Pickering residents'
input sought on airport
By roe Tabacs

PICKERING — Town council-
lor want resident.%' input on what
should happen with the federal air-
port lands in north Pickering.
"We want to get the message
across that residents' comments are
welcome;' said Ward 3 local Coun-
cillor David Pickles at a press con-
ference held Friday morning by
himself and Ward I Regional Coun-
cillor Maunce Brenner at an aban-
doned Brougham schoolhouse shut
down by the federal expropnation of
the airport lands in 1972.
They said the school site was
chosen to emphasize the damage
done to north Pickering by the fact
the area has been leftin limbo for
the past 25 years. Coun. Brenner
stated Brougham has become an
. economically disadvantage" com-
munity as a result of the uncertainty.
"It's got to come to closure once
and for all. People have to get on
with their lives:'
Now that the federal government
has moved to officially designate its
Pickering lands as an airport site, the
councillors maintain it's time to find
out if residents want the airport to go
ahead, so Town Council can reflect
their wishes in its handling of the
implemented.
Council recently rejected a pro -
poral by Town staff to support the
designation and instead asked feder-
al officials for an extension of the re-
sponse deadline so residents could
be consulted. A 30 -day extension
has been granted, so the Town must
comment by the end of September.
The public was given to the end of
August to respond.
The councillors are inviting resi-
dents to also send the Town copies
of the comments they're sending to
the federal government, and plan to
forward comments the Town re-
ceives to the fed%. The goal is to ob-
tain as much information as possible

issue before Council determines its
own response. Citizens are being
asked to submit their comments to
the Town by Sept. 18.

PROGRAMME FOR ELEMENTARY AND SECONDARY SCHOOL STUDENTS
Tutors in the Classroom programme,
launched last year, at a news confer-
ence in Barrie Monday.
And, officials from the region's
two school boards are hopeful that
means there will be more post -sec-
ondary students assisting teachers in
Durham schools this September.
"It's a terrific program=." says
Audrey Cartile, a consultant for re-
source technologies at the Durlmn
Catholic District School Board.
"Everybody benefits.'
Tutors in the Classroom pairs stu-
dents who are taking math, science
or technology at a college or univer-
sity with elementary and secondary
school pupils. The post -secondary
students act as tutors, help teachers
update learning materials and intro-
duce new technologies.
The four tutors who worked in
separate schools last year helped
teach two software packages to
pupils in Grades 4 through 6, Ms.
Cartile reports, adding she expects
there will be six tutors helping out at
local schools in the coming year
thanks to the increased funding.
The Province has committed $1.3
million to support the programme
this year, which will provide finding
for school boards to hire 1,300 tu-
tors. That's up from the $1 millim
earmarked for the programme last
year, which saw 1,000 tutors placed
in schools.
And the ministry is still accepting
requests for placements from school
boards and officials say up to 2,000

"I've yet to he convinced

said Coun. Pickles.
Coun. Brenner said he
would like to see the lands re-

OUR- VIEWS ON THE NEWS
Best feeding
It's done thousands of times a day in Durham —people eating
in public.
But. our most precious citizens are prohibited from getting
their nourishment in public — banned not by law but by the pe-
culiar mores of North American society.
The same society whose institutions feed the minds of young
people with graphic and violent images of death and destruction
on TV and in movies frowns upon babies being fed the most nat-
ural sustenance in public places.
We're talking, of course, about breast-feeding. The very phrase
strikes a wrong nerve for some people — people who envision
women doffing their tops in public, fully exposing their breasts.
That's not, of course, the way mothers feed their babies in public.
Those brave enough to breast-feed in parks, restaurants and malls
do it so discreetly as to be almost unnoticeable.
But, the majority of women don't even feed their babies around
strangers. They're too afraid of the reactions they might receive if
they're caught breast-feeding. Some mothers report being asked to
leave restaurants and nurse their babies in washrooms.
It's time for a change. And, that change just might be on the
horizon here.
Durham's health department has just released the results of a
study on breast-feeding in public. Parents surveyed across the re-
gion last summer indicated that increasing people's awareness on
the benefits of breast-feeding is vital if mothers are to feel com-
fortable about nourishing their children in public.
And, those benefits are many. Mothers and health profession-
als here. across the country and around the world know that breast-
feeding is best feeding.
For babies, mother's milk protects them against numerous con-
ditions and diseases, like allergies. diabetes, diarrhea, tummy up-
sets. eczema, ear and chest infections. It reduces the likelihood of
Sudden Infant Death Syndrome. And, it promotes better mental
development. straighter teeth and correct mouth formation.
In the fust four months of life for every 1,000 artificially -fed in-
fants, 77 babies will be admitted to hospital. In the same number
of breast-fed infants, only five will meed such medical attention.
For mothers, breast-feeding helps develop stronger bones in
later life, lowers the risk of ovarian cancer and pre -menopausal
breast cancer, and promotes a faster return to pre -pregnancy fig-
ure.
The Durham health department knows all that. So too do the
Durham Region Breast-feeding Coalition and Health Canada The
federal health department and La Leche League Canada want
more entrepreneurs to make their malls, stores and restaurants
more inviting for new mothers and nursing infants. We urge
Durham businesses to get on the bandwagon by providing a com-
fortable environment where breast-feeding mothers and their ba-
bies can sit and relax, by developing a comfortable atmosphere
that offers acceptance and support and by promoting awareness
among patrons and staff. Heahft Canada will supply enlightened
merchants stickers that designate their establishments as "Breast-
feeding Friendly. Anytime. Anywhere'
And, we urge citizens to be tolerant of nwdx is nourishing their
babies in public. Breast-feeding is best feeding. And, it's the nat-
ural thing to do.

