"We all work, that's why we can't be here like teachers can;" said Isabel Rauh-Wasmund, who said her son is "feeling very disap- Pickering residents fight plaza expansion ONTARIO MUNICIPAL BOARD HEARING SET FOR MONDAY PICKERING — Residents concerned about the expansion of a strip plaza here will take their concerns to the Ontario Municipal Board this coming week. Homeowners in Highview Vil- lage and Fox Hollow are worried that expansion to Amberlea Plaza on Whites Road at Strouds Lane would bring unwelcome traffic and would impede storm water management in that area because the expansion would cut into a storm water detention pond. If the site plan was approved, ,.we will know you are more con- cerned with increased tax revenue than the health and well-being of residents;' Highview Villagc-Fox Hollow Community Committee president Karen Watson told coun- cillors Tuesday. While residents have had con- cerns since they learned last year of the developer's intent to expand the plaza, their fears were height- ened this summer when a July 16 thunderstorm left flooded base- ments and other damage in its wake. They're worried the risk of damage would increase if the storm water detention pond was cut into because of development. They're also worried about poten- tial accidents if a laneway that would abut their property is built behind the plaza. Regional Ward 1 Councillor Maurice Brenner has worked with residents over the past year and says Durham Regional Police have expressed concern that, if a large building was constructed as origi- nally planned, it could bring with it crime and become a hangout. Coun. Brenner called on coun- cillors not to approve expansion designs but to request staff to pre- sent their concerns about the pro- posed laneway and storm water re- tention pond to the OMB. Ajax Council voted 5-1 Tuesday to have Ajax and Pickering staff find out how much a consultant would charge to review levels of service and the financial savings possible by sharing more services. "The time to look at the way we're doing business with Pickering has cornet' Wards 3 and 4 Regional Councillor Jim McMaster said. Ajax and Pickering cur- rently operate a joint handi- trans system and are study- ing a similar method for conventional public transit. Also, the two communities, along with Whitby, are looking at a joint fire dis- patch centre. The transit and fire dispatch studies should be complete by next month. Coun. McMaster pro- posed the new study and in- cluded looking, at the cost savings that might come out of amalgamating Ajax and Pickering. "If Ajax and Pickering amalgamate and the savings arc $2MUHN), that's one per cent on a tax hill. I don't know if people would want that. If it's $3 to $4 million, that's upwards of 20 per cent. People may want that." he added. The provincial govern- ment has set aside $77 mil- lion, called the Special Cir- cumstances Fund, which municipalities can use to study ways of examining services and ways of saving money. "The timing is excellent because the Province is willing to help out (finan- cially). The study might cost well up to $ I He noted the two Towns have a total budget of about $60 million, so saving five per cent would cut $2 mil- lion to $3 million. "The Province is always interested in reducing the sire of government;" Coun. McMaster said. "This is the next step, an important next step and one we have to do." In his motion. Coun. McMaster included review- ing governance issues, such as amalgamation. But, councillors voted to remove that section from the mo- tion. Ward 4 Local Councillor Pat Brown said. P Pickering sex assault probed Durham Re- gional Police are looking for leads after a 42 -year-old Pickering woman reported she was sexually assaulted in her home at knife-point. The woman told police she was approached by a man in the parking lot at Mud Hen's Taps and Grill on Kingston Road as she was leaving the bar about 3:30 p.m. Monday. After a brief conversation, po- lice said, the two parted ways and the victim drove to her residence, where she fell asleep on the living room couch. The woman told police about 30 minutes later she awoke to find the man wrapping a telephone cord around her neck. She was then sexu- ally assaulted at knife-point for about 30 minutes. United Way agencies across Durham Region are getting ready to launch their annual fund-raising cam- paigns and they'll be asking you to think of those less fortunate in your community. Many are already prepared to donate what they can to the United Way, whether it's through payroll deduc- tions or other contributions, and we tip our hat to them. Some will give the invaluable gift of time and vol- unteer at various fund-raisers as respective agencies take on the enormous challenge of raising money in just a few short months. Those efforts and your dona- tions, it's important to note, fund a host of support ser- vices