AJAX — "It's a miracle" that
a man survived and even walked
away from a spectacular crash
Thursday morning when his car
was forced off the HA,-,. 401
overpass at Westney Road,
plummetted to the street below
and exploded in flames.
The 38 -year-old Scarborough
driver of a Ford Escort was con-
scious when he was taken by
ambulance to Ajax -Pickering
General Hospital following the
collision shortly after 10 a.m.
Hospital officials said he was
listed in serious condition at
press time.

is gone. It -s a miracle he sur-

Ontario Provincial Police
Constable Geoffrey Brittan. of
the V4'hitb) detachment, told re-
porters the car "rolled right over
the top of the barrier" along the
overpass after being cut off on
the highway.
Const. Brittan said police be-
lieve three vehicles were in-
volved in the accident, including
one which left the scene.
He reported a car travelling
westbound in the passing lane
..made a lane change which af-
fected the driver of the red (Es-
cort)- whose auto collided with
a Dodge Neon and rolled over
the top of the wall, landing on
the centre median on Westney
Road.
Const. Brittan said it was too
soon to say if any charges would
be laid.
"It's a preliminary finding at
this point in time" as police still
had several witnesses to inter-
view.
One witness. Ajax resident
Glenn Davis. "just saw the dust
flying" as he was travelling east-
bound on Hwy. 401.
Mr. Davis pulled over and
raced to the scene. "The car was
on fire and ( the driver) was
standing beside a pole" at the
side of the road.
The front end and passenger
side of the Escort were demol-
ishcd. The windshield was shat-
tered and the dashboard had
melted in the blaze.
"It's pretty much a total
write-off." Const. Brittan said.
There was "not much dam-
age" to the Neon and the male
driver of that car was not in-
jured.
Police had not released the
names of the drivers at our dead-
line.

PICKERING — An environ-
mental evaluation of the Pickering
nuclear station is finally under way.
A `working group' of citizen rep-
resentatives invited by Ontario Hy-
dro to help guide the utility's Envi-
ronmental Review Project (ERP)
met for the first time Tuesday night.
Hydro has undertaken the review or-
dered by the Atomic Energy Control
Board as a condition of relicensing,
and in response to concerns of Pick-
ering residents.
The ERP may not be the review
under the Provincial Environmental
Assessment Act Pickering politi-
cians have called for, or that resi-
dents voted 87 per eau in favour of
in a referendum last November. Nor
is it the `Joint Universities' study of
the station some others warted. But
the members of the working group

possible environmental study of the
nuclear plant they can get out of Hy-
dro.
"What I'm trying to do is make
sure we have the tools to make this

PICKERING — A local waste
handling company has scaled back its
application to increase the amount of
garbage it's allowed to take in follow-
ing vehement opposition from Pick-
ering councillors and some of its
neighbours.
Can -Sort Recycling Ltd. of 1048
Toy Ave. had applied to the Environ-
ment Ministry for permission to in-
crease the maximum amount of solid
non -hazardous commercial/industrial
waste it's allowed to receive to 750
tonnes per day from 150 tonnes; its
maximum outgoing residual (to land-
fill) waste to 750 tonnes from 199;
and its maximum on-site storage of
waste to 1,000 tonnes from 250
tonnes. The company was also seek-
ing permission for outdoor storage of
recyclables in bins.
However, the company has now
changed that application and is ask-
ing for an increase to only 300 tonnes
per day for waste received, and 400
tonnes for on-site storage, and has
dropped the requests for increased
outgoing waste and for outdoor stor-
age.
"it is hard to operate a business
when you are at odds with the local
Councils — the Region and the
Town," says Can -Sort general manag-
er Chuck Kunc. "Our intent over the
next while is to establish some com-
munication with the Town and not be
at war with them, because that's the
way it feels right now. We just want
to try to work with the Town of Pick-
ering."
Pickering Council formally op-
posed the original Can -Sort applica-

compliance to regulations at the Toy
Ave. facility, which was previously
operated by a a firm that's now bank-
rupt.
There have also been complaints
in the past from other businesses in
the area about odour and dust from
the site, and about its appearance. As
well, concerns have been expressed
about the company possibly using the
increased capacity being applied for
to import waste from outside

