PICKERING NEWS ADVERTISER PICKERING'S COMMUNITY NEWSPAPER SINCE 1965 PRESSRUN 44,000 Durham likely to have surplus Durham Region could have a budget surplus of more than $1.3 million this year but don't expect your property taxes to decrease. A report to Regional Council's finance committee Wednesday in- dicates the general levy will have a surplus of $450.00, mostly be- cause fewer people are collecting social assistance. The water supply system has a surplus of $350.000 and the sani- tary sewage system is under -budget $550.000. However, any surplus generated this year will be used to make the Region's computers and electronic systems Year -2000 compliant. That's expected to cost at least $2 million. A report to the finance commit- tee noted Durham RcLnonal Police are forecasting a break-even posi- tion for the year. That's an im- provement from 1997 when the po- lice were over -budget by $3.4 mil- lion, mostly because of a new con- tract and costs for the Guy Paul Sloan wrongful -conviction in- yuir,..But, finance commissioner Jim Clapp noted a lack of details from the Province on downloading leaves his department "unable to assess whether there will be a sur- plus or deficit position". Volunteers participating in the fourth annual, provincewide -Seat Belt Challenge" on Oct. 3 checked 29.993 vehicles and found 4,600 drivers weren't buckled up. Durham Regional Police Sergeant Jim Grimley described the 94.6 per cent average compli- ance rate, down from 97.6 per cent a year ago, as "extremely disappointing" Last year 1,500 volunteers in 130 communities took part in the survey in which Durham Region fell below the provincial average of 99 per cent seat belt usage. This year's provincial rate has not yet been released. JIM GRIMLEY `Extremely disappointing.' See PICKERING page 5 On' -duty cop faces assault charges Durham officer punched in Pickering domestic dispute PICKERING — An off-duty Toronto police officer has been charged with assaulting police and resisting arrest after a Durham Region constable was punched in the head during a do- mestic call in Pickering. Constable Syd Gillis suffered a split lip and numerous scrapes and bruises during the Sunday night incident, Durham Regional Police said. He was taken to Ajax -Picker- ing Hospital where he was treat- ed and released. Durham Regional Police Sergeant Jim Grimley said con- stables Gillis and Dave Tupah were dispatched to a Maury Cres- cent residence just before 1 I p.m. after a woman placed a 911 call from a neighbour's telephone. Shortly after arriving at the home the officers were confront- ed by a man found inside a locked bedroom, Sgt. Grimley said. "As the male suspect was being placed under arrest he punched one of the officers (Const. Gillis) in the face and a struggle ensued," he said. Despite being pepper -sprayed, the man continued to fight with the officers and the struggle con- tinued until back-up police ar- rived. He was then subdued. Derek Flatman, 40, of Maury Crescent, was taken into custody and charged with assault, assault police, assault to resist arrest and threatening death. Mr. Flatman, a 21 -year veter- an with the Toronto Police Ser- vice, was held overnight and re- leased on his own recognizance yesterday morning following a bail hearing in Oshawa provin- cial court. And, they didn't want a Job anyway. "I ignored them, because 1 wanted to he there:" says Donna McDowell. She was determined to find a job as a cashier and support her 19 -year-old daughter "instead of being on the system". In fact, the day after his. McDowell attended the Feb- ruary seminar she enrolled in the Job Connect Program at the Ajax branch of the John Howard Society of Durham Region, an agency funded by the United Way of Ajax -Pickering. " I was really nervous and scared" about approaching the John Howard S(>c;ety. But, at 39. Ms. McDowell wanted help entering the workforce for the first time. She'd had little opportu- nity to even think about a job outside the home in her younger years. The former Toronto resi- dent was married and had a daughter when she was 19 years old and gave birth to a son a year later. Her mar- riage ended when she was 21 and she began collecting social assistance. Her father became ill and she was on call all hours of the night for him. She was also ill and re- quired two operations for a lung ailment. When she moved to Ajax eight years ago. Ms. Mc- Dowell started taking cours- es at an adult learning centre here. However. she became frustrated because she had difficulties with the courses and was trying to balance school work and raising a family on her own. Now. her life has changed for the better. Since a counsellor at the John Howard Society sat down with Ms. McDowell to out- line her skills and experi- ence and help her write a re- sume, her goal seemed more attainable. " Joelle offered a lot of support.