Derrick Tully knows heights
and depths no mountaineer or deep
sea diver could ever imagine.
Unless. of course, those adven-
turers happen to suffer from manic
depression, an illness that can be
every bit as dangerous as climbing
Mount Everest or diving miles
below the ocean's surface.
The 31 -year-old Durham man
knew he was ill even before his em -
plover told him, "You go seek
whatever help you have to, or

man he saw floating high above the
factory floor of the plastics plant
where he worked in Pickering that
tipped him off.

time in his life that he describes as

An Oshawa family is in "total
devastation" after a high-speed po-
lice chase which claimed the life of
an innocent man and rekindled de-
bate about the need for pursuits.
John Michael Gibbons, 47, was
killed early Sunday after a pickup
truck being pursued by Durham Re-
gional Police sped into a busy Man-
chester intersection and slammod
into the 1986 Cadillac, driven by the
father of six.
Durharn Regional Police said the
pursuit — which lasted about two
minutes — was launched after offi-
cers responded to a "domestic situa-
tion."
About 1:30 am. a 32 -year-old
woman showed up at the Port Petry
police station, unmanned at that
hour, and made a panicked call on
an emergency hotline.
She was hysterical and fearing
for her life." Sergeant Jim Gdmley
said.
Police were told the woman had
dropped her parents off at home fol-
lowing a dirtier when she was con-
frnrted by her estranged husband at
a nearby gas station.
'line call was one of three police
received regarding the incident, Sgt.
Gritmicy said, adding a bystander
also phoned 911.

crash probe. ftp 3
Two units were dispatched and
officers arrived at the Port Perry po-
lice station just as the 35 -year-old
suspect fled in the pickup, Sgt.
Grimley said.
He said police pursued the 1993
Ford at high speeds west on Hwy.
7A to Manchester, where it entered
the intersection at Hwy. 12 and
rammed into the car driven by Mr.
Gibbons, which was southbound.
" he vehicle was travelling at
excessive speeds and went through
the intersection, through the red
light and essentially T-boned the
car," said Leslie Chapin, acting di-
rector of the province's Special In-
vestigations Unit, which probes all
civilian deaths or serious injuries in-
volving police.
The SIU has dentrfied two "sub-
ject" officers and one "witness" of-
ficer as part of its investigation into
how police handled the pursuit
Manchester resident Cliff Bran-
ton said he and a friend were in his
King Street driveway listening to
the car radio when "1 saw red lights
coming across" Hwy. 7A.
"I followed the tights and then I
saw a car in the air. I saw the pickup
go into the ditch," said Mr. Branton,
who did not witness the collision it-
self but rushed to the scene.

The region's two school
boards will receive addition-
al funding for school main-
tenance and repairs begin-
ning next year under recent
changes to the Province's
funding formula.
Education and Training
Minister Dave Johnson Fri-
day outlined details of the
amendments to the govern-
ment's funding model an-
nounced by Premier Mike
Harris Nov. 6.
Beginning in the 1999-
2000 school year, boards
across the province will re-
ceive a 20 -per cent top -up in
operating funds designed to
recognize that some schools
run at below capacity.
Boards will also receive ad-
ditional funding to reflect
the actual size of their
schools, a revision designed
to recognize schools with
unique design features.
In total, the Durham Dis-
trict School Board will get
an additional $2,116,565,
while the Durham Catholic
District School Board will
receive another $519,525.
"The 20 -per cent top -up
for schools at less than full
capacity is another long-
term. ongoing investment
available to boards which
decide, in consultation with
their communities. that they
wish to continue to operate
schools which are not com-
pletely full," Mr. Johnson
said.
"Now, for example.
schools at 70 per cent will
be funded as though they
were at 90 per cent."
Mr. Johnson also an-

