provoked the ire of Town of-
ficials by failing to inform
them promptly of a heavy
water spill at the Pickering
nuclear station Saturday
night.

A spill of about 200 hires
of radioactive heavy water
inside the nuclear plant trig-
gered a controlled shutdown
of the Unit 6 reactor at 7:16
p.m. Saturday. The spill was
the result of a leak from a
pipe in the heat transport
system for the reactor,
which is on the 'B' side of
the station.
According to Hydro all
the heavy water was con-
tained in the reactor building
and there were no increased

emissions to Lake Ontario.
The spill did not pose a risk
to the public or employees,
says the utility.
The leak was stopped
around midnight and the
heavy water collected. Its
cause is under investigation
and no restart time for Unit
6 has been set.

A strong job -producing
economy is credited for an
August decline in the num-
her of people collecting so-
cial assistance in Durham
Region.
More than 500 people
dropped off the welfare
rolls last month, a decrease
of 2.1 per cent, reports
Durham's income support
division administrator Paul
Cloutier.
There were 25,189 peo-
ple on social assistance in
Durham last month, down
from the July total of
25,724.
"The economy is still
strong and seasonal work is
still producing (job) open-
ings for people;" Mr.
Cloutier adds.
Across Ontario, more
than 9,700 individuals
stopped collecting welfare
in August, reducing the
number of recipients to
712,267.
"To date, over 304,000
people have stopped rely-
ing on welfare since this
government was elected in
June 1995;" Community
and Social Services Minis-
ter Janet Ecker said in a
press release issued this
week.
Ms. Ecker also released
the results of a survey that
found the majority of peo-
ple left the provinc'es wel-
fare rolls after finding
work.
Fifty-eight per cent of
more than 2,000 former re-
cipients reported they quit
social assistance after land-
ing jobs, according to sta-
tistics.

the required calls to provin-

authorities were made. In-
stead, the information came
in a fax to Mr. Quinn's Town
hall office just before mid-
night Saturday.

hell of a lot, because I'm not
sitting at my desk at mid-

Striking high school teachers
are meeting with Durham Dis-
trict School Board officials
today to resume negotiations as
the students enter their second
week of extended vacation.
The two parties are meeting
at the Holiday Inn in Oshawa
for the first time since contract
talks broke off Sept. 6.
Meanwhile. talks between
members of the Ontario English
Catholic Teachers' Association
(OECTA) and the Durham
Catholic District School Board
have reached an impasse.
Exeter closure
discussed

accommodation plan with

"Basically we're at a little bit
of a stalemate," says OECTA
spokesman Paul Collicutt.
Talks between the two par-
ties resumed Friday but broke
down that afternoon after teach-
ers rejected an offer calling for
educators to instruct one extra
class in one of the four semes-
ters during the two-year term of
the collective agreement.
Mr. Collicutt reports OECTA
rejected the deal because "there
was no guarantee any (of the
other teachers' in -school time)
would be prep time."
He adds OECTA "offered ar-
bitration for the second time"

tempt to get students and teach-
ers back into the classroom.
Catholic secondary schools
were closed by the separate
board last Wednesday after
teachers initiated a partial strike

Town demands notification
of nuclear incidents

tification from the Durham Emer-
gency Measures Office (DEMO).
That came Sunday night at 7:30 in
the form of a voice mail message on
his home phone, which was found
by his wife Monday morning.
"I was not properly notified,"
says Mr. Quinn, adding he is sup-
posed to receive a direct phone call
or be contacted on his pager.
"Leaving a message on my phone
or talking to my kids is not ade-
quate"
Mr. Quinn notes he is speaking
out not because he wants to "beat up
on" Hydro or DEMO, but because
he wants the situation rectified.
"At this point I'm not saying
who's at fault or who isn't. It's just
that my pager never, ever did go
off."
Station public affairs manager Pat
O'Brien says official notifications
started going out at 8:05 p.m. and
were completed by 8: 12.
'Courtesy' notifications to the

Hydro itself is not legally required
to provide, didn't start going out
until 9:30 p.m., after the situation
was assessed and more details could
be provided, he explains.
"We have committed to contact
the Town and we normally do that
within two hours of the event taking
place," says Mr. O'Brien, adding in

