Separate boards and their teach- ers were on opposite sides of the courtroom during the recent hear- ing into the constitutionality of the legislation that gives the govern- ment full control of school fund- ing. And Grant Andrews, director of 4he Durham Catholic District -School Board, reports the Ontario Catholic School Trustees' Associa- tion (OCSTA) "will be party to the appeal.. - Education Minister Dave John- son has said his government will appeal Wednesday's court ruling that Bill 160 violates the right of Catholic school boards to levy tax- es: '*'T rere-is an obvious difference of opinion" between separate school boards and Catholic teach- ers-, Mr. Andrews says. - When the Ontario English Catholic Teachers' Association (OECTA) questioned the legality of the government's decision to re- move the separate system's taxing powers in court, OCSTA sided with the Province in defending the funding formula. Mr. Andrews says separate boards have "never departed" from the belief that the system should have the right to levy taxes. "I do support (the right to levy taxes) but I also support its suspension pro- vided that fair and equitable fund- ing exists for all the students throughout the entire province," Mr. Andrews says. , Jim McCafferty, chairman of the separate board, says, "We felt that the government had provided equal funding (for separate school boards through Bill 160) which is what the trustees have been fight- ing for all along. We also felt our rights were covered with section 93 of the Constitution. We still felt we would have the right to tax at some later date." He notes Catholic school boards backed the government br cause the Education Quality Im- provement Act introduced a stu- dent -focused funding formula that, for the first time, offers the same money to students in the Catholic system as it does to their public board counterparts. "My hope is that there will be some openness to dealing honestly with this issue" Ms. Kock notes the report is "fairly comprehensive" in many areas but says it fails to deal with research already done in areas such as radioactive tritium in drinking water. "They've acknowledged tritium in drinking water is an issue but they're failing to remember that re- port done by ACES" (the Province's Advisory Committee on Environmental Standards), which recommended drastically reducing the legal limit for tritium in drinking water. "They have this huge release limit and it's not an issue because they're not breaking any laws. We've always argued the limits are too high and they need to be tightened." "It's disguised right now as a debt retirement charge, but ultimately it's a tax grab" Pickering Hydro commission- ers met recently to respond to the legislation to open up the electrici- ty sector to private companies which passed second reading June 25 and is expected to go to public hearings in August. As a result of discussions at that meeting, Mr. Wiersma is drawing up a position paper commissioners are expected to endorse and send to Queen's Park. Pickering Hydro also plans to send a representative to the pub- lic hearings to explain its objec- tions and concerns. Of utmost concern is a section of Bill 35 which will allow the Province to charge publicly -owned electricity generators, and electric- ity distributors such as Pickering Hvdro, new taxes on top of the payments -in -lieu (PILs) of taxes they now provide to municipal governments. At first these new taxes would go to paying off a portion of the more than $30 billion in Ontario Hydro debt, to put the provincial utility in a po- sition where it can com- pete with the new private generators. That portion, called the "stranded debt", has yet to be de- cided by the Province. After it has been paid down, some of the addi- tional taxes would be distributed to municipal governments in a man- ner to be specified by the Province, and the rest would go to the Province. Pickering Hydro maintains all the stranded debt should be paid for from the 'com- petition transition charge' which will also be levied on electricity consumers and producers and which would be eliminated once the debt is paid off. "Our position is there shouldn't be any additional taxes, whether they be corporate taxes, income taxes or additional payments -in - lieu;" says Mr. Wiersma. "Our con- cern is they will lead to higher (electricity) rates in the long term." Pickering Hydro's submission on Bill 35 will also state that: * Ontario Hydro should be broken up into smaller, separate compa- nies to stimulate more competition in the electricity market. "Too much of the gener- ation is in the hands of one corporation;" ex- plains Mr. Wiersma. * Nuclear power should not be privatized. Though there is no ac- tion under way now to privatize facilities such as the Pickering nuclear station, Pickering Hydro wants to emphasize its opposition to such a move. "It's felt that if it's in public hands there's more local control over the decisions being made than if it's in private hands;' says the general manager. * There's no need for a new Elec- tricity Safety Authority to inspect publicly and privately -owned transmission and distribution lines. "We feel this is a needless incur- sion into areas we have jurisdiction over and it would be a needless ex- pense:" says Mr. Wiersma. "This is only a very prelimi- nary benchmark report;' says .Mr. Steele. adding working group members are planning to ask for significant additional in- vestigation and to identify sev- eral more issues that need to be addressed, such 'as the long- term effect of exposure to low- dose radiation. Mr. Steele notes, "The way the report's done is not giving a true indication of monitoring on a daily or weekly basis. When we have a spill I want to see it recorded as a spill, not as an av- erage at the end of the year." Pickering station acting su- perintendent of environmental services Laurie Swami, who is project manager