The Province wants Ontario's teach-
ers and school bliards to fail in contract
negotiations so Queen's Park can bargain
with unions itself, claims a local teach-
ers union leader.
Another predicts teacher will win
their court case challenging the constitu-
tionality of the Province's funding for-
mula which could give boards more con-
trol over spending in areas such as
salaries.
As teachers anti school boards negoti-
ate their first collective agreements under
Ontario's new funding formula some say

Under Bill 160. the Education Quali-
ty Improvement Act, school boards are
required to establish new two-year con-
tracts for all of their employee groups

More honours
are in order
It's been around for 31 years and a whopping
3,916 Canadians have been honoured by being
named to it. The Order of Canada is the highest
civilian honour bestowed upon Canadians. Twice
annually the governor-general of the day
announces somewhere between 60 and 80 names
to be added to the list.
The chosen represent those who made signifi-
cant achievements in a wide variety of fields. Some
are members because of the good works they've
done for chanty, others are outstanding athletes,
actors, painters. venters or musicians, while still
others are noted scientists, politicians, academics,
businessmen or priests or militan leaders.
The point is that the Order of Canada is sup-
posed to be about what's best about Canada.
In all those %ears, just 13 Durham Region resi-
dents have received the Order of Canada — and
onlv nine are alive today.
Col. R.S. McLaughlin of Oshawa and Donald
Creighton of Brtwklin were original names when
the %en first Order of Canada awards were nosed.
Col. McLaughlin, famous as the founder of
General Motors of Canada and Mr. Creighton, a
nationally famous historian were gi%en the very
highest honour. the Companion of the Order of
Canada (C.C.) in 1967. Both have since passed
away.
One former Durham resident, the Hon. Ed
Broadbent, was named an Officer of the Order of
Canada in 1993.
Nine other Durham residents have received the
designation of C.M. or Member of the Order of
Canada, the third tier of the three -tiered system
(the middle honour is Officer of the Order of
Canada, or O.C.) The nine are: Bromley
Armstrong in 1994. Re-, Charles Carlo in 1979
and Ernest Coombs in 1996, all of Pickering.
George McLaughlin, in 1977 and Duncan
MacPherson in 1987 id. 1993). both of Beaverton.
Vicki Keith in 1992 of Ajax: Christopher Chapman
in 1987 of Uxbridge: Don Jackson in 1998 of
Oshawa: Sandy Haw Ic) of Oshawa/VYhitby in
1976. and Jan llngala of 0%hawa to 19N3
Durham has a population of about 4(X),000 or
about one -seventy-fifth of Canada's total 000ula-
tion of about 30 million, yet we have only 12 Order
of Canada recipient out of 3,916, which is about
one out of even 330.
Granted, much of Durham's population growth
has occurred in the last 15 years but it's hard to
believe that V1'hitby, Scugog and Clanngton have
never had even one Order of Canada recipient
among them.
It's easy to nominate someone for the Order of
Canada. Nomination forms are available at every
member of ParliarnenCs local office. Anybody can
nominate anyone else. Nominators merely have to
provide a curriculum vitae, or resume, of the nom-
inee, some basic details about the nominee, and a
list of three references for the nominee. Then, mail
it and send it in.
Surely there are more deserving Durham resi-
dents out there who deserve the Order of Canada.
There ham't been a Durham recipient since 1994
— we're overdue for another member. We should
take pride in the people who have worked hard for
many years to make Durham Region a better place
to live.

The main premise seems to be
that the existing main library
branch was designed to wit the
needs of 30,000 people. Now it is
proposed to enlarge it to wit the
steeds of 6TOW residents. A facil-
ity three times as large must he
suitable for 90,000 people. except
they left out other minor details.
We have twee branches, which, if
included with the main branch,
probably bring the space per per-
son near the "industry standard of
0.6 square feet of space for every
resident in town". And that does
not include the other space where
the many executives work in south
Ajax doing the serious busincss of
managing a small-town library.
The otter branches are in areas
that are growing, with much heav-
ier residential development than
depressed downtown Ajax.
Town officials might want to
consider the need.% of the residents
of Ajax. Is there demand for more
space, mere books or more activi-
ties'? Has anyone not involved in
the library seen the need for a
newer, bigger, better facility'? Has
anyone considered putting books
online on the Internet so more
people could access them from
home? The cost savings could be
tremendous.

