'Durham Grade 3 test results among lowest in GT

Improving the poor performance
of local elementary students on the
Province's Grade 3 reading, writing
and mathematics tests could take
several years, reports a Durham
public board official.
The Grade 3 test results, released
Friday, show students here are im-
proving in mathematics, but Bev
Freedman. superintendent of pro-
grams for the Durham District
School Board, says pupils are per-
forming below the level they should
be at.
"In three to five years we will
move our test scores way up;' she
says. "It takes time for skills to im-
prove"
Ms. Freedman says she's "not
pleased with the results" of the
Grade 3 reading, writing and math-
ematics tests released by the Educa-
tion Quality and Accountability Of-
fice (EQAO). She reports the board
scored "among the lowest in the
GTA" on the tests administered to
131,000 Ontario Grade 3 students in
3,300 elementary schools last May.
"We have made some gains
around the competency of math
skills," she says. "But I wish the re-
sults were higher.
"Durham has a long history of
finding out results which may be
adman

around and I'm confident we'll do it
again"
According to the EQAO, which
conducts province -wide assess-
ments annually, 45 per cent of

The incident occurred in the

Two men killed after a
stolen van crashed while at-
tempting to flee police were
suspects in a string of
break -and -enters across
Durham Region.
One of the dead men, Je-
remy Arsenault, 22, was
wanted on outstanding war-
rants for possession of
stolen property and escap-
ing custody, the latter
charge stemming from an
incident last month when
police attempted to arrest
him at his Malaga Road res-
idence.
He and Deon Hobbs. 28,
of Rideau Street, were
killed in Frlda\'s horrific
crash at the corner of Mari-
on Avenue and Gibbons
Street in a residential neigh-
bourhood in the city's nortf
end.

ver, the van swerved around
the cruiser and sped through
a stop sign at Gibbons
Street, slamming into a car
driven by a 62 -year-old Os-
hawa woman.
The woman suffered se-
rious internal injuries and
remains in hospital in stable
condition.
After the collision the
van flipped upside down,
hit a utility pole and burst
into flames.
SIU communications of-
ficer Gail Scala said the

Sources say prior to the
crash, police were looking
for a van used by two sus -
peels sought in connection
with the earlier sale of'prrlp-
erty at a local pawn shop.
The SiU has identified
one "subject officer" and
three "witness officers" in
their in%cstigation.
But regardless of the cir-
,:umstances of the crash, the
fiancees of the young men
killed say they should not
have had to pay with their
lives.
"There should never be a
police chase;' said Jenny
Wood. Mr. Hobbs's fiancee.
"Write down a licence plate
and look for it later Just ler
them go."
"They don't have to
chase them. There had to he
something going on for
them (the deceased men) to
freak," agreed Tya Metson,
Mr Arsenault's fiancee.
Ms. Wood said she was
told by police her fiancee
had been "staked out"
which means officers would
have known where to find
him.
Police have steadfastly
maintained at no time was
there a pursuit of the stolen
van, only that it was being
followed.
Ms. Wood and Ms. Met -
son said the two men were
best friends "who did every-
thing together." They'd even
worked together in the
flooring business. the
women said.

