Sergeant Jim Grimley said Friday police believed the teenager swam to safety. Officers were arresting the youth at a Bayly Street residence, where they were called for a domestic -re- lated incident, when he broke fire while being led from the house around 4:15 p.m., Sgt. Grimley said. A foot chase ensued and the teenager was last seen slipping into Krosno Creek, which tuns parallel to Krosno and Raytan boulevards. Sgt. Grimley said the high water levels from the earlier fain storm wtnod the creek into a `raging nv- er". Police searched southern points of the creek, as well as neighbourhood backyards, but were unable to find any sign of the teen. The nasty weather resulted in wide- spread flooding, filling residents' base- ments with water and causing major damage to one Pickering bridge while destroying another. Neighbouring Ajax was not nearly as hard hit. Environment Canada reports there may have been a tornado in Pickering around 4 p.m. Thursday, but EC officials sent out to investigate the probability of a twister hadn't established whether there had been one by press time. Police in the area saw what appeared to be a tornado funnel move across an open field and take down some trees. The fun - vel also knocked down some radio tow- ers, according to the government agency. Acting Mayor Ward I Regional Councillor Maurice Brenner declared an official flood emergency around 4:15 p.m. and the Town, police and fire de- partment sent out emergency crews to deal with the crisis. The Pickering nu- clear station also chipped in with equil t ment, operators and supplies. A flood emergency may be declared when there is risk to life and property. "It was ready to be called off about 6 p.m• when the second storm hit," says Coun. Brenner. The Ward 2 Regional Councillor, three other Council members and three Town employees are forging ahead with Pickering's plans for the millennium, which officially arrives after midnight December 31, 1999. They're Picker- ing's Millennium Committee and they're trying to beat the expected rush on venues, services and entertainment as governments, businesses and other organizations begin to prepare for the big day. "[7he size of this event is going to preclude anyone from being able to or- ganize at the last minute;' notes Coun. Dickerson, who chairs the committee. Right now, the group is "leaning very strongly" toward holding a giant Millen- nium New Year's Eve bash for Pickering residents at the Metro East Trade Cen- tre, with as many as four bands and sev- eral other kinds of entertainment for all ages. But there are also plans to cele- brate the entire millennium year by holding various special events from July 1, 1999 to July 1, 2000. Of course, all this will cost big bucks. "My expectation is that to run a year- long event we'd have to raise some- where between $150,000 and 5200,000, and I don't see any difficulty in trying to achieve that," says Coun. Dickerson. So far, Council has voted to provide 530,000 in 'seed money' for the celebra- tions, to provide for things like deposits for entertainers, services and parapher- nalia such as flags or t -shirts. Coun. Dickerson says he expects whatever is spent from that seed fund to eventually be returned to the Town after corporate sponsorships are brought in to cover most costs. "My anticipation right now is we'll be able to raise all the money without having any public money in it:" All the events except for a New Year's Eve "black -tie gala' with dinner and an orchestra for 400 to 600 paying guests will be free to the public, accord- ing to the councillor. Ticket prices for the gala have not yet been determined. "We expect they'll be sold out fast because most venues in Toronto are al- ready sold out:' Just the millennium night celebra- tions will cost an estimated $60,000, which would include $30,000 for out- door or indoor fireworks. While the committee is work- ing hard to get the best entertainment possible, he adds "top -name bands that ;night are going for 5100,000 and up" Everything but the black -tie event will be geared toward families. "Because it's such a special night ,< and only one generation in 30 actually get to celebrate the millennium, there are many parents who will probably s bring their children and let them stay up the extra hours." ..M Millennium events through the rest of the year will mostly piggyback on other events such as the Frenchman's Bay Festival, Canada Day celebrations and Claremont Winter Carnival, with special millennium festivities being added to the usual activities. Millennium decorations for the town are also being planned, and a Pickering millennium logo has already been cho- sen. It will not be revealed, however, un- til a millennium celebrations launch event for corporate sponsors and the media is held sometime in late Septem- ber or early October. Coun. Dickerson says he has re- ceived a "favourable reception" so far from potential corporate donors he has approached, though he doesn't expect them to put their money on the table un- til the fall when most of the celebration plans will be complete enough for spon- sors to consider. Residents' ideas for the millennium celebrations are also being welcomed by the