TO CUT ON-THE-JOB INJLiRIFIS Small businesses are being urged to join an organization that promises to improve workplace safety and save them money on insurance premiums. But The Safe Communities of Pickering/Ajax (SCOPA) is "not just about the money:' Scan Gib- son of the Safe Communities Foundation told about 20 busi- ness representatives at a break- fast meeting held Thursday in Pickering. ..One of our main objectives is to provide the small business em- ployer with the tools and net- works to develop and maintain successful health and safety pro- grammes resulting in reduced in- juries;' SCOPA notes in an infor- mation package. It has received the backing of Pickering Mayor Wayne Arthurs, who told those at the breakfast meeting that "community safety should be one of the highest mu- nicipal priorities" He believes "what happens in the workplace sets the stage for what happens in the home" and that makes its way into the com- munity. Ajax Mayor Steve Parish agreed, but said he also had a ..selfish" reason for supporting SCOPA. He pointed to a "significant concern for worker safety... It's important that we don't lose time because of injuries. "A municipality must do everything it can to look out for the bottom line;' he noted. The Safe Communities Foun- dation was established by Paul Kells, whose 19 -year-old son was killed in an industrial acci- dent on the third day of a new job in Brampton. Admittedly, Mr. Kells "didn't think much about health and safety" issues before the death of his son, Ms. Gibson reported. But he vowed to spare other fam- ilies the grief his family experi- enced after his son was burned in an explosion. "We're hoping to take part of the Woodlands' history with us" when students are moved, says school community council chair- man Linda Smvthc. "On an emotional level every- one is still rather upset with the board's plans to close the school." Under the Durham District School Board's system -wide ac- commodation and school im- provement plan, which goes to trustees for final approval in No- vember. Woodlands, built in 1967, will be closed at the end of the 1999-2000 school year. If ap- proved, the S80 -million plan will see nine schools closed and 11 built across the region over the next three years. Next fall the students at Wood- lands will move into two new schools being constructed in the area while the population from Elizabeth B. Phin Public School transfers to the W(x)dlands site for a year so their school can be - knocked down and rebuilt. LOIS GILES 'There's a great team' at Woodlands. Sergeant Jim Grimley said the teenaged victim was positioning the die when his co-worker, believing it was al- ready in place, attempted to operate the machine. The two new schools slated to open in the area in September, 1999 will each have 4,(x10 -square - foot gymnasiums, large libraries, art. music and science classrooms, handicap access and classes wired for computers. "It's exciting. You have growth in the area:' superin- tendent of plant Jack Massie told parents. "We've never gone into this kind of ambitious building programme before" Board officials will return to the school later this month to dis- cuss boundaries for the two new schools in the area. "There's been a backlog of ac- commodation needs and we are try- ing to control that backlog although it will take some time. At least the government has shown a commit- ment to allow us to do some mean- ingful planning" The separate board is already working on construction of Mother Teresa Catholic School in Ajax and additions to Pickering's St. Wilfrid Catholic School and Whitby's St. Mark the Evangelist Catholic School. Planning is also under way for a new high school complex in north Ajax which will include public and separate facilities. And Mr. Andrews says he also hopes to see a new high school in Whitby within the next three years. Meanwhile, the Durham District School Board is also moving ahead with plans to build new facilities across the region. And, officials are currently host- ing community meetings to discuss the board's system -wide accommo- dation and school -improvement plan. Advertising Feature The $80 -million plan, which goes to the board for final approval in No- vember, will see nine schools closed across the region and 11 new facili- ties built over the next three years. "We're very pleased with this," Ron Trbovich, superintendent of business, says of the funding. A thought it would be a little bit more but it's pretty close. Frankly, that's the reason we've got to do the school closures" Mr. Trbovich explains the board's plan to close surplus schools is "crit- ical to ensuring the board gets suffi- cient funding...to build new schools, to reinvest in existing facilities and to get enough operating grants to heat, clean and maintain (school build- ings)." If the