Doctors in Durham Region continue the quest for better health care

What's up, doc?
Plcnty, when it comes to medical
research in Durham Region.
You might not know it but health
care research is going on all the time
right around you.
The influenza pill that's said to
be a promising treatment to reduce
those nasty flu symptoms'? Tested
right here.
Viagra, one of the most talked
about new medications" Yep, tested
right here.
Heart attacks and disease,
strokes. Alzheimer's disease., the use
of antibiotics, the transfer of care
from hospital to home, pneumonia,
peptic ulcers: all these health care
topics and more are the subject of
ongoing research projects headed up
by local doctors and earned out in-
dependently or through area hospi-
tals.
Nkliy'? Doctors say there are vari-
ous reasons for doing research, in-
cluding a desire to be part of leading
edge medical technology and treat-
ment and a commitment to improv-
ing health care in the region as well
as the rest of the world.
"The work is satisfying;' said Dr.
Gary Mann. emergency specialist at
the Ajax and Pickering Health Cen-
tre, formerly Ajax -Pickering Gener-
al Hospital and now a site of the
Rouge Valley Health System. "It's
rewarding. We get to be on the in-
side track."
He's done clinical trials on mi-
graine, asthma and hospital-ac-
quired pneumonia and is now con-
ducting trials on sinusitis, communi-
ty -acquired pneumonia and eye -in-
fection drugs. These are all part of
national or international drug trials.
"It's kind of neat to think you're
part of a trial that's also going on in
South Africa, Belgium, England and
Israel and all other parts of the
world.- he said.
"Fascinating" is how Dr. Paul
Whitsitt, of Oshawa, describes re-
search.
He's really into research and,
along with Dr. Sunil Mehra, also of
Oshawa, has formed a research
company, Optimum Clinical Re-
search. It's this company which has
done research for the flu pill and Vi-
agra and is now doing trials on
Alzheimer's, strokes, obesity and
more flu studies, one of a few Cana-
dian sites in international studies.
While research being carried out
locally is usually part of interna-
tional studies that will benefit peo-
ple in all countries eventually, there
are benefits here, too.
Dr. Whitsitt said research done
locally benefits local residents, since
many trials focus on medications for
"common" diseases such as the flu
or obesity and diseases that are af-
fecting more people, such as
Alzheimer's, diseases that have an
impact on many Durham residents.
Alzheimer's disease is growing
in incidence in the region as this
area's population increases and
ages, he pointed out.
"lltese are diseases that are in
the general population and Durham
Region is representative of that," he
said.

ter health care here at home and around the world.
Research "has direct benefits for
the local community. We cannot
offer a proven benefit but we can
offer the potential of benefit that
isn't there in any other way. There's
no doubt that research helps to bring
treatments to the consumer that are
not available in any other way"
At the fledgling Research Insti-
tute, which opened early in 1998 at
the Oshawa site of the Lakeridge
Health Corporation, the benefits for
local residents are a major impetus
for work being carried out by local
health cane professionals.
''he basic plan for the Research
Institute was to take new technology
and find the best way to apply it in
our health care setting, realizing
most research takes place in big
teaching hospitals;' said Dr. Andrew
MacRae, head of Lakendge Health
Corporation's Research Institute,
which oversees numerous health
care research projects.
With 80 per cent of health care
delivered in non -teaching hospitals,
it's important to tailor research,
much of which is done in teaching
hospitals, to meet the needs of non -
teaching hospitals, he said.
The Research Institute takes new
technologies and research findings
done elsewhere and looks at ways to
make it relevant to the local health
care system and local residents, he
said. This way, health care profes-
sionals can be sure Durham is bene-
fiting from research.
'It's highly relevant that we do
the research. These are advances of
others' findings," he said. Projects
done here are "practical and applic-
able" research and can help provide
"the made -in -Durham solution to
health care problems;' Dr. MacRae
said. "It's "designed for Durham "
An example is research on car-
diac markers, a blood test found to
provide accurate and early identifi-
cation of heart attacks in patients.
More than 300 people come into
Durham's emergency departments
with acute chest pain every month
and it's important to determine who
is having a heart attack and who
isn't, Dr. MacRae said.
The blood test can give emer-
gency doctors that information
faster than older methods, he said.
The institute bolted at how that test
could be used at Lakeridge Health
Oshawa.
But that marker might not be as
important in hospitals in Durham's
more rural areas, Port Perry,
Uxbridge or Bowmanville, where it
takes longer for patients to get to
hospital, he said.
The Research Institute has now
received further funding to take this
study into time smaller hospitals to
determine how best to adapt this test
to heart attack diagnosis, Dr.
MacRae said.
But the institute will publish its
findings on all research so that other
communities can benefit from local
experience, he added.
. Another study being done by the
Research Institute focuses on the
transfer of health care of patients
from hospital to home. Done in con-
junction with Durham Access to
Care (DAC), the Whitby -based
agency, which co-ordinates home
care throughout the region, the study
will help health care officials deter-
mine if the transfer of a patient from
an institution to his or her home is
hoeing done in a co-ordinated man -
nor.
"We want to make sure the care
continues seamlessly;" said Janet
Hams, executive director of DAC.
" lt's a continuum of care. It's not
just confined to what happens with-
in the walls of the hospital. It starts
before you get to the hospital and it,
doesn't end after you get out of hos-
pital. Thew: care paths are the recipe
for how this will happen.
"We're developing tools that
clients and their families can be part