committee. Anyone with a sug- gestion may phone Coun. It was allowed to keep the previous growth grants in subsequent years as part of its annual operating grant. This new growth money will also be incorporated into APGH's base budget for coming years, says hospital spokesman Susan Van Exan. Part of it will be used to cover the $375,727 op- erating deficit APGH ran in its 1997-98 budget year. The rest will be used for new services, she explains, but precise- ly what those will be has not yet been decided. Public board trustees had hoped the two boards would join forces next month to start sharing buses. But sep- arate board officials report there are still a number of details to be ironed out be- fore the partnership begins. "We really want this to happen;" says Durham Dis- trict School Board chair- man Ruth Ann Schedlich. "It's a good thing:" Public board trustees voted in June to enter an agreement with the separate board to begin working to- gether as of Aug. 1. with the goal of implementing changes to the transporta- tion system in the 1999- 2000 school year. But "there haven't been any final resolutions;' says Durham Catholic District School Board director Grant Andrews. "Discus- sions are still ongoing:' The school bus co-oper- ative is intended to expand upon a pilot project launched in Pickering last fall that saw the boards adopt staggered start times at area schools to accom- modate a computer-gener- ated transportation system allowing buses to serve both public and separate schools in the town. "There is an agreement in principle;" Mr. Andrews says. "It's just a matter of how it might be done." Separate board chairman Jim McCafferty confirms trustees support the plan, which was delayed by the Catholic board last year to allow consultations with students and parents on the issue. "We're waiting for it to come before the board (for approval);" says Mr. Mc- Cafferty, who hopes that will happen some time in September. Anywhere we can save taxpayers money we'll try and do that. If we can redi- rect more money into the classroom all the better." The Pickering pilot pro- ject resulted in savings of more than $100,000 for the separate board, while the public board's transporta- tion initiatives cut costs by $985,000 last year, with roughly $275,000 of those savings generated in Pick- ering alone. Ron Trbovich, superin- tendent of business for the public board, reports staff are "anxious" to get the project moving and says it's essential the boards start working together as soon as possible if changes are to be implemented in September 1999. "We're ready to go. We're just waiting to hear from them:" he says. "We have the space (at the edu- cation centre) and the tech- nology installed." Mr. Trbovich points out staff from both boards would have to work togeth- er in one location if the pro- ject is going to be a success. The public board has pro- posed a joint team work out of the education centre in Whitby. But Mr. Andrews says, "That isn't something we are looking to do. "This is one of the prior- ities I would like to see hap- pen ... t would really hope the separate board is going to come along on this," Mrs. Schedlich says. But those with asthma and other breathing troubles, al- ways feel it. And it can be deadly. The heat and humidity recently has brought in the smog and lots of it. It isn't a pretty sight. And the increase in smog flies in the face of provincial and national objectives to see it decrease. Over the past decade the federal government has signed agreements -- both at the Environmental Conference at Rio de Janeiro in 1992 and at the Global Warming conference last year to reduce emissions. But the results show we're far behind targets we set years ago to reduce air pollution. Environmen- tal report cards consistently give the government an 'F' for its failure to act. Recently, opposition MPPs from the Hamilton area produced evidence which shows several thou- sand people die in Ontario each year from air pol- lution and related causes. And yet, given a chance to meet with Great Lakes governors from the U.S. to discuss pollution, acid rain and other issues, Pre- mier Mike Harris begs off, refusing to change his vacation. But work needs to be done now to reduce smog in future years. Much of the pollution we breathe in Durham Re- gion comes from large U.S. cities along the Great Lakes so co-operation between the premier and his counterparts is essential in order for a solution to be reached. With scientists assuring us that summers will only continue to get warmer in future years, the time to act to reduce emissions is now. The leaders of our country and province must be held to account for the lack of work they've done on the em ironment. Citizens must continue to pres- sure politicians to be responsible. LETTERS OUR READERS' VIEWS ON THE NEWS Pickering's a family -friendly town To the editor: Recently, in a Canadian Living Joumal, the Town of Pickering was identified as being one of the best places in Canada for families to live. The young lady from Pickering who nominated our town for this recogni- tion deserves a lot of credit herself. Pickering is indeed a place where family life and family values not only