In a scene straight out of a Hol-
lywood action movie, a massive po-
lice manhunt for a suspected killer
ended in highway drama yesterday,
following a knife-point robbery of a
Kendal family and high speed chase
across the region.
The late -morning pursuit, which
crashed to a halt at the Highway 401
overpass at Harwood Avenue in
Ajax, followed an intensive we ek-
erxi search in the region's north-
west end by heavily -armed provin-
cial and regional police.
Ennio Stirpe. 47, was wanted on
first-degree murder warrant follow-
ing the shotgun slaying of a 35 -
year -old man in Caledon, whose
body was found Saturday.
OPP picked up the suspect's trail
after a blue 1989 Oldsmobile.

couple came to phone 911.

Constable Katherine Denton, an
eight-year veteran of the force
whose quick -thinking left an ac-
cused killer behind bars last night.
Const. Denton's "pretty routine"
shift, beginning at 6:30 am. with a
break -and -enter report dramatically
changed after I I a.m.
Const. Denton was filing paper-
work at police headquancrs. in Os-
hawa when she heard the general
b•nadcast go out for the Clanngton
couple's stolon car, a blue Fad Taurxs.
Acting on her own initiative, she
took to the mad in her cruiser and set
up position on the Hwy. 401 on-ramp
at Ritsom Road. -Usually, when a car
is stolen there's a chance (the suspe Lt )
will head to the 401;' she would ex-
plain in an interview latex.
Initially, she started to tail a west-
bound car snatching the description,
but when it carne over the radio the
suspect was in a swtio nwagon, she
went back to lie in wait, this time at
the Brock Street ramp in Whithy.
Within "two minutes" the offi-
cer's hunch panned out.

Sirens blaring and flashing lights
activated, Const. Denton pursued
the car in and out of heavy traffic,
the chase at times teaching speeds
of 150 km -h.
As the car exited the highway at
Harwood Avenue, the suspect sped
north but ran into a wall of traffic. In
a move of desperation, the driver
crossed the centre median to at-
tempt a U-turn, but spun out of con-
trol into a residential fence.
From there, the constable had
the alleged killer cornered. She ma-
neuvered her cruiser into the inside
lame, forcing the stubbom suspect to
drive along the grass boulevard, un-
able to re-enter the roadway. The
vehicles continued side-by-side,
until the suspect ran out of room.
"I didn't want him to get back onto
the roadway, so I pinned him against
the conc mte barrier." she said. " I kept
him tight against the concrete and
he was looking at me as if he was
getting mad, then he just spun out"

just kept commanding him to keep his
hands in the air;' she said, adding the

When officers arrived, the sus-
pect was ordered from the car at
gun -point and taken to Ajax -Picker-
ing Hospital for minor injuries. He

Bill 160 ruling fuels education debate

An Ontario judge's ruling declar-
ing parts of Bill 160 unconstitution-
al could have far-reaching conse-
quences that extend beyond the edu-
cation system, says the head of the
Ontario Public School Boards' As-
sociation (OPSBA).
-I think the question is can the

vive?" asks OPSBA president Liz
Sandals, who maintains the ruling
calls for a "whole re-examination of

Mr. Justice Peter Cumming of
Ontario Court, general division,
agreed with the Ontario English
Catholic Teachers' Association
(OEC -TA) last week in ruling Bill
160 violates the constitutional rights
of separate school boards to levy
taxes.
Education Minister Dave John-
son has said his government will ap-
peal the decision and will take the
case all the way to the Supreme
Court if necessary.
But, if the ruling is upheld and
school boards regain their taxation
powers, the decision could throw a
wrench into the Province's down-
loading scheme, Ms. Sandals says.
The government downloaded
costs for services such as GO tran-
sit, public health and social assis-
tance to municipalities earlier this
year in return for assuming the costs
of education funding. Queen's Park
now has sole control over school

