PICKERING — More than
12,000 loved ones, fellow police of-
ficers from around the globe and
complete strangers gathered at St.
Isaac Jogues Catholic Church Mon-
day morning to say goodbye to slain
Toronto Police Detective Constable
Bill Hancox.
Thousands of officers from
across Canada, including 180 from
Durtwn, colleagues from the United
States and the United Kingdom
stood outside the church listening to
the 75 -minute memorial service that

The crowd of well-wishers fell
silent as an honour guard took its
place at the entrance to the church
when the officer's coffin, draped in
the Canadian flag, was carried past
his family by eight pall bearers.
People laid flowers on the lawn
while volunteers passed out bottled
water and tissues during the service.
Police officers are always aware
of the danger that lurks on the job,
former Toronto Police Chief Bill
McCormack told the News Adver-
tiser. "You get up in the morning and
think about it, hoping it never hap-
pens. I don't think that there's one

Officers began arriving early
Monday at the Metro East Trade
Centre, where 42 Toronto Transit
Commission buses shuttled them to

Residents lining the streets out-
side the church expressed similar
sentiments.
"I wanted to be a part of it in a
small way" said Scarborough rm-
dent Trisha Dutcher, who decided to
attend the funeral after seeing a
stream of police cruisers heading to
Pickering. "It's pretty unbelievable.
I've never seen that many police of-
ficers..
Pickering resident Ian Henderson
said, "It's out of concern over the of-
ficer being killed that we wanted to
attend the funeral and show our sup-
port to his family„ He added the

community and how they feel about

Boothby paid tribute to an "intelli-
gent, dedicated, professional" offi-
cer who was "admired and respect-
ed by all who worked with
him ... When he began to talk, peo-
ple loved to listen ... He loved to
chase the bad guys."
While the family of Det. Const.
Hancox "will forever be changed
by a senseless act of violence", his
death also "gravely affects all
members" of the police communi-
ty, noted Chief Boothby.
The funeral's officiating minis-
ter Reverend Richard Newland ad-
mitted the murder of Det. Const.
Hancox forced him to question his
faith. "How could something so
senseless happen so close to
home?" And while he speculate)
it was a random act of violence
that took the life of Det. Const.
Hancox, "humanity is much more
capable of a deliberate act of
love...Humanity is essentially
good," he said.s.
Finally, Rev. Newland encour-
aged the grieving to return to their
lives. "Remember how he laughed
with you. Remember how he
played with you. Remember how
he worked with you ... and you will
find he is still very much alive:'

Durham homeowners fac-
ing large property tax increas-
es may not be able to spread
the pain over a three-year pe-
riod.
Regional Council will con-
sider Wednesday a recom-
mendation by the finance
committee to reject a phase-in
of tax increases caused by the
new property assessment for
all buildings, including resi-
dential.
The only homeowners
who will get relief are low-in-
come seniors and poor dis-
abled people as spelled out by
the Province.
If the full Regional Coun-
cil rejects a phase-in period
when it meets tomorrow,
some homeowners, especially
those living in Oshawa and
Whitby where properties
haven't been reassessed for
decades, could be facing tax
increases of more than 100
per cent.
Homeowners in Durham
will pay taxes for some Re-
gional services only — ex-
cluding water, sewer and
waste management — of
0.00737 per cent of the as-
sessed value of their property.
The Province has already set
the education tax rate at
0.0046.
Based on estimates from
area treasurers, Oshawa
homeowners will have a 'tax
rate' of 1.84, which is the
highest in Durham, to cover
schooling and services pro-
vided by the Region and the
municipality. Brock is next at
1.8 1, Whitby and Ajax at
1.71, Pickering at 1.65, Clar-
ington at 1.60, and Scugog
and Uxbridge both at 1.59.
To determine the property
taxes you'll pay for all ser-
vices, take the assessed value
of your home and multiply it
by the tax rate. Current
Value Assessment introduced
by the Province is designed to
ensure property owners across
Ontario pay the same rate.
On average, reassessment
will increase residential prop-
erty taxes for Durham ser-
vices by about $2 10 or 9.2 per
cent over last year.
Regional Chairman Roger
Anderson pleaded with fi-
nance committee members
last Thursday for a three-year
phase-in for all property tax
increases caused by CVA.
"Some of the tax increases
for some of the properties are
excessive," Mr. Anderson
said. "Spread the pain around.
In three years, everyone will
be treated equally fair or
equally unfair, but they'll all
be equal "
He won the support of Os-
hawa Oshawa Mayor Nancy
Diamond, who called on her
regional colleagues to "put a
face on this.
"Mink about the individ-
ual in a property. So far this
has been professional accoun-
tants and professional staff
putting numbers in a comput-
er. Think of Mrs. Jones or
Mrs. Brown when they get a
tax increase of 100 per cent.