In between watching her children and
garden grow this summer, Pickering
resident Gloria Papastavros is work-
ing on a series of paintings based on
women in her community.
Suburbia bared
She now resides in our hallway.
resplendent in all her naked glory. With
her teacup forever poised, and her
haughty, unrelenting gaze, she reigns
majestically.
With the controversy now resolved.
the family pass by her, busy with their
daily activities. Comfortable now with
her presence.
The 'she' I refer to is the female fig-
ure in my life-size. nude, self portrait.
This is the painting that 1 introduced you
to in my last column. She sits on an opu-
lent floral sofa. teacup in hand, wearing
a large picture hat adorned with cabbage
roses. She wears long red silk gloves,
green satin high heels..... nothing else.
It is a woman's painting, done for
worsen. about women, and by a woman.
And boy, have women responded!!
When the painting was shown. four
women' just had to have it'. But I'm not
ready just yet to part with it.
The response to my column was
extensive and interesting. Hone. women
wanted to know. could I possibly paint
myself nude:'' Wasn't I shy, embarrassed.

my brush:' Could I stand to let strange

This. I was told was a hot topic at cof-
fee mornings. Finally, a curious and
determined gaup of worsen cornered

painting:' I was told resolutely.
' Of course you can come:' I respond
ed generously. "But you coo know, when
you corn to tea at my house....... you
came naked!.'
As they stood there frozen and
speechfe>s. 1 instantly began to form a
visual in my head. What a great taunting

All this raced through my mind while
the curious. though chastened, group
collected themselves.
"You're kidding right?", they
responded in uruson.
"Of course I'm kKIdmg:' 1 laughingly
replied. "It did however, give me an idea
for anoxhcr painting" 1 went on to
explain.
'Oh no. not me:' was the initial
response.
Tben they began to waver.
`I'd have too lose 20 pounds first'
And then. -I'd do it if you will "
I was already deciding on my palette
and props as they debated. 1 left them
with one last thought.
"it will toe lots of fun, and make a
great painting"
A few weeks passed without me bear-
ing from them. I was beginning to won-
der. Then (me ordinary day, as we par-
ticipated in the daily ritual of transport-
ing children to and from school. One of
the mums casually approached me.
"So, when do we cane and pose for
our painting?"
Now it was my tum to stand frozen
and speechless.
"You'll realty do it? Fabulous"
These adventurous women with 'a
huge sense of humour had agreed to pose
far one. My paintings celebtate fun, quirk-
iness and self -acceptance by women who
are no longer in their early ttinties. Theft
is a need to celebrate and acknowledge
the fives of women in this age group.
Especially if they are wives and mothem
This is why women respond to and enjoy
my paintings, and yes, sometimes even
want to be part of then.
I am now happy to say in the fall,
when all our little darlings are safety
back in school, there will be a memo-

Registered dogs are usually bred
away from fighting, he said.
Locally, municipalities are not
thinking of similar bylaws or anything
that targets a specific breed although
an Oshawa committee is looking at the
possibility of restricting large dogs.
The City's operations committee
has requested staff prepare a repo on
options to deal with large dogs. Coun-
cillor Iry Harrell is the councillor who
pushed for the repo.
"It essentially will deal with the
issue of the intimidation of the public
by large dogs in public places:' he
said. "1'm sick and tired of people
using their dogs to intimidate other

are quite aggressive. That's not the
kind of society we want to live in.-

In' Clarington. the vicious bylaw
went into effect last summer. said

since then with only one vicious dog
declaration being made. she said. Dogs
declared vicious in Clarington not only
have to he leashed, muzzled and under
control of an adult Fut also have to
have a microchip implanted for identi-
fication. The municipality also has to
be informed in case the dog moves to a
new home. Mc Knight said.
But large dogs aren't any worse at
biting or attacking people and other
pets than small dogs, said Sylvic
Lynch. supervisor of the Pickering -
Ajax -Whitby animal control centre
And the number of dog hires or
attacks hasn't increased either, she
said. It's just that larger dogs create
more damage and get the headlines.
Adam Benetin is the owner of an
eight -month-old rottwcilcr and he
thinks the breed is getting a bad name
because of improperly trained dogs in
the harxls of irrc%pnsible owners.
Any dog can bite. he said. His wife.