thrive but are encouraged and fostered. First, there is our Town Council, whose councillors are very communi- ty -minded and in many cases make decisions based on what is good for the residents of Pickering. Under the leadership of Mayor Wayne Arthurs, council has introduced, supported and initiated many programmes and pro- jects and stiategies that have been of benefit to the family way of life. Then there are the hundreds of vol - residents, young and old alike. A =trend does not go by without some tYPC of activity sponsored by and manned by our service clubs in the Pickering -Ajax area. Town staff do a great job in pre- senting their programmes and ser- vices. Programmes are worthy and staff personalities pleasant. There are plenty of opportunities to participate for ail ages. ~ext we have our corporate part- ners. On many occasions the business world of Pickering and Ajax donate money goods and prizes to assist in making various events successful. Our churches and their leaders are also part of the equation. The build- ings are not only pleasing to the eye, but the auxiliary programmes help families meet new neighbours and de- velop new friends. We must mention the wonderful people who are responsible for staffing and volunteering at our social assistance centres. Without there our quality of life would be much less. JOHN DUARTE GUEST COLUMN I can now officially rant - I'm 40 I am now officially qualified to make judg- ments. This past week, I celebrated my 40th birth- day. Since the average Canadian male lives be- tween 70 and 75 years, I am now (gulp!) in the second half of my life. I won't waste my time, or yours, debating whether that is a good thing or a bad thing. But I do feel that 40 years of experience now entitles me to start pointing fingers. • Let's start in Pamplona, Spain. Apparently, you can prove your machismo by taking part in the annual running of the bulls. That is where supposedly intelligent males try to outrun bulls set free on city streets. I guess vegetarians are right, beef can be really harmful to your sys- tem ... it could even kill you. I'm guessing the word 'macho' is a combination of the Spanish words 'no', 'mas' and 'chollo; which is proha- bly loosely translated as 'no more intelligence.' • Let's hope the current world tour by the Spice Girls is using up their remaining seconds of fame. I can't believe some people are refer- ring to the group as 'the Fab Four' ever since Ginger snapped and left the Spice rack. Anvone out there who still thinks the Spice Girls have staying power as a musical group, I have three words for you — Bay City Rollers. • As of this writing, one the big free -agent signings made by the Toronto Maple Leafs during this off-season is Steve Thomas. It has been 1 I years since Thomas wore the blue and white and, some people may argue, he didn't play for the Leafs much then. Maybe I should give Steve Stavro some credit and say he is looking beyond the 1998-99 National Hockey League season when it comes to Thomas's productivity. " Nir. Thomas, please restock the condiment aisle and try not to cut the mustard" • Not that this is a news flash, but there is something terribly wrong with the auto insur- ance system. It is inconceivable that while the vehicle you own depreciates just sitting in your driveway, the insurance premium rises every Year. To make matters more complex, the law says you have to properly insure any vehicle that is on the road. So, you have no choice but to pay more for something that is worth less. • I don't befieve there is anyone happier in this world than the weather forecasters. El Nino has all but made it impossible to correctly predict at- mospheric conditions. This is great news for me- ileor'dogical proms who haven't been able to correctly forecast the weather since Noah was bwkhng the ark Les Nessmanr was right — the way to go is eyewittress weather, where 'jou look out the window and witness the weadter.,' • To make Matters worse, we are getting ever so close to the new millennium and we have all read about all the problems that should arrive by the year 2000. It seems microchips can't handle the way dates are recorded and mass hysteria is sure to follow. It also seems we will have to buy everything new. Is it just me or does this all sound like a sell job? Maybe there is a way to blame EI Nino. • And one more thing! I would now like to start being referred to as "sit" by anyone under the age of 20. Town and Durham Region crews were still pumping it out Friday morning. "You don't want raw sewage running off through stormwater into Lake On- tario;" says Coun. Brenner. The flooding completely washed out a portion of the waterfront trail consisting of a paved bridge over a ravine between Bayly Street and Vistula Drive. Several huge culverts which had run under it were scattered the next morning about a hundred feet from where the bridge had been. Town crews put barriers up on each side to prevent unwary cyclists and Pedestrians from plunging off the trail in- to, the ravine about 20 feet below. Tennis players heading to Kinsmen Park Friday had to park their cars at Parkham Crescent and Sandy Beach Road as the bridge just south of there was closed due