Hydro has now agreed to "tighten
up" its courtesy notification process,
says Mr. O'Brien, and will now call
the Pickering and Ajax general man-
agers at the same time Mr. Stricken
is notified.
"That should reduce the time
from approximately two to two -and -
a -half hours to approximately one
hour or less."
Coun. Brenner says this latest in-
cident is another example of a long-
standing problem with Hydro offi-
cials which had appeared to be im-
proving.
"I'm not making a mountain out
of a mole hill. If it's a reportable
event, Mr. Quinn needed to know.
It's that simple. You cannot pick and
choose when it's appropriate to
communicate."
The "bigger concern", says the
councillor, is that this latest spill is
another in a recent series of acci-
dents and problems at the 'B' sta-
tion, including a spill of 3,(X)0 litres
of heavy water in July.
"My concern is that a pattern is
now developing and that small
things -an become big things. It's
beginning to show a pattern of mal-
function and I don't want to see us
have to relive the Pickering 'A' prob-
lems all over again" where problems
on the older 'A' side of the nuclear
plant prompted Hydro to shut down
its four reactors indefinitely.

AJAX STUDENTS GET A GIFT FROM EDS FOR INTERNET HABITAT STUDY

AJAX — Students at Roland
Michener Public School will use
a $2,000 grant from EDS Canada
this year to expand the school's
habitat restoration project and
study life systems on the Inter-
net.
The EDS Technology Grant,
presented to the Ajax school by
company vice-president Cairine
Wilson at an assembly Friday,
will enable the school to buy a
digital camera, colour printer
and scanner to record work on
the restoration project, scan pic-
tures into a database and create
web pages featuring student
work.
During the past year students
and staff planted trees adjacent
to the school and worked with a
landscape architect to complete a
plan for the area.
A path winding through the
area was completed in June and
this year students plan to begin
planting shrubs, flowers and
herbs and start working on a but-
terfly garden.
"The pictures of students
working on the habitat will be
recorded," says school principal
Barb Jones.
And, students will learn how
to create websites and communi-
cate via e-mail with other
schools undertaking similar pro-
jects.
"It's a project that was de-
signed to have total school in-
volvement," she says. For exam-
ple, at each grade level the pro-
ject is tied to the life systems
portion of the new sciences cur-
riculum being implemented in
schools this fall.

Canada has more than 3,700 em-
ployees in 36 locations across
the country, including a facility
in Whitby.

doubled since the early 1990s, the AIDS
Committee reports. By the end of 1996,
as many as 42,000 Canadians were liv-
ing with HIV/AIDS.
Corporate donations are welcome and
businesses and groups are encouraged to
enter a team.

He'll be remembered as the
man who served up great food and
i never forgot a name or a face.
George Spyridakos, the man
who operated the cafeteria at
Durham Region headquarters in
Whitby for more than 25 years,
died Monday morning. He was
57.
"George was a perfect gentle-
man, he was always genuinely in-
terested in people and pleased to
see them," says John Aker, who
sat on Durham Regional Council
between 1973 and 1997.
"He was a terrific cook and a
very friendly person, everybody
will agree. He'd greet everyone.
Without a doubt, the region cafe-
teria was the informal meeting
place."
Mr. Spyridakos, who lived in
Whitby, always had a good word
and a smile as he served up deli-
cious dishes to Crown attorneys,
judges, police officers, courthouse
staff, region employees and visi-
tors to the Durham Region head-
quarters on Rossland Road, which
also houses Ontario courts.
After retiring from the Region
of Durham in 1996 Mr. Spyri-
dakos returned to the food busi-
ness early in 1998 opening
George's Diner in the King Street -
Thornton Road plaza Oshawa in
February.
"He just had a riot when he
opened it, but his health had been
going downhill since," says Dave
Reid, Mr. Spyridakos' next-door
neighbour for the past 19 years.
"He'd do anything for you if he
could, he was the type of parson
who would literally give you the
Aid off his back. He always had a
smile, he was always happy."
Mr. Spyridakos is survived by
his wife Ryszarda, daughters
Kathleen Bacher and Kristine
Cotta and three grandchildren.
Mr. Spyridakos is nesting at the
Oshawa Funeral Service, 847
King St. W., with visitation
Wednesday from 2 pmL until 4
p.m. and 6 p.m. until 9 p.m.