Hope, has even been bitten by a gold-
en retriever, which most people think
is impossible because of the breed's
reputation. he added.
He said his dog, which was hadly
abused as a puppy by its original own-
er, is friendly. adored by ncighbour-
hood kids and by the residents of a
nursing home where Maverick and Mr.
Benetin visit under the St. John Ambu-
lance therapy dog programme. Rot-
tweilers are loyal. lovable dogs if prop-
erly raised. he adds.
..It's not the dog. it's the people:'
the Oshawa man said. adding Maver-
ick's original owner was training it to
be a guard dog from the time the pup
was five weeks old.
The puppy was kept outside at all
times, worked five hours a day and
loved in a crate with a piece of plastic
over it. As part of the training, a Ger-
man shepherd shdxik the puppy by the
head. The puppy was going to be
killed by its owner at age eight weeks
but was rescued by neighbour% and lat-
er adopted by Mr. Benetin.
"A lot of people get rottwcilers for
all the wrong reasons;' he said.
"Macho people" think Ilk- dogs are
mean and vicious and want them as
guard dogs, he said. But the only dogs
that need such training arc police dogs
and those used by security firms. he
said.
Large dogs kept in the house
shouWn't be trained as guard dogs.
especially by their owners, he added.
"Their size is good enough," he
said.
But people should remember that
dogs, while they are bred to Ix- pets,
are still wild animals and will act as
such, he said.
He'd like to see more responsibility
placed on owners when their dogs
attack people. On the first serious
attack, the dog should be seized and
the owner prevented from getting
another dog licence for a year, he said.
Then, that person would have to prove
they are responsible enough to he
allowed to own a dog before they
could get another animal, he added.
"At least it will stop the repeat
offenders," he said.
Proper and constant training for
dog --rid owner is mandatory for prop-
er behaviour. said Patricia Dingle, a
trainer with Classic Touch Obedience
"training in Pickering.
In her years of training, she's not
found too many dogs that aren't train-
able.
"It all comes from the owner gener-
ally." she said. "Animals are animals.
They have instincts and they have dri-
ves. People try to humanize them too
much. You've got to respect them as
animals:'
And that means special training to
help both owner and dog get around
that animal behaviour, site said.
"Our main purple is to make every
dog safe in every home:' she said.

problem as large ones.
"I've been bitten by more small
dogs than by large dogs:" she said.
Her best suggestion to people wor-
rying about dog attacks is not to clas-
sify dogs. Don't lump all large dogs
together and consider them as more
prone to attack while ignoring small
dogs.
Look at each individual dog and its
place in a litter. There are dominant
dogs, more apt to be aggressive, while
the others in the litter are generally
more submissive. she said.
Oshawa trainer Barb Scott agreed
and said a good, reputable breeder will
be able to match a dog to a prospective
owner.
She said there arc too many people
in the business of breeding large dogs,
like rottweder% and pit bulls, just fix
the money.

inal% over a six-year law enforcement
career, the province'% oldest active
.police dog has turned in his collar.
Leo. founding four -legged member
of the Durham Regional Police Canine
Unit. went out with a bang, tr rather a
bark, at an official retirement hash
held yesterday at police headquarters
in O%hawa.
At the Sartre time the department
ushered in a new crime -fighting era in
Durham Region, unveiling its recent-
ly -expanded canine unit of four dogs
and four officers.
Chase, Lex. Inn and Nuke (han-
dled by constables Dave Moumteven.
Peter MacDonald. David Saliba and
Jim Stephenson) all recently graduated
from a 17 -week training course at the
Toronto Police Canine Training Acad-
emy.
Durham's canine unit was created
in 1992 with funding for the first dog -
officer team provided by the Oshawa
_Central Lion's Club.
Since then, partners Vanderduim
and Leo have worked 'round-the-clock
on call when needed to track down and
arrest robbers, thieves and other
crooks who have managed to Flee
crime scenes.
During that time, the team has per-
formed hundreds of public demonstra-
tions, making them ambassadors for
the department and the most recog-
nized officers in the community.

