least of all local hanks and businesses.

PICKERING — About 3.000
litres of radioacnnr tritiated heavy
water spilled inside the Unit h reac-
tor building at the Pickering nuclear
station Tuesday morning.
That's the equivalent of about 15
standard 45 -gallon drums, or three
metric tonnes in weight.
The leak was the result of a break
in a pipe on one of the unit's two
refuelling machines. Heavy water
spilled into a sump, but it was isolat-
ed immediately and all the water
was contained within the building.

way down the chain until they hit street -

dreds of thousands of dollars". However,
there is no estimate yet available on the
total cost of the flood to the Town.
The councillor says he has visited
many homes with serious damage to
their basements and contents, particular-
ly in the Ambadea north cottnmunity. In
one siltation, the owner of a two-year-
old house on Arcadia Square saw her
basement floor crack and lift from the
pressure of water below.

PICKERING — Just when you thought it was
safe to go back in the water again ... it is.
That's not the way it appeared Sunday night
though, when Jim Patterson of Fairview Avenue
pulled his fishing line out of Frierichman's Bay and
found a mighty nasty -looking creature on it, which
some friends were sure was a piranha
Mr Patterson, his sons Jesse, 7, and GarrM 4, and
eight-year-old nephew Robes had been sitting at their
favourite fishing spot in the marsh near the bottom of
Douglas Avenue. It was around 8:30 p.m.

tigated and the fuelling machine is
repaired. The heavy water was
expected to be cleaned up by this
(Wednesday) morning at the latest.
"This incident is typical of the
kind of thing that contributes to
what they call 'normal emissions':"
says Irene Kock of Durham
Nuclear Awareness, a citizens' lob -
b% group on nuclear issues. While
the spill did not result in any dra-
matic release of radioactivity, says
Ms. Kock. DNA is concerned about
the accumulation of day-to-day
emissions from the nuclear station.
"We've always felt the emis-
sions are too high;' she notes,
adding DNA believes the releases
create a serious potential for dam-
age to public health over the longer
term.
In order to begin repairs on the
fuelling machine system for Unit 8,
the nuclear station had to release
conventional non -radioactive steam
to the atmosphere for about two
hours beginning around 4 p.m.
Tuesday. It was visible to local res-
idents as a plume rising from the
plant.

gets Oshawa
school and

The newly -formed French fust
language hoard governing southern
Ontario will receive millions in
assets from school boards across the
province. the Education Improve-
ment Commission (EIC) announced
Monday.
Dave Cooke and Ann Vansione,
co-chairmea of the EIC, confirmed
agreements have been reached
between the new board and the 18
public school boards in southern
Ontario.
The agreements will see over 450
staff. 37 schools and nearly S14 mil -
hon transferred to le Conseil sco-
laire de district du Centre-Sud-
Ouest to provide the board facilities
and employees it needs to educate
French-speaking students.

know this was difficult"
The EIC, set up to oversee the
restructuring of Ontario's education
system. was given the mandate to
manage the transfer of school facili-
ties and funding from district school
boards to the new French board.
Here in Durham the public board
will transfer ownership of Oshawa's
Ridgeway Public School to the
French board at the end of the 1998-
99 school year.
The Durham District School
Board, which is obligated by the
Province to provide the new fran-
cophone board facilities and operat-
ing funds, will also transfer $2.15
million to the francopho is board at
the end of August.
The transfer of assets between
the two boards was settled at a June
EIC hearing called because an
agreement could not be reached
without a mediator. The decision
cannot be appealed.
"School boards have been
through many changes in the past
year." said Education and Training
Minister Dave Johnson. "It is to
their credit that so many of the
transfers have been accomplished
smoothly"
The French board stretches from
Windsor to Belleville, serving stu-
dents in the western and central
areas of southern Ontario.