School Funding:
Long -Term Solutions
That Put Kids First
We believe every child in this province
deserves an equal chance at life.
In the past, school funding was anything but fair
because it was based in part on hove much each
school board could raise in local taxes. Now,
thanks to student -based funding, every child
in Ontano can have fair access to a high-quality
education, no matter where rhes live.
More money for classroom education,
less for bureaucratic waste.
For many years, parents complained about
school boards spending torr much on overhead
and adrninmr'ation, and too little on clawo to nerds.
We asked boards to find savings in overhead and
aainunva ration, then apply these funds to classroom
needs. Mist bturds responded in good tarth- A tcw
didn't. Instead, they threatened to ckrse schools.
We could not stand by and let them
threaten our kids' schools.
'Io protect children trorn unneom-san schoxA closures,
we came up with four different solutions.
A permanent 20% top -up grant
for schools with fewer students.
Previously, a school built for 100 students that had
only 80 students enrolled would have lost 20
orf its operating budWt. Now, schools operating at
less than full capacity will receive a top -up grant
of up to 20% to bring them closer to, or up
to, full operational hurling

New permanent allowances for schools
with non-standard design features.
Sc*mr schco k have unusual drsrgn tratures that
incur additional costs. For example, many older
shook have extra -wide hallways that need to be
heated and cleanad. These unique design features
have rxrw been taken into consideration when
calculating schcxrl funding.
.More time for school boards
to move money into the classroom.
'lo prevent certain boards from unnecessanly
closing scho ole, we're giving them more time at
current funding levels to find the savings we know
exist. &,arils facing funding increases will receive
their increases as originally se hcduled.
Professional third -party help to find
savings in administration ani overhead
In response to a request tot help trom the head of
the Toronto Dtstrux School &*ard, the c,ovetnunent
will provide there, and any (*cher board requesting it,
with a team of management expects to help them
find ways to save money in operations and
administration.
An equal chance for every child
remains our goal.
We're more co rnmetted than ever to raising the
quality of education for all Ontario children.
But we realize that it µ'ill take tune for our
PrinuPks to boiootre reality. Not to mention
a little give and take from everyone.

Sergeant Steve Ross was
not chasing the van as it
sped west along Marion

through a stop sign at Gib-

southbound car.
Prior to the crash, Con-
stable Jerry Dionne spotted
the three men — William
Woods, 19, of Whitby, sur-
vived the crash — getting
into the van and driving
north on Nipigon Street at
9:20 a.m.
The two deceased were
suspects in a string of resi-

police sources said.
After spotting the van,
the undercover officer re-
quested assistance and fol-

unmarked vehicle, until he
was "delayed by traffic"
and lost sight of it, Ms.

Moments later, Sgt.

to the area and was travel-

Ms. Chapin said the
third "witness" officer, Sgt.