OUR READERS' VIEWS ON THE NEWS
Challenge to
a throw -away
society
To the editor:
Recently there has been a lot
of talk about the proposed waste
transfer facility bordering Ajax
and Pickering. Judging from an
article in the News Advertiser
headlined 'Pickering chips in
$20,000 for legal fight', it is
clearly evident that councillors,
Pickering -Ajax Citizens Together
(PACT) for the Environment and
local residents do not want this
dump in their regional backyard.
Nobody, including myself,
wants to live close to a dump.
However, the reality is that all of
the garbage we produce has to go
somewhere. If not in our town,
then surely someone else's. Un-
less the throw -away society, as
our generation has been defined,
changes our wasteful habits, peo-
ple
eaple will always fight over the lo-
cation of the next dump. Whether
this occurs in a courtroom, a town
hall meeting or a volunteer meet-
ing, the ongoing battle is not
going to end until there is no need
for a place to store our trash. We
must all diligently reduce, reuse
and recycle the products we con-
sume so that the question "Where
will we put the next dump?" is no
longer an issue.
Everything picked up by
garbage trucks does not magical-
ly disappear, but is taken to one
location where it sits forever.
Whatever the outcome of the po-
tential dump, I am asking every-
one to seriously think about the
amount of garbage you throw out
each week. My challenge specifi-
cally to you is: Recycle more
than you throw out. This may
seem like a daunting task but
with a combination of compost-
ing, buying items with minimal
packaging, reusing things and re-
cycling, the challenge is possible.
Good luck. We have a goal to
achieve.

Pickering

Bored straight
I think those Ukrainians are on to some-
thing.
Perhaps you read a recent report from As-
sociated Press on how Ukrainian Prime Min-
ister Valery Pustovoitenko has come up with
a novel method for encouraging tax evaders
to ante up what they owe the government
Apparently. those unwilling to live up to
their financial obligations as citizens are
taken to a civil defence base and forced to
listen to lectures on natural disasters until
they agree to pay.
It's perfect. The offenders are simply and
inexpensively bored into submission. Surely
this excellent strategy could be imported to
Canada and adapted to local needs, and per-
haps broadened to suit a wider range of of-
fences such as lack of enthusiasm for consti-
tutional reform and failure to sort and gift
wrap your waste properly for municipal col-
lection.
The resources available for the actual
punishment are endless and readily accessi-
ble: the Parliamentary Channel, media ac-
counts of the Monica L cwinskyBill Clinton
affair, the: Gulf Channel, any government
document, the Shopping Channel, any uni-
versity -level sociology text, the Weather
Channel, any speech by any politician, etc.
The beauty of the system would be its
flexibility. For example, the degree of bore-
dom inflicted could escalate with the degree
of the offence. Those who committed minor
infractions could be compelled to listen to a
three-hour lecture on 'The Derivative Im-
pacts of Left -turn Lanes on Quasi -urban
Traffic Patterns', while serious offenders
could be addled into submission by being
forced to attend a meeting of Pickering
Council.
For truly monumental crimes — such as
mailing your tax return on May 1, neglecting
to fill out your census form, or failing to
have 16 pieces of notarized documentation
on your person when you attend a govern-
ment office to apply for a service you should
have started receiving automatically 12 years
ago — punishment could be increased by in-
flicting additional forms of discomfort, such
as irritation. For example, instead of having
simply to listen to any old political address,
the miscreant could be forced to listen to
speeches by Preston Manning or Jean Chre-
tien, or both.
One problem is that repeat offenders will
likely learn to sneak in diversions such as
computer games and crossword puzzles or to
sleep with their eyes open. 'these people will
need active correctional programmes that
would involve tasks such as obtaining from a
government department the reply to a simple
question, or achieving a correction of inac-
curate information compiled by a bureaucra-
cy about an individual.
Eventually of course, the Supreme Court
of Canada will rule all these methods to be
cruel and unusual punishment, and we'll
have to go back to less effective but more hu-
mane penalties such as fines imprisonment
and electrocution.