Children
need
protection
It comes as heartening news that, after six
years of work in determining the exact nature
of the relationship, the Durham Children's Aid
Society and Durham Regional Police will now
work closely together to investigate accusa-
tions of child abuse.
A new protocol outlining sharing of files by
the CAS with police is to be signed tomorrow
at Durham Regional Police Headquarters. The
protocol will clearly outline the conditions
under which the CAS will share files with
police detectives. Files shared will relate only
to the specific incident under police investiga-
tion and not to other past incidents involving
the child or family under question on file with
the CAS.
But the change is long overdue and much
needed.
There has been a long list across the
province of nightmarish cases involving horrif-
ic abuse of children. Children have died, been
maimed or struggled under the weight of
neglect and harm from parents for %ears while
CAS workers looked on. It's time for tougher
action and the police and courts can provide it.
The public wants and demands it.
Privacy laws to protect its clients were used
in the past by the CAS to deny police access to
tiles But in the wake of the tragedies which
have taken place over the past decade, the CAS
can't justify prc%enting police from looking at
and using files.
"('hildren will cc,mc first. We're more inter-
ested in pushing ahead on behalf of the kids,
rather than bureaucratic protocol," says
Durham Region CAS executive director Jim
Dubrav of the new rules.
The interests of children far outweigh any
sense of privacy or 'rights' demanded by those
closely involved with them. This can only help
keep our most vulnerable citizens a little safer.

One of the most unfortunate side effects of
layoffs at G%I in Oshawa is the terrible price
being paid by charity.
The United Wayof Ajax and Pickering,
which is the funding source for dozens of agen-
cies here, may well feel the pinch of the loss of
contributions by GN1 workers and people who
staff the giant automaker',, feeder companies
across Durham.
United Way officials here and throughout the
region are hoping those who can afford to will
donate a little more this year to help offset the
lost income.
Give. if you can. Your community will be a
better place for it.

quickly descended into mayhem.

ones that can't get it right five hours
ahead, let alone five days: never
have to explain why their prcdic-
tions mainly go south; and get paid
big bucks for the privilege. Anyway,
you probably guessed by now.
Expecting a warm and sunny day, 1
could only stand and watch the peri-
odic deluges from a leaden sky But
my wife, ever -resourceful, suggest -
cd it would be a good day to buy the
flowers she planned to plant this
year Actually, by the time we
reached the Garden Centre, it had
eased to a drizzle but I took in my
umbrella, anyway.
My wife was quickly into her
stride; rummaging amongst the
trays of assorted flora; selecting the
best available. 1 have to admit she's
a natural (I wouldn't know a droopy
dahlia from a prize petunia) so 1
stooxl ready to collect the samples
thrust in my direction. Ready, that
is, until it started to pour again. Do
you know why a Garden Centre
would erect plastic awnings over its
flowers and (cave the aisles open to
the elements'? Why this perverse
desire to see customers watered
rather than their stock?
My wife was all right. Must of
her was bent under the awning and
what little was left exposed 1 deli-
cately covered with the umbrella.
This left me with the choice of
crouching down to a height of three
feet to sneak under it or risk pneu-
monia.
During the afternoon, when I cut
a piece of wood to the wrong length,
then wrecked an oil painting master-
piece I had worked on for weeks. I
was singularly lacking in bonhomie.
By the evening, persuaded (against
my better judgment) to dodge out on
to the deck in my third change of
clothes and barbecue between the
downpours, I was reduced to com-
municating in grunts.
As the first drops of rain splat-
tered into my beverage and the
steaks flared up, I considered my
cup of misery (so to speak) nicely
full.
But, even at this late stage, the
fates conspired to quite ruin my
self-imposed dudgeon. First, one
son called to wish us a happy
anniversary. Not 10 minutes later„
my other son called for the same

the region• throughout Cana-
da and even North America
are waking up to discover as
the strike at two Flint. Mich..
parts plants continues into its
seventh week.

Area students get
a `higher'
Sixteen young people just finished
a summer camp that gave them the
ride of their lives.
The teenagers were the first to
attend the Durham Flight Centre's
summer flight camp, the highlight of
which was flying a plane, said two
campers, Chris Strilchuk, 14, of Ajax,
and Holly Sokol, 13, of Oshawa.
"Flying the airplane" was Holly's
favourite pan of the camp. All stu-
dents got one hour of flight in a dual -
instrument plane with a certified flight
instructor along with another two
hours of flight as a passenger during
the two-week camp based at Oshawa
Airport.
"It was a little bit more fun than
what I expected it to be;' Chris said of
education
his flight. "Bring up there was amaz-
ing"
Both teens want to learn how to fly
and this is a goosed step toward that
goal.
Theyfinished the camp with a
record of their flying time and their
classroom work, which will give them
a head start on a private pilot's licence.
They also got a certificate and a T-
shirt.
During the camp, the students
learned the basics of flight, aviation,
weather, navigation and the rules and
regulations of aviation before putting
their classroom education to use in an
airplane.
The camp continues at the airport
every two weeks to the end of August.

remain with a child till that
point only in exceptional cir-
cumstanccs, a spokesman
reported.
But a reader contacted the
News Advertiser with the
news Mrs. Houston wanted to
hear: she could not only
remain with Benjamin until he
received anesthesia. but she
could also wait for him in
recovery before he awoke if
she took him to Scarborough
Grace Hospital.
"He will never be aware of
the fact that I'm not with him
(during the procedure)," says
Mrs Houston.
Benjamin must undergo
surgery before his second
birthday to remove a testicle
which hasn't descended. If it's
not done by that age, his
chance of getting testicular
cancer in his 20s or 30%
increases 40 times. Mrs
Houston has been told by doc-
tors.

