Instead, councillors will consid- er including that expense in next year's budget and phasing in addi- tional inspections at the same cost in following years. "A programme of storm sewer flushing and video camera inspec- tion is required to ensure the ongo- ing infrastructure is functioning adequately;' says Mr. Holborn. There are about 170 kilometres of storm sewers and catchbasins in Pickering. Because the cost of flushing and inspecting all sewers — estimated at $340,000 — is considered "too onerous". Mr. Holborn has suggested adopting a programme where each sewer is flushed and inspected every eight to nine years. Mr. Holborn believes the Town's programme of cleaning the debris out of catchbasins once every five years is sufficient. But of immediate concern is continuing repairs to municipal property. The following is a list of various costs related to the July 16 storm that the Town has incurred or expects to incur. Ms. Dion used a day off from her Lct's "Calk About Love world lour to vis- it the restaurant in which she's a pari owner. Fans began lining up early Thurs- day morning hoping to see and talk to the singer. Ms. Dion flew in by helicopter from a Nickels in Etobicokc she had visited car - her in the day. The helicopter landed on the north side of" Hwy. 2 and she axle the IW vards to the restaurant in a limou- sine. Fans started cheering as soon as the helicopter appeared and began scream- ing "Celine, we love you'" when she stepped out of the limo. Once inside, she signed autographs for about an hour. h1s. Tim Whittaker EDITORIAL OUR VIEWS ON THE NEWS Money a tribute to Durham The decision by the provincial government to inject $5.5 million into the Durham University Centre (DUC) is an ac- knowledgment of the hard work and dedication put forward by staff at the centre — and by those who believe in the fu- ture of Durham's post -secondary institution. In part, perhaps, the money was available from the Province because of the incredible success of the Creating Futures campaign. The goal of Creating Futures was to come up with $12 million in community donations to pro- vide a wide -range of new services, technology and a trust fund for students in need. Just two years after launching, Creating Futures raised a whopping '116 million clearing its stated goal by an amazing 33 per cent. After local individuals, alumni and businesses put their money where their mouths were, it was difficult for the gov- ernment not to pitch in. And the $55 million will simply make the DUC a more vital, important educational institu- tion. The new money, we can be sure, will be put to good use. Spread out over four school years, the funds will allow Durham to dramatically increase the size and scope of its university centre. For starters. Gary Polonsky. Durham's dy- namic president who has had a major hand in fund-raising and in Durham's overall continuous development, says the government funds will allow the college to hire full-time, tenure -track professors who will work exclusively at Durham. Currently, professors at the DUC commute back and forth from Trent and York where they are based full- time. The benefits are obvious. Students will have ongoing, daily access to their professors and those full-time profes- sors who are hired will have a full-time connection to Durham. Continued development of a more extensive university programme at Durham will mean an increase in full-time enrollment at the university centre. The increased funds could see full-time student numbers jump from 200-300 for the 1998-99 academic year to as many as 1,000 in four years. Most importantly for young Durham residents, a full- blown, working university centre combined with Durham's long-time community college programmes will allow stu- dents to save a huge amount of money if they can stay at home and receive the education they desire. As Mr. Polonsky is quick to point out, the goal of the combined university/college should not be simply to offer local students an opportunity to save money because they can stay at home. The goal will be excellence and postsec- ondary education and training that stacks up with other in- stitutions across the province and country. That's the only goal worth having. As the region has expanded over the past two decades, it's been clear Durham College must grow to meet the de- mand. With such tremendous community support and a government helping hand, Durham's post -secondary insti- tution is poised to leap into the new millennium. I cannot accept that this MP and oth- ers like him in the Liberal caucus believe these women, who have now waited more than 12 years for their money, will have to wait longer for justice. If this money were owed to men because of in- equity with worsen it would have been paid a long time ago. The government's refusal to imple- ment the decision sends a clear message to every employer that women are fair game for discriminatory practices. To the editor: Re: Ajax - Pickering Amalgama- tion. What an opportunity to debate! On one side we have politicians who .,ie financially inept, as demon- strated by their miscalculation of a budget by a million dollars. On the other is a group that believes in spending to resolve problems, as seen in their encouragement of retail business in north Ajax that devastat- ed the existing central retail core. This gave them opportunity to spend more for regeneration of the devas- tated area. Create problems and you will never be short of challenges. What will amalgamation do for the residents of the area? It may be the best of times or the worst of times, depending on how it is done. Used by politicians and bureaucrats to change the quantity of politicians and bureaucrats, it will be better or worse as the case may be. If it is used as an opportunity to reduce the bloat and duplication, it may actual- ly benefit the residents, and more particularly, the taxpayers. Consider the amalgamation of Ajax and Pickering. What is really needed to operate it as an efficient, modern city? First there should be a sensible number of elected politi- cians. The fewer there are, the more efficient and effective will be their leadership: Quality over quantity. One mayor is enough. Alderman could be three full-time or six part- time. You don't need more politi- cians to run a city (look at Toronto as an example of bloat and inability to act). The elected political leader- ship should determine the efficiency of the bureaucratic component. Again, fewer are better. Use the as- sets more efficiently and reduce du- plication. Again: Quality over quan- tity. What will be the reality if Ajax and Pickering merge? Ask 10 people and get 10 opinions. Based