Huge cranes were in the water this week dismantling the derelict docks in front of the former Port Pickering Marina lands on the east shore of Frenchman's Bay, near the 'bottom of Front Road. The 2.5 -acre site is now owned by the Town, which paid $900,000 in February 1997 with the intention of using it for parkland. The work is being undertaken by the Pickering Harbour Compa- ny, which under a federal charter granted in 1877, owns the land be- neath the bay (and under the old docks) as well as a significant por- tion of the property around it, in- cluding the East Shore Marina. '"iris is the first step in what you might call a beautification pro- ject for the bay;' says PHC presi- dent and chairman Harold Hough. Tb I s we e a s minute s Inside the Durham educators respond to legislated teaching times BY SUSAN O'NEILL Staff Writer A controversial government bill defining teaching time in Ontario's high schools is now law. The Province's Bill 63, the In- structional Time: Minimum Stan- dards Act, received royal assent Wednesday. And the legislation, which amends the Education Act, sets a province -wide standard for teaching time in Ontario's class- rooms. "In many ways it's quite clear what the intentions of the govern- ment are," says Tony White, Durham district president of the secondary division of the Ontario English Catholic Teachers' Asso- ciation (OECfA). "They're trying to say teachers should be in a classroom for 1,250 minutes (a week or 4.10 hours a day). We have no problem with that." But, he adds, the legislation has left many questions unanswered. "I'he bottom line is we are still at odds here in terms of what can and can't be done," says Mr. White, who feels the definition of instructional time is somewhat "restrictive". Last month Education and Training Minister Dave Johnson delayed imposing restrictions on instructional time in an effort to give school boards and teachers' unions some room to settle strikes and lockouts across the province. However, the government isn't leaving much room for interpreta- tion any longer. Under Bill 63, teaching time is defined as that spent providing in- struction in a credit course, a spe- cial education programme, a reme- dial class, an English -as -a -second - language or French programme, an apprenticeship programme or a co-operative education pro - See TEACHER page 7 News Advertiser . Durham Regional Police report a man from Reaboro, Ont. was driving along Bayly Street near Brock Road when a tailgater mo- tioned him to pull over. Both vehicles stopped, the sus- pect got out of his auto, ap- proached the victim's pick-up truck and began striking at him with the baseball bat through the driver -side window, police say. They believe the suspect made contact only once, striking the victim's right hand. But while the victim tried to get the licence plate number, the suspect bumped him with his car as he drove away. The victim called police from a nearby Esso station, then fol- lowed the suspect to Thickson Road South in Whitby. He noti- fied police of the suspect's loca- tion from his cell phone. Trevor White, 54, of Centre Street North in Oshawa faces charges of assault with a weapon, possession of a dangerous weapon and dangerous driving. Mr. White is expected to make a court appearance on Nov. 11. Founded in 1981. the company specializes in telecommunica- tions, outsourced call centre man- agement and technology solu- tions. "It's an exploding industry," says president and founder Elaine Minacs, who adds the business, which began as a staffing compa- ny with only two employees, has evolved over the years to focus on telecommunications and now employs more than 850 people in three major call centres, includ- ing locations in Pickering. Os- hawa and Auburn Hill,, Michi- gan. "Our background of being in the human resources industry and being people focused has put us in good stead to be where we arc toxday." says the 53 -)car -old com- pany president, who notes the business is "a marriage of tech- nology and people. "That thread is constant in the company today." Ms. Minacs reports she changed direction roughly 10 years ago to concentrate on out- sourcing and telecommunications because she saw the indusiry as being "extremely exciting and ex- tremely volatile. "I saw it as a new industry," says the native of London, Eng- land. "To some degree it was not by design. Sometimes things hap- pen in life... 1'd like to say there was a master plan in place ... there was an opportunity." And being an entrepreneur, it was an opportunity she didn't hesitate in seizing. The company, which focuses on quality and providing excel- lent customer service, will gener- ate roughly $50 million this year in revenue, Ms. Minacs says. "I expect by the year 2000 that will be in excess of $100 mil- lion," she adds, noting that figure is based on "increased sales and a few acquisitions we're looking at. Our goal is to drive towards going public." The Oshawa resident reports there are "at least a dozen" firms like The Minacs Group in the United States that have gone pub- lic