Court decision poses dilemma for Tories

When asked what the rul-
ing could mean for the
Province, Community and
Social Services Minister
Janet Ecker said, "It is pre-
mature to speculate at this
time.
"As Dave Johnson has
said we're appealing (the rul-
ing). I don't think it's appro-
priate to speculate on what
the impact may or may not be
until we've sorted out the
legal ramifications."
The Durham West MPP
notes the judge upheld the
government's position on five
of the six issues that were
challenged in the case, in-
cluding the ministry's author-
ity to control the education
system.However Mr. Justice
Cumming had some harsh
words for the government's
new approach to funding ed-
ucation. "The prohibition
through the new funding
model upon schools boards
being able to raise any rev-
enues at all by local property
taxes runs counter to the
countless studies done in re-
spect of financing the Ontario
education system;' he wrote
in his ruling. "Tile purpose of
the local levy is seen as en-
abling school boards to meet
students needs that cannot be
met in the overall funding
formula.
"Educational equity is
viewed as not implying sim-
ply that there be equal fund-
ing on a per student basis;'
the ruling says. "Rather, equi-
ty is seen from a broader per-
spective... while there is a
generally held view that there
should be a significant reduc-
tion in the reliance upon resi-
dential property taxes as a
source of funding, it is impor-
tant to leave the ability with
school boards to provide for
local enrichment in educa-
tion"
Yet, Ms. Ecker says,
"There are 396 sections in
(Bill 160) and this is one
piece that the judge has con-
cerns ahout"
While the ruling recog-
nized the right of separate
boards to control their own
system, the court rejected the
argument that public hoards
share the right to levy taxes.
"I think the government
has a serious political prob-
lem on its hands in that you
can't have one group having
the right to tax;' says Ms.
Sandals. "Presuming the
judge's ruling is
uphLId...sooner or later (the
Province) will have to rewrite
parts of Bill 160"
But, Ms. Ecker says the
judge "very clearly upheld
the funding and the tax sys-
tem a, it applies to public
schools;' adding tlx: public
school hoards' assmiation is
"being highly speculative and
causing a lot of uncertainty
at a time when it's important
for us to make sure these im-
provements (in Bill 160)

ships on a website to be launched

PICKERING — For a five-
year-old girl born without a hand,
the War Amps "are the people
who help children and can get you
stuff you don't have."
And for Jessica Stasiuk, that
"stuff' has included things like a
special skipping rope which she
attaches to her left wrist and al-
lows her to skip like other young-
sters.
She also has a myo-electric
arm which she can open and close
by wiggling her arm. When she
was learning to ride a hike, the
War Amps gave Jessica a special
attachment for the handlebar in
which she placed the end of her
arm to help her maintain balance.
The attachment popped off if she
fell off the bike to ensure she did-
n't hurt herself.
Jessica, who'll be in Grade 1 at
Our Lady of the Bay Catholic
School in September, has been a
member of the War Amps Child
Amputee (Champ) programme
since she was two months old.
-1 couldn't say enough about
them," says Jessica's mother
Kathy. "A lot of people associate
(the War Amps) with veterans, but
they do so much for children like
Jessica:'
Mrs. Stasiuk credits a Match-
ing Mothers Program with help-
ing her cope in the first weeks
after Jessica's birth. " I remember
wondering how this could happen
to us," recalls Mrs. Stasiuk, who
says there were no indications
from any ultrasounds she had dur-
ing her pregnancy that Jessica
would he born without a hand.
".Eventually, you get past it.
Today, Jessica's in there with
every other child" and enjoys
hopscotch and playing with her
large collection of dolls. "The
only challenge she faced was S
skipping, and now she can do
that."
If other children ask Jessica
about her hand, the bubbly young-
ster tells them matter-of-factly,
"That's the way I was born."
While Jessica's parents have
found much support and informa-
tion through the War Amps, their
daughter has also found support.
When she attending a Champ
seminar last spring, for example,
she met other children with artifi-
cial limbs.
"It's good for her to meet other
kids who are the same as her;" be-
lieves Mrs. Stasiuk. "She always
wants to know why she has a spe-
cial hand and no one else does.
This gives her a chance to see
there are lots of other kids like
her."
The seminar also featured par-
ent counselling aimed at helping
them raise an amputee child: a
session called What Bugs Me
which gives Champs a chance to
talk about things like teasing and
staring that sometimes 'bug' them
about being amputees.
There was also a display of
new developments in artificial
limbs, while older Champs served
as junior counsellors and talked
about how they handled growing
up as amputees.
Mrs. Stasiuk finds the seminars
informative and applauds the phi-
losophy of the War Amps. "They
believe that, if a child wants to do
something, there's no reason they
shouldn't be able to:'