all year long. Man} businesses — big and small — also figure prominently in the success of Durham campaigns. They understand being a corporate citizen means more than offering jobs to area residents. It also means help- ing to take care of them. Still others will hear about the United Way through this newspaper and elsewhere and will be reminded of the valuable work it does. They will vow this year will be the year they donate. But the difference between recognizing the contri- butions the United Way makes and giving it the tools it needs is substantial. That's because thousands of Durham residents are touched by the United Way in an entirely different context. They are the people knocking on the doors of its agencies, looking for a helping hand as they at- tempt, perhaps for the first time, to break away from an abusive relationship, find a role model for a father- less child, or seek counselling for any number of is- sues that have prevented them for reaching their full potential. But shelters like Denise House, services like Big Brothers and agencies like Durham Credit Counselling are just a few of those which rely on the United Way. They provide the services for the people you come into contact with every day, whether it's a bank teller, a po- lice officer, a teacher, your child's classmate, your sis- ter, your brother, your parent, your friend, your neigh- bour. Indeed, those are the people who are really asking for and need your help. That's why we urge you to answer that call. To- gether, we can continue to make our United Way agen- cies remain vital, helpful and successful. Please give generously. LETTERS OUR READERS' VIEWS ON THE NEWS Our students deserve after-school activities To the editor: Re: Student/parent/teachers' petition against Bill 160 and the loss of extra -curricular activities Due to the changes caused by Bill 160, extra -curricular activities may be in danger of extinction this year. Teachers have been forced to work 1,250 minutes a week. Some teachers who ran the activities last year don't want to run them this year. The people who'll suffer the most are the students. It goes deeper than just losing extra -curricular activities, much more is at stake here. Here's a list of what students will be losing: school spirit (weeks, days), dances, school newspapers, yearbooks, competitive sports teams, Amnesty International, choir, drama club, plays, concerts, and so many more. Certain classes will be affected: of plays that take place at the end of the school year. Also the vocal class- es involve putting on a concert at the end of the school year also. You can't just stop those activities; not everybody is going to choose a ca- reer based in the science/math area. Also, many universities look for extra -curricular activities on applica- tions. If we don't have extra -school activities it will be hard to get ac- cepted into post -secondary schools. Also some students are trying to get post -secondary scholarships through sports. It's hard to do that without the activities. School drop-out rates are high enough already as some students only go to school for the spirit, clubs, sports, etc. Think about it. This would be the school day: wake up, go to school, eat lunch, go home, do homework, eat, go to sleep. Then, the vicious cycle repeats. If you noticed, there is no time to get to know the teachers, the school community, or socialize — a big part of school life. In conclusion, students need extra -curricular activities more than a lot of people realize. Being there was a sort of official open- ing for the establishment, in which Ms. Dion is an owner. One thing that didn't open was Ms. Dion's mouth, as she was under doc- tor's orders not to speak between concerts. She didn't say boo, but her fans started screaming before she hit town. Sox gazing: The Toronto Blue Jays get within four -and -a -half games of the Boston Red Sox and people are talking about the Sox choking again. Let's address this falla- cy. First, the Jays haven't beaten the Bosox out the wildcard spot. Secondly, if Boston does fail to hold on to the final playoff spot, that doesn't mean they choked. As any Sox fan will tell you, when it comes to choking. Boston is in a league all its own. So, if our red -legged heroes do lose, it won't be chok- ing, merely a failure to succeed. Choking is when a team has a 14 -game lead in the mid- dle of August and doesn't make the playoffs, like in 1978. Leaving a Murk 1: Like the rest of the sporting world, I spent time watching Mark McGwire break the major league single -sea- son home run record Tuesday when he cranked out his 62nd round -tripper of the season. What an accomplishment, to do something no one else has done in more than a century of major league baseball. But, is McGwire the greatest single -season slug- ger of all time? Josh Gibson once hit 82 in one season while playing in the old Negro