MONEY. OFFERS TO 'FAKE DOG POUR IN
OSHAWA — Help is coming in
for Ralphie the dog and The Animal
Guardian Society which rescued the
dog from the pound.
After a story in the News Adver-
tiser about the American Eskimo dog
who needs a new home, readers con-
tributed $335 to help pay the veteri-
narian's bill and three people called
with offers to adopt Ralphie, said
Kathy Asling of TAGS.
More money is needed to pay the
approximate $1,000 bill at the East
Oshawa Animal Hospital, she said,
adding she has to pass on thanks to
Dr. Peter McKenzie and the Durham
Region Emergency Clinic for Ral-
phie's care.
The one -year-old dog, adopted
from the City of Oshawa animal con-
trol centre, developed pneumonia
shortly after being placed in a foster
home. He's doing fine now but is still
on antibiotics, Ms. Asling said.
It'll probably be a week before
Ralphie can be adopted out.
In the meantime, he's staying in a
foster home with Mary and Tom
O'Neil.
Anyone interested in adopting him
when he's ready can call TAGS at

were phased in, people getting
a decrease wouldn't see much
in the way of savings in the
first two years.
However, Oshawa Coun-
cillor Brian Nicholson argued
only about "six to seven per
cent of households (approxi-
mately 7,000) will benefit
from phasing"
About 83 per cent of
Durham residential property
owners will see their taxes in-
crease or decrease by as much
as $500. Fourteen per cent of
residential ratepayers will be
hit with an increase of more
than $500 and three per cent
will enjoy a cut in excess of
$500. Taxes will increase by
more than $3,000 for almost
350 homeowners.
The average homeowner
in Pickering, Ajax, Oshawa
and Clarington will see taxes
rise by around seven per cent,
while Whitby, Brock and Scu-
gog residents face hikes of
about 10 per cent and
Uxbridge people will pay an
additional 11.7 percent.

The funeral for murdered Detective Constable
William Hancox drew mourners from around the
world on Monday as thousands of fellow police offi-
cers lined Finch Avenue in Pickering from St. Isaac
Jogues Church to Brock Road.
There's a simple, dignified message there for all of
US.
Nobody else understands quite what it's like to be
a police officer, to be in the line of fire every day on
the job, to quite literally leave in the morning and
quite possibly not come home at night.
Accidents can and do happen to people every day.
We're all sometimes too close to a fatal car accident,
to crossing the street at the wrong time, to being stuck
in the house when a fire happens. However, those
awful events are so rare, they make news when they
do happen.
But police officers never quite know what awaits
them on the beat. Despite thorough training in proce-
dure, despite bulletproof vests being worn by uni-
formed officers, despite a network of fellow officers
just a radio call away to assist, each day could well be
the last day for a police officer.
It doesn't happen often a police officer dies in the
line of duty, and despite the suggestion that Det. Han-
cox was not targeted for death, was perhaps simply in
the wrong place at the wrong time, his death is still a
tragic reminder to all other officers. In fact, it is such
a difficult event for other officers to handle, thou-

