in new laws

Tough new child abuse legislation
proposed by a government task force
has been heralded by Ontario's chil-
dren's aid societies.
Durham CAS executive director
James Dubray says the legislation, if
adopted, will give front-line workers
and the legal system more power to pro-
tect children.
"The government has talked about
accountability but we have to get the
tools to do the job;' Mr. Dubray said.
Tile report, called Protecting Vulner-
able Children, asks the Ontario govern-
ment to change Ontario's 14 -year-old
child welfare law so that the safety of
abused and neglected children clearly
outweighs the importance of keeping
families together. In particular, the task
force suggested:
- Adding the concept of "neglect" to
the law, and giving neglectful behav-
iour, such as the starvation of a child,
the same prominence as physical abuse.
A definition of neglect would include
failure to provide adequate living con-
ditions, nutrition, education and med-
ical care.
- A heavier focus by courts and so-
cial workers on past behaviour of par-
ents or other care -givers, including any
history of violence to children, spousal
abuse and other criminal acts.
• Dramatically shortening the time
babies and very young children can re-
main under children's aid care before a
decision is made either to return them
home or seek a permanent adoptive
home.
• Ensuring there's enough funding to
provide for more staff and proper awn -

Local companies dependent
on General Motors are at a stand-
still, left waiting for news

"Nothing has changed since
the first week," says Dawn Hillis
of Mackie Automotive's human
resources department.
During that time, the company
laid off 450 employees, she says,
adding Mackie has laid off

As the strike at GM's Flint,
Michigan plant enters its second
month, forcing 5,500 local em-
ployees on to unemployment and
halting the production of new vehi-
cles, dealers are facing shrinking
inventory and possible parts short-
ages for repairs.
"Definitely, it's affected us"
says Alex Spanopulos, general
sales manager at Michael Boyer
Pontiac Buick in Pickering. "Our
inventory levels aro quite low. Cus-
tomers are losing confidence in
whether they can get a good deal
or not."
Because the supply of GM cars
is getting low, explains Mr.
Spanopulos, buyers are finding it
harder to negotiate the kind of
price they want. "It's supply and
demand."
After healthy sales in June, July
has been an "absolute disaster" at
the dealership, he says.
"The strike came and just shut
things down for us"
Mr. Spanopulos notes the situa-
tion is also driving up the prices of
late -model used cars and endan-
gering the supply of new 1999 ,c-
hicks for the fall.

For the time being, the strike
has bad little effect at Bob Myers

Hector Bosom, general sales man-

Mr. Bosotti notes the situation
is more difficult for GM dealers in
Oshawa and Whitby, whose cus-
tomer base consists to a large ex-
tent of GM employees and workers
at companies which supply GM.
Those customers buy cars under
the GM employee purchase pro-
gramme, but they're off work and
aren't buying now. Some employ-
ees of GM suppliers are laid.off in
Ajax, says Mr. Bosotti, but they're
not having any great impact on
sales.

"It doesn't affect the price we
sell the vehicle at, but it does affect

"Inventory will be a concern in
the future and in the new future"
says a manager at an Oshawa GM
dealership, who asked to remain
unnamed.
He said May and June were
"excellent" and that July and Au-
gust are usually slower due to va-
cations.

dardized funding mechanism
based on the number of cases
handled; and investigative
protocols that would teach so -