henefit not just the caregivers but the
--hents and families themselves:'
In Port Perry. Dr. John Stewart's
research into the use, overuse and
misuse of antibiotics has already
henefitted local residents and is
about to go into a third phase, ex-
panding throughout the Greater
Toronto Area.
Concerned about the use of an-
tibiotics, the growth of antibiotic-re-
sistant bacteria and the possibility
that overuse might lead to restric-
tions in the drugs' use. Dr. Stewart
started a community research pro-
jW in Port Perry. Doctors, nurses,
pharmacists and patients were edu-
cated about the proper use of antibi-
otics and the potential consequences
of their misuse.
"As far as we are aware, we are
the only project that has clearly
demonstrated this kind of result in
Canada and the United States;' he
said. All of this research brings mil-
lions of dollars into Durham Region.
A proposed study by the Research
Institute that will look at the impor-
tance of proper pre -surgery nutrition
in post-surgery recovery carries a
price tag of $220,000 over two
Years- Another study by the institute
on spinal cord injuries, in conjunc-
tion with the Canadian Paraplegic
Association, is still waiting word on
approval. It needs $1.6 million fund-
ing.
Funding comes from many
places including pharmaceutical
companies, foundations such as the
Ontario Neural Trauma Fund or
Heart and Stroke Foundation, and
Provincial and federal governments.
Dr. Stewart's research is funded
primarily by the Pharmaceutical.
Manufacturers' Association of
Canada and drug companies.
"We've got ministry funding,
funding from pharmaceutical com-
panies, funding from insurance ben-
efits companies," he said, "If it had-
n't have been for the pharmaceutical
companies, it couldn't have hap-
pened, it wouldn't have happened."
All research done here is vetted
by the federal government and by
local ethics review committees, in-
dependent bodies that have the final
say on studies.
"We put people through the
wringer to make sure their proposals
are on the up and up," said Dr.
Mann, who serves on the committee
for the Ajax and Pickering Health
Centre.
On the cutting edge
Who's leading
the research
charge in
Durham
Health care professionals
throughout Durham Region are
conducting a number of research
projects.
Here's a list of just some of
the work going on in the medical
community locally. It's by no
means complete.
• Dr. Gary Mann, emergency
specialist at Ajax and Pickering
Health Centre in Ajax, has com-
pleted trials on migraine medica-
tion, asthma, hospital-acquired
pneumonia and is now working
on trials for sinusitis, communi-
ty -acquired pneumonia and eye
infections.
Dr. Peter Campbell, a Pick-
ering doctor, is doing studies in
peptic ulcer and dyspepsia.
• At Optimum Clinical Rc-
1 search, Dr. Paul Whitsitt and
Dr. Sunil Mehra, both of Os-
hawa, are currently conducting
trials in stroke medication to see
if damage can be reduced in first
few hours after stroke (in con-
junction with the Research Insti-
tute), flu pill studies on people
with heart and lung disease, chil-
dren, children with asthma and
families. Alzheimer tests,
weight -loss medication. Past tri-
als include genital herpes vac-
cine and Viagra.

• Dr. John Stewart, Port
Perry, is conducting research into
antibiotic use and education of
health care professionals and pa-
tients.
His project is about to enter its
1 third phase.
• Research Institute, based at
the Oshawa site of the Lakeridge
Health Corporation, with direc-
tor Dr. Andrew MacRae, is con-
ducting a series of research pro-
jects which include the transfer
of care from hospital to home
with Durham Access to Care,
acute care of stroke patients (Dr.
Whitsitt), accurate and early
identification of heart attacks
(Dr. Rudy Vandersluis), to be
expanded to Port Perry,
Uxbridge, Bowmanville and
Whitby site; pre -natal screening
for chromosome anomalies (Dr.
Allen Gardner, Dr. Lea
Velsher), new diagnostic tests at
the Whitby site, cardiology (Dr.
Rakesh Bhargava), oncology
(Dr. Jose Chang).
Some proposals are still wait-
ing for word on necessary fund-
ing are pre -surgery nutrition and
its relation to post-surgery recov-
ery, spinal cord trauma and trau-
ma care in emergency depart-
ments.
• Dr. David Shrives and Dr.
Omer Choudri, Bowmanville
site of Lakeridge Health Corpo-
ration, are conducting cardiology
clinical trials.

a survival of the fastest, and the mes-
sage seems to be if you're not aggres-
sive, get off the road.
What's causing the problem? Road
Warriors — drivers who appear to be
out on a mission. Each day, I can usu-
ally expect to encounter one. You've
seen them too. They are impossible to
overlook and drive with their egos.
They weave in and out of traffic, can't
stay behind the same car for more than
a few seconds and appear to be color
blind when it comes to red or yellow.
Don't cut in front of them, as they will
do anything to regain their position.

