Council's executive committee turned down a rezoning application Monday for the development to per- mit a shopping centre on a 2.2 - hectare parcel of land at the north- east corner of Steeplc Hill and Kingston roads. Some who voted against it main- tained the project does not meet the goals set out in the Town's Kingston Road Corridor Urban Design and Development Guidelines, intended to help transform Kingston Road from a highway into a more pedes- trian -oriented 'main street'. "The building mass should at least conform to the idea that we spent so long to put together;' said Ward 2 Regional Councillor Doug Dickerson, noting the floor space being built would provide only 10 per cent of the goal set out in the guidelines. Almost 3,900 businesses in Durham will have the as- sessment -related increase in their property taxes capped at 10 per cent this year, and five per cent in both 1999 and 2000. But, about 2,500 firms expecting tax decreases will have to wait to realize the full savings, as the Province plans to limit tax cuts to the same percentages as hikes. Durham finance commis- sioner Jim Clapp told the Region's finance committee Wednesday the Province is limiting the cap within the various property classes, so tax decreases on businesses in one sector would be offset by increases for firms in the same category. Homeown- ers won't have to pay more in property taxes to cover for capping, as was initially feared. Ontario Hydro pays the Towns of Pickering, Clar- ington and Durham Region payments -in -lieu of taxation (PILs) on the utility's facili- ties like the two nuclear plants here. Now, the ROGER ANDERSON 'To send out tax bills a week before Christmas is inappropriate.' Province plans to cap PILs by the same amounts as taxes. Clarington Councillor John Mutton explained to colleagues. "If the cap is spread through a class, an assessment -related increase for a nuclear plan: would be picked up by the rest of the class. That means the rest of the class will subsidize the Province" Finance committee chair- man Brian Nicholson noted that, because Ontario Hydro is in the large industrial sec- tor, "The large industrial job creators will be subsidizing the Province on these two (nuclear stations)" On Wednesday, Regional Council will consider asking the provincial government to exclude the capping of PILs. Provincial Treasurer Ernie Eves announced last week the government wants municipalities to cap prop- erty tax increases to help small businesses facing large hikes because of re- assessment. A preliminary estimate indicates capping will save businesses about $18 mil- lion which will have to be made up by firms in the same property class expect- ing a decrease. "The increase is on the back of anyone with a de- crease. Anyone with a de- crease is going to be affect- ed;" Mr. Clapp said. He noted capping is for assessment -related increases only and not for anv other hikes in property taxes. "Make no mistake, pub- lic perception is the total bill will be capped and that's not the case, based on the an- nouncement. "This will create a great deal of confusion out there;" Mr. Clapp added. He noted the major as- sessment -related tax in- creases will hit larger firms and not small businesses. Mr. Clapp predicted cap- ping "will present cash-flow problems for the local mu- nicipalities". He met Tuesdav with local treasurers. "They want to issue supplementary tax notices to get the dollars flowing in" The capping legislation probably won't be approved until early November. so municipalities will be "lucky to get (new) tax bills out by Christmas_ I can't see them out until the first of the priate" year." PUBLIC COMMENT INVITED ON AECB LICENSING ACTIONS The Atomic Energy Control Board (AECB) is inviting public comment on upcoming licensing actions for the following facilities: • Ontario Hydro, Pickering Waste Management Facility - renewal of waste facility operating licence. • Cogema Resources Inc.. Cluff Lake Mine - renewal of mining facility operating licence: • General Electric Canada Inc., Toronto - renewal of fuel facility operating licence. • General Electric Canada Inc., Peterborough - renewal of fuel facility operating licence, These organizations have applied for a renewal of their operating licences. The Board gave initial consideration to these applications at its meeting on October 1, and is expected to make the final licensing decisions following its meeting in Ottawa on December 17, taking into account any comments or concerns expressed by interested parties or the public. Area residents raised concerns about traffic, noise, garbage, landscaping, fencing and the general appearance of the development. But, the little trick -or -treaters aren't cause for fear on Halloween. The real danger lurks on the roads travelled by careless drivers, around the corner where hooligans wait to pilfer their prey's treats and Unicef boxes. behind doors owned by scary monsters with twisted minds. Halloween is suppose to be a night for children to have carefree fun. this year in costumes mimicking the Spice Girls. Bill Clinton. the Titanic charac- ters. Monica Lewinsk% and the mask made popular in the film Scream. Parents slxxwked by the notion of their youngsters prowling dark streets should take some measure of comfort from the fact that Laidlaw Transit's Halloween Safety Patrol buses will cruise neighbourhoods across the re- gion Saturday night and their drivers will watch out for youngsters trick -or - treating. Kids who feel threatened in an way can hop on a bus and he taken home. And families in Pickering have an alternative if they don't want their kids on the street. Homeowners, don't confuse chil- dren who've been told not to enter houses by inviting them in. unless they need a safe place of refuge. Mix sweet treats with nutritional snacks. Sorry, kids, but it's for your own go<x1 And, keep an eye on the wee ones in your neighbourhood; that will help scare off young punks and other undesirables. Drivers, be especially careful. Don't get behind the wheel if you've been drinking at an adult Halloween party. Remember. Halloween's for kids. The night air should be filled with their squeals of delight, not the squeals of tires. Your treats await. 