board approves the system- wide accommodation and school -im- provement plan next month, Mr. Tr- bovich says work will begin immedi- ately on four new schools in Picker- ing, Brooklin, Oshawa and Uxbridge. Additions, expected to open next fall, will also be made to Ajax High School, Port Perry High School and five elementary schools in Oshawa — Conant, Lakewoods, Glen Street, Dr. C. F. Cannon and Central Park. The Province's funding this year will "allow boards to start construc- tion valued up to 10 times the $80 million in funding," Mr. Johnson says. "That means we're starting up to $800 million worth of new school fa- cilities for students" Previously, school projects were completely paid for in one to three years, but the new provincial ap- proach finances the costs over a longer period, allowing boards to build new schools 10 times more quickly than the old system allowed, he says. I was pretty annoyed to say the least when I saw a picture in the News Advertiser of Ajax Mayor Steve Parish smiling beside a striking teacher who was also very happy. Why'? Does the teacher think it is a joke that our high school students have missed three weeks of school? Are they happy because they think they can pressure the government into a seven -per cent raise when the aver- age person does not even get one per cent? So why is the mayor siding with the teachers? That's the question that remains to he answered following provincial back -to - work legislation which has all c)l Durham's high school teachers back �,n the job. Clearly, while the teachers are in their classrooms, high school sports in Durham — for this school year at least — are in real jeopardy. "I can't really discuss anything. I don't know what's going on;D ' says a,.c Roberts, the head of Lake Ontario Scc- ondary School Athletics (LOSSA). the governing body of high school sports in Durham Region. The 300 coaches who make LOSS.\ a reality are now forced to make a deci- sion about their extra -curricular in- volvement in school life. Many have indicated they'll be un- able to commit the necessary time to sports if forced to teach seven of eight periods daily. Roberts has also indicated the sewn - of -eight scenario poses many logistical problems regarding issues such as bus- ing, class coverage and facility avail- ability. Roberts, who teaches at Oshawa's McLaughlin Collegiate, understands student athletes want answers. While he knows the questions, he doesn't have the answers at this point. "I agree people need to know, but I can't say anything;" he says. "There will have to be a lot of discussion with a lot of people before we decide. I reall% don't know. It's so up in the air." While nothing is firm, it's expected the LOSSA executive will meet soon to discuss the matter. It could then call a general meeting of coaches and conven- ers within LOSSA to make a decision. If the teachers opt for a work -to -rule campaign — as expected — high school sports will cease to exist. Given the current emotional climate in the education system, barring a miraculously quick settlement of the un- resolved issues (and why should we ex- pect that), it appears high school sports are doomed — if not forever at least for this year. The coaches, who love coaching, don't get to coach. The students, who love sports, don't get to strut their ath- letic abilities. Teacher morale is at an all-time low. "If you're in control of your finances, that's one less stress in your life;" explains Executive Di- rector Sandra Sherk who is cur- rently touring Durham's libraries with practical suggestions to help people get on the right financial track. Financial success can be as easy as PIE-. plan, implement and evaluate, suggests Ms. Sherk who was in Ajax earlier this week to present her one hour seminar. The first step in planning your financial strategy — finding out how much income is coming in and what the expenditures are going out — may seem obvious but, many people are not really aware of' these numbers, ex- plained Ms. Sherk. Everyone should invest some time into their financial life, she says. "Like a lot of skills in life, you have to learn how to do it... you have to he willing to put the time into it. Often people will spend 40 hours a week earning money but wouldn't even take an hour a week to manage it." Calculate all the income you receive including GST rebates or any other miscellaneous form of income. Then calculate your total expenditures. every- thing from dry clean- ing and entertain- �)' .' rnent to housing and food. And he honest, she says. "Don't give up habits on paper. Don't set your- self up to fail. I tell people not to 1 t eliminate ciga- rette money until they actually quit smoking" It may be help- ful to write j•" down every- ,. Often money prob- lems don't stem from too little money, just lack of management. she