in the last two years that are starting to look north to expand. "We are the only one that's left that's an independent, privately -owned corporation in our industry." And, as American companies are looking to Canada to expand. The Minacs Group is growing in the U.S. where its first American - based call centre opened six months ago. "Most of our major clients have U.S. parent companies," says Meda Mitchell, director of marketing, who adds the estab- lishment of a call centre in Michi- gan earlier this year was "part of our strategy to grow in North America." In May, the ISO 9001 regis- tered company was awarded a $50 -million contract to develop, staff and manage a technical as- sistance centre in Michigan for General Motors. From that location, the compa- ny provides all telephone techni- cal and diagnostic assistance to GM dealerships across the United States. And, in July the company announced it was awarded anoth- er contract to handle call -centre services for the Freightliner Corp., a leading manufacturer of diesel trucks. Combined, the two contracts are creating more than 225 new jobs in Michigan. In addition to its expansion in the United States, The Minacs Group is also planning an expan- sion to Europe early next year, al- though the location has not yet been finalized. Ms. Minacs notes there has been "a lot of discussion" on pos- sible locations for a European call centre, and says there are several factors that come into play, in- cluding a country's computerized infrastructure, telecommunica- tions costs and flexibility, human re,uurces availability and the ed- ucational level of citizens. Here in Durham, the compa- nv's lavish head offices on Sandy licach Road serve as a communi rations centre which handles thousands of calls a day. The I8,500 -square -foot facili- t} is divided into "fOur major f—cf," which house administra- !nm offices, two spacious, sky -lit .:all centres, and an area capable of handling up to 5.(X)) pieces of in -hound and out -hound mail per play, reports Michael Harrison, di- rector of quality. The company's Pickering headquarters also include two training ccntres, the Minacs Inter- net Cafe where employees and their family members can "come n any time" and surf the Net. and It self-help centre where employ- ees can sign out learning materi- als to further their knowledge on a variety of subjects. "Our product is the call centre. All the focus is here," says !qtr. Harrison as he enters the north wing. Spotted with American (lags. this is where the company han- dles inquiries for The United States Embassy. "When you call the embassy you're actually coming here," 'Mr Harrison explains, adding call centre employees book , isa ap- pointments for the American Consulate in Canada and Mexico. He notes the first two minutes of each call is "automated" heforc callers are passed on to an em- ployee. The company also handles calls for Sheridan College and the Canadian Bankers' Association from its north wing, he adds. "One of the things we pride ourselves on is the transparency to the client," Mr. Harrison says. "We have people so convinced we are the U.S. Embassy that some of our employees have even received proposals of marriage," he says, noting some people think marrying an American is a "great way to get in (to the country)." The Minacs Group also pro- vides customer service for Levi's, Nestle Canada, The Canadian Im- perial Bank of Commerce and Revenue Canada. And Ms. Minacs points out, the call centre is unique com- pared to others in the industry. "The company is most certain- ly not telemarketing," she says. "We're in-bound...our niche is large corporations and large gov- ernment industries." Teacherlaments `de -professionalized' status TEACHER from page I gramme. It does not include su- pervision time spent with students in homeroom and makes no refer- ence to on-call time. Pat Jermey, Durham district president of the Ontario Sec- ondary School Teachers' Federa- tion, says because the government has mandated that high school teachers must spend a minimum of 1,250 minutes per week in - strutting students, teachers have "been forced to turn their energies to counting the minutes. "Before when teachers were treated as professionals it was truly never an issue," she says. But now the government has "in effect de -professionalized the pro- fession". However, the ministry claims the increase in teaching time was made to bring Ontario's teachers up to a national standard and maintains that even with the in- crease, the amount of time the province's teachers spend in the classroom is still among the low- est in the country. According to the Province's figures, teachers in seven other provinces spend more time in- structing students during the day than those in Ontario. Mr. White notes it appears the government is "trying to have a level playing field for everybody regardless of local circumstances. That's very narrow -sighted. The province is too big." He also says he'd "like to see some indication that (the govern- ment) still values the teacher -li- brarian and