U.S. strike

Former Prime Minister Pierre Trudeau certainly
said it best when he indicated living beside the Unit-
ed States was like sleeping with an elephant. Every
move the elephant makes affects you.
That's certainly the truth right here and right now.
The strikes at General Motors plants in Michigan have
been hurting Durham Region (and the rest of Canada
and the world) for a number of weeks now.
Though the sides are still talking, they are far apart
on many different issues. A negotiator said on Satur-
day that the 243 major grievances on the table at the
start of the talks all remained. Not one of the 243
major grievances has been settled.
It's important to remember that, while the workers
and their families will feel some impact from the
strike, its full effect will be felt throughout Durham
Region, especially in plants which supply parts and
equipment to General Motors. For instance: Mackie
Automotive in Whitby laid off 450 employees after
the first week of the strike. And there are many other
plants feeling the effects.
But it's not just automotive businesses which are
hurt. Restaurants which cater specifically to the GM
crowd are taking a pounding now that there is no
lunch or dinner 'rush' to service. Travel agencies find
their business is off by 50 per cent or more since laid -
off workers aren't taking those southern holidays they
would normally take. Laid -off workers don't buy new
products ...including, ironically enough, cars.
What's good for General Motors is good for the
country — another saying that certainly fits and in
Durham Region, it fits better than anywhere else.
Everybody it seems is eventually affected by a Gener-
al Motors lay-off/strike. Domestic violence calls and
distress centre calls begin to creep up. The pain can be
quite literal.
There's little to be gained here in debating the
points of negotiation between the two sides. We're
sincerely hopeful a settlement can be quickly reached
so workers can get back on the job and so that related
businesses can join in our booming economy.

term answer.

Cheap shot

To the editor:
Re: Jim Thompson's letter to
the editor of July 12
I always laugh at the creative
posturing of the self-appointed
"defenders of agriculture" in
north Pickering. Never permit-
ting a fact to mess up a good
story, they would have those
who rarely venture into that
great hinterland north of
Taunton Road and the occasion-
al gullible politician into be-
lieving that north Pickering is
awash in lush commercial farm-
land, "the breadbasket of
Durham Region", and that we
must pull out all stops to pre-
serve this great heritage. What
are we really being asked to
preserve? Is it that rusty '69
Chevy grazing in the field .... or
perhaps the country estates of
the many refugees from the big
city who now pass themselves
off as gentlemen farmers?
Most of the farms in North
Pickering are of limited com-
mercial value and there are
thousands of acres left as scrub
land for generations. Yes, there
are a number of farms, most no-
tably dairy farms that continue
to sustain their traditional farm
families. Most are able to carry
on primarily through the artifi-
cial quota and price fixing ac-
tivities of Milk Marketing
Boards etc. It is a fact that more
commercial acreage (mostly
corn) has been harvested in
north Pickering after the federal
airport land grab than when the
land was family-owned. I am
not defending the bad planning
practices of federal Liberals,
merely putting the facts in
proper perspective.
Mr. Thompson's cheap shot
at Councillor Rick Johnson was
way off base. Mr. Johnson has
lived in north Pickering for
many years and understands
more than most that there is a
need for some creative planning
to continue to breathe some life
back into the north Pickering
communities. The issue is not
preserving the land for the
country gentry, but striking a
balance between reasonable
maintenance of greenbelt and
agricultural lands and sustain-
able growth in the greater Pick-
ering community that will pro-
vide much-needed jobs and ex-
pand the tax base to support the
ever' increasing demands of all
the citizens of Pickering.
Carry on Mr. Johnson, you
have my vote.

The Dallas Stars' gain is every other Na-
tional Hockey League team's loss.
So says an official of the Ontario Hockey
League squad where Ajax teen John Erskine
played last season.
While Erskine is ecstatic about being cho-
sen in the second round of the NHL's annual
entry draft, one of the kingpins for the London
Knights was surprised — but for all the wrong
reasons.
"I wasn't surprised by how high he went,
but how low he went," says Paul McIntosh, the

old Ajax Minor Hockey Association graduate
got picked in the second round as the Stars'
first choice as they didn't have a first-round
selection. "It's a great place for John to go"
McIntosh is a big booster of Erskine, who,
since coming to the Knights as their first-
round pick in the OHL's Priority Draft a year
ago, has been the cornerstone of an improving
squad which advanced to the semi-finals of the
playoffs this past season.
"For a first-year guy coming into the OHL,
into the best developmental hockey league in
the world, and make the impression he did
shows how much of a competitor he is and how
good a hockey player he is"
McIntosh says Erskine stepped into a start-
ing role with the club from the outset of the
season and steadily improved through the cam-
paign. In the Knights' playoff series with the
Kingston Frontenacs, the rugged defenceman
was logging about 30 minutes per game.
Erskine was one of a bumper crop of eight
Knights drafted into the NHL. With the possi-
ble exception of Knights' sniper Rico Fatta, a
first-round choice of the Calgary Flames, all
the players could be back in Knights' uniforms
next season.
And, look for Erskine to play an even big-
ger role with the club.
.We should be competitive next season,"
says McIntosh. "We're really counting on John
to be one of the anchors back on our defence
next year."