Mrs. Houston, who oper-

see a doctor next month, when
a date for surgery will be
scheduled.

Recycling success story good news for Mother Earth
Some said it couldn't be done.
But, when Ralph White, a Bow-
manville apartment building landlord
for 30 years, got serious about recy-
cling he became so successful that
his 50 tenants now send only one bin
of garbage a year to landfill.
"Being told by the Region that 1
had to purchase a $5,000 dumpster to
receive a garbage pick-up got me into
my recycling habits. We use to send
20 yards a week to the landfill, now
it's only one yard a year!" Mr. White
beams.
"Setting up the system is the most
important part;" he says. Every apart-
ment has a mini -Blue Box to collect
all paper, tin, glass and rigid alu-
minum foil. Also, inside their apart-
ment, tenants have a btr; to collect all
types of plastic, including the
food/beverage and soap bottles as

well as worn toothbrushes, broken
utensils, plastic film and blister pack-
aging. As well, all food waste goes
inside a compost bucket. In order to
deal with soiled tissue and paper,
such as candy wrappers and the like
that cannot be recycled, Mr. White
has residents separate it for him and
he incinerates it in his burn barrel.
On the outside of the building
there are several large bins to deposit
these rccyclables at the residents'
convenience. Another container takes
unwanted clothes and objects for the
Salvation Army. At present. the food
waste is picked up every couple of
days for animal feed. In the past, the
organics were composted with meat
scraps put in a Bardamatic com-
poster.
There are other outside bins to
collect polystyrene and scrap metals
such as nails, wire, razor blades, bro-
ken lawn chairs. scrap iron and more.
Mr. White trucks all the materials
personally once it week to a recycling
depot.
A 10 -gallon bin is on site where
tenants .an dispose of broken china,
light bulbs and other odds and ends.
New tenants to the building are
given instructions, recycling boxes.
and a grand tour of the outside con-
tainers. With Mr. White's winning
personality, dedication and peer pres-
sure, new tenants can't avoid becom-
ing part of the team.
Coming from a farm, Mr. White
feels that rural folks are a resourceful
group and there should he no reason
that a farmer's family cannot reuse
and recvcle all of their waste through
composting, animal feed and taking
the rest to the recycling depot.
-It was a mistake when municipali-
ties started offering the rural areas
garbage collection. This just made
the people lazy and dependent on a
convenient pick-up;' he says.
"It's time for the government to
get serious, by making people pay for
garbage disposal, issuing fines for
recyclables found in garbage hags,
and setting up a recycling system like
ours in subdivisions so that there
would he very little left to landfill"

