Millennium bug presents pesky problem for Region Durham to spend $2 million on Y2K BYKEITH GILLIGAN Staff Writer Durham Region is planning to spend $2 million to make sure its computers and vital electronic systems are Year -2000 compliant. but one councillor predicts it could cost $20 million. The Ajax -Pickering Health Centre redirected patients who could travel to other hospitals on "Tuesday night. They were able to ac- cept all patients Wednesday morning, but began redi- recting patients again that afternoon, hospital spokesman Susan Van Exan reports. "We are not on redirect now, but that could change at any time:" Ms. Van Exan told the News Advertiser Thursday afternoon, when six to eight other hospitals were redirecting incoming patients. "A critical care patient would always he accepted:" assures Ms. Van Exan, who reports the hospital has re- ceived patients from as far away as Mississauga and Richmond Hill. Earlier this week, 17 of 19 "Toronto emergency wards told ambulances to take patients elsewhere, putting health minister Elizabeth Witmer on the hot seat. Ask your,,clf what is right and what is wrong. It is as if A check-up, a form and good intentions` The form sits in my kitchen, poking saucily out of a tray jammed with all manner of correspondence. I avert my eyes each time I pass b} because it is easier. It is a form my doctor gave me last week during a routine visit. It is marked in his handwriting. It will dic- tate my future. That is why I am afraid. The form is coded for the people who will take blood from my arm sometime in the near future. They will send my blood to a laboratory to be tested for things like 'good' choles- terol, 'bad' cholesterol and my triglyc- eride levels. I know I should be living a healthi- er lifestyle. I must stop smoking. I must stop eating foods laden with sat- urated fats. I must exercise more. Otherwise, people tell me, I won't live to see my children grow to be young men. I won't retire to a life of leisure with my wife. I smoke between 15 and 20 ciga- rettes each and every day. My doctor tells me that puts me in the 'heavy Steve Houston Afatiagurg Editor smoker' category. There is a history of heart disease in my family. It claimed my father and his father before him. That form symbolizes all that is wrong with my life, at least in terms of my physical well-being. I know what I should be doing, but don't. I know what I shouldn't be doing, but do. My doctor counselled me about how I must want to quit smoking and methods in which that goal can be achieved. He claims he's seen heavier smokers quit through using the nico- tine patch. We discussed a new pill on the market that helps reduce nicotine cravings without feeding the addiction. We discussed how I must take the first steps on my own personal road to a healthier lifestyle. Then he began fll- ing out that form that now sits in my kitchen, mocking me from atop the mi- crowave each time I walk past. I vowed last week as I left my doc- tor's Pickering office that 1 would make the hard decisions to turn things around. First, I would quit smoking. Then I would start to exercise more frequently. Finally, I would eat foods that wouldn't translate into dangerous- ly high cholesterol levels Clutching the form in my hand I made my way to the car on that rainy Wednesday afternoon. I felt good about the life -changing de- cision I was in the process of making. I would tell my wife when I got home that I was going to try to quit smoking, and that I'd need her patience to help me get through what would surely be a difficult period. I unlocked the car door, tossed the form and a few information pamphlets onto the passenger seat and got in. Gazing ahead as the windshield wipers swished softly across the glass, I pondered the future. But it will be incomplete fur the stu- dents. Take a moment and look into the i faces of the musicians, athletes and actors in our schcxils. Tell me what You see. I see schools that have lost spirit and students with a dark cloud over their heads. Our co -cur- ricular activities have been taken away. They are so important to us. Politicians, board officials and teachers say they are doing this for I he students, but are they? To some of us, sports, drama and music help make us who we are. I am speaking to you as an athlete and a musician, and know that this is hurting us as individuals and as a community. It's what makes us get up in the morning, and puts a smile on our face. It keeps us wanting to get up and go to school. I ask all parties in this dispute to resolve the situation so the students and teachers can again become the full community we once were. Tammy Crawford reclaims a life torn b y violence BY JACQ111F MCINNh-S Stuff Writer Cathy Crawford knows the face of sexual assault. She sees it every time she looks at her daughter Tammy. She hears its voice every time Tammy calls her in the middle of the night and she must rush to her 22 -year-old child's apartment to help her get through until morning light. "The worst by far as a mother is seeing the haunting pain in my daughter's eyes:' she told hundreds of women gathered at a Take Back the Night rally in Oshawa recently. Tammy too. comprehends with sonic despair the course her life has taken since she was held hostage. sexually assaulted and terrorized 19 months ago. -I was in modelling, always into spans and hanging out with my friends. 