Ms. Chapin said SIU in-

confirm the exact speed of
the stolen van when it
crashed but she noted the

THE MAJOR MENTAL ILLNESSES
Schizophrenia
Schizophrenia is the most
serious mental illness, affect-
ing about 1 per cent of Canadi-
ans.
Incorrectly thought of by
many as a "split personality," it
is an illness that includes
symptoms of confused
thoughts, delusions (untrue or
groundless beliefs), hallucina-
tions (seeing or hearing things
which do not exist) and bizarre
behaviour.
Tragically, schizophrenia
can strike young people in their
late teen years or early twen-
ties. Victims of the illness may
experience only one episode of
very severe symptoms, known
as a psychosis.
Others may endure inci-
dents throughout their lives but
manage to live relatively nor-
mally while some are more or
less continuously disabled by
schizophrenia.
Anti -psychotic medication
is the main treatment for the ill-
ness although referral to pro-
grams in hospitals or commu-
nity agencies for counselling
can also help people with
schizophrenia manage their
symptoms.
Mood Disorders
(Depression and
Manic Depression)
These illnesses affect
about 10 per cent of the popu-
lation. Although everyone ex-
periences 'highs" and 'lows" in
life, people with mood disor-
ders experience them with
greater intensity and.for longer
periods of time than most peo-
ple.
Depression is the most
common mood disorder; a per-
son with depression feels "very
low."
Symptoms may include:
feelings of sadness or hope-
lessness, a lack of self-worth,
changes in eating patterns,
disturbed sleep, constant tired-
ness, an inability to have fun
and thoughts of death or sui-
cide.
People with manic depres-
sion have periods of depres-
sion and periods of feeling un-
usually `high" or elated. When
the highs get out of hand, a
manic episode can cause the
person to behave in a reckless
manner, sometimes to the
point of financial ruin or getting
into trouble with the law.
Anxiety Disorders
Anxiety disorders affect
about 12 per cent of Canadi-
ans. These disorders include
generalized anxiety, phobias
(unreasonable fear of objects,
animals or situations) and
panic disorder (a condition
where the person experiences
bouts of intense, sudden fear
and physical symptoms such
as difficulty breathing). Another
anxiety disorder is obsessive-
compulsive disorder, in which
a person is unable to control
the repetition of unwanted
thoughts or actions.
. Successful treatments for
anxiety disorders include coun-
selling (psychotherapy) and
medication.
Eating Disorders
These disorders are most
common in men and women
under the age of 30. One of the
most common eating disorders
is anorexia nervosa, a very se-
rious illness that involves dras-
tic weight loss due to fasting
and excessive exercise. With-
out treatment, this disorder can
be fatal.
Another eating disorder is
bulimia, a disorder that in-
volves binge eating followed
by self-induced vomiting, and
the abuse of laxatives.
The main treatment for eat-
ing disorders is psychotherapy.
Medication may also be pre-
scribed.
Personality
Disorders
There are many different
personality disorders, each
with its own medical name.
People with these disorders
usually have a hard time get-
ting along with other people.
They have a lot of difficulty un-
derstanding themselves and
others, and as a result, may be
irritable, demanding, hostile.
fearful or manipulative.
The symptoms vary from
one personality disorder to an-
other.
Personality disorders are
the most difficult disorders to
treat_ Those who have them, in
many cases, do not seek help
because they are able to live
normally in some ways —
keeping a job, for example.
It is in the area of relation-
ships with other people that
they run into trouble. They tend
to blame others rather than
consider that the problem is
within them.
Treatment consists of in-
tensive psychotherapy, some-
times supplemented with med-
ication.
Organic Brain
,Disorders
These disorders affect
about 1 per cent of people.
They are the result of physical
disease or injury to the brain.
Organic brain disorders in-
clude Alzheimer's disease,
AIDS dementia complex
(caused by damage to brain
cells by the HIV virus), and
damage from strokes or acci-
dents. Treatment usually con-
sists of rehabilitation pro-
grams.
;A note about labels
Describing mental illness
according to diagnosis can
cause stigmas by labelling
people. A person is not an ill-
ness. We don't refer to a per-
son with cancer as 'cancer-
ous.' It is just as unfair and
hurtful to the dignity of people
with a mental illness to be
called "schizophrenic,' or "a
depressive. "

CRASH From page 1
Port Petry site of the Lakeridge Health Corpo-
ration, where he later died. She was treated for
minor injuries and released, police said.
The driver of the pickup, meanwhile, was
taken into police custody.
David Franklin Doerfler, 35, of Concession
9, Claremont, has been charged by Durham
police with criminal harassment and breach of
probation.
Mr. Doerfler, who was to have no contact
with his spouse under court -imposed condi-
tions, appeared briefly in Oshawa provincial
court yesterday and was ordered detained in
custody for three days.
Further charges in connection with the col-
lision are pending investigation by Ontario
Provincial Police.
At the Gibbons family home relatives
spent yesterday trying to make sense of the
tragedy and explain the death to Mr. Gib-
bons's children.
He leaves behind four children from his
present marriage, Michaela, 4, Brandon, 5.
Kristen, 7 and Carol, 16, and two adult chil-
dren from a previous marriage. Kelly, 28, and
Robert, 29.
"Everyone is just very devastated. It's a
total shock. He was a good dad. He spent lots
of time with his kids. They were his life:' said
brother-in-law Peter Zerf.
Mr. Zerf said the Gibbons's two youngest
children aren't able to comprehend their fa-
ther's death. "How do you explain to a five-
year-old or a four-year-old that daddy is never
coming horse"-
He said his sister was asleep in the car at
the time of the impact and has no recollection
of the crash. "She's pretty bruised up-, nine
stitches to the head, a sore neck and leg... But
she's hanging pretty tough. I don't think it has
all sunk in yet for her:' said Mr. Zerf, 39, of
Port Hope.
"Ihcy were very much a couple in love. It
was their first time out together in a long time.
They depended on each other dearly. She's so
lost now."
Mr. Gibbons is the third innocent person to
be killed in the Greater Toronto Area as a re-
sult of a police chase in the past year and his
death renewed debate about the need versus
the risk of police pursuits.
However, "nobody here is blaming police
for this:' Mr. Zerf said.
He said his brother-in-law, who was to start
a new job yesterday as a mechanic, was the
victim of an "unfortunate accident.
"He just happened to be in the wrong place
at the wrong time... It's such a tragedy, such a
waste"
The police officers involved in the chase
which resulted in Mr. Gibbons's death were
"just doing their jobs;' Mr. Zerf said.
'And you can't blame police for doing
their job. If you stop chasing people every
time someone runs, we may as well let crimi-
nals run everything... Personally, if we stop po-
lice chases we are in serious trouble:'
Kelly Gibbons, however, said her dad's
death is "hard to deal with" given the circum-
stances.
"My dad wasn't doing anything... I don't
think they needed to chase this guy;" said the
28 -year-old, whose parents separated when
she was a baby and who only got to know her
father two years ago.
'I -he police knew who the guy was. why
did they have to chase him... They could have
gone to his house later:' she said.
Chief Kevin McAlpine said yesterday he
was saddened by the tragic outcome of the
pursuit. He said the department would review
its policy outlining pursuit procedures, how-
ever, "at this point it is too early to determine"
whether changes would be made.
' Iius last event involved a relatively seri-
ous criminal investigation:' he said. "Toils
wasn't about a person rolling through a stop
sign:'
Chief McAlpine said he believes the
provincial guidelines on police chases are
"quite reasonable:" and despite calls by some
for greater restrictions, he believes the public
-expect and even demand" police pursue flee-
ing criminals in many situations.
He suggested harsher punishment for peo-
ple who flee police, which is an offence under
the Highway Traffic Act but not under the
Criminal Code.
"Whatever the current deterrent is, it ob-
viously isn't working... Obviously there needs
to be a more significant deterrent:" he said.

