BOARD COMMITS NEARLY $ 1 MILLION FOR PROJECTS School libraries and admin- istrative areas at three Catholic elementary schools across the region will be upgraded under revisions to the separate board's budget for the coming school year. A report presented to trustees Monday, indicates $950,100 is being allocated for the projects, which include an addition to the library and ad- ministrative area at Oshawa's St. Christopher Catholic School, an addition to the h- brary at Whitby's St. John the Evangelist Catholic School and renovations to the administra- tive area at Pickering's Holy Redeemer Catholic School. The budget for the 1998-99 school year now totals $158,734,881, an increase of $403,140 from the first draft re- leased Aug. 17. The initial draft had indicat- ed $680,000 would be spent on facilities renewal in the coming year, but an additional $270,100 has been directed from the board's reserves toward the pro- jects. Expenditures have also increased to fund staffing. Gerry Blake, superintendent of programmes for the Durham Catholic District School Board, reports the projects were select- ed for "equity" reasons. Mr. Trbovich noted surpluses have been created "in a variety of areas," including salaries and bene- fits, but reported the board has "overspent" on supplies and ser- vices to support special education programmes. "I'd really hate to see them go, but it's a tough situation everyone is being placed in;' says Mr. Langley, a teacher at Port Perry High School and an educator for the past 26 years. "We're going to wait and see what happens." Provincially -mandated increases to teachers' time in the classroom, decreases in preparation time and fewer teachers within the school system arc all issues fac- ing striking public secondary school teachers in their contract negotiations with Durham's school boards. Catholic sec- ondary school teachers at the Durham Catholic District School Board here have also given their union a strike mandate. After-school activities may be an un- fortunate casualty in the aftermath of these contract negotiations. Mr. Langley, a resident of Hampton, lo- cated in the municipality of Clarington, says he's adopting a wait-and-see attitude to what the negotiations may yield. He's unsure what type of strike action the union may take, which could include a work -to - rule campaign that would effectively can- cel extra -curricular programmes. He con- cedes there's a sense it won't be status quo for after-school activities when the school year resumes. "If it comes to a point where you have too much work during the day and a lot of your evening is lost, then it will be hard to hold on to that enthusiasm for after-school activities," notes Mr. Langley, a long-time rugby coach at Port Perry High. "I really enjoy that part of being a teacher. But, we only have so many hours in a day and (ex- tra -curricular activities) really cut into it. There's a tremendous amount of work teachers put in voluntarily and they're glad to do it." Mr. Langley is opposed to the "heavy- handed way" the provincial government is altering the educational landscape in the province, without any dialogue with edu- cators. This, he says, could influence teachers' decisions as to whether to con- tinue with their volunteer after-school ac- tivities. At the end of the school year in June, Durham secondary teachers who sit on the Lake Ontario Secondary School Athletics (LOSSA) committee which administers high school sports in the region, voted to delay its annual general meeting, thus putting sports on hold for the 1998-99 sea- son. 3 The meeting is used to plan and sched- ule after-school sports for the coming school year. In a prepared statement issued by LOS - SA president Dave Roberts at that time, he pointed to a number of "uncertainties" facing teacher -coaches this fall, including: * availability of students to stay late for -games and practices; * availability of facilities due to communi- ty use of schools; ..+?A a, v * availability of buses; * class coverage of teacher -coaches; * loss of coaches due to time demands of extra teaching assignments; * dramatic changes to schedules; * extended school day. Mr. Roberts, a teacher at R.S. McLaughlin Collegiate and Vocational In- stitute in Oshawa, echoed Mr. Langley's sentiments that it's anybody's guess what will be the result of the contract negotia- tions and how they may affect after-school sports. "There are so many ifs, ands and buts that I'd rather not speculate. We'll see what happens. Teachers volunteer a lot of time to sit on the LOSSA committee. We do it because school sports mean a lot to us. We want to keep them going, but we have to be realistic," says Mr. Roberts, who's coached high school track and field for the past 20 years. The longer the current strike goes, notes Dunbarton High School teacher Bill Dalliday, the more likelihood the faq slate of after-school sports may not get under way. "It's hard to say what will happen right now, but the fall programme is in serious jeopardy, that's for sure," says Mr. Dalli- day, who serves as a rugby, hockey and football coach at the Pickering high school. Another variable which may work against school sports starting this fall, says Mr. Dalliday, is the contract negotia- tions of the Catholic teachers and its board, with both boards jointly having schools as part of LOSSA. If teachers from one board are back on the job before the other, the school programmes would still be in limbo. Whether or not a teacher -coach opts out of volunteering for after-school activities is not a decision he and his colleagues take lightly, notes Mr. Dalliday. He points out recent studies have shown that 30 per cent of Durham students take part in high school sports, and that doesn't account for those who take part in after-school drama, bands and musical productions. After-school sports are "a big part of school life. Definitely, giving kids the op- tion to do those sorts of things makes school more appealing. To say the whole thing will be gone might be a little strong, but it's going to be tough," says Mr. Dall- iday. Mr. Langley's convinced that after- school sports go way beyond just simply ,providing a physical outlet for students. He notes these programmes have kept many students in school who might not otherwise have graduated. "For a [lumber of students, they would- n't be at school if it weren't for after- school activities. I know that for a fact." Mr. Langley notes after-school sports provide him with an opportunity to be- ;:orne better acquainted with students out- side of school hours. "I think it's going to be a sad reality. I think football has kept a lot of kids out of trouble and, believe it or not, it keeps them in class. A lot of kids wouldn't come to school if it wasn't for football. It's a sad reality. No doubt, I would be a pretty bit- ter guy... For Jason, playing high school sports is a stress reliever after a day in the class- room. But, beyond that, being a high school football player has taught him valuable life lessons. "I've met a lot of people during the football season. Football was my way of getting in with the other students. It's a game where I've made my mark. I heavily enjoy it. It takes you to a whole new level of experience. You experience things like teamwork. It's taught me a lot of life lessons like perseverance and being tough" He's somewhat saddened to think about school life for future secondary school students in the absence of after-school ac- tivities. He believes there would be some re- sentment by the students directed toward the teachers. "I think there would be a lot of hostili- ties between the teachers and students. When students come into the school and know there were school sports before and there aren't any now, I think there will be hostilities. "I think there will also be a decline in academics. Some of the students stay in school to play football. They might not be getting straight A's, but at least they're staying in school and getting their diplo- mas John Kraus, a music teacher at Arch- bishop Denis O'Connor Catholic High School in Ajax, says it's almost expected teachers will volunteer their time for ex- tra -curricular programmes at secondary schools, and most are still willing to carry out these volunteer activities. But, in light of the proposed changes affecting teach- ers, it's something that can't be taken for granted much longer. _ "I don't know a teacher who isn't inter- ested or who doesn't want to do these types of things for the students," says Mr. Kraus, who's helped with the concert band, jazz band, and the sound crew at DO'C in the past.