the MPPs?
Premier Mike Harris and his
Progressive Conservative MPPs
keep saying government should be
run like a business, but if it was,
most of them would he fired.
The Tories are a government of
businessmen, more than their pre-
decessors, and never stop boasting
they have 'a businesslike
approach' as they did again in a
major economic statement this
week.
They also have handed each
ministry a so-called business plan
to help it operate efficiently and
Mr. Harris recently told even
police chiefs they should run their
forces 'like CEOs.'
One major difference between
the Tories and business. however.
is that Premier Harris and his
MPPs have developed a habit of
not turning up for work.
Mr. Harris has had the legisla-
ture meet only 33 days this year.
considerably fewer than previous,
less business -oriented govern-
ments and will not call it back
until late September. He showed
up little more than one-third of
that time in a strategy that
appeared designed to avoid
embarrassing questions.
Tory MPPs, who dominate the
legislature in numbers and are rca-
sonably sate there. have taken
their cue from their boss in not
being around.
The legislature has a rule thJt a
quorum of 20 of its total of I i0
MPPs needs to be present in a
debate or it is h.Itcd until suffi-
cicnt MPPs arc called in. which is
nor a lot to ask.
Mr. Harris's recent brief ses-
sion provided far mofc stoppages
for lack of a quorum than any sim-
ilar period in memory.
A debate on changes that will
give the Tories power to spend
more in elections had to he
stopped temporarily no fewer than
five times because not enough
MPPs were present. while rcrm
forccincrits were hauled in from
back nwms and hotel suites.
A debate on Mr. Hams's c1cc-
trifying plan to allow others to
compete against Ontario Hydro in
producing and selling power was
halted three times inside a couple
of hours because few MPPs were
present Each time after re -s=-
ing, NIPPs vanished back to pre-
ferred pursuits.
Other debates that stopped for
lack of MPPs included those on
bills to limit property tax increas-
es on business and strikes in con-
struction, prevent unions recruit-
ing welfare recipients who take
workfare jobs and the creation set
new boards in the north to provide
services. The Tories had said all
this legislation was highly impor-
tant and urgently needed.
Opposition MPPs deserve some
blame for being away, but Mr.
Harris's government has 82 MPPs
and a big majority and the onus
was on it to ensure a quorum was
present because its legislation was
being debated. It also has whips
and even a full time minister paid
extra to ensure its %tPPs show up.
Absent Tories probably thought
they could get away with it
because the legislature does not
record MPPs' attendance, but their
mass absences became too blatant
to miss.
Some of his MPPs probably
felt the premier, after his own poor
example in staying away, would
be reluctant to reprimand them.
Mr. Harris also dampened his
MPPs' enthusiasm for sitting in
the legislature because his legisla-
tion is written mostly by unelected
whiz kids and MPPs elected to
make laws do not relish spending
time defending laws written by
people who have never received a
vote.
The premier has disheartened
some of hfs MPPs by such acts as
scrapping one-fifth of the seats in
the election due next year in what
he gleefully called his 'Fewer
Politicians Act' as if eradicating
some dread disease.
Some Tory MPPs also may feel
after their tax cuts have been insti-
tuted they have the election won
and don't need to show up at the
legislature.
But whatever their reasons Mr.
Harris's Tories are failing to turn
up and do a basic and important
part of their job for which they are
paid.
Any self-respecting business-
man who got such poor attendance
from his employee would have
shown them the door.

Local athletes national track and field champs
Ajax aad Pickering ath-
letes were among the best in
,the nation at the Canadian
National Junior Track and
Field Championships in
Kitchener last weekend.
Almost even local junior
athlete competing at
Kit chener's Centennial
Stadium came back with
medals. More than 560 ath-
letes aged 19 and under from
across Canada competed at
the meet from Friday to
Sunday.
PiAering's Anson Henn
captured the gold medal in the
men's 100 metres in a time of
10.66 seconds.
The member of the
Mississauga Track and Field
Club also met the qualifying
standards to juin the team of
12 Canadian representatives
at the World Junior Track and
Field Championships in
France, largely based on his
performance at the national
meet and for his 10.56 clock-
ing in the 100 metres at the
Tubbman Games in North
York last month.
In fact. Henry's time of
10.40 seconds in the men's
100m quaver -final heat was
the fastest of the year for a
junior athlete and would have
been an interscholastic
record, but it won't he recog-
nized because it was wind -

less night at a Stechown
hotel, the Red Sox found
themselves behind 5-0
early in the championship
game against an undcfcat-

Pickering tied the game in
the third inning, but gave
up five more Brantford
runs in the fourth inning.
The never -say -die Red
Sox peewees chipped
away at the Brantford lead
to win 12-11 with runs in
the bottom of the seventh
inning.

after defeating a well-
rounded Mahoney squad

Bloordale and eventually

PLANT CONTROLLER
A manufacturing plant located 20 minutes east of Toronto etas
an immediate need for a Plant Controller The position reports
to the General Manager and is responsible for tete day to day op-
eration of the Accounting and Human Resource Functions. The
successful individual will be a key member of tete management
team and win play an active role In matters relabng to strategic
planning, budgeting b forecasting, standard costing, financial
anaysts, cash flow projections. R.01. organizational develop-
ment. recruitment and treasury functions.
Candidates must have 3-5 yrs. of manufacturing experience in a
similar position preferably in a unionized environment and pos-
sess an accounting designation - CA, CMA, CGA- In addition, we
require an individual who is a self-starter with strong leadership
skills, good analytical abilities and excellent communication
skills.
We believe this position represents an outstanding opportunity
for someone who is looking to advance their career in a pro-