0 C T 30, LETTERS TO THE EDITOR Parents driving Puts kids at risk To the editor: Re the editorial headlined 'Slow, down for the children's sake' in the Oct. 27 News Advertiser. I agree with the author with respect to the speeds at which drivers pass through %:howl zones. However. I believe the writer seriously erred with the comment "Most parents who drop their children off or pick them up at xh(x)l. understand (the reason for speed limits being post- ed where they are).- Unfortunately, that's about all the% understand I I live near a Pickering public school. On those rare occasions that Rewarding the deserving Didn't it just warm your heart to hear Ontario Hydro nuclear division boss Carl Andognini is compensated for his labour with more than $1 mil- lion annually, while his six nuclear rescue team colleagues receive $154,000 to $800,800 a year. More encouraging still was the news they're also receiving a wide range of performance incentives and perks, including hefty signing bonus- es, free housing, cars, generous life in- surance policies, and healthy pension plans. Now those among us who'll work 25 to 30 years to earn what Mr. An- dognini makes in one might be tempt- ed to feel bitter and resentful. But how can society function efficiently, and indeed progress, if those among us with agile brains and a willingness to work hard are not rewarded for their efforts? In case you have any lingering doubts about whether the richly re- warded are richly deserving, let's look at some of their recent achievements, and evidence of their acute under - Marianne Takacs Staff Writer standing of just what is needed to take the world forward and lead the less - gifted masses. For example, does Mr. Andognini not bear responsibility for the nuclear arm of a publicly -owned utility so huge that only this week it was pro- nounced to be $39 billion in debt? And at a time when Durham residents are worried about the safety of the two nu- clear stations in their midst, wasn't it an exceptional strategy he announced recently to devote Hydro resources to a study to show how much money the power plants bring into Durham? And what about those top bank ex- ecutives whose every utterance is cap- tured on video and broadcast daily to a breathless nation? How greatly they must have laboured and taxed their in- tellectual resources to determine it would be better to have only two or three mega -banks in Canada instead of five or six levying exorbitant service charges. And how clever of them to re- alize an expensive national propagan- da campaign would be an excellent means to educate the public on how much better off they will be with fewer banks to have to choose from. Speaking of marketing, let's not forget those advertising gurus who know the best way to inform us about how insurance companies can provide for our needs is to let us know how much they love us. Frankly, I have to choke back tears when that TV ad comes on with the insurance agent telling the woman phoning from an accident scene that all he wants to know is whether she's all right. It's so touching how he'll wait for a less stressful time to tell her how much her premiums will go up. I could go on and on, but I'm sure you get the picture. I happen to be home during the day. I'm very concerned for the safety of the scl eool children who arc not being dropped off or picked up by their parents. They are at risk from not only the speeding drivers but in- appropnate actions of parents who transport their kids. I have often witnessed parents wrestle for that -prime- parking space without giving consideration to the child who walks home. Why is it necessary for the%: parents to park so close to the sch(K)I? Why can't the students walk the three or four blocks to school:' 1 know, I walked to my childhood schcxwl yard. It's likely 1 got there a lot safer as not many of us had the privilege of getting a ride. You may think I'm writing this letter because I live so close to the school and am irritated by students dropping garbage on my front lawn or walking through the garden. These incidents pale in comparison with the actions of parents deliver- ing their children to whool. When is it appropriate to park in the inter- section, block a crosswalk, double park, park in front of a fire hydrant, W to give fight of way to pedestri- ans and in general operate a motor vehicle contrary to the Highway Traffic Act? The answer seems to be: when I'm dropping my child off at school. I'm not saying all parents oper- ate their vehicles in the fashion mentioned above. I know there are several who take responsibility for their actions and drive appropriate- ly. I am concerned and annoyed at the ignorance of those parents who insist on ensuring their own chil- dren are safe and sound regardless