Airport York gain
and Durham pain
To the editor:
Your editorial on Nov 4 was
right on the money, but some other
issues regarding the Pickering air-
port need to be addressed.
Louis Turpen, head of the
Greater Toronto Airports Authority,
has said that because Buttonville is
privately owned it cannot be count-
ed on to service York as a regional
airport. For this reason the GTAA
High school confidential
Ajax resident John Haste has en-
joyed his stint as a New Advertiser
Opinion Shaper which has allowed
liar a pkdform to sound of. "It's

Recently I attended my one and
only graduation ceremony — at Exeter
.High School. I had been looking for-
ward to this event ever since my wife
and I watched our little fellow toddle
aft happily to Grade 1. (We were the
ones crying: he thought it was great.)
But what a strange feeling it was to be
an the school building that night; there
was an atmosphere which is hard to
describe. The kids were great, they re-
ally did their best to put on a show for
the parents but you could tell some of
them were hunting inside.
These young adults, most of whom
we watched mature year after year, had
given everything they had to by and
fulfill their parents' 'expectations, and
what do they get on a night when quite
a few of them made their final appear-
ance at the btukkng? Firstly where
were the people who had guided them
through the past few years? Of course,
I refer to the teachers. Certainly some
were there discreetly in the back-
ground, but one aisumes the remainder