- Ms. McDowell says. -She made me feel comfortable. If I didn't have her. I wouldn't have got where I am today. - Nis. McDowell learned how to look for a job and ap- proach a prospective em- ployer and watched success- ful job interviews on tape. She checked job postings regularly. And she finally got the break she was waiting for. Ms. McDowell arrived at her job interview for a sales clerk's position with the Ajax -Pickering Salvation Army 45 minutes early. Crafty people sought for fund-raising sale PICKERING — Home crafters are needed for a fund-raising sale in November and December. Inter School Christian Fellowship is holding the sale at the Metro East Trade Centre Nov. 21, 22, 28, 29, Dec. 5 and 6, from 9 a.m. to 5 p.m. each day. Proceeds from the event will be used for Christian fellowship instruc- tion in high schools. Cost for a booth is $60. The trade centre is on Brock Road just north of Hwy. 401 in Pickering. Call Darlene Nolte at 831-9204 for more information or to rent a booth. While she was waiting, " kept crossing my fingers" She was offered a part- time job at Sally Ann's Ajax Thrift Shop in April. Three days later she secured full- time employment. "I was veru excited" Now, Ms. McDowell re- ports, "I feel better about myself because I'm making my own money." She sorts, tags, prices and hangs the clothing on racks in the Salvation Army Thrift Shop, works the cash register and answers the telephone. Lately, she has been responsible for cash sheets and closing the store, I something she was nervous about trying at first. Ms. McDowell has also bought a computer and has a personal tutor visit her home so she can brush up on read- ing and spelling skills. She sleeps better at night and looks forward to work in the morning, even though "I'm sore and tired" after a day's work. The Durham Catholic District School Board, in conjunction with the Mi- crosoft Corp., is offering the Microsoft Office User Spe- cialist (MOUS) program at its adult education centre in Oshawa. And, as program director Jim Sheehan explains, there's more to the course than sim- ply teaching participants the basics of word processing and database management. "We're really excited about this;' Mr. Sheehan says JIM .SHEEHAN 'The whole concept of continuing education is changing ... it's lifelong learning.' of the nine -week program that gives participants Mi- crosoft's "stamp of approval" upon completion. That means "Students are certified by the Microsoft Corp. and are recognized in the business field as having the top training necessary to work with (Microsoft's) of- fice programs," says Brian Hughes, principal of the con- tinuing education centre. While the program is of- fered through other education centres and community col- leges, the separate board has "the authority to grant the certification" which other training centres don't, he says. Mr. Sheehan notes the "pointed training" teaches students "the full scope of what the programs can do". As well, the hoard's small classes mean training is per- sonalized. "We're trying to meet an employer niche:' Mr. Sheehan says. "This facility will not only assist those who are unemployed or under- employed but will be a great benefit to those looking to advance in a present position or change to a new one:' He adds, "The whole con- cept of continuing education is changing... it's lifelong learning" The MOUS program in- cludes training in Microsoft's office applications, including Word, Excel, PowerPoint, Access and FrontPage. f31e complete course, in- cluding certification, costs $3,10X. Community Connections in Ajax, Pickering' `People just want to get out of their homes and be accepted' KY LINDA WHI-rL' Staff Writer An organization that aims to "break down the walls of isolation' and bring together lonely people with the same interests believes arrange- ments to use a Handi-Trans bus will make a "big differ- ence" in meeting its goals. "The biggest harrier for us was transportation;' explains Community Connections ex- ecutive director Lynn McGurk-Weil. "People want to be able to go out and cat at a local restaurant, yet half the people we hear from just can't get there." That's why Ms. McGurk- Weil was "thrilled" when Ajax Transit director Terry Barnett contacted her and of- fered the use of a Handi Trans bus on evenings and weekends. Community Con- nections plans to pay for the service — which includes wages of a driver — through fund-raising efforts and the sale of ads on the bus. "It's a horrible feeling when you know there's a need and you can't fill it:' says Ms. McGurk-Weil. "People just want to get out of their homes and be accept- ed. He pointed out York Region has been seeking a meeting with provincial Treasurer Ernie Eves for the last month to address con- cerns of business owners facing tax hikes of 100 to 1.000 per cent as a result of the Province's new property assessment system. Pointing out Toronto took ad- vantage of the measures, he said phasing -in gives property owners time to adjust to the new system, even though residents and busi- nesses getting decreases don't re- ceivc relief immediately. "It's nice to give that decrease all at once, but not if it creates a calamity at the other end' Mayor Cousens said the tools did little or nothing to case the problems in York. "Toronto has its problems. We have ours;' he said. "in York Re- gion. I know we've done every- thing we possibly can. Mississauga Mayor Hazel Mc- Callion argued it was easy for Toronto to case the impact of re- assessment because the Province gave the city $150 million in loans and grants. Toronto is also receiv- ing $276 million from the 905 area code regions to help offset its social costs. Defenceman Doug Carr tied the OHA Ontario Provincial Junior 'A' Hockev League contest at 1-1 with 1:48 remaining in regulation time. The scare of near defeat must have stirred the Panthers because, in the five-minute overtime frame. Oliver Lopez's blast off a cross -ice pass from lincmate Marcel Rodman found its way into the net for a 2-1 victory. Against a still -winless (0-10-1) Ban- croft team, the Panthers simply didn't bring their 'A' game to the rink, notes Pick- ering head coach Rod McGillis. To their credit, however. his charges still found a way to win over the improving Hawks. "Our guys didn't seem to have their best game there, but we still managed to perse- vere:' says McGillis.