on past experience, it is expected to have each member of the present politicos and bureaucracy striving to ensure an enhancement of their position. There will be few that propose a major reduction of people. The bu- reaucracy will support the politi- cians who support the hierarchy, and both will support the concept of a larger one enhances their position. The question may not be: Should Ajax and Pickering join together? It may be: How can Ajax and Picker- ing merge while implementing a re- duction of politicians and bureau- crats to benefit the residents and tax- payers? Until that question is an- swered, it may be best to avoid being misdirected by the self-serving peo- ple elected and hired. Once we over- come that, then joining Ajax and Pickering into one modern, efficient city will be a possibility. Otherwise we may be best to wait for enlight- ened leadership to show the way. "Is it a parent's responsibility to restructure ministries and their rigid funding criteria?" wonders Sue Brady McMahon of Ajax. Her daughter Lisa Brady, 18, has Prader -Willi Syndrome, a life- threatening syndrome characterized by an insatiable appetite and poten- tial for physically -aggressive behav- iour if not supported. "As her mother, I cannot and will not stand by while your Ministry's failure to resolve her funding issues threatens her life;" Ms. Brady McMahon wrote in a letter to the Ministry of Community and Social Services. "I will hold your ministry re- sponsible if harm comes to Lisa;' she warned. That ministry says it can offer $61,000 in combined funding sup- port to Lisa, which includes a dis- ability allowance and individualized funding to pay for support services. But Ms. Brady McMahon says that's not enough to pay for the around-the-clock care Lisa needs. The ministry says it would cost almost $135,000 a year to pay for the care Ms. Brady McMahon is calling for. "Although we appreciate that this model of support represents the ideal for Lisa, it is one that we are unable to support due to its pro- jected level of cost;' it says in a let- ter to her. "It won't surprise me if, say 25 years from now, people were to say that announcement was the second most important announcement in the history of Durham Region, next to when Colonel Sam (McLaughlin) decided to move his carriage compa- ny here" Mr. Polonsky says. "It's huge for the community. Everyone knows there's a benefit in a town when it becomes a university town:' OnSept 4, all five Durham Re- gion Conservative MPPs went to the college to announce the Province will provide $5.5 million in funding for Durham University Centre over the next fo.r years. The grant will see the centre get $550,000 in this school year, $950,000 in 1999-2.000 and $2 million for each of 2000-01 and 2001-02 academic years. The money will be split between the two universities, based on enrolment. It's great news for students, the college, Trent and York universities and the community, Mr. Polonsky says. "First off, I think it means that full-time university programming in Durham Region is here to stay and here to be grown, in my view, big time. In the short order it's possible to sum it up in one word and that word is professors. This will enable Trent and York to start hiring full-time, tenure -track professors, preferably bringing in young Canadians who will now be accommodated in Os- hawa so that we will begin to have a full-time faculty," he says. Currently, most professors com- mute from York or Tient on the days of their classes, heading back home afterwards. The benefits of the first chunk of funding probably won't be felt until 1999, possibly in the spring. But advertise- ments for new professors will be go- ing out across the country later this month, he adds. More staff means more courses, more programmes and more students. This year there are between 200 and 300 full-time students and 2,000 part-time at the university centre. With the new funding, full-time enrolment will likely climb to 1,000 students in the next decade, Mr. Polonsky predicts. A fuller university programme will mean local students can stay at home and get a university education, sav- ing families $8,000 to $10,000 in ac- commodation expenses or saving them transportation costs to Toronto, I says. But Durham doesn't want to uwact students just because of finan- cial savings, the president says. Durham wants to attract students be- cause of the quality of its university programming, something it can now focus on, he says. "We have to get the students, serve them in a way that they stay here," he says. "We don't want peo- ple to choose us just because we're close to home. We want people to choose us because of our reputation for a high-quality and high -caring learning environment" As for the long-term future, there are three competing visions current- ly in existence. Number -two -seeded Sirit defeated number - four TSC in the hest -of - three championship se- ries played at Betty Bu- jold Park recently. Sirit took the opener 6-5 with stellar pitching from Mike Briand and a solid defensive effort. In the first inning. Sirit scored four times after Peter Pryce led off with a single, followed by three consecutive doubles from Vince Lee. Mark Parliament and Lou Koikas. TSC came back with two runs in each of the third and fourth innings. Game most valuable player awards went to Sirit's Victor Hachey. For TSC, Harry Mc- Crae took the loss on the mound and Matt McCrae was the team's MVP. In the second game, TSC took the lead in the bottom of the first inning when Chris Mar- tin hit a three -run home run. Sirit took back the lead in the cop of the third after scoring six runs. Meanwhile. TSC scored five runs in each of the fifth and sixth in- nings to seal a 16-11 victory. Mike Wilcox took the win on the mound. while Roger Gosse was named TSC's MVP. Briand took the loss for Sirit. Stephen "A'arren was the team's MVP. The pivotal third and deciding contest was an exciting, see -saw affair. Sirit took an early 4-2 lead after two innings. In the top of the fourth inning, TSC came back when Chris Kubien sin- gled and followed by a clutch hits and RBIs by Wilcox, Gosse and Martin. Sirit regained a slim 7-6 lead in the bot- tom of the fifth when Rocco Conte led off with a hit and was brought home by Briand who, in turn, was cashed by a Paul Pearce home run. Sirit continued with six more runs in the sixth inning, while TSC made it interesting by scoring five times in the seventh inning with Sir - it holding on for a 13- 11 victory. For Sirit. Briand earned the win on the mound and Pearce was the game's MVP. For TSC. Wilcox took the loss and Mar- tin was awarded game MVP honours.