Leagues. For those of you who have never heard of Mr. Gibson, he was the Babe Ruth -of the Negro Leagues. It might be better to say the Babe was the Josh Gibson of major league baseball. For you baseball neophytes, Gibson never had a chance to play in the majors because of his colour. Leaving a Marr 111: As Ruth and Gibson are no longer with us, I'm forced to make this offer solely to McGwire. So, Marie, if you're willing, our softball team is looking for a slugger. And two others who watched the programme — e Durham Re- gion high school student and a par- ent involved in school issues local- ly — were equally disappointed with the television pitch. "The premier didn't clarify to the public why there's so much turmoil in education this fall," says Geordie Guile, head of the history department at Uxbridge Secondary School. "He skirted the real is- sues:' In a 25 -minute, pre -taped paid television message, which aired Thursday night, Premier Mike Harris reviewed his government's changes to the education system, talking about the new curriculum, the new funding formula, stan- dardized testing, standardized re- port cards, lower class sizes and increases to the amount of time teachers spend with students in the classroom. "The changes we're making put our kids first," he said, noting cur- rent reforms will improve the qual- ity of education for every student in the province. But, Mr. Guile, a teacher for the past 21 years, says the Tory's re- forms, specifically increases to in- structional time, will do nothing but harm the quality of instruction in the classroom. Increasing teachers' instruc- tional time by one class this fall is one of the key issues in disputes between teachers' federations and school boards across the province. Yet the premier's message failed to specifically address the current labour strife in Ontario. That's something that disap- pointed Dunbarton High School student Leanne Morrison. Ms. Morrison, one of two stu- dent trustees on the Durham Dis- trict School Board this year, says, "Overall it was disappointing. She observes the teachers' strike wasn't mentioned during the infomercial and says some of the premier's information about edu- cation reforms was "misleading to the public because it didn't present the whole picture" She says Mr. Harris' reference to increases in class time made it appear as though teachers were on- ly being asked to teach a "few more minutes a day," noting no reference was given to the amount of preparation time needed to take on another class, or the amount of time educators will need to evalu- ate those students. Ms. Morrison notes the issue of extra -curricular activities was also "bypassed" during the message. "That was really disappointing for me as a student," the Pickering pupil says. Tom Hawks, a Port Perry parent who chairs the school council at Epsom Public School, says he too was "a little disappointed" in what the premier had to say. He points out there was "not a lot of new information" and "not much detail" during the 25 -minute programme. But he adds, "It was a good summary of the government's view of its initiatives." However, the father of three says the message "could have been played any time during the last year. It wasn't current. It didn't ad- dress the issues of the day." Mr. Hawks says he believes some of the changes in Ontario's education system are "very posi- tive," such as the new report card and the new curriculum. "I give the government a lot of credit for trying to make some changes;' he says. Grant Andrews says talks broke off Friday afternoon with no future dates planned to resume bargaining. "In an attempt to reach an agreement, the board tabled an of- fer of settlement which would re- quire only one extra class of teaching for classroom teachers in one of four semesters during the term of the two-year collective agreement," said board chairman Jim McCafferty in a news release. "Unfortunately (teachers) rejected the board's offer ...and insisted that no teacher teach more than three classes in any semester." Negotiations between the two Parties had resumed Friday after the Province compromised its stand on increasing instructional time. "This is the breakthrough we have been seeking;" Marshall Jarvis, president of the Ontario English Catholic Teachers' Asso- ciation (OECTA), said of the gov- ernment's decision to delay re- quired increases in teaching time. "It will stabilize the education en- vironment by providing boards and teachers with the time they treed to consolidate education re- form in schools." Mr. Jarvis added that if talks went well, thousands of students across the province could have been back in the classroom next week Education and Training Minis- ter Dave Johnson announced Wednesday his government will delay imposing restrictions on in- structional time in an effort to set- tle teachers' strikes and lockouts across the province.
