TO THE EDITOR
Chairman designate more than 18.000 acres
sacrificing us
To the editor.
In the Oct. 20 News Advertiser
in a story about negotiations be-
tween the provincial government
and GTA mayors and regional
chairman on the issue of small
business tax, Durham Region
Chairman Roger Anderson said,
"You don't negotiate under
threats". Yet he himself has threat-
ened north Pickering residents with
the destruction of their communi-
ties by supporting the proposal to
as airport lands. A responsible
politician does not sacrifice any of
his constituency.
Mr. Anderson's attitude reflects
how he is not only insensitive, but
out of touch with. I believe, the pri-
orities of the vast majority of voters
in north Pickering if not all of Ajax
and south Pickering as well.
Well Mr. Anderson, you might
expect us to accept the loss of our
communities, our lifestyles and our
homes. You in return must be will-
ing to accept the political risk as a
result of your position on this.

Childhood ups and downs in the old days
A.*x resident Beryl Cameron loved
going up when she wet growing up -
One of the mysteries of a long -ago
childhood was the elevator at Eaton's
in downtown Toronto. The indicator
on the wall above the doors looked
:like a half clock but the numbers only
went from "B" to "6" hndK,Btrnlg base-
ment to sixth floor This was the high-
est building in town.
When the metal pointer ap-
proached "G", you knew the elevator
was coming to the ground floor where
you waited It cranked to a noisy stop.
You could see the hesitancy on a little
child's face as die solid doors opened
to reveal a cage of crisscrossed brass
(bars. She clutched her mother's hand
and needed to be urged to get on.
The operator wore a neat maroon
uniform with shiny buttons. Her
hands were in white gloves and she
had an air of authority as she grasped
the handle of the cage and pulled it
open from the inside by sliding it
across the open door. The interior was
dimly lit and you could easily see why
the child was a little fnghu=xL
The operator called out, -Mens
clothin& shoes, and boys' wear".
Everyone who got on the elevator im-

mediately turned around to face the
open door" When all were aboard she
looted outside to make sure no cus-
tomer was rushing to catch the eleva-
tor than she closed the solid outside
door. The inner brass cue closed with
a clang and you wondered how she
did not get those immaxhlaie gloves
dirty or caught as the bars expanded
or eondrscted in such an intricate pat-
tern of diamond shapes
To operate the elevator once the
doors were safely closed, there was a
round knob which she moved m an
arty trough a slot. The further she
pushed the lever around the arc, the
faster the elevator want. If you had a
tendency to motion sickness, your
stomach heaved as the elevator accet-
owed therm slowed abruptly while the
operator shouted, "Second floor
women's lingerie, coats, dresses,
suits, women's shoes and boots". A
loud bell signalled the arrival at the
second floor.
As it came to a complete stop, she
yarned, "Watch your sup!" The mea-
sure of her skill was the sin of the
step up or down as you left the eleva-
tor, since she had complete control of
where the elevator stopped. Or some-
times she didn't!
When tie passengers had left the
elevator, those waiting to go up
crowded on. The children became ex-
cited as the elevator passed the third
floor "Housewares, Imam and firni-
ture. Mind the door, please".
The children's excitement grew as
we passed die fourth and fifth floors.
Then they hard the magic words.
"Children's wear, toys and Santa's
Wouoderland at the North Pok. Say,
'Heb' to Santa's elves and take your
Christmas fist with you." The children
could hardly contain themselves as
they rushed out of the elevator into
trot red and green fantasy land.
IU crowd of parents and children
waiting to descend to the real world
below crowded into the elevator. You
could hear the collective gasp as the
elevator rapidly descended, leaving
everyone's insides at least two floors
above. The momentarily disoriented
group departed the elevator and a
whole new bunch of babbling chil-
dren and handed parents boarded for
the next trip.
Every Saturday morning in my
childhood, my best friend and I would
take the streetcar downtown. With 50
dents and two streetcar tickets in our
hot little hands we were off to explore
the world. 'lite greatest excitement
was tiding tie elevator at Eaton's and
examining the newest items for sale.
That we went to the restaurant for a
hunch of SAM ctheese sandwiches
and chocolate [Wilk. Somehow things
tasted better downtown.
We treasured the freedom that
these expeditions allowed us and as
we grew in iudepend Lice, we felt per-
fectly safe in the company of many
strangers including the elevator oper-
ator at Eaton's who seemed to put a
friendly fate on a vast new world.
The operator raised her voice and
shouted, "Going trip". And as you
walked away, you knew with the ab-
solute certainty of childhood, what
yce wanted to be when you grew up.

What some in the community need is a Friendly• Visitor
BY NATALIE MILLER
Special to the News Advertiser
Thirty-five years ago, an
Ajax man was stabbed in the
back while protecting a
woman from being injured.
The 17-vear-old's life in-
stantly changed. His days of
lifting weights and being a
teenager were snatched from
under him_ He was paralyzed
from the neck down and
spent 25 years in a group
home with people almost five
times his age. And, he under-
went 42 operations.
Yet. he is not a man who
wants to he pitied. John Mi-
calef has something he won't
let a knife wound damage.
His sense of humour and zest
for life are apparent as he
tells his story from his bed-
room. with his dog. Clifford.

especially anticipates, ho %%-

Mr. Jager is his FnendlN

from the Ajax -Pickering

Friendly Visitor Program
matches a yoluntecr like Mr.
Jager with a person in the
community who is unable to
leave the hone . The volun-
teer visits the client at his
home and socialites for a few
hours once a week.
The visit clear[-* benefits
both Mr. Micalef and Mr.
Jager. Not onh do they share
stories about everything but
politics and religion, the two
poke fun at each other and
behave like close friends.
"I asked for a nice young
blonde and I got you," Mr.
Micalef says affectionately of
Mr. Jager. "John's more of a
brother to me than my own
brothers. The first time I met
John something inside
clicked"
Mr. Jager agrees, "the
chemistry was there" He

They've been matched
since February, 1997. Mr.

retired entrepreneur, has been
volunteering with VON for

vest his effort% in VON.
Mr. Jager. 78. appreciates
visiting Mr. Micalef because
of his attitude. "Here's a gu}
who was in a poor situation
who's making the best of it.'"
Mr. lager notes he's been in-
volved with clients who
haven't been as optimistic.
When Mr. Micalef uses
his wheelchair. he enjoys
writing stories on his com-
puter by using a mouthpiece.
He shows off his fish at the
Durham Region Aquatic
Club and has one first prize
for his Molly fish.
His philosophy is simple:
*"there's always somebody
worse off than you;' he says.
Although he does "get angry
once in awhile:' he adds, "I
don't take it out on the whole
world."
Something positive de-
rived from the long period
Mr. Micalef spent at the
group home. He was so fond
of his dietitian he proposed
and is now married to her. He
shares his life with her son
and daughter — "exceptional
kids" — who he considers
his own.
And just as he looks for-
ward to his visits with Mr.
Jager, he's anxious for his
family to return home in the
evening. "If it wasn't for Pat
and (Mr. Jager) I don't think
I'd be around. They give me a

October 3, 1958 to November 24,199,
In memory of our dear wife and mother
who passed gently into etemity to be
with her Lord and Saviour on
Monday, November 24, 199.7.
With Cod's love I heal this heart of sorrow.
With God's grace I raise our child.
Your littlegirl is just bunting towards
tomonom,
And her laughter fills my world and wears
your smile.
I will ser you in the light of a thousand suns.
I will hear you in the sound of the uaves.
I will know you whert I cant, as God
promised we'll cornu,
Through the doors beyond the grave.
Another time and another place Momma.
Everlasting love, David and Jessica.