At long last, recycling at public events
Canada's birthday present from
most parrying Canadians was lots of
,garbage going to landfill. However, we
ire getting closer :o incorporating
responsible waste management as part

Ajax receives an average grade for
i recycling on Canada Day. Pickering
''gets an E for effort. At Rotary Park in
' Ajax, three large recycling bins were
placed on site to collect only pop cans.
Ajax got a better response than on
Ajax Environmental Affairs Week.
This second attempt was moderate-
ly successful. All bins were half full of
cans with very little contamination.
Unfortunately, the bins did not con-
tain the recycling logo. However, Ajax
operations manager Chris Bradley felt
their introduction is a step in the right
direction and that in time more people
will choose to recycle at future events.

ner anyway, to try to influence their
audiences to recycle.
In Pickering, recycling bins to col-
lect pip cans were finally approved in
the budget but they did not make it to
Kinsmen Park in time for the July 1
festivities. They will be available at
Pickering's next celebration.
Although, in the big picture, only a
small fraction of materials is recycled
from events, it provides an enormous
opportunity to change habits.
It was recently documented that
landfilling co%Ls more than recycling.
When Keele Valley dump closes in a
few years, the gap, 1 am sure, will be
even wider. Recycling saves natural
resources, takes less energy to manu-
facture materials and saves on land use
— good reasons why we began recy-
cling in the first place.
Today there are several companies
attaining extremely high waste diver-
sion rates. There are also great recy-
cling programmes in place for diapers,
polystyrene, batteries. plastic, rubber,
etc. For a municipality to push this to
a greater height, it takes a long-range
vision. political will, ingenuity, com-
munity pride and spirit.
While Durham Region is undertak-
ing its massive waste study, our town
leaders also could seriously think
about a residential pay -per -bag
(Northumberland County starts user -
pay January 1999): fines for recy-
clables found in garbage bags, com-
posting systems set up in office build-
ings and institutions. crash courses for
residents on how to backyard and
community compost (hair clippings in
barber shops and wilted flowers from a
church can be composted): the cre-
ation of more scrap metal yards. reuse
centres; bylaws to ensure that manu-
facturers and retailers cannot simply
dump merchandise defined as "outdat-
ed" or "seconds": special bins in strip
malls, and recycling the litter of paper.

day after serving eight years of a life
sentence for murder in yet another
case in which a jailhouse informant
lied.
• Another man who had served
three years of a life sentence for
murder was freed pending a new tri-
al by an appeal court which said the
judge at the first trial discounted
important evidence.
• A third roan spent three years in
jail awaiting trial on a murder charge
before police dropped it saying wit-
nesses were unreliable.
A coroner's jury requested
improved training for police, Crown
lawyers and judges after a man was
given bail repeatedly on charges of
assaulting his girlfriend and forbid-
den from possessing a gun, but no
one in the system asked if he already
had a permit to hay one and he did
so and shot her dead.

for the murder of Guy Paul Morin,
overturned by DNA evidence, which
found errors by police, prosecuting
lawyers and the trial judge.
It is difficult to recall a time when
so many flaws have been revealed

But this Progressive Con%ervative
government is obsessed with getting
crime off the streets, a more popular
call, and has not taken much notice
of these we trust to keep the peace.