for the review, acknowledges Ms. Kock and Mr. Steele are making "valid comments", but adds the first report is only a "snapshot" of where Hydro is at now. "This initial report is a sum- mary of our requirements and our internal programmes at this point," she explains. Ms. Swami says the ACES document will probably be dealt with in the next phase of the review, as will other issues brought up by the working group. An environmental report released by Ontario Hydro says emissions at the Pickering Nuclear Generating Station have decreased during the past 10 years. The report states analysis of existing data on the Pickering station has shown: * Decreasing trends in emis- sions, concentrations and doses for most radiological stressors over the past 10 years. Howev- er, there has been a recent slow and slight increase in particu- late emissions to air and ra- dioactivity levels in lake sedi- ments near the station: * A slight increase in C-14 (a radioactive isotope of carbon) levels in fish in Lake Ontario, for reasons not understood at present. * Slight fluctuations in non -ra- dioactive environmental stres- sors from the plant. * Monitoring outside the plant is less extensive for convention- al stressors than for radioactive releases. Recommendations in the re- port from Hydro and the con- sultants include: * Completion of existing new environmental management plans. * Continuing efforts to reduce emissions. * Continued sampling of groundwater in the plant area. * Some changes in the way emissions are monitored and measured. * Risk analysis to reduce the frequency and severity of spills or leaks of non -radioactive chemicals. * Increased monitoring of lake sediments. * Resolution of the C-14 issue. * Development of a public dis- closure policy on environmen- tal issues. Hydro's review is intended to result in the development of an environmental action plan to be presented to Hydro manage- ment for implementation. - tensions to be approved by the On- tario Energy Board, because the requirement would create added bureaucracy and expense. It also appears the bill would prohibit municipally -owned utili- ties such as Pickering Hydro from engaging in any non -electricity -re - laced business, a restriction which would not be imposed on private distributors. Mr. Wiersma main- tains there should be no such re- striction on municipally -owned utilities either. "It must be a level playing field between each;" he says. `Siren' unnerves nuclear plant neighbours but it's a false alarm PICKERING — It seems Pickering residents are getting a little gun-shy. They hear a noise outside and they think it means more trouble at the nuclear station, and call Ontario Hydro to find out what's going on. That's what started happening Wednesday in the wake of news of a spill of heavy water at the plant earlier in the week. "We've been having enquiries from people in the Bay Ridges area as to sirens;" reports station spokesman Pat O'Brien. "They've been wondering if the noises were coming from the plant." No sirens were going off there, so Hydro tracked down the source of the anxiety -inducing sound. "it turns out the culprit is a sewage vacuum truck the Town hired to go in and clean out all the sewers as a result of the flooding last week, and they have a very high-pitched whine in their vacuum system that sounds very much like a siren" The truck was expected to fin- ish its work in the Sandy Beach Road area Friday. Education Minister Dave Johnson told reporters Thurs- day he wouldn't "speculate" on the possible elimination of school boards. But he did leave the door open, saying while "there's no plan to abol- ish school boards in the next term... circumstances change year by year, government by government" Critics of the Province's education reforms have claimed the Progressive Con- servatives are setting the stage to eliminate trustees com- pletely, citing the recent re- duction in the overall number of boards and changes in the role of trustees as the first steps. As of Jan. 1, the govern - in the province from 129 to 72. The Province also slashed the number of trustees on each board and capped their pay at $5,000 per year. "I don't see school boards being abolished," says Grant Andrews, di- rector of the Durham Catholic District School Board. "I think school boards are critical to the ef- ficient and effective administration of schools." Liz Sandals, pres- ident of the Ontario Public School Boards' Association, says the Province's handling of the new funding formula is proof school boards are necessary. "I think what we're seeing here is that when you try to to- tally centralize something as complex as education it just doesn't work;" she says. "The advantage of a hool boards is that the board can look at the pot of money and make sure it is allocated to meet students' needs." Mr. Andrews ques- tions who would oversee the opera- tion of individual schools if boards were eradicated and says the idea that school councils could manage schools isn't feasi- ble. "Look at the de- mands on trustees;" he says. "The aver- age person (serving on a school council) doesn't have the kind of time that's required by trustees" .And, he says, councils would be forced to try and ..replicate a school board" at each facility. Durham Regional Chairman and former Ajax Councillor Roger An- Man charged after co-worker bitten PICKERING —A man almost had his thumb bitten off in a dispute with a fellow worker late Thursday night. A doctor has told the 32 -year-old Pickering man he'll need plastic surgery to repair the damage done to his left thumb in the fight with a col- league at a Dillingham Road food man- ufacturing industry, said Durham Re- gional Police Sergeant Jim Grimlcy. The two men were at work when they started arguing about a job posi- tion, Sgt. Grimley said, adding the ar- gument turned into a physical con- frontation, culminating in the bite. The man went to the Pickering