suggests. Once you have calculated your monthly income versus ex- penditure (whatever time frame you choose, make sure it is con- sistent between income and ex- penditures), you can divide the amount again to calculate on a per paycheque basis where the money should go. Put money away each pay for those larger, occasional expendi- tures, suggests Ms. Sherk. Christmas, car repairs, insurance premiums, clothing and taxes which often mean lump sum pay- ments once or twice a year are more manageable when you put the money aside in small por- tions. Sometimes once all the totals are in, people are horrified to re- alize exactly how much they have going out each month, especially if the amount is higher than their income. But, if that happens, they shouldn't panic, cautions :its. Sherk. "A lot of people tend to pick on the grocery hill when things are tight. I can't stress enough, look at all the cate- gories. You can't just pick on food or entertainment because you need some little perks." On the other hand, if you are in a new house with a hefty mort- gage, you may need to cut hack somewhere for a while. Ajax, Pickering residents asked to join ,a 0 right a By Afa►b Takacs Staff Writer PICKERING — About 300 citi- zens from Ajax, Pickering and Uxbridge packed a room in the Claremont Community Centre Thursday night to voice opposition to the construction of an airport on federal government lands in north Pickering. '"Iltis is exactly the kind of sup- port we require to move forward;' they were told by Steven Frederick, president of Voters Organized to Cancel the Airport Lands (VOCAL), an umbrella group of area ratepay- ers' associations formed shortly after the federal government announced its intention July 23 to officially des- ignate the lands for airport use. "We believe the construction of an airport in Pickering will destroy the communities of Ajax and Picker- ing as we know them; stated Mr. Frederick. "Our homes are literally being condemned without our knowledge or our permission" Those who attended the meeting saw a slide show and video from VOCAL outlining the airport plan ;ainst regional airport pian and the history of the federal lands expropriated by Ottawa in 1972 for an international airport cancelled a few years later. Mr. Frederick and Claremont and District Community Association President Kurrie Storey then outlined VOCAL's anti -airport strategy. The group's principal goal, ex- plained Mr. Frederick, will be to pro- vide the public information about the airport proposal, and make citizens' opposition clear to local, regional, provincial and federal politicians. Ratepayers' groups from across Pickering, Ajax and Durham Region are being contacted and urged to add their voices to the opposition, to give it the broad base of strength VOCAL believes is needed to win the fight. "We're going to get vocal and we believe in order to be heard you have to be vocal;' said Mr. Frederick. Among the strategies to be used, according to Mr. Frederick, will be letter and phone campaigns to politi- cians at all levels to drive home the message that voters from across the region don't want the airport. Right now, according to VOCAL, a lot of people are unaware of the airport plan and its implications for their communities, principally be- cause Transport Canada is not pro- viding much information. Mr. Storey and Mr. Frederick noted many of the Transport Canada maps and runway configurations they have managed to obtain so far came from unofficial sources. He said the runway configura- tions being considered could result in large aircraft flying low over popu- lated areas of urban Pickering and Ajax and hamlets like Claremont, Brougham and Greenwood. Mr. Storey and Mr. Frederick also pointed to various studies which have suggested another airport is not needed, that a Pickering airport would damage important features of the area's natural environment, and that there is enough capacity at the Hamilton, Pearson, Buttonville and Toronto Island airports to handle lo- cal air transportation needs until about 2040. "'lite people of Hamilton already want (an expanded airport) so why the hell don't we build it in Hamil- ton?" asked Mr. Storey. Among those in attendance was Paul Nk'hitc of the Fairport Beach Neighbowrht-xxf ,A.