National teachers'
union
vows toprotect education
Canada's national teachers'
federation is committed to
working more closely with
provincial governments across
the country on educational is-
sues, reports a local union
leader.
Mike O'Connor. Durham
president of the elementary di-
vision of the Ontario English
Catholic Teachers' Association
(OECTA), says instructors
from across Canada approved a
strategic action plan outlining
goals for the Canadian Teach-
ers' Federation (CTF) at a con-
ference in Ottawa last week-
end.
One goal of the CTF is "to
work a lot more closely with
the ministers of education from
across the country."
Mr. O'Connor, who repre-
sented OECTA at the four-day
conference, says educational
issues are becoming national in
scope and notes the federation
must work with the various
provincial governments.
He also reports members
identified several "major
thrusts" for the next three
years, including the promotion
of the "right of free collective
bargaining for teachers, recog-
nition of the role of teachers as
educational leaders, ensuring
students are taught by qualified
teachers" and promoting and
protecting public education.
Federation members also
elected Marilies Rettig, a for-
mer OECTA president, as the
next CTF president. Her term
begins in 1999.
Free fun and fitness for teens
PICKERING — A number
of free drop-in programmes for
youths 13 to 19 years of age are
being provided by the Town of
Pickering recreation department.
There are sessions offering
activities such as basketball, vol-
leyball, ball hockey, badminton,
table tennis, board games, music

David Tarrant, the host of the
CBC show, `The Canadian Gar-
dener,' will be at the show. Par-
ticipants are invited to meet Mr.
Tarrant, who's also the educa-
tion co-ordinator for the Uni-
versity of British Columbia's
Botanical Gardens, and ask gar-
dening questions.
The cost of the show is free,
with admission to Cullen Gar-
dens ($10 for adults, $5 for
children and $8 for seniors),
while those exhibiting at the
show are admitted to the gar-
dens for free.

Ajax gets funds to
study service sharing
with other towns
AJAX —The Town will
receive $125,000 in provin-
cial grants to determine how
much money could be saved
if it shared or amalgamated
transit and fire services with
neighbouring municipalities.
The grants are awarded
under the Province of On-
tario's Special Circum-
stances Fund and are given in
association with other
Durham municipalities
which have joined together
on innovative approaches in
fire and transit services.
The Towns of Ajax and Pick-
ering have initiated a joint
study to consider further
transit partnerships or a full
amalgamation of the transit
systems of the two munici-
palities.
Meanwhile, the Towns of
Pickering, Ajax and Whitby
in association with the Town
of Uxbridge and the Town-
ships of Brock and Scugog,
have undertaken a study to
consider a joint Fire Commu-
nications Dispatch Centre to
serve all the municipalities.
The provincial fund was
established to provide one-
time assistance for munici-
palities to meet savings tar-
gets, to implement plans for
innovative programmes and
compensate for extraordinary
costs.
"These grants will cover
virtually all the consultants'
costs for both these studies,"
reports Ajax Chief Adminis-
trative Officer Richard
Parisotto. "It's good to see
the Province recognize Ajax
for creativity and innovation
in service delivery."
The studies are expected
to be completed in early
1999.

