Everywhere I turn these days, there are questions about the new school year. At home, my four-year-old daughter will be starting junior kindergarten this fall and she has serious concerns that must be addressed: Will her teacher be nice'! How many boys will be in her class? Does she have to tell the teacher when she needs to go to the wash- room? Does she have to go to school when it's raining'! What will her younger brother do when she's not there.' At work, questions about education change regularly. And though I covered educational is- sues for many years as a reporter, I will soon be a reporter, a taxpayer and a parent with her eyes on school -related issues. And so I am left wondering how a ruling last week that part of the provincial govern- ment's Bill 160 is unconstitutional will affect our decision to send our children to a separate school. According to the ruling, the bill vio- lates the constitutional rights of Catholics to control their own school system through the right of separate school boards to tax. Admittedly, our decision to send our kids to a Catholic school was based — at least partial- ly — on geography. The school is around the corner from our home and because I work part- time, I am looking forward to being able to walk the kids to and from school and to have them home for lunch most days. Certainly, we are supportive of many Catholic teachings, but I was conscious that the separate board in Durham has historically had less money to spend per student than the public board — though I'm not sure how much that does or doesn't affect the level of educa- tion students receive. So I welcomed the announcement that the provincial government was taking over the collection and distribution of education taxes to ensure all students across Ontario receive the same level of education regardless of the system or local property tax base. Funding of Catholic education is now in limbo, however, as the Province prepares to appeal the ruling. Your guess is as good as mine as to what this might mean and if we will be forced to revert to the former funding model without giving the new one a chance. What is particularly puzzling for me, how- ever, is that, while school boards applauded the new funding formula, school teachers' unions challenged it. As school boards plan to stand beside the provincial government in its appeal, teachers vow to stand their ground. Seems to me we should give the new sys- tem a chance. After all, it is to be reviewed in five years and local taxation powers would be restored if it doesn't provide equitable financ- ing. I have to wonder what is motivating the unions to challenge the government. Do they think it will improve education or are they looking a gift horse in the mouth simply be- cause they don't like the gift giver? Linda White is a regular News Advertiser columnist. Michigan are slowly com- ing to light. The details are still sketchy with all the information coming from UAW sources because General Mo- tors, to date, has not released any de- tails beyond an initial statement con- firming a tentative settlement. "With the secretive nature of this company, we may not know for months what the real deal is," says Charlie Reid, the head of automotive services for Ernst and Young, an in- vestment advisement and financial services company. Automotive analyst Jim Harbour, president of Harbour and Associ- ates, agrees. "Nobody really knows what's going on," says the publisher of the Harbour Report. "Don't expect any- thing in the next week from the Board of Directors. Over three months, over six months over a year, watch it roll out." But, based on what is known so far from UAW releases, both the Canadian Auto Workers and Mr. Reid suggest the giant automaker was the Goliath to the UAL 's David; failing to set the precedents it wanted on outsourcing and produc- tivity issues. "GM's a major loser here by every measurement." says CAW President Buzz Hargrove. "Me only possibility of them winning here is if it serves as a wake-up call for the (GM) Board of Directors that it can't treat people this way. "The only rationale I can find (for the strike) is GM thought some- how they could bust the union and it didn't work." Mr. Reid, who supports the Gen- erai Motors position on the need for outsourcing of parts, agrees General Motors gained very little from the strike. "General Motors got a 15 per cent productivity gain and that's positive," says Mr. Reid. "But I can't believe General Motors went through all that trouble to save $100 million; and they only get that if they put $180 million into the plants." Mr. Harbour estimates General Motors lost about $6 million during the strike. The ratified contract between GM and the Flint plants promises a no -sell contract at least until Jan. 1, 2000. That will give the plants' man- agement and labour an opportunity to turn the "unprofitable product lines" around, according to a UAW release. Addition -fly, about $200 million will be infused into the plants. A number of other grievances were also settled and GM agreed to put $6 million into employee settle- ments. Additionally, a new process was put in place to resolve griev- ances as they happen, notes Mr. Har- grove. The new contract may help the auto maker in its pursuit of higher productivity (less labour cost per car) throughout its parts plants, sug- gests Mr. Reid. "General Mo- tors found the UAW was not putting its shoulder to the wheel; it was not coming through with the (1996) agreement. Maybe that has strategic value, to get the language (into the agreement). But, it looks like they did- n't get nearly enough; not nearly enough" Mr. Reid says although the locals may have won the strike, both the U.S. and Canadian em- ployees actually lose because "tak- ing this position makes it virtually impossible to become more compet- itive. And that's not good news for sales." In order to stay competitive, Mr. Reid says it is imperative for General Motors