OSHAWA — Durham Re-
gion's economic engine could be
purring again within a week, ac-
cording to both company and
union officials.
_ Although neither side is ready
to commit to a guaranteed time
frame, both are optimistic a set-
tlement in the General Motors
strike, now in its eighth week, is
imminent.
"There really is a much dif-
ferent tone," says Canadian Auto
Workers president Buzz Har-
grove.
"GM has blinked. But, even if
it's up and running in the next 72
hours, there will still be a few
days before the lines are up al-
though the trucks (at the Oshawa
north plant) could be earlier."
However, Mr. Hargrove
noted, "The tough issues which
started this dispute still have to
be bargained down."
At General Motors Oshawa,
spokesman Greg Gibson was
also more optimistic about the
potential end to the Flint, Mich.,
strike which is causing layoffs at
27 of the automaker's 29 North
American plants.
An estimated 200,000 GM
workers are laid off along with
thousands more at feeder plants.
The lengthy strike is estimat-
ed to have cost the automaker
more than $2 billion in lost prof-
its to date and, it is predicted,
that cost will be further exacer-
bated by lost market share the

Mr. Gibson is "not predict-
ing" when a settlement will
come about though he says, "I
hope it can be resolved as quick-
ly as possible, although there's
still work to be done"
The turning point in negotia-
tions came this weekend when
General Motors returned the dies
to a metal stamping plant in
Flint.
The dies were removed from
the plant about a week before a
strike began on lune 5. There
were fears they would be moved
to a plant in Mexico for produc-
tion there.
"It was the plan all along to
return them," says Mr. Gibson of
the dies. "We decided in order to
help negotiations along to return
them."
Another reason believed to
have played into that decision
was one made right here in
Durham; the shutdown of the
Oshawa truck plant last week
due to a lack of parts.
That plant is the lead produc-
er of a new line of trucks — the
Chevy Silverado and the GMC
Sierra — due to hit the market
this September.
The CAW told the company
workers here would not return to
the job with parts made else-
where.
But, Mr. Hargrove says it
would be giving the CAW and
the Canadian operations "too
much credit" to say this was the
main reason the company began
serious negotiations. The prima-
ry motivation was probably the
"awful lot of profits" being lost,
he says.
However, he adds, "We did
contribute to forcing GM to find
a solution as opposed to finding
a way to operate around the
strike."

Be careful
out there
In spite of the efforts of police and citizens to bring a
stop to speeding, drinking and other bad driving habits, it
always seems to happen every summer road carnage.
Our highways and biways, especially on weekends
and more particularly, on long weekends, become sur-
vival courses where arrival at a cottage or campsite and a
safe return home after the weekend is almost a relief.
With increased traffic over the past decade as the pop-
ulation grows and vehicles squeeze onto our roads, the
need for safe, cautious, defensive driving is greater than
ever. It's almost a guarantee in our newsroom that we'll
get at least one, and usually more, Durham fatalities com-
ing in after a weekend of crashing around out there. It
doesn't need to be this way -- it shouldn't be this way.
It's been said before and it needs to be said again and
again and again. If you drink, don't drive. If you drive,
don't speed. When you drive, drive safely and obey all the
rules of the road.
If only every driver out there would follow those three
simple riles, the safety rate on our roads would skyrock-
et. There are numerous causes of accidents of course —
improper turns, failure to stop, bad lane changes, fail to
signal, fail to yield, etc., but the three highest accident
causes come from drinking, speeding and not driving sen-
sibly.
While it's still under investigation, an accident this past
weekend took the life of a 10 -year-old boy. As well, an
Oshawa man was killed in a crash in Ajax over the week-
end. And several weeks back, a man and his son were
killed in a Durham Region accident. There will unfortu-
nately be many more in future, probably as soon as the
upcoming August long weekend — unless we all take re-
sponsibility for our driving.

Whoever came up with the idea of listing on the Web

deserve
respect
To the editor:
On Friday, July 17, I attended
a funeral which forced me to real-
ize I had not been a very good
neighbour. Sharon DeBaic was
only 48 years of age when she
died. She had to endure a life of
humiliation and loneliness because
of her condition. You see, Sharon
was obese and had to use an over-
sized wheelchair to get around.
Throughout her life, people stared,
cringed, made faces, looked away
or made rude comments about her
size — but few knew her for who
she was. She was a caring daugh-
ter, a loving mother and mother-in-
law, and a grandmother who
adored her two granddaughters and
looked forward to their daily visits.
Before her health deteriorated, she
was an active member of her com-
munity.
Sharon and a small handful of
dedicated people founded Duffin
Creek Co -Operative Homes at
1555 Finch Ave. and worked hard
with planning committees, politi-
cians, builders, inspectors and
other regulatory bodies to bring
about the first housing co-opera-
tive in Pickering (built in 1989).
She wanted a clean, affordable and
wheelchair accessible home in
which to raise her teenaged daugh-
ter and it was her belief that a
housing co-op would provide the
ideal setting. When it was finished,
there were 75 townhouses; two of
which were wheelchair accessible,
plus an administrative centre with
offices, meeting rooms, laundry
room and a party room — all of
which are wheelchair accessible.
Our co-op is still a beautiful setting
with well -manicured lawns and
gardens, two playgrounds and sev-
eral functioning committees oper-
ating to keep our members active
and involved in their community.
Sharon served on our founding
board of directors and was re-
elected to one term before her
health prevented her further in-
volvement. I never thanked her for
all she contributed in providing a
clean, safe, friendly, affordable
place for us to raise our families.
The next time you see a person
who is overweight, blind, wheel-
chair-bound or has any other dis-
ability, please do not prejudge
them. They deserve respect just as
you do. Please teach your children
not to stare or comment. Be toler-
ant and friendly. Someday, it could
be you or one of your loved ones
with a disability and then you will
know the pain of rejection that my
friend Sharon endured.
Goodbye Sharon — you will be
missed.