to flood damage. Rushing wa- ter had washed away the gravel shoulders of the road, making it unsafe for cars. Pickering director of public works Richard Holborn says several attempts were made to fill in the shoulders with gravel during the storm and shortly after, but the water kept washing it away. "We had several roads under water," he reports. "Sandy Beach Road was probably the worst hit" The Town received hundreds of calls about basements flooding with stormwa- ter and sanitary sewage, but simply did- n't have the resources to respond to all of them. The second round of rain in the evening just made things worse. Picker- ing's storm sewers are only designed to carry the flow from the type of storm that would be expected to occur once in five years, and Thursday's storm was estimat- cd to be a I0 -year or 25 -year event. Among the families wading through their basements Thursday to retrieve valuables were those in the Silverthomc Square arra. The flooding in the neigh- bourhood was up to the bottoms of some people's garage door%, reports resident Caroline Farag, and water was flowing up through the manhole covers. "It was pretty bad because the basements were really smelly. It was brown water, sewer water." Mrs. Farag and her husband, Sam, hustled to get computer equipment and other items out of their basement while it was still uncertain how high the water would go. On Friday, the lower level was filled with fans and dehumidifiers left there by the service company sent out by the Farads' insurers. One of the happiest guys in town was probably Paul Homing, owner of Service Master of Durham on Ironstone Manor in Pickering. The company specializes in fire and flood restoration for the insur- ance industry. '11w phone calls started coming in at approximately 3:20 in the afternoon and they didn't subside till 1 a.m.:' reports Mr. Horning. "Our crews were working till approximately 5 in the morning:' Most of the calls to Service Master came from the Whites Road area be- tween Sheppard and Finch avenues, and the Bayly Street/Liverpool Road neigh- bourho-od. -Some residents had between three and four feet of water in their basements in both areas. They had freezers and fudges and washers and dryers floating around in their basements.- Dealing with the flood damage will probably keep his company busy for weeks, says Mr. Horning. "It's very good for business, but it's not a nice situation for people to be in" Much less happy is the Town of Pick- ering, which will have to pay the hills for the post -storm repairs and clean-up. Mr. Holborn declines to estimate how much it will cost. ..We just passed our budgets and they were very tight:' he- notes. "Now we have to deal with this. One of the bigger costs will be replac- ing the waterfront trail bridge that was washed out. Mr. Holhom doesn't want to estimate what that will amount to either, especially since a sturdier design will ob- viously have to he chosen. Ajax, however, didn't have a problem with the storm, according to operations director Brian Skinner. Town partly to blame for storm damn ore, say residents Ry AM►how Tam Staff Writer PICKERING — While many Pickering residents experienced flooding of their homes for the first time during Thursday's storm, it was unfortunately not a new experience for some residents. They, as well as Dave Steele, head of Pickering's citizens' task force on the waterfront, blame some of the damage that occurred to public and private property on the Town's poor stormwater management sys- tem. Ivan Marcoux of Streamside Court spent much of his Friday morning cleaning out his garage, where the floodwater had come up to the bottom of the door leading to the ground floor of his house. It also flowed into his basement after reach- ing a peak just above the basement windows outside. `"lime furnace was under at least a foot of water" notes Mr. Marcoux. "So was the water heater," The lower level of his six-year- old home first filled with water dur- ing a storm three years ago, and h believes the house has been built to low. He's received plenty of sympa thy from the Town, he says, but n action. Mr. Marcoux says the majc source of the problem is imprope stormwater management in the KroE no Creek area. "If they've approved the elevatio of this house, they've got to do some thing about that creek. How can yo live here knowing this can happe any time?' He adds he can't finis his basement because of the floo danger. Over on Rougemount Drive, th Hummel family's backyard wa strewn Friday morning with brant es and other debris left from the flooding of the creek behind the house. The floodwaters had reached half --way to the house, says Rose- marie Hummel, and it probably would have been much worse if her sons hadn't pulled out debris that was clogging the creek culvert at the end of their yard. Among the items tossed around by the waters was a thick, six-foot piece of tree trunk. Ivan Marcoux shows how high the water rose around his Streamside Court home during the storm. Mrs. Hummel says the yard floods about three times a year and blames poor stormwater manage- ment by the Town. "We have been here 12 years and nothing has been done in regards to a flood gate. One