to outsource to more efficient plants. "Take a plant such as A.G. Simp- son. They're simply better at makings stampings than any GM plant will ever be and they do it at less cost. The labour's cheaper but it's still a decent wage. "In the parts supply community, the whole reason for being is to do a particular product. They're highly mo- tivated to get better every year because they have to contin- ually bid for the job and they do get bet- ter every year. A GM stamping plant doesn't have the motivation to im- prove every year, it doesn't have any motivation to be the best." But, Mr. Har- grove vehemently rejects this argu- ment. "If you have a (GM) plant dedi- cated to stamping, the people in that plant are going to be just as dedicated to metal stamp- ing as the ones at A.G. Simpson. BUZZ HARGROVE 'GM's a major loser here by every measurement.' That same argument was used against the Auto Pact. They said (if we received guarantees of invest- ment) we'd become fat and lazy. We've shown the direct opposite to he true. We are one of the highest quality and lowest -cost producers in all of North America." General '.Motors labour costs may be slightly higher by doing* the work in-house, but that's balanced by GM's economy of scale. he sug- gests. " Chn sler and Ford may have a slight advantage on the cost of labour but, in other cases, the higher volume of General Motors purchas- es because they are producing the parts in-house means thev're doing it cheaper than what Chrysler or Ford can buv outside. While Mr. Reid concedes some of the compan sons Ixaw'een the oth- er North Amencan companies and General Motors do over -exaggerate the difference in productivity, he says that doesn't mean there's no va- lidity to the argument and it doesn't mean there isn't room for improve- ment. " If I did go to all the trouble of companng apples to apples, there's still a big difference. It's got some validity to it. If quantitatively it's not totally accurate. qualitatively, there is a difference." There are other things GM should ha doing in addition to cut- ting labour costs, says Mr. Reid. He says the company should be looking at its sales mix of cars to trucks. And he says. " If it did a better job of launching new vehicles; if it took 12 months instead of 24, the company would get more out of its fixed costs. They've probably got too mari peo- ple in salary too... but it really is naive to suggest that because there are other ways to cut costs it's not necessary to improve productivity." Mr. Reid warns that if the union and company don't heed the ana- lysts' warnings, when the economy turns around, GM may be forced to close plants. He fears, politically, there will be pressure for the compa- ny to make Canada share some of that pain. But, Mr. Harbour disagrees. "That's crap," he says plainly. "You close plants for different reasons but, you don't close them for political reasons." Oshawa's assembly plants are the most productive in the GM North American chain and aren't go- ing anywhere, he insists. GM shouldn't be closing any plants based solely on productivity anyway, says Mr. Hargrove. "Some analysts say Nissan is the most pro- ductive company in the world but they've lost money every year for the last five years. Which one would you rather invest in?" When the analysis is complete, Mr. Hargrove says, "Me real winner here is middle class America. "We're not there yet, unfortunate- ly," said Kelly Patchet of the Greater Toronto Home Builder's Association earlier this week. "Two trades are out and one of them is the framers. If the frames don't go up, it's really just a base- ment;' she relates. The framing car- penters rejected a tentative settle- ment with the contractors by a 2-1 margin last weekend. AJAX — Judokas from the Ajax Bu- dokan Club returned home with medals from the recent 1998 United States Judo Association's championships in Toledo, Ohio. The meet featured top athletes from across the U.S., along with a smaller Canadian contingent. Chris McCrudden, 14, of Pickering, was the big winner at the end of the competition, winning the gold medal in the 13-14 heavyweight division. He de- feated two opponents. one from Indiana and another from Buffalo, to capture the crown. "I was quite pleased and really satis- fied:" says McCrudden of his U.S. title. "I couldn't believe it happened. One day I'm fighting in the club and the next day I'm the U.S. champion, so it felt really good .. It was McCrudden's first internation- al gold medal. He's been studying judo for the past eight years, this past with the Ajax club. In May, McCrudden finished third in his division at the Am -Can International Tournament in Buffalo. Other members of the club also fared well at the U.S. championships. Dustin Pickering athletes set to compete at Hershey's North American meet PICKERING — A group of Pickering athletes will compete at a prestigious U.S. track and field meet next month. Jenn Evans, Tabia Charles and Shannon Boodram, all of Pickering, along with Patricia Mayers, of Oshawa, will com- pete in the 13 -year-old 4 -x -1(X) - metre relay at the Hershey's Track and Field Youth Program North American Final meet in Hershey, Pennsylvania on Aug. 15. In addition to qualifying for the Hershey's North American final meet, the foursome also captured the provincial champi- onship for bantam girls' in the 4- x -100 -metre and the 4 -x -200 - metre relays at the recent Ontario Track and Field Association championship,. As well, Robert Jacob, 12, of Pickering, will compete at the ball throw at the Hershev meet. Jacob, who completed Grade 6 at Notre Dame de la Jeunesse school in Ajax, is a first-time par- ticipant at the North American event. He also plays softball on r— the Steve Bartley-Coldwell Banker team in the Pickering Softball Association. The 21 st annual meet, spon- sored by Hershey Foods, will feature 480 of the best young track and field athletes ages nine to 14 years in North America.