>_sociatiun. "I'm here to state we will un- equivocally support this group;' said Mr. White. "It's not just Claremont's fight, it's everybody's tight: Some audience members told the VOCAL organizers they want it made clear to all governments that residents want the agricultural char- acter of their community to be pre- served. "We think the best people to look after this land are the farmers who farm it;' said Lorne Almack. The for- mer member of People or Planes, the group that defeated the 1972 airport proposal, got a huge round of ap- plause from the audience when he got up to speak. "We are paving over a beautiful piece of Canada" said Gerd Unter- mann. "To hell with the noise, it's the land I am bleeding for." VOCAL is planning to makes its case against the airport before Pick- ering Council Oct. 19, and is inviting citizens who share its views to attend and lend their support. The licence is conditional up- on agreement to certain corl tions, such as the installation of an ignition interlock device in their vehicle which will only al- low the engine to start after a suc- cessful, self-administered breath- alyzer test. Fourth -time offenders will never get a driver's licence in On- tario again, which, according to Sgt. Grimley, is not too severe. "[hat means they've only ac- tually been convicted four times:' says Sgt. Grimley. "But how many times have they not been convicted" Obviously these peo- pie shouldn't have a driver's li- cence: As well, drivers will now have all drinking and driving -related convictions since Sept. 30, 1993 stay on their record for a mini- mum of 10 years, up from five. Last year in Durham Region 706 charges were laid for driving with a blood alcohol level oyer the legal limit. PAUL'S ON -THE -HILL THANKSGIVING FOOD DRIVE IS UNDER WAY Thanksgiving is just a week away and it's a good time to think of those in our community who might not have as much to be thankful for as ourselves, by donating to the St. Paul's on - the -Hill Community Food Bank. St. Paul's is conducting its 8th annual Thanksgiving drive from now to Oct. 17, and is wel- coming any assistance residents can provide. According to St. Paul's food bank chairman Esther Lucas. the need for the facility remains strong. "The numbers (of food bank users) are down a bit this sum- mer. although they were heavy at the beginning of the year." re- ports Ms. Lucas. Ms. Lucas notes that al- though the economy has im- proved there are still many 'middle-class' people in Ajax and Pickering struggling to the degree where it's difficult to af- ford adequate food. "There are still a lot of hun- gry people. There are a lot of people who are not getting three square meals a day. "Of these people, half in a residential area like this are children, and they are a great concern to us." Not only does undernourish- ment threaten children's physi- cal development, she says, but it also harms their education be- cause it's hard to learn on an empty stomach. Last year, St. Paul's distrib- uted 2,031 packs of food, with each tailored to provide an indi- vidual or family about four to FiNe days of nourishment. Those supplies helped an es- timated 6,222 adults and chil- dren. About 165 new clients regis- tered with the food bank, which enabled them to come for assis- tance once per month. In the first six months of 1998, 1,138 packs of food were distributed, helping 3,485 indi- viduals. Among the food items most needed in this drive arc fruit juice crystals, cold cereal, pow- dered milk, spaghetti sauce, canned meat and fish, sugar, flour, canned fruit, canned pasta and stew, meal helpers and peanut butter. DURHAM REGION HEALTH DEPARTMENT LAUNCHES SECOND ANNUAL SMOKE-FREE HOME CAMPAIGN By Chris Bovie Staff Writer Durham's Health Department is sending out a clear message to smokers. For the second year the `Open the Door to a Smoke Free Home Campaign' will educate local residents about the harmful effects of tobacco and inspire people to make their homes smoke-free. An initiative of the Durham Region Health Department, the campaign was launched this past week at the Trihute Homes' sales office in the Village of Brook - lin. Over 1,800 homes were designated smoke-free in last year's campaign. That means -3(X) children arc now living in, or being cared for in, a smoke-free home as a direct result of the campaign;' said Joanne Bradley, public health nurse for the heart disease and cancer research programme. "Most of last year's campaign partici- pants stated they made their home smokc- f*rce because of concerns for their health and the health of their children." Recalling 20 years ago when smokers were the norm. Dr. Reynolds says attitudes are changing although the number of teen smokers has increased. Ideally, health department officials would like to see all smokers give up the habit. If that's too large a step, making your home smoke-free will make a difference to other family members. The upgrading is de- signed for people who have spent years in situations which require little or no use of literacy or math skills. The pro- gramme screens new students with a pri- vate, informal assessment of their skills in order to establish a starting point for their programme. Using a portfolio of each student's retraining goal, long-term goals are designed for the upgrading portion of the retraining, and skills checklists are set up to document progress.