guidance teachers as teachers." Mr. White points out the bill doesn't recognize that time as teaching time. IW'EDITION, Oetober 9, 19" PAGE 7P DICKERING NEWS BRIEFS OCT. 9, 1998 Durham puts away $1 million for roads Durham Region is putting $1 million into a reserve fund to fix roads although Pickering Mayor Wayne Arthurs doesn't think it's an "appropriate strategy" for taxpay- ersmoney. The reserve is for road repairs and improvements and by setting up the fund, money can be taken out of the Development Charges Act (DCA) reserve for road work. Under the rules, money taken from the road reserve can be matched by funds from the DCA account. Mayor Arthurs admitted during the Regional Council meeting on Wednesday there's a need for road work, but questioned the timing of opening the reserve. 'It's not the time to set up an- other reserve fund. It's not an ap- propriate strategy to use taxpayers' money." Mayor Arthurs added. Finance committee chairman and Oshawa Councillor Brian Nicholson said. "If we don't have sufficient funds set aside. we'll spend far more money. We're not putting as much money into our road improvements." Regional Chairman Roger An- derson noted $1 million "wont go very tar" when it comes to road work. Works committee chairman and Pickering Councillor Rick Johnson said, "To access Develop- ment Charges money, we have to put money aside. We'll access money out of the reserve." Dr. Dhanji purchased the pediatric dental practice known as Dentistry for Kids, approximately three years ago. Since that time, she has been providing a full range of dental care for infants, children, young adults, and people with special needs or handicaps. "We're strictly for kids. We love kids - that's what we're all about" says Dr. Dhanji, a mother of three children. Dr. Dhanji completed a four year dental program at the University of Detroit in 1990. She then continued her pursuit of pediatric dentistry for an additional two years. Her specialty training was done at the Children's Hospital of the Medical in order to carry out the necessary dental procedures. "That's where the training comes in. We as pediatric dentists spent two years not only leaming about dentistry, but we learn about pediatric medicine, pediatric psychology and much much more. We want to be able to provide the best dental care possible while still giving our patients the TLC that they need." Dentistry for Kids in the Pickering Town Centre is specially designed for children. It has Nintendo games, a playhouse, murals on the walls, and a huge 'Cavity Free Tree'. The office is wheelchair accessible Dr. Shelina Dhanji University of South Carolina. Dr. Dhanji is currently on staff at the Scarborough General Hospital as the Deputy Chief of the Department of Dentistry, and she is also an associate professor at the University of Toronto Department of Pediatric Dentistry. Within the dental profession, pediatric dentistry is looked upon as one of the tougher areas of expertise. Dr. Dhanji, however, doesn't see it that way. She says it is the perfect profession for her as she genuinely loves children and children have always been a part of her personal family Ide. One aspect of pediatric dentistry is behaviour management, where a dentist must be able to properly control the child and provides dental care children of all ages. The office is open Monday to Saturday and offers extended hours for your convenience. Dr. Dhanji admits that she was somewhat shocked to be honored as the News Advertiser Readers Choice 1998 award winner for the Best Dentist. She is extremely grateful to receive the award and was very touched that the community presented her with such a thoughtful gesture. "I'm genuinely thankful to all those who voted for me. I couldn't have done it without your support. I cannot tell you how much this award means to me.' FRIDAY EDMI:?Ip, Octpbw 9,19%l Durham elementary students go north to learn tolerance More than 100 elementary pupils from across the region are heading north this week to celebrate human rights at the public school board's sixth annual Students Together Against Racism (STAR) programme. "We're trying to co-ordinate a series of activities around the 50th anniver- sary of the United Nations Universal Declaration ot' Human Rights (this De- cemher);' says Gary Ranalli, ethnocul- tural and race relations facilitator for the Durham District School Board. He notes the camp's theme this year cen- tres on the anniversary. Students, selected for the camp through their schools, will spend the week at the Ontario Educational Lead- ership Centre in Longford Mills, near Orillia. They'll study cases of racism, par- ticipate in role-playing presentations and work with teachers and communi- ty volunteers to develop school plans designed to promote pro -social skills and attitudes among their peers, such as starting ethnocultural student com- mittees and organizing cultural activi- ties. "Each school evolves a school plan for the year to promote positive race re- lations;' Mr. Ranalli says. "We're sug- BILLBOARD OCT. 9, 1998 FRIDAY. And Mr. Ranalli says, "Fortunately the Nelson Mandela visit really coin- cided with our other activities:' He says the youngsters participating in the camp are generally strong acade- mic students who demonstrate leader- ship qualities. While high school pupils normally take part, Mr. Ranalli reports the board decided last week this year's activities would be limited to elementary stu- dents because of the teachers' strike and the need for secondary pupils to make up lost class time. The board is also organizing a com- petition this fall asking students to sub- mit essays, poetry, photography and music highlighting the theme of human rights. OCTOBER 9. 