Fall fairs in
mud and lore
In urban locales like Ajax and Pickering,
the annual fall fair has gone the way of
Model -T cars. The ritual still lives on in
small-town Ontario where I was raised. But
it's a far cry from the way I remember it as
a youngster growing up in the Goderich
area on Lake Huron.
Gone are the days when the fall fair fol-
lowed the return of children to their classes.
It's now a mid -summer phenomenon. Rele-
gated to the history books are the school -re-
lated competitions among the students
where neat printing could be awarded a red,
fust -place ribbon or a funny short story
might net you a blue, second -place ribbon.
All the work of those who participated,
along with the best pickles, best pies and
best -decorated cakes from the many women
who put their culinary skills to the test, were
on display at the local community hall.
Arra pony clubs and 4-H clubs were at
one time also staples of the fall fair, as
equestrians showed their prowess on their
steeds in a variety of different activities at
the corral. The kids in the 4-H clubs, a
group similar to Guides or Scouts but with
an emphasis on farming, would bring their
best cows of differing breeds to the fair to
have them judged against their peers'.
All these things which highlighted coun-
try living and made the fall fair unique are
now just a memory.
Now, the genteel nature of the country
fair has given way to open-air dances, beer
tents and, all the rage at this past weekend's
Dungannon fair, the Mud Bog.
The Mud Bog, for the uninitiated, is ex-
actly what the name implies — a long, deep
pit filled to overflowing with an oozing pri-
mordial soup. Drivers of 4x-4 pick-up
trucks elevated several metres off the
ground on over -sized tires tried to negotiate
their vehicles the farthest and the fastest
through the muddy terrain. But, the fun part
for the asseml ied masses were the sights
and sounds of motors revving, exhausts
spewing, tires chirping, eardnmts popping,
and, best o(4 mid splattering eveyvvhee.
It seemed to me that everyone with a 4-
x-4 pick-up truck within a 50 -mile radius of
Goderich was lined tip for their shot at get
ting Brough the mud soup m their mega -
trucks spay -painted with such names as
Slims and The Big Dog.
By far the most emataining and the
most red -necked of the everts at the fair had
to be the Dash for Cash, You guessed it,
men and women lined up as if to run the
100 -yard dash, bort instead tried to slosh and
slog their way to the other side of die almost
w"ssable mud pit to pick up the $SO prise.
To say the least, it was as finny as k was

1998 FINAL TAX BILLS
The Province of Ontario is making extensive changes to the
property assessment and taxation system. The town is still
awaiting the information necessary to establish the 1998 tax

Home in limbo until Pickering chooses library site
PICKERING — The Town
won't undertake costly renova-
tion of an historical building, but
will leave it standing for now in
the event the land is sold instead
of being used as the site of a new
library.
That decision was made Aug.
4, when Pickering councillors
also agreed to wait until the
Town learns if it will be able to
purchase a school to use as a
community centre before making
a decision on what to do with the
land at East Woodlands Park.
Plans to build a western
branch library and multifunc-
tional community facility were
put on hold when the Town
learned in June that Woodlands
Centennial Public School was
one of nine earmarked for clo-
sure by the Durham District
School Board.
A new provincial education
funding formula calls on boards
to close or dispose of surplus
space in order to get money for
new schools or additions to alle-
viate overcrowding within a
board's jurisdiction.
The Town has already in-
formed the board of its interest
in the school, located at Whites
Road and Dunfair Street, and ex-
pects to learn this fall if it can
purchase it.
If so, the site currently desig-
nated for the community centre
could be sold as prime develop-
ment land because it fronts
Kingston Road.
While the school is already
built and serviced, it's also at-
tractive because it abuts a park
that features tennis courts, base-
ball diamonds and soccer field. It
has ample parking potential and
is accessible by car, transit and
sidewalks.
Even if that plan falls through,
renovation of the Regency -style
cottage and butler -style building
at East Woodlands Park — which
carries a price tag of $365,000 —
is considered too costly to under-
take. Demolition is estimated at
$10,000.
The Regency period in archi-
tecture lasted from about 1830 to
1860. Historical records indicate
the house was in place at least by
1851.
In a preliminary report to the
Town last May, the Heritage
Pickering Committee noted the
house is one of very few existing
Regency -style cottages in Pick-
ering and its members "are unan-
imous in believing the Palmer
house is a structurally sound
building and is worth restor-
ing-.
The committee's recommen-
dations were made when the site
was still the top contender for a
library and community facility.

major bantam Red Sox are
the champs.
Pickering captured the
Eastern Ontario Baseball
Association playoffs here
on the weekend.
The Red Sox won five of
six games in the double -
knockout tourney, which
attracted the top eight
teams in league play.
Pickering opened the
tourney with a 12-0 win
over Belleville and then
prevailed 12-3 over Clar-
ington, the first -place team
in league play. In the best
game of the tournament,
Whitby topped the Red Sox
4-3.
Pickering returned to its
winning ways by thumping
Ajax 19-4 to set up the
championship against
Whitby where the Red Sox
needed two wins to claim

ACCESS PROGRAM: A YMCA
program where children of
divorced or separated parents visit
with their non-custodial parent in a
safe and supervised setting. Refer-
rals are from the court or other pro-
fessionals assisting the family. Vol-
unteers age 18 or over are needed
to supervise the visits. This is
group supervision, therefore volun-
teers are with other volunteers and
other visiting families. The volun-
teer takes observational notes while
the visit is in progress. The notes
may be ordered for court purposes.
Volunteers should have some expe-
rience working with children.
Training is provided. The Pickering
location operates every Saturday
and the Oshawa location every
Sunday (both during day time).