drop-in programme for teens 13 to 19
years old.
It runs from noon to 4 p.m. on

computer games, music, table tennis,

The Youth Centre is offering a four-
week Anger Management Group for
teens aged 13 and 14 in which partici-
pants will increase their awareness of
aggressive behaviours, what triggers
their anger and the impact it can have
-on others.
Group members will learn manage-
ment skills, such as self -talk rehearsal,
relaxation techniques, guided imagery,
problem solving and conflict resolu-
tion. With practice, participants will be
able to apply the new skills to real sit-
uations in their lives.
A group format is used, so partici-
pants can learn from one another, as
well as provide support.
The group will meet Tuesdays from
Sept. 22 to Oct. 13, from 4:30 to 6:30
p.m.
Each member is interviewed in per-
son to assess their suitability for the

The Government of Canada, in spite of recent
fears over a falling dollar and the Asian eco-
nomic flu, is sitting flush these days. Expecta-
tions of a juicy surplus, fueled by the extra $5.7
billion in government coffers over the past six
months, have the Liberals sitting pretty. There's
plenty more surplus coming in the second half
of the fiscal year, which ends March 31.
Add to that the massive surplus now running
in the Employment Insurance fund, paid for out
of individual employees and businesses. There's
so much money to spare that the government
should give some back to the taxpayers who,
after all, created the surplus in the first place.
Compare the actions of the Chretien govern-
ment, first elected in 1993, with the Hams gov-
ernment, elected in 1995. In spite of facing a
provincial situation at least as dire as the feder-
al balance sheet, the Ontario Tones promised
tax cuts and then delivered on them. That de-
layed the balancing of the Ontario budget by a
couple of years but it certainly helped to reduce
unemployment and welfare across the province.

While the new property tax system may have
local homeowners gnashing their teeth or jump-
ing for joy, depending on which way their tax
bill has gone, one thing it has done for all of us
is underline the folly of the provincial down-
loading exercise, and of paying for social ser-
vices through property taxes.
Because the new system is the same
province -wide, we are now able to compare tax
rates across municipalities. For example, statis-
tics compiled by Durham Region indicate that a
Pickering homeowner will pay a tax rate equal to
1.65 per cent of the assessed value of their house,
and an Ajax resident will pay 1.71 per cent. If
you live in Oakville, however, you'll pay only
1.42 per cent, and if you call Toronto home, it
will be 1.25 per cent.
Even flat taxers will probably admit there's
something wrong with this picture. People who
live in what are essentially less wealthy commu-
nities — where assessed real estate values are
lower — are often having to pay a higher tax rate
for what are essentially the same basic services.
Pickering, compared to Oakville, is probably a
good example, with a Pickering resident paying
$460 more in taxes on a $200,000 house than
someone living in an Oakville hone worth the
same.
Now property taxes were originally designed
to pay for 'hard' services like sewers and roads
that you only benefitted from if you lived in the
community where you paid them. They also pro-
vided for schools, which were run by local
school boards elected by local citizens. Every-
body in a town paid the same rate for the same
services, though if you lived in a finer house than
most of your neighbours you paid more because
your home was assessed at a higher value.
Over the years though, things got a little
messy. For various reasons, including high costs
and provincial interest in economic and social
development, municipalities and the Province
ended up sharing a lot of the bills for things such
as social services, schools and roads. Then when
they realized this shared responsibility for every-
thing was a ticket to inefficiency and chaos. they
started talking about `disentanglement' — get-
ting
etting back to where municipalities paid for 'hard'
services that provided strictly local benefits, and
the Province would bear the load for `soft' ser-
vices such as welfare which provided benefits
for society as a whole.
Unfortunately, disenfauglement came off the