THE NIGHT LIFE IN AJAX & PICKERING
They're good poets who know it
Many local poets were among
winners of the third annual Dan Sul-
livan Memorial Poetry Contest,
sponsored by The Writers' Circle of
Durham Region.
• The contest was started by the
writers' circle as a tribute to the
Durham poet who died of a heart
attack moments after reciting some
of his work at a reading in Pickering.
First -place finishers will read
their winning pieces at the opening
ceremonies of the fourth annual The
Word is Out Writers' Festival at
Pickering Museum Village Sunday,
July 19. The opening ceremonies get
under way at I 1 a.m.
The second- and third-place win-
ners in each category, along with
honourable mention award winners,
will also read their works during the
day -long festival.
The winner in the children's cate-
gory, for youngsters up to 12 years,
was Matthew Sharp of Pickering for
1 Am. Gillian Raymond of Ajax was
second with her poem The Four Sea-
sons. Third-place winner was
Danielle Taylor of Whitby for All
About Autumn. Matthew Sharp also
won an honourable mention for
another poem entitled Mountains.
In the youth category, for those up
to 18 years, Jacquie Johnson of Pick-
ering placed first for her poem Iden-
tity. The second -place winner was
Stephanie MacKenzie of Whitby for
Homeless. Jennifer Martin of Picker-
ing finished third with The Most
Peaceful Place 1 Know. Honourable
mention went to Jacquic Johnson for
her second poem, Trendy.
The adult division, for poets 18
and over, was won by Ruth E. Walk-
er of Whhhy for her work Untitled.
Barbara Nutley Hunter of Ajax was
second with her poem Parallel
Worlds. Third place went to Larry
Codd of Whitby for Garden Party.
Honourable mention in the category
went to Marjorie Green of Ajax for
Webs.

Lacrosse Invitational Tournament in
Oshawa on the weekend won the
two-day event.
Shea McDonald of Pickering and
Jill Shannon of Ajax suited up for
Canada's under -19 national team
which split into two squads to com-
pete in the junior division of the
international event at Oshawa's
Civic Fields Saturday and Sunday.
Shannon played for Canada I, while
McDonald was on the Canada 2
squad.
Other teams at the tournament
included two Ontario provincial
squads. English teams from
Cambridge University and the
Wycombe Abbey School for Girls,
and U.S. squads Great Lakes from
Michigan and the Chesapeake
Lacrosse Club from Maryland.
In the final of the junior division,
Canada 2 defeated Chesapeake 4-2
to capture the championship on
Sunday. Both Canada I and Canada
2 emerged from round-robin play to
compete in the semi-final contests

The next best thing about reeling
in a good -size fish is lying about
reeling in a good -size fish.
This year the Port Whitby Sport
Fishing Association (P%%'SFA, is
celebrating its 10th year of h.hing
and talking about the one that got
away.
Over the past 10 yeah the associ-
ation has been trying to clean and
improve Whitby Harbour. It lobbied
all levels of government to see the
eeswovsk of two derekict ahips,which
were moors: in the harbour for
months and it was instrumental in
having a public walkway and fishing
pier included in tl:c plans for the
development of Harh..ur Islc.
Vice-chairman of the M SFA. Ed
Bond, says the association will host
numerous fishing derhics this year.
It has derbies scheduled for July 25,
Aug. 8 and Aug. 22.

to promote the Whitby Harbour to
keep it clean and draw in tourists.
Bond says Whitby has one of the
finest harbours from Oshawa out to
the Toronto bluffs.
A misconception many people
have about fishing on Lake Ontario
is eating the fish. Bond says as long
as people follow ministry guidelines
on how to prepare the fish, there is
nothing wrong with eating fish
caught on the lake.
Another misconception is people
don't think there are any large fish
on the lake anymore. But due to suc-
eessful.restocking of the lake there
are plenty of big fish swimming
about and fortunately for local
anglers, many are located near
Whitby Harbour.
Current PWSFA Chairman John
Martin won last year's Toronto Star
Fishing derby by landing a 37.4 -
pound Chinook Salmon near the
harbour. Bond himself has landed a
39 -pound Chinook out of the har-
bour.
Currently the association is look-
ing for new members, who do not
have to be restricted to the Whitby
area. Bond says many members
drive 30-40 minutes to come into
Whitby. The only prerequisite need-
ed to join the PWSFA is a love for
fishing and being able to exaggerate
the size of the fish you catch.
First year membership is $25 and
every year after it is $20. For infor-
mation on the Port Whitby Sport
Fishing Association or if you are