$144,000 in scholarships
offered through the Toronto
School of Business.
The scholarship an-
nouncement came at a June
meeting of the Ontario and
National associations of ca-
reer colleges (NACC), of
which the Toronto School
of Business is a member.
Provincial education
minister Dave Johnson
congratulated the NACC on
the launching of the Na-
tional Scholarship Pro-
gramme that already has a
commitment of $1 million.
Scholarships are meant to
assist students of all ages,
who are ineligible for fund-
ing from any other source,
to acquire marketable skills
by accessing full or partial
scholarships donated by
member colleges.
"Governments are in the
business of student assis-
tance;" said Mr. Johnson.
"It is one of the things that
people expect from us. Pri-
vate businesses, however,
aren't under the same
obligation. That's why I am
particularly impressed by
your generosity in institut-
ing this scholarship pro-
gramme, which will benefit
almost 200 students next
year...

dents graduating in 1998.

fund-raising bus trip to the Mennonite
Village of St. Jacobs on Saturday, Aug.

Ark provides youth shelter from the storm

One at a time, or two by two, The
Ark Youth Shelter and Support Ser-
vices is trying to help Durham's
youth work out their problems and
get their lives back in order.
Two years ago, Jackie would
never have believed she'd be living
on the street or at a youth shelter.
She admits her parents love her and
she has a nice home. But the trauma
of being sexually abused as a child
by a male known to her family was
too much to handle, she says. Un-
able to cope with the memories, the
I6 -year-old turned to alcohol and
drugs and took to the streets as her
world began to crumble.
"I just ran away too many times,"
says the seemingly well -adjusted
youth now sharing accommodations
at the Ark with others suffering their
own brand of pain. "They just
packed up my stuff one day." But,
after two weeks on the street and a
couple of months at the shelter,
Jackie says things are finally start-
ing to come together. She recog-
nizes now running away from home
was simply a way of running away
from her problems. She also knows
now there is hope.
" I think everyone has hope" says
the aspiring child psychologist. "No
one should ever give up"
Despite her positive outlook
today, Tyler Wolosewich, co-admin-
istrauve co-ordinator with the Ark,
says it took a while for her to see the
light as it is with most 16- to 20 -
year -olds who walk through their
doors. "For the most part, these
kids are good kids;' he says. "They
flourish under attention:'
Opened in 1996 under the um-
brella organization Durham Outlook
for the Needy, the Ark is partially
subsidized by Durham Social Ser-
vices. At any given time, the house
on Division Street in Oshawa can be
bursting at the scams with as many
as 27 to 28 youths, though they only
have enough beds for two dozen.
'Oshawa actually has a lot of
abandoned kids:' says co -adminis-
trator, Marianne Malloy. "There is a
growing number involved in prosti-
tution and drugs"
Adds Mr. Wolosewich, "But
that's why we're here, to give them
another chance, a safety net"
No two cases are ever the same,
the two administrators agree, but all
too often the end result is heart -
wrenching nonetheless. In one par-
ticular case, recalls Mr.
Wolosewich, a young teen, 16, was
dropped off at the shelter by his
mother because she was "afraid her
boyfriend was going to beat him
up'
Another case involved a second
16 -year-old whose parents dropped
him off because they were perma-
nently leaving the county. "That's
not unusual:' says Mr. Wolosewich.
"We've seen it all. This is very front
line, right in the thick of things"
Notwithstanding the 'hardcore'
cases however, there arc some rare
cases where rebellious teens find
Ark won't send any youth back to a place that isn't safe, says co -adminis-
trator Marianne Malloy.

come to realize the Ark is not a va-
cation retreat, says Ms. Malloy, as
they're expected to adhere to the

"They have 10 p.m. curfews,
10:30 p.m. Saturday nights, and
mu*do chores three times a day to
help out," says Ms. Malloy. "Parents
who call are surprised at the rules.
They say the rules aren't as strict at
home"
Of course, the Ark has zero toler-
ance for drugs, alcohol and vio-
knee, and all the teens are required
to either work or go to school. Mr.
Wolosewich says one of the Ark's
main goals is to try and get the kids
hack home, if it's safe to do so. They
regularly meet with parents, acting

tion that largely depends on volun-
teers and donations to keep its doors