Big Brothers: A match made at home

Marty Armstrong never imagined he'd
embrace playing marbles as a pastime.
And, Miguel Rivas would sooner watch
a Lethal Weapon movie than The Nutcrack-
er ballet.
But. when a 54 -year-old Big Brother is
matched with a 13 -year-old Little Brother,
they are bound to be exposed to a new
hobby, and in the case of Mr. Armstrong
and Miguel, a new friendship.
Miguel's parents separated and his fa-
ther moved to Nicaragua when Miguel was
just a child . Soon after, his mother signed
him up for the matching programme of-
fered by the Ajax -Pickering chapter of the
Big Brothers Association.
Mr. Armstrong knew what Miguel was
going through, as he was only 13 when his
father died. He was informally matched
with his air cadet officer. Having a Big
Brother "was a value to me when I was a
kid." Mr. Armstrong recalls. He wanted to
"pay hack some of the benefits" he had re-
ceived from his older male role model so.
when Mr. Armstrong's two children were in
university, he went through the screening
programme to become a Big Brother.
He has been paired with Miguel for five
years.
Miguel values Mr. Armstrong's wisdom
and his Big Brothers presence in his life.
"He's a veru smart man and he teaches
me a lot of things," says Miguel. -I didn't
have a male role model and I relied on my
mom. (Mr. Armstrong) gives me a different
perspectnc on things. I can take what I
want from each perspective and it makes
me a better person too"
Mr. Armstrong says their relationship
has been quite comfortable from the begin-
ning ... even if they didn't agree on the
games they'd play. He recalls a time he
played catch with Miguel shord) after they
met. "You can always tell when Miguel is
bored:' chuckles Mr. Armstrong. But he
didn't expect Miguel to suggest they play
marbles. which Mr. Armstrong hadn't done
since he was a child.

they have a chance to talk, Little Brother
says. They often share conversation over a

the Young Singers of Ajax at 1:40 p.m. and a
children's dance show by O'Brien Dance

and more. All activities will be held in the
Baywood Centre parking lot on Bayly Street
west of Harwood Avenue in Ajax.

Mr. Armstrong has worked for IBM for
31 years and does consulting work on the
Internet. He makes frequent business trips,
often bringing Miguel a souvenir T-shirt
with the destination embroidered on the

Miguel delivers newspapers, enjoys bas-
ketball and soccer, plays video games, and
maintains an A average.
"I'm very proud of him for his academ-
ic abilities and keeping education and
school important to him;" says Big Brother,
who reports Miguel has never asked for
help with his homework.
But, Mr. Armstrong has taught Miguel
how to curl and play pool and has intro-
duced him to the arts. Mr. Armstrong and
his wife. Miguel and his mother once took
in The Nutcracker. which Miguel admits he
hadn't considered as an outing before.
In the time they've been together, Mr.
Armstrong has noticed Miguel's "depen-
dency (on him) is less. Miguel expected
and needed" the weekly get-togethers when
they were first matched. But he still looks
to Mr. Armstrong to answer some ques-
tions, including what sauce he should
choose for the rib -and -wing combo he's or-
dered for dinner.
It's those get-togethers they will likely
both miss. Mr. Armstrong is retiring and
moving to British Columbia next spring.
Although their face -to -fare relationship
will be affected, they both plan to keep in
touch via c -mail.
"It's not something I want to happen, but
it has to happen;' Miguel says. "He has to
retire sometime." Mr. Armstrong told

had time to prepare for it;' Little Brother
says.
Mr. Armstrong has enjoyed watching
Miguel grow up. "It's very rewarding to
watch children grow and blossom;' says
Big Brother. "When you are around
younger people you get..."