1 was working two johs," she says, sitting in her lining room recalling a life she no longer lives. Her tiny figure has been further di- minished by weight loss, part of her recently diagnosed pest traumatic stress. Now she describes her life as "mostly sitting at home:' with only a series of panic attacks, night ter- rors, court dates and appearances at victims' rallies to break the monoto- ny. On Saturday, May 31, 1997 a psychiatric patient, David Walker. on a day pass from t[x Whitby Men- tal Health Centre snuck into her par- ents' Oshawa lingerie store, Naughty But Nice. head her hostage and sexually abused and tomrented her for two- and -a-hal f' hours h0 re leaving her captive in the store's basement. One can only speculate what may have happened 11' Ms. Craw- ford had not managed to push her- self through an 8 -inch by 10 -inch window to freedom about the same lime Mr. Walker was purchasing lighter fluid from the nearby Cana- dian Tire store. In some ways her story is atypi- cal of the 51 per cent of women who will suffer violence at the hands of men during their adult lives. Hers was a very public case made even more so by her decision to have the standard publication ban on her name released so she could, in her own words, "take back my dignity" and avoid being 'Just another statis- tic" Most cases never see the light of day. Her ordeal was also unusual be- cause unlike almost all cases of vio- lenca against women, her perpetra- tor, who plead guilty to his offences, was brought to court and is current- ly awaiting sentencing pending an application for dangerous offender status. Despite the fact sexual as- sault is the most common crime, there is only a four per cent convic- tion rate, says Laurel Hansen of the Oshawa/Durhant Rape Crisis Cen- tre. She is now redistrib- uting the petitions throughout the region. Society still tends to blame its victims, suggests Ms. Hansen. And even when it doesn't, there is a ten- dency to stand back from the situa- tion. "It's not the evil men do, it's that good men let them get away with it:' she points out. Still, after years working with abused women, she continues to he hopeful. "I be- lieve it will change and is changing. I don't think I could do this if[ did- n't have any hope. Local ministry representatives and members of a community com- mittee unveiled the details of a new single -point access system for peo- ple wanting assistance from min- istry -funded agencies, at a recent meeting. The centralized access approach, «hick would prevent clients from galling different agencies looking for the appropriate service, was mandated by the provincial govern- ment earlier this year, says David Ross of the ministry's local office. The the new access process is set io be in place by April 1999, he added. "The intention isn't to make it more bureaucratic for people, it's to streamline it:" he says. The systems would involve a I - s,00 phone number that people re- quiring aid would call and the staff member at the access centre would put them in touch with the appropri- ate agency. The process will apply to all MCSS funded agencies except for mandated services offered through the Children's Aid Society, young ,offenders and employment-related :hild care. The system is similar to what has heen put in place for home care ser- vIce, through Durham Access to Care, says Mr. Ross. The major difference is that the MCSS access centre will not tender for services and agencies currently providing services will continue to do so. The changes announced last Tuesday must still be approved by senior government ministry offi- cials, expected to happen within a month, before implementation can occur. In addition to forwarding the de- tails, the committee will also ask the ministry for implementation funding, to help put the process in Place, says Mr. Ross. 11 this funding is given approval, annual funding for the access centre will come from the individual par- ticipating agencies' current budget, he adds.