Teaching children
before the bell rings:
Learning at home
Parents can help their children learn the many
different skills they need to acquire in life.
Children have to learn to understand spoken
words; they have to learn to speak; they must learn
to distinguish between shapes, colors and sizes;
they must Iearn number skills, writing; and deal-
ing with others.
Everything is new to children
and they are eager to learn.
Parents can help their children

braries, historical sites, parks and other local
points of interest. Then discuss the visit with the
child and explain its importance.
• Select safe, educational toys such as those that
need to be put together.
• Play games, especially those that have educa-
tional value, like number games, guessing games,
word games.
• Encourage your child to do projects with other
children. He/she will learn to co-operate and
his/her social skills will improve.
• Take your child on the train, bus, streetcar or
airplane.
• Listen to your child — encourage him or her to
ask questions, discuss ideas or tell stories.
• Select activities that fit your child's level of de-
velopment, ones that he or she can learn from and
enjoy.
• And be sure to set a good example. If you are in-
terested in learning, your child probably will be,
too. For instance, set a family reading time or some
other organized learning activity and share experi-
ences.
Parents can help with homework by providing the
right atmosphere for studying.
• Limit television watching.
• Provide a good work area. This means good
lighting, a desk to work on and the right tools (a
good dictionary is especially helpful) and peace and
quiet.
• Agree on a regularly scheduled homework time.
If your child does not yet have homework, you can
still help prepare him/her by talking about school-
work. This will encourage the child to think about
school when at home and homework will seem nat-
ural when the time comes.

A shove in the school play-
ground, the threat of a beat-
ing after classes, a verbal
put-down so nasty it leaves
the recipient in tears.
It's called bullying, but it is
really about power and con-
trol — even when the pro-
tagonists are only young-
sters.
Unfortunately; pushing,
shoving and nasty words
aren't the worst of it.
Reports of students carry-
ing and using weapons in
the school yard occur with
greater frequency.
Fights over real or imag-
ined wrongs are often the
least of a principal's wor-
ries, as school administra-
tors find themselves having
to deal with vicious as-
saults, extortion and racial
violence.
Many school boards are
taking steps to deal with
bullying to prevent more se-
rious crimes.
In the Northumberland-
Clarington Board of
Education, east of Oshawa,
the worst forms of violence
are rare. Expulsion, the
most extreme form of pun-
ishment available to the
board, is not commonly re-
quired.
Educators in this area, only
45 minutes east of Toronto,
are aware it may only be a
matter of time before the
problems associated with
major metropolitan growth
will be felt.
Trudy Lum, superinten-
dent of program at the
Northumberland -
Clarington board, acknowl-

occur in her juris-
diction.
Piled on the desk

ty of evidence that
the school board is
not waiting for the

Brown bag it:
Healthy lunch ideas
. BY CINDY SCYTHES
School lunch season is around
the corner. And it is time for par-
ents to agonize over what to
send.
Healthy breakfasts and lunch-
es can certainly help your child
concentrate at school. But lunch
is also an opportunity for chil-
dren to make their own deci-
sions.
So try to pack lunches geared to
the age of your child and their
likes and dislikes. Younger
children prefer small meals.
They may
also like the
same lunch
over and
over again
as this is a
comfort for
them in the
busy world
of school.
Older chil-
dren begin to
eat more
food but
want things
that taste
good. If they
have money
and the op-
portunity,
they will
choose pop, candy, chips and
fries.
Use Canada's Food Guide to
Healthy Eating to plan all lunch-
es and snacks. Include some-
thing from at least three of the
four food groups — grain prod-
uct, vegetables and fruits, milk
products, and meat and alterna-
tives.
School lunch top 10 list:
1. Favorite foods — ask your
children what they'd like includ-
ed in their lunch, keep a list and
send these items regularly.
2. Small amounts — half of a
sandwich, small bundles of fin-
ger foods like cherry tomatoes,
crackers with cheese, veggie
sticks with dip, etc.
3. Feats — if they don't get
one, they will trade for one. Try
to make this different each day.
Cookies, chips or a fruit snack
are well accepted.
4. Involve your children — get
them to make part or all of their
lunch.
5. Pack carefully — otherwise
foods get squished or bruised.
Damaged, soggy and munched
foods definitely don't get eaten.
6. Be creative — use buns,
bagels, mini pitas, tortillas and
so on; cut sandwiches into fun
shapes with a cookie cutter or
make party -type sandwiches;
send leftover pasta or stews in a
thermos, or