PICKERING — With a
successful pre -season
schedule wrapped up, the
braintrust of the Pickering
Panthers is brimming with
confidence as the club
opens regular -season Ju-
nior 'A' hockey play Fri-
day.
The Panthers ended
their Ontario Provincial Ju-
nior 'A' Hockey League ex-
hibition season with a ster-
ling 7-1 record, finishing
the pre -season at the Teen
Ranch Arena in Or-
angeville Sunday when
they defeated the Junior
'B' Crushers 3-1. Rookie
forward Luc Chiasson led
the way with a pair of goals
and Tyler Middlebrook net-
ted a single.
Panthers' head coach
Rod McGillis hopes his
club's strong exhibition
campaign will carry over
into the regular season,
which opens Friday at the
new Mississauga Arena
during the league's College
Weekend slate of contests.
The Panthers play the
egular season on a high
Stouffville Spirit at 7 p.m.
"Winning is contagious.
Winning is something you
have to learn and want to
do and it's good to get a
taste of winning. Every
time we put on our skates
and helmets we want to
win. We can derive a lot of
positives from a 7-1 exhibi-
tion record but, having said
that, it's a brand new sea-
son now and we want to
pick up where we left off,"
says McGillis.
The club will feature a
50-50 split of 12 veterans
and 12 rookies on the 24 -
man roster. McGillis had
hoped to carry only about
seven or eight rookies, but
they simply worked their
way on to the roster, beat-
ing out several players
from last season in the
process.
"We released two veter-
ans due to how well the
rookies have played in
camp," says McGillis, re-
ferring to second -year for-
wards John Agnew and
Kenny Jones who were cut
by the Panthers.
The club will also find
itself with 12 players who
graduated from the Ajax,
Pickering and Whitby mi-
nor hockey systems.
"I think the minor hock-
ey systems in all three cen-
tres have done an excellent
job. All the local players
we have can play at this
level. They wouldn't be
here otherwise. They've
earned the jobs and. they
beat out a lot of quality
hockey players," says
McGillis.

Kemp and Doug Carr from
Pickering. Steve Farquhar-
son, Brett Macrury, Sean

tion, the Pickering juniors
humbled the Oshawa Le-
gionaires 9-3 at the Picker-
ing Recreation Complex
Saturday. Joel Johnston and
George Trifon each scored
two goals, Bill Duncan,
Middlebrook. Kory Dumas,
Marcel Rodman and Far-
quharson had one apiece.
On Friday, the Panthers
edged the Ajax Axemen 2-1
at the complex. Matt Pen-
eycad and Middlebrook
scored for Pickering.
On Thursday in Scarbor-
ough, the Panthers suffered
their lone pre -season defeat
to the Wexford Raiders 5-2.
Middlebrook scored both
Pickering markers.

bantams runners-up
at own tournament
PICKERING — The Pickering
Bob Hendricksen Construction ban-
tam girls' select softball team fin-
ished as runners-up at the Bantam
Girls Select Tournament hosted by
Pickering recently.
Ten teams from across the GTA
provided a strong field for this
year's tournament. The local Picker-
ing selects were the only team to fin-
ish with a perfect 3-0 record in
round-robin play, which put the
squad in the championship final.
Facing Martingrove for the tour-
nament title, Pickering put up a sol-
id effort against a strong Martin -
grove team which had won two tour-
nament titles this season. In the end
Pickering dropped a 15-12 decision.

Although Pickering's defence was
superior, Martingrove's pitching was
dominant while its hitters put on an
awesome display. Martingrove led
6-1 after the first inning and 9-2 af-
ter three innings but Pickering
fought back to draw within one run,
13-12, after the sixth inning. Picker-
ing was shut down in their final at
bats to end the game.
Outstanding defence was dis-
played in the final by Pickering cen-
tre fielder Brenda Burgess who con-
tributed five putouts. Kim Moore
and Nicole McCulloch each had two
hits, with Nicole McCulloch belting
a home run in the first inning.
Pickering opened the event witha
5-3 win over Leaside. Pickering 's
reliable defence prevailed with five
shutout innings to clinch the victory.
Lisa Hudson pitched a complete six -
inning game for the win, recording
three strikeouts. Timely hitting by
Kim Moore and Melissa Crump,
each with two hits, led the comeback
from a 3-0 first -inning deficit.
In the second game, Pickering
eked out a 15-14 win over a strong
Chinguacousy squad.
The Pickering defence was tested
throughout the contest, while the of-
fence matched Chinguacousy hit -
for -hit at the plate. Chinguacousy
tied the game 15-14 in its last at -bat.
Nicole McCulloch led off the home
half of the final inning with a triple
and scored on Devon Curran's game -
winning hit, her third hit of the con-
test. Nicole McCulloch, Natalie Mc-
Culloch, Angel Gray each had two
hits. Hudson also had two hits, in-
cluding a home run. The biggest hit
of the game was a grand slam home
run by Burgess which erased a 9-3

three. Contributing two hits apiece

two -run home run to spark the come-
back in the second inning.