thought attendance might be construed
as fraternizing with the enemy. The
more you analyze this situation the
more juvenile it becomes. One won-
ders who needs educating here — the
teachers or the kids?
What would have been so wrong
with burying the hatchet just for one
night? How many times have you
heard the panties in the dispute over ed-
ucation reforms say, "We are doing
this for ti r: kids”? Well frankly the
teachers did not do too much for the
kids on this evening. Can you imagine
putting all that effort into preparing
these young people for university, etc.
and not turning up to admire the re-
sults? Well, I felt ashamed by the
teachers' attitude and am sure the great
kids we saw win their awards and
graduate that night will learn some-
thing from this experience — if you
have a problem it will not be solved by
hutting innocent people's feelings.
This was not the only item I found
distasteful at what should have been a
marvellous evening. We sat there and
listened to speeches about how great
Exeter was, what a wonderful staff' the
school has — maybe so if the teachers
would only show themselves. This was
in fact only the second class to gradu-
ate frown Exeter and as we all are now
aware there will probably only be two
more. How the administrators could
make these speeches, especially the
trustee with the "Sword of Damocles"
dangling precariously over the school,
is beyond me. Suddenly everyone is
being urged to attend meetings to da,
cess the impending closure of Exeter
in favour of the much less vaunted
Ajax High 'line time for parent input
was before the bureaucrats decided
that the deal was done and Exeter High
was to be consigned to history. Any-
thing less is and was an insult to every
taxpayer in Ajax.
Oh, I nearly forgot my mother-in-
law. Would you believe I have not spo-
ken to her for five years? I just don't
want to interrupt her.
Happy holidays.
believes the Pickering site would
be an excellent choice as a regional
airport to serve York.
The downloading of costs to the
Region of Durham from the
Province means the entire cost of
the infrastructure of the Pickering
airport would be paid solely by tax-
payers here. Durham taxpayers
should demand an answer from
their Regional chairman and coun-
cillors as to why we they are offer-
ing to pay for an airport that will
primarily serve York Region.
The great majority of warehous-
ing and out buildings from the
Pickering airport will be located
along the main transportation corri-
dors that currently exist, such as
Hwy. 404. Hwy. 407 and the indus-
trial areas of Markham. There are
no industrial areas in north Picker-
ing. There will be no payoff for
Durham in increased tax revenues
from this airport. In fact airports
don't pay taxes.
Durham gets the bill for the air-
port, the noise from the airport,
while York Region gets the use and
the payoff. That's a helluva deal,
Roger Anderson.
Regional chairman Anderson
has done his best to censure debate
on this issue. VOCAL (Voters Or-
ganized to Cancel the Airport
Lands) has repeatedly requested an
opportunity to appear before Re-
gional Council to present the con-
cerns of the voters. VOCAL won't
get this opportunity until the new
year, after the vote of council and
after the date of response to Minis-
ter of Transport David Colleriette.
I would hope the News Adver-
tiser, as well as Regional council-
lors, will start to debate the costs
issue of the Pickering airport as this
aspect affects all taxpayers of
Durham. At the very least Durham
Council should allow the other side
of this debate to be heard.

Helping the troubled COPE...
BY NATAUE MILLER
Special to the News Advertiser
An Ajax woman who is verbally
abused by her mother, husband and
children can vent her frustration
with an impartial confidante.
Her outlet is 26 -year-old Nerissa
Bogdanis of Ajax. Ms. Bogdanis
spent roughly two hours a week
with the Ajax woman for a year. She
took the woman shopping and out
for coffee or to run errands, any-
where that could provide the
woman with an escape from her
troubled home life.
As well, it provided a safe setting
for the woman to talk and for Ms.
Bogdanis to simply listen. The
COPE Mental Health Program vol-
unteer doesn't instruct the woman to
leave the abusive situation, even if
she feels it's crucial to the woman's
well-being. She knows it's not her
place. But she can offer a fresh per-
spective to a problem.
-They want a non -judgmental
ear and someone who is outside
their family and friend circle so they
can just release." V, Bogdar:,
says. The COPE Mental Health
Program, a branch of the Durham
Region Community Care Associa-
tion, offers adults with emotional or
psychiatric problems a coping
mechanism through one-to-one re-
lationships and group sessions.
The organization provides free
services through funding by the On-
tario Ministry of Health and the
Ajax -Pickering United Way. Its
clients are usually referred to the
program, but anyone 16 and older
can apply.
Last year the COPE program
helped 163 people through individ-
ual matches or support groups.
COPE volunteers take part in an
eight-week training session to equip
them with the necessary communi-
cation and life skills to provide sup-
port for their clients"
In 1994, Ms. Bogdanis read in
the News Advertiser's billboard sec-
tion that volunteer% were needed for
the COPE program. Interested in

in so-
dial work at Wilfrid Laurier Univer-
sity in Waterloo this fall and will be
leaving the COPE program.
But not empty-handed. Reflect-
ing on her experiences, Ms. Bogda-
nis recalls, "It took a lot of time to
build a rapport" with the verbally -
abused woman, her last client. "It
moved slowly, but progressively.
She was so afraid that I would be
burdened," she says.
As the woman became comfort-
able and confided in her, Ms. Bog-
danis realized her client was not liv-
ing in a healthy environment. The
volunteer admits it was difficult to
bite her tongue. "I'd love to help her
in a more profound way but I can
only provide an ear," she says.
However, listening can be good
medicine. For the first time, this
woman has an outlet, Ms. Bogdanis
says. She didn't take the news of
Ms. Bogdanis' return to school well.
If the client wishes, she can be
matched with a new volunteer.
Ms. Bogdanis says being paired
with women has enticed her to di-
rect her energy towards working