po- lice station about 9:30 p.m. Thursday to report the incident but police imme- diately called an ambulance when they saw the damaged thumb. The man was taken to Ajax -Pickering Hospital. On Friday morning, police arrested a suspect at his home. Charged with assault causing bodily harm is Nur Zaman, 31, of Denmar Crescent, Pickering. That was the decision made in a 40-16 vote by Toronto council at a raucous meeting on Thursday. And that decision is one which should be followed by Durham municipal councils when they finally send out property tax bills to homeowners across the region this fall. Change is tough to take — though it should be said that those who are in line for a property tax de- crease will also have to wait five full years before they receive their full decreased amount. Because homeowners are being asked to swallow this new assessment in short order without much in the way of consultation with any level of govern- ment, it's only fair game to give them a break on the length of time before the changes are in full ef- fect. Yes it's true that the impetus for change came from the Province, but that matters little to the homeowner. LETTERS Hospital sold out To the editor: I am writing concerning the amalgamation agreement between the Ajax -Pickering General Hospital and the Centenary Health Centre and the ratification process. By not including in the amalgamation agree- ment proportional representation on the new board and the alternating of the administrative and medical leadership between the sites, the Ajax - Pickering General Hospital board has sold out this hospital and community to Centenary. With the takeover, Centenary, with no knowl- edge of or interest in this community, will be making all future decisions about this hospital and your medical needs. But perhaps the greatest breach committed by the Ajax -Pickering General Hospital board was not the absence of guarantees for the community in the agreement but in the process itself and the board's callous disregard for the people of this re- gion, especially those who have donated both time and money, "to providing quality health care services in a caring and compassionate environ- ment for the residents of Ajax, Pickering and Whitby". The amalgamation agreement was negotiated behind closed doors, signed by the board chair- man and forwarded to the Health Services Re- structuring Commission and the Minister of Health as a done deal without the public's knowl- edge or input. Even after its release, there was no public awareness campaign and no discussion about the merger and -its profound significance to the community. Ilii[ Ajax -Pickering General Hospital Corpo- ration meeting was poorly advertised, only the bane minimum legal requirement, a non-descript notice in the local newspaper for two weeks prior to the meeting. Very few of the 3,000 Ajax -Pickering General Hospital Corporation members knew of the amal- gamation agreement, of the special meeting or their eligibility to vote. In fact, most Corporation members didn't even know they were members of the Corporation. Anyone who bought a brick or donated $100 or more to the Ajax -Pickering General Hospital Foundation automatically is a member of the Ajax -Pickering General Hospital Corporation and is eligible to vote. How many people were aware of that? I would venture to guess very, very few. None of these people were informed of their membership status! None of them were informed of their eligibili- ty to vote! None of them were informed of the special meeting! None of them received a copy of the amalga- mation agreement! None of them received a copy of the 60 -page Proposed bylaws! None of them were informed of the signifi- cance of the merger, its ramifications and the fact it was permanent! _ An agreement which affects the health ser- vices of the community should have been pre- sented to all the residents for debate and input be- fore ratification. If the agreement was as good as the board claims, it would have had no trouble surviving the scrutiny of the public. If it was de- ficient, it should have been rejected or modified. This blatant disregard by the Ajax -Pickering General Hospital Board for the democratic process on a major issue affecting the entire com- munity is deplorable, scandalous and shameful. That's the ques- tion uppermost on CAW President Buzz Hargrove's mind this week. "Even if GM gets exactly what they want, they'll never make up what they lost in the first week (of the shutdown):' says Mr. Hargrove. "All I know is they've lost 300,(XX) vehicles al- ready'- As the strike, and subsequent layoffs travel into their eighth week, the question of what exactly it is all about begins to take on more meaning. Why would General Motors risk billions of dollars in profits rather than settle what, on the surface, ap- pears to be a relatively in- significant labour dispute? Es- sentially the workers went out on strike due to health and safety issues, work standards and outsourcing issues, ac- cording to Mr. Hargrove. However, underlying these is- sues is the fact Gen- eral Motors has not infused the $3(X) million investment into the plant which it had agreed to in the fall, 1996 con- tract. That's what General Motors contends is the real is- sue driving the strike. And, the company says, it is not willing to continue pouring money into the plant until productivity im- proves. However, says E.I. spokesman Peter Pantaleo, "Because they happened to be laid off at around the time they received holiday pay, we have to allocate the pay to the shutdown period:" With the average GM worker's seniority of about 20 years, they're entitled to five weeks of pay although they only take two weeks of holi- days. This is also the case at some of the other unionized feeder plants such as Pere- grine and Leat: Workers who had already bcx)ked holidays based on the amount they would receive are now feeling the pinch as bills