1998 C----1--I-ing Up A dde----`---- (IBOC)— f you're afraid of heights, the top of a ladder isn't the best place for you to be. But some people don't know they'll be scared or dizzy until they're up there. Here are some tips on overcoming dizzy spells, and a few other ladder safety rules. • If you feel dizzy or woozy, lean forward and rest your head against the ladder (wrapping your arms around the rungs). Breathe slowly. The dizzy feeling should pass in a few minutes. When you are comfortable, climb down slowly and deliberately, holding the ladder. • Make sure your wooden ladder is sturdy by laying it flat and walking along the rungs. Don't use a wooden ladder that has been painted; it's more difficult to see the weak spots. • Select a level, solid resting place for the feet of the ladder. • It's important to rest the ladder at the proper angle from a wall. Measure the ladder, and place the feet away from the wall at a distance equal to one-quarter of the length. Creating for Satisfil" • Before you carry any materials up a ladder, make sure you have a place to put them when you get to the top. Fit hooks to the ladder so you can hang cans from it, and prevent their contents from spilling on anybody below. • Don't carry tools loosely in your pocket; they could fall on someone below. • Don't use a ladder outdoors if the weather is poor, or if a strong wind is blowing. • Never overreach from a ladder, since you could easily lose your balance. If you're not close enough to the object you're trying to reach, get down from the ladder and move it over. • Don't stand on the top rung of a ladder; this greatly reduces your balance, and the ladder's stability. • Pay attention to the safety warnings printed on the ladder, and to the instructions it came with. • If you think you might panic or feel unsteady up on a ladder, don't test your nerve. Have someone else handle the job. Distinctive Kitchens ed Customers TThe Kitchen Court has been creating distinctive kitchens for satisfied home ow ners for the pact seven years. The family-owned business owned by David Courtney and his wife Alexis Hoffman and !Mary and John Courtney, is a one-stop shop for transforming your old kitchen into a new one, either contemporary or country concepts. And, The Kitchen Court will do the complete job from start to finish. First, the Kitchen Court will help you design your new kitchen with the help of two certified kitchen designers -- David and John Courtney. The business is also looking for another CKD to join the staff. The Kitchen Court will also ensure electrical and plumbing tradesmen are lined up to work with the company's own certified carpenters and cabinet makers. At the end of the process, the results have been truly impressive. In fact, Mr. Courtney says The Kitchen Court has been overwhelmed with testimonials by satisfied customers who love their new kitchens. "We've been flooded with testimonials," says Mr. Courtney. "We don't ask for them. Everything we've received has come from the client's hearts" The demand for the company's services has been on the rise this year, notes Mr. Courtney, so much so that the showroom displays of various concept kitchens has been changed four times in the past 18 months. The front display at The Kitchen Court, a white, high -gloss kitchen display. is currently on sale at half-price to make way for a new Neff kitchen, a high-quality kitchen with a stainless-steel interior, integrated lighting and cooking centres and numerous new Kitchen accessories. The Neff kitchen will be on di>pla at the Metro Home Show in Toronto in January, before it becomes part of The Kitchen Court's showroom. The Kitchen Court has also made a name for itself in designing and installing both home theatres and stand-up bars. "It's kind of a natural progression for us to do these;' says Mr. Courtney. , The company's success has also been recognized by its peers in the industry through the National Kitchen and Bath Competition which honours those in the industry with awards of excellence. This past year, The Kitchen Court submitted a kitchen design by John !Courtney CKD and it received an honourable mention for best kitchen design. It was the only design submitted by the company. The Kitchen Court is located in the Pickering Home and Design Centre, 1755 Pickering 'Parkway, unit 13, Pickering. It's at Brock Road overlooking Hwy. 401. For more information, call 619-0599.