Raci*ng title not bad for someone
too young
BY AL R/VETT
Sports Editor
AJAX — Daniel Coratti likes
fast cars and idolizes Canadian
racing star Jacques Villeneuve.
Reeving up the engine of his
5.5 -horsepower Sodi Kart which
can reach speeds just under 100
kilometres per hour has taken the
Ajax resident to the winner's cir-
cle more than his fair share of
times this season.
Not had for someone too
young to get a driver's licence.
This summer, to only his sec-
ond season behind the wheel of a
racing kart. nine-year-old Daniel
won the overall racing title for
his age division in the Mosport
Kart Club.
The Grade 4 student at Mother
Teresa Catholic School in Ajax
represented the Mosport club at
12 races from May to October.
Daniel won eight of those races
to capture the novice title of the
club.
Among his biggest conquests
this season was a victory over 35
other drivers in the Kitchener -
Waterloo Oc:toberfest Race over
the Thanksgiving long week:nd.
He also won the Canada Cup kart
racing event at the Goodwood
track in July.

"I get to meet a lot of friends,
and it's a family thing, I guess,
;ays Daniel, whose father Carlo,
once a kart racer himself', is one
of his biggest supporters, along
with his mother Mary and sister
Stephanie, 5. They go to all the
events to cheer him on.
And best of all, says Daniel, "I
like going fast" It's been that
way since the first time he got be-
hind the wheel for the now -de-
funct Whitby Kart Club a year
ago.
While he admits it's somewhat
unnerving to watch his son race,
especially since an accident
while Daniel was practising on
the track at age seven, Mr. Corat-
ti is nonetheless confident in the
youngster's driving skills.
"He has good knowledge of
the kart;' says Mr. Coratti.
Daniel credits much of his
success this season to the work of
his engine builder Doug Bedford
of Cactus Engines.
Daniel says he'd like to con-
tinue racing with an eye to even-
tually steering his car to victory
in either the Indy CART series or
the Formula I series, much like

PICKERING — Stupid mis-
takes at critical times killed the
Pickering Panthers in a home -ice

Friday night.
Oshawa scored two goals in less
than three minutes of the third pe-
riod to post a 4-3 victory over the
Panthers in a sub -par performance
by the home side in OHA Ontario
Provincial Junior 'A' Hockey

The Ajax -Pickering Raiders
minor novice 'AAA' rep hockey
team was eliminated in the quarter-

Tournament in Kitchener recently.
The Raiders won their pool,
then advanced to the playoffs
where they met the St. Catharines
Royals in a quarter -final match.
The result was a 3-1 loss in a close-
ly -contested game. Andrew
McLeod scored the Ione Raiders'
goal, unassisted. Ajax -Pickering
applied tremendous pressure late in
the game, but were unable to bury
scoring chances.
The Raiders started the tourna-
ment with a 3-0 victory over the
Barrie Icemen. Jonathan Simone
Opened the scoring in the second
period. Eric Terakawa and Jeffrey
Short added singe goals later in the
game. Assisting were Terakawa,
Michael Ross, McLeod and Si-

Oshawa tie the game on a power-
play, then take a 3-2 lead shortly
after at the 17:34 mark of the
frame. Luc Chiasson tied the game
10 seconds later, but Oshawa's
Jason Saunders netted the game
winner with just more than a
minute remaining.
Panthers' assistant coach Jeff
Long blames fundamental mis-
takes by his charge` for the loss.
"We're a solid hockey club, but
we just keep making basic mis-
takes, like giveaways. blown cov-
erages and breakdc Ans;' says
Long. "We're gift -wrapping goals
for them. We're giving teams their
scoring chances and they're capi-
talizing on them. It's a lot of sim-
ple stuff, a lot of mental mistakes"
Also scoring for the Panthers
against Oshawa were T.J. Kemp
and Joel Johnston.
The loss knocks the Panthers
(12-7 for 24 points) into a fifth -
place tie with the Cobourg
Cougars in the 13 -team East Con-