of the risk they place others in. Drivers must learn to operate their vehicles in a manner which does not place anyone at risk, let alone children. Lance Richardson, a 17 -year- old Grade 12 student from Pick- ering High School, along with family and friends, have turned an ordinary garage at 55 Howes St. into a frightening Halloween experience for the second year in a row, spending $500 on new items in the process. The planning for this year's haunted garage began just after Halloween last year. Actual construction started at the beginning of September and took the Richardson family and friends nearly two months to complete. Brave trick -or -treaters and others roaming the streets on Halloween can look forward to (gulp!) a torture chamber filled with ghosts, coffins and severed body parts. Battle grew up around the site where the famous Battle of Hastings took place in 1006. when Norman invaders led by William the Conqueror of Nor- mand% tore the English crown from the Saxons and changed the Course of English history forever. Its main street leads right to famous Battle Abbev, built by William in honour of his victo- ry. The Abbey's high altar was erected on the ver spot where King Harold was mortally wounded. London calling LONDON from page /0 Its outside poise and splendour were an excellent introduction to the beauty within, powerful columns, delicate shafts forming the vestibule, intricate lace-like stone work cradling stained glass. The feast for the eyes was ampli- fied into a feast for the ears, as we had arrived in time for Evensong (3 p.m. Mass). From the choir loft be- hind the huge carved screen, resident monks and choristers sang the holy, timeless chants and psalms that have filled the walls of- the cathedral for centuries. It was mesmerizing — somehow immortal — one of those moments that memory serves better than any photograph ever could. Just a half-hour north of Cantcr- bury we made our last stop, the fairy- tale world of Leeds Castle. Actually built on two small is- lands, it seems to float on its own huge lake, giving it a certain timeless mystique. Leeds was the favourite country residence of many English Queens, among them Catherine, wife of Henry V. At Leeds, after the death of Henry V, Catherine fell in love with one of her clerks, a Welshman by the name of Owen Tudor. The couple's great-grandson, Henry VIII, spent much time at Leeds, especially while courting the ill-fated Ann Boleyn who lived near- by. Much of the castle is accessible to visitors. A number of historical periods are well represented. We were especially impressed with the bedroom/hath- room suite laid out, to the last detail, as it would have appeared in 1430. Al: too soon, our weekend adven- ture into the past came to an end. The ghosts were reluctantly left behind as we cruised the final hour of our circle tour hack to London and the 20th Century. Next to starting plants from seeds, taking stem cuttings is the most popular form of propagation. Many common house plants are good can- didates for this method: columnea, gynura, pothos and English ivy to name a few. You'll need a sharp knife, a shallow container about three inches deep, some soil, rooting hormone, clear plastic and of course a plant that you wish to propagate. 'A'hile any shallow container will do. I like to use small plastic pots about two inches in diameter, so that each cutting has its own home. Make sure vour container has some holes, so that the excess water can drain out. - The soiless mix I use is ycr% dry and Powder-,, when it comes out of the bag. so I put some in a small bucket and moisten it before filling up the pots. Putting the dry mixture into a pot and then trying to water it isn't very satisfactory. The water just runs through the drainage holes without moistening the soil. Before you start hacking away at your plant, take a close look and choose a stem that is young and vigorous. Avoid using stems that are old or woody looking. if the parent plant is on the dry side, you may want to water it a few hours before you take cuttings. This allows the stems to he turgid and full of moisture. Limp cuttings simply will not root. If you look closely at the stem you will notice the area where a leaf Is attached to the stem Is slightly swollen. Take a three - or four -Inch cutting just slightly below one of these "nodes." Usually, this is where the roots of the new plant will form. Rooting hormone is a powder% sub- stance that contains hormones which en- courage a plant to root. Most of our local nurseries and garden centres carry this product but if you don't see it, ask for it. Rooting hormone is not essential for start- ing cuttings, but it does speed up the time it takes for rooting to occur. Next, push the cuttings about an inch or so into the soil and then firm the soil around the stem so that it stands upright. Its important for the soil to he in contact with the stem for rooting to he effective. Humidity in the range of 50 per cent is necessary for many cuttings to root. This can be achieved by covering the cutting with plastic. 1 usually cover my cuttings with a transparent plastic bag. Leaving a small hole allows excess humidity to es- cape and prevents the plant cutting from rotting. Providing bottom heat is often helpful in getting stems rooted. This can be achieved with the use of special heating �cables available commercially, or h% find- ing a "hot" spot on which to place v our cuttings. 1 find the top of the refrigerator works well for this.