applied for a permit to accept 750

"We never really felt we were go-
ing to get anything near 750 tonnes
per day. We were never thinking that
way. '
However, some increase in capaci-
ty is necessary, adds Mr. Kunc, to
deal with waste from local compa-
nies. He says new local customers are
coming to Can -Sort even though the
firm is not "drumming up business",
and there is no intention to import
waste from Toronto.
"The economics are such that that
would never happen. It's cheaper to
dispose of it in Metro (Toronto) than
it is out here. There's no reason for
people to bring it to us"
Ward 2 Regional Councillor Doug
Dickerson has issued a media release
welcoming the change in the Can -
Sort application. But he notes there
are still some concerns about the fa-
cility which need to be addressed —
in areas such as noise and dust con-
trol, landscaping and drainage — be-
fore Council endorses it.
"We would hope that over the
summer months all of our questions
will be answered positively and that
by fall Council will be in the position
where it can revisit Can -Sort's re-
quest for approval in a much better
light;' says Coun. Dickerson.
"This is a Council which encour-
ages job creation and growth within
the town and for our residents, but
not at the expense of our environment
or to the detriment of nearby resi-
dents."

OSHAWA — It's highly unlikely
General Motors Oshawa car plant
hourly workers will be returning this
Monday as the strike continues in
three U.S. plants, says a GM
spokesman.
Once the strike is settled, GM
spokesman Chick McGregor says, it
will "take the best part of the week is
my best guess; several days" to get
the car plants here back up.
"When you have so many plants
down, you have to reopen the
pipeline," he explains. There are about
162,600 autoworkers throughout
North America affected by the strike
at the Flint plants, adds Mr. McGregor.
The Oshawa truck plant however,
remains unscathed by the strike, at
least in the short-term. Production will
resume as planned at that plant on
:Monday. However, Mr. McGregor
,notes, it will be at a slower pace due to
a production changeover.
As of Thursday, there had been no
break in talks in Flint on the strike
which has been on-going for over a
month. However, talks were being de-
scribed by a U.S. General Motors
spokesman on a 1-800 hotline as "se-
rious in nature" although "to date, no
end is in sight."
The continued shutdown will cause
concern for some Oshawa workers
who may not be able to claim Em-
ployment Insurance (EI) for several
weeks after receiving large vacation
pays.
The employees with more seniority
will definitely have an extended wait
before they see any E.I., says Mike
Shields, president of Local 222 of the
Canadian Auto Workers. "The irony is
the more holiday pay you get, the
longer you'll have to wait," he says.
Local 222 had requested the company
only pay out two weeks vacation pay
until the strike was resolved in order
to avoid the problem, he says, but the
holiday pay was distributed through
the usual procedure.

niority. Those workers will: be disqual-
ified for E.I. well into August, notes
Mr. Shields.

There's no doubt both public and separate school
board officials in Durham Region know they have
man- issues to address in the summer months.
Neither is there any doubt that teachers in the re-
gion realize they face a difficult agenda when the
1995-99 school year gets under way in September.
NVIth the implementation of new curriculum or-
dered by the Province covering everything from
arts, health and physical education to new guide-
lines for the social sciences and an altered sex edu-
cation programme, what lies ahead will require ded-
ication, ambition and faith in the intent of the
changes.
And let's give credit where it's due: School board
officials have vowed this week to do all they can to
properly implement the new programmes and aid
teachers as they learn the new guidelines.
At the same time, sadly, teacher union officials
offered little leadership to their members and in-
stead dredged up tired old rhetoric about "unfair-
ness", "unrealistic expectations", etc., etc.
Consider the language coming from each side of
the education fence this week:
"It's important for school principals and senior
(board) officials to present this to our teachers in a

A citizens' panel believes Durham Region
councillors deserve a raise.
Turns out the majority of councillors agreed and
gave themselves one the day before Canada Day.
Nice way to celebrate.
What they really need is a lesson in timing. You
see. the same day they gave themselves that in-
crease, they also approved a budget that will see our
regional taxes go up — way up.
I'm not saying they don't deserve a raise. It's
just the timing is particularly bad.
Most councillors do work hard on our behalf.
They answer scores of phone calls, try to solve a
myriad of simple and complicated problems for
constituents, read dry -as -dust agendas on week-
end%. sit through even worse meetings and attend
countless 'must -do' social events. it's all part of the
political job and, as they say, you get what you Fya}
for. And vote for.
And the raises aren't exactly huge. The per-
centage increase is 8.7 per cent but salaries will go
from $21.") to $23,795 over three years — an in-
crease of less than $2,000 in that period. The n -
giomal chairman's pay gets bumped from $78.(XX)
to $88,249 by April I, 2000 but that position is con-
sidered full-time.
Councillors haven't had a raise in six years, just
like many municipal employees in the area, and the
increase will only add $40,000 to this year's bud-
get. Durham Chairman Roger Anderson said.
Ah yes, the budget. On June 30, councillors also
gave taxpayers an anticipated 18 -per -cent tax hike,
blaming it largely on a $28.5 -million shortfall
caused by provincial downloading.
The tax rate hasn't been set yet so nobody can
really know how the budget increase will atlect
them but regional officials say the average property
owner will face a $160 hike on the region's share of
the tax bill (about $950 on average) unless the
Province kicks in some funds to offset the in-
creased costs.
Regional councillors waited as long as they
could for some provincial financial help but had to