Review a test
of citizen and
Hydro resolve
A rather interesting experiment in the com-
peting powers of democracy, big business and
environmentalism is taking place in Pickering.
It's the environmental review of the Picker-
ing nuclear station being conducted by Ontario
Hydro, with the participation of a "working
group" of citizen representatives from various
community, business and government organi-
zations.
The fact any review is taking place at all is
to the credit of the citizens, politicians and
groups such as Durham Nuclear Awareness and
Pickering Ajax Citizens Together (PACT) for
the Environment that pushed last year for an
evaluation of the nuclear plant under the
provincial Environmental Assessment Act.
They didn't get what they wanted, but they did
manage to create enough pressure to, in effect,
force Ontario Hydro and the Atomic Energy
Control Board to act by ordering reviews of
their own.
Hydro's Environmental Review Project got
seriously under way a few weeks ago with the
first meeting between the working group,
Hydro officials and the consultants hired by
Hydro for the project. Working group members
made it clear they weren't there to rubber
stamp anything. The citizens, led by PACT
chairman David Steele and Liverpool West
Community Association president Martin Her-
zog, started the proceedings by torpedoing the
agenda and plans to take the group on a tour of
the plant that night. They wanted to start work-
ing on drawing up a list of issues the environ-
mental review should address.
Though somewhat taken aback at first by
the group's apparent aggressive attitude, the
consultants and Hydro folks, to their credit,
went along with the change in plans. They
talked about anything the citizens wanted to
discuss, and said they were open to everything.
Review project manager Laurie Swami in par-
ticular seemed to make a sincere effort to an-
swer questions in a straightforward manner and
assured the group Hydro was serious about
conducting a thorough environmental review.
So far, everybody seems to be pleased with
the process. But things are likely to get a bit
more intense tomorrow night (July 29) when
the citizen and officials meet again, this time
to try to reach some kind of consensus on a list
of issues the review will deal with and the
scope of the investigation work to be done. It
will probably be even tougher to get through
the next stage planted for the fall — when the
group will consider an environmental action
plan to be drawn up for the Pickering station.
But the real moment of truth is likely to
come after that plan is submitted to Hydro
management in November, when Hydro has to
decide how much money it is willing to fork
out to alleviate the concerns of the community
and make the Pickering plant more environ-
mentally -friendly.
It could be quite a battle.

Area equestrians rode tall in
the saddle at the Central Ontario
Region Show Jumping Qualifier
in Ajax last Sunday.
The event, hosted by the Ajax
Pony Club at the Audley Road
Stables, was the second of three
show jumping qualifiers for the
Ontario Pony Club Tournament of
Champions in the fall.
In the Sunday show, three divi-
sions of entry-level riders compet-
ed in two classes each. No divi-
sion champions or reserves were
declared as entry-level riders
don't qualify for the Tournament
of Champions.
The higher categories compet-
ed in three classes each to deter-
mine a champion and a reserve
champion in each division to ad-
vance to the Tournament of
Champions.

Pickering Pony Club's Katelyn
Powell, aboard Spice Girl, fin-
ished second in Entry Level `A'
class I and second in class 2.
Ajax Pony Club's Dawn
O'Neill, riding Trigger Appy, fin-
ished second in Entry Level 'B'
class 1. The Ajax club's Ingrid
Piat, on Champagne Cocktail, fin-
ished second in class 2 and Ian
Sharpe, on Rock the Casbar, was
third.
In Entry Level 'C' class 1,
Lindsay Bell of the Ajax club, rid-
ing Valentine, took top honours.
Renee Rodrigues, of the Ajax
club, aboard My Kinda Guy, fin-
ished second. Bell and Rodrigues
also finished first and second, re-
spectively, in class 2.