ing their lives and. more importantly,
the lives of innocent people around

them? Why it is such a big deal to let
another motorist in front of you if that
driver signals to change lanes? Have
you seen the motorists who drive on
the shoulder lane to get ahead of the
traffic jam and then try to force their
way back in? What about the impatient
driver who honks the horn if you don't

turns green? Why are we in such a
hurry? What's it going to take for peo-
ple to learn to slow down? Unfortu-
nately, the answer lies in the staggering
number of traffic fatalities.
. It's really got me wondering what
ever happened to good ofd -fashioned c
ommon courtesy and respect for each
other'? There is no excuse for courtesy,
responsibility and patience to take a
back seat on our roads and highways
and it shouldn't be tolerated. There

I would expect these Road Warriors
to be younger drivers, but I have seen a
few "experienced" drivers who require

"yield", "proceed with caution" and
"pedestrian crossing" and when to use
turn signals. A lesson in patience and
adhering to the speed limit wouldn't
hurt either. I understand there is talk of
increasing the speed limit on Hwy.
401. Would this not open the door to
more recklessness? How could this
possibly make our highways safer? I
dread the thought of it.
I think it's high time some motorists
re-examine their driving skills and
habits before it is too late. Don't tum
our roads and highways into battle-
grounds. Our lives are more important
than getting ahead and arriving on
time; let's just arrive alive.

entirely misunderstands what is at
stake.
What is perhaps a privilege is
an extraordinarily good education
at the secondary level which can
sometimes be had at private insti-
tutions whose reputation and con-
tinued connections with alumni
can give one a leg up in the world.
But that is a privilege, and no one
owes it to Mr. Fraser to free his
family from their general respon-
sibilities to society so he can
strive for that privilege.

Meal on Wheels on a roll for needy

Planning and preparing meals
was like a merry-go-round ride for
a 78 -year-old Ajax man.
He had breakfast covered, as he
usually made oatmeal for himself
and his 69 -year-old wife Pam, but
cooking innovative, nutritious
dishes for lunch and dinner was
challenging and tiresome.
"It was a constant round of
meal making and dish washing;"
says Walter (he didn't want his last
name used). The retired couple
have three daughters who prepare
a "very good" turkey dinner at
Christmas time, but don't live in
the area. Walter and Pam realized
they needed help from local agen-
cies if they wanted to stay in the
bungalow they have lived in for 35
years. Moving into a retirement
home was not desirable.
Now the couple have, for exam-
ple, chicken noodle soup, bread
and butter, spinach and mashed
potatoes, chicken pot pie and fruit
salad delivered to their doorstep
three days a week. And some
pleasing company, too.
Meals on Wheels is a service
provided by Ajax -Pickering Com-
munity Care for local residents un-
able to prepare meals because of
age, disability or illness. The
meals, prepared at Whitby General
Hospital, cost $4.25 each and can
be delivered daily.
Walter says he's particularly
fond of the soup. He and Pam have
used the service for about three
months. "It saved my life;' Walter
says. Pam fell and broke her hip
and now uses a wheelchair. Al-
though the couple have a visiting
homemaker, she is concerned
about Walter taking on too much
responsibility. He tries to help the
homemaker change the linen on
the hospital -style bed that occupies
most of their living room, but is
playfully scolded by Pam.
"I worry about Wally;" she says.
"Beg your pardon, but he's no
spring chicken"
Before the couple retired, Wal-
ter was employed as a design
draftsman and Pam performed ad-
ministrative duties in a group
home for autistic children. Pam en-
joys reading mystery novels, while
Walter prefers the newspaper and
books about war.
They spend a lot of time at
home and it tends to get lonely,
which is why Pam likes the com-
pany the Meals on Wheels volun-
teer provides.
Pam Behm, an Ajax resident of
21 years, enjoys visiting the cou-
ple.
Mrs. Behm has volunteered for
Ajax -Pickering Community Care
for almost nine years. She delivers
on two Meals on Wheels routes
and helps a senior with his grocery
shopping and takes his cat to the
veterinarian.
"I like to meet people:" she
says. Some clients she visits want
to chat and "you get to know these
people;' she says. "You may be
their only visitor for the day"
And even if she's not, a friend-
ly face is welcome in Pam and
Walter's home.