of these days some- thing is going to happen to some- body., Mr. Steele blames much of Thurs- day's damage, including the washing out of a bridge on the waterfront trail, on an inadequate system for han- dling stormwater town -wide. '"Brat's what happens when you don't have stormwater management plans:' he says. He maintains improvements to the system should include retention ponds which could handle much of the overflow in a storm such as the recent one. Such ponds were also a major recommendation of the water- front task force, in order to reduce the amount of silt and pollution flow- ing from storm sewers into local creeks, Frenchman's Bay and the lake. Pickering's entire stormwater management system is currently be- ing reviewed, according to Acting Mayor Ward 1 Regional Councillor Maurice Brenner. But, he adds, it's quite likely the Marcoux and Hummel households would have experienced flooding during a storm as severe as Thurs- day's even if a better stormwater sys- tem was in place. "No matter how much you make it better, there's always something when you go against the elements. Our initial concern that the hotel was a long drive from the ac- tion turned to relief that we had a quiet escape from the crowds that define Ed- inburgh in the first two weeks of August. It's a question I wish I didn't have to answer. But I've recently re- turned home following a coronary attack. There's little doubt that com- ing close to greeting your "Maker" is an eye-opener. And editors have asked me to write about it. First, there's a huge shock to the psyche. One moment I was sitting at my computer writing a column. The next minute I experienced sud- den severe chest pain. There's no doubt I was suffering an acute coro- nary attack. My first reaction when the pain occurred was incredibility. Then the thought that the timing was terrible. I was leaving for Buenos Aires in one week to attend my son's wed- ding. My wife and I had been study- ing Spanish for months. So I hated to admit to coronary pain. I hoped like hell I only had severe indiges- tion. But I realized immediately this was wishful thinking. The next few days were a night- mare. Suddenly I was thrust into in- tensive care with doctors and nurses struggling to save my life. At one point blood pressure and heart rate dropped to dangerously low levels. But for the physician it's doubt} harrowing to be the subject of a critical illness. Doctors are used to providing care, not receiving it. The role change is a difficult adjust- ment, one almost impossible to ac- cept. Doctors will nev- er make good pa- tients. They know too much about the disease. They're terribly aware of what can go wrong, how often and how easi- ly. And I was no exception to this rule. Like other patients I feel isolated and vulnerable with endless time to think about the consequences. Being a physician and medical journalist I asked myself the obvi- ous question. Why have I had a heart attack? After all I had done all the things I've advised readers to do. My weight remained at 145 pounds for decades. I had tried to keep my blood well-oiled, and the good cholesterol elevated, by daily exercise and vitamin E. In retro- spect I should have added a daily baby Aspirin to the list. For years I'd consumed antioxi- dant vitamins C and E and recently B vitamins to help decrease blood levels of homocysteine. I used alco- holic drinks in moderation- I wasn't diabetic, hypertensive and I'd tossed cigarettes away 42 years ago. But there were two things I couldn't control. First, getting older is very dangerous. Secondly, there's no way to change genetics. MU mother had suffered a coronary at- tack at about the same age. (She still lived to 93.) Mike Haggarty, Peter Shute/John Dale -Sutton The Pickering Pirates Hurley, John Hendry and Group Heritage Realty rookie ball selects are Jeff Redding. rookie ball select 'A' team finished as runner-up at the recent Martingrove tournament. In the final, a Pirates squad exhausted after a thrilling win in the semi- fiml contest, faced a well - rested and red-hot Martin - grove Express team and lost 18-3. Pirates' runs were scored by Kevin Haggarty, Chris Smith and Chris Rose. Ryan Turner. Adam Hurlev and Nlark Hovne all had runs batted in. The Pirates faced a strong Burlington Bulls team and, backed by great fan support, posted an 8-7 come -from -behind victo- ry to advance to the cham- pionship final. Rose led off the final inning with a single but was later forced out at second base. With Robert Carman on first. Hoync smashed a single to left field and Carman dashed home to tie the c9ptest. Hoyne alertly ran to third as the Bulls tried vainly to nail Carman at the plate. Then, lead-off hitter Eric Wilton drove in Hoyne with the winning run. Stan Pon and Travis Hendry each contributed two RBI. The Pickering rookies opened the tournament with an 11-I win over North York. Turner led the way with a home run and a triple. Scan Molony, Matthew Redding and Turner scored three runs apiece. Carman added three RBI. First baseman Ryan Lamanna had a fine defensive outing for Pick- -ring. In the second game, the Pirates battled back from a first -inning, six -run deficit to tie East York 12- 12.