are coming due. "Definitely people are concerned because it wasn't expected:' says CAW Local 222 President Mike Shields. Some local banks have said there is some flexibility for people who arc finding themselves being pinched by a cash-flow problem. -We have what we call a layoff policy:' says Bonnie Oliver, spokesman for the Au- to Workers Credit Union in Oshawa "We look into each person's circumstances indi- vidually. It's not using the capaci- ty of the plant. It needs to hit the targets we agreed to. We're not asking the plant to do any- thing they're not doing in any other plants:' But, according to Mr. Har- grove, the quotas currently be- ing adhered to are the ones set by General Motors itself in the autumn 1996 contract. "What- ever was agreed to in the fall of '96 has been lived up to. They'll (the company) have to wait until `99 to make more changes," he says. The company did agree to invest more money into the plant and although Mr. Gib- son says some investment has gone into the plant already, he is not disputing the fact it is not near the full amount Gen- eral Motors had promised. "It would be throwing good money after bad when you look at the work practices there:' he says. Beyond the dispute over productivity levels at the indi- vidual plant, however, indus- try analysts including a recent report by Harbour and Associ- ates say General Motors has been losing out on productivi- ty and performance measure- ments against Chrysler and Ford. With a market share re- ported to have dropped about five per cent in recent years, there are concerns amongst stock analysts who say when the economy goes into a downslide, the high profits en- joyed by General Motors in recent years will decline as well. But. CAW Local 222 pres- ident Mike Shields calls the need for efficiencies "rhetoric. "They're making so much money. These aren't tough times. They're crying we have to be more competitive, more efficient, yet every year they continue to announce record profits. "GM has a lot of cost ad- vantages over Ford and Chrysler; especially over Chrysler. They're ordering 10 times more in everything:" But, aside from the two Flint plants, there are three other parts plants in Dayton. Ohio and Indianapolis also in strike positions which ups the ante further. "Everybody's saying the same thing, 'Hey. GM. you have to be more productive to move forward,' " says Mr. Gibson. Founded by a small group of com- munity -minded people in 1996, the as- sociation is taking a proactive ap- proach in promoting literacy on a local level. Although its founders would like to see its scope increase, organizers are taking the slow sure route to ensure it meets the needs of the community. Operating in a small office in down- town Oshawa, the association is feel- ing the growing pains many agencies initially endure. It's sponsored by the Phoenix Community Works Founda- tion, a registered charitable foundation supported by bequests, donations and endowments. Jilian Sawcczko, the association's treasurer, says literacy includes all components of reading, writing, listen- ing and speaking. "it starts at pregnancy;' she says. '"The baby in the womb picks up vi- brations (of reading). The CCLA's goal is to provide op- portunities to children to increase aca- demic success. Giving the association a driving force arc two university students, Anne Marie Faustino and Sara Horruzey. The Canadian Children's Literacy Association is holding a free summer literacy camp for children between the ages of six and 12. The goal of the camp is to encourage, promote and de- velop a love of reading. Two camp ses- sions are being held, the first between Aug. 4-14 and the second between Aug. 17-27 and space is limited. Vol- unteers are also needed to help with the camp and throughout the year. "We've arranged a couple of day trips to try and keep the kids outside as much as possible," says Miss Faustino. "We're going to he at Memorial Park and will use the bandshell for an im- prov" Other trips planned for include at stop at the local library and perhaps a day at Oshawa's lakefront. Parents are asked to ensure their kids have valid library cards. "We want them to find a book they like;" Miss Faustino says. The camp is free although dona- tions to the Phoenix Community Works Foundation would he appreciat- ed. There will also be some nominal transportation costs for day trips. The CCLA is also planning to launch the Read Aloud Buddy Pro- gramme in local schools this Septem- ber. This programme will provide pri- mary students with a trained buddy from the community, for a minimum of half an hour per week for three months. A book drive for the association will be held July 20 to Aug. 3 and new and used children's books can be dropped off at Chapters in Ajax, A&P at the Five Points Mall in Oshawa, Zellers at either Bowmanville or Os- hawa Townline locations. The 29th annual CAA Central Ontario School Safe- ty Patrol Officers' Training Camp ran out of Camp Samac all week. Represent- ing elementary schools across Ontario, students in Grades 4 to 8, who were cho- sen to be school safety pa- trollers in the fall, got some expert training from police officers representing services across the province. Thirty- nine students represented Durham schools. Sergeant Paul Malik says the programme is a great tool in preparing kids to deal with school safety issues. "Some kids have never handled a fire extinguisher," he says. "lite programme ad- dresses all safety issues. This year, there were two American police officers and four patrollers visiting from Fairfax County in Virginia as part of an exchange pro- gramme. Patrollers learned to ad- minister fust aid in a St. John Ambulance course and how to use a fire extinguisher in a demonstration by the Os- hawa Fire Department. Training was mixed with recreational activities includ- ing swimming, Olympic events, scavenger hunts, roller skating and a talent show.