money from the Province, on June 30 since it was
their last meeting before the summer break.
They also had to include their raises in that bud-
get in order to get the increase this year.
Now, 540,000 for councillors' pay increases
isn't a lot when you consider the Region's budget
for the year is $144.5 million, with most of that
going for salaries and benefits for regional employ-
ees, including police. Erase the raise and it would-
n't make any significant changes in that budget.
You'd still be facing a $160 increase, with maybe
just a few cents shaved off.
But it just doesn't look good when councillors
give dhernselves a pay raise, even a small one and at
the same tune pass on a hefty tax increase to tax-
payershroters, all the while complaining about the
budget increase and lack of provincial financial
help.
Councillors probably thought there was little
they could do to avoid the situation. But no doubt
there are a few constituents and taxpayer who'd
provide them with one option — hold off on the in-
crease for a year.
This wouldn't save money but it would save
face.

PICKERING — The Pickering
nuclear station has failed to meet six
of the 15 performance standards set
for May by Ontario Hydro, accord-
ing to the latest monthly 'report
card' released by the provincial util-
ity to stake itself accountable to the
public.
The plant bettered the targets in
eight other categories and met them
in one.
The results were as follows, all
for the first five months of 1998 ex-
cept for measurements that are quar-
terly, as indicated:
❑ In an index reflecting nine in-
dustry standard performance mea-
sures set by the World Association
of Nuclear Operators (for the first
quarter of 1998), the Pickering plant
scored 53 per cent, falling short of
Hydro's target of 62.2 per cent and
short of the industry median of 87.2
per cent.
❑ Incidents or 'events' at the sta-
uon which had to be reported to the
Atomic Energy Control Board —
117, failing to meet Hydra's target
of 93.
❑ Incidents of non-compliance
with operating policies and princi-
ples related to public safety — 14,
falling short of the Hydro target of
5.8.
❑ 'Reactor trips' or the number
of unplanned automatic reactor
shutdowns per 7,000 hours — 1.35,
failing to meet the Hydro target of
one.

tering the Hydro goal of 0.4.

— 48.5, bettering the Hydro target
of 54.1.
❑ Radioactive waste produced
— 1,647 cubic metres, failing to
meet the Hydro target of 1,408 cubic
metres.
❑ Radiation dose to the public
(for the fust quarter of 1998) — 0.2
millirem, bettering the Hydro goal
of 0.3 millirem.
❑ Spills reportable to the Min-
istry of the Environment — zero,
surpassing the Hydro goal of four.
❑ Total collective dose of radia-
tion to all on-site personnel and vis-
itors — 18.9 rern/unit, bettering the
Hydro goal of 29.6 rem/unit.
❑ Worker accidents resulting in
temporary absence from work, per
200,000 work hours — 0.99, failing
to meet the Hydro target of 0.46.
❑ Accident severity rate or the
number of days lost for injuries per
200,000 hours worked — 6.2, sur-
passing the Hydro goal of eight

In April and March, the Picker-

bettered them in the other nine.

PICKERING — Pickering
Hydro recently celebrated anoth-
er milestone in its Safcty Pro-
gram. The foal utility accumu-
lated 4(().(XX) hours of work over
the last four years widxwt a sin-
gle lost -time injury to its cmploy-
ees. The occasion was marked
with an employee barbecue.
Pickenne Hydro has been ho-
noured a number of times for its
safety record. It recently was
awarded by the Provincial Utiht}
Safcty Asuxiauon with a tounh
certificate of merit for achieving
it% exceptional record. As well. at
the end of 1997, Pickering Hydro
won the association's coveted
President's Award reserved for
utilities that accumulate 250.(X)0
hours of injury -fret: work and are
the top achievers in the province.
Pickering Hydro general man-
ager John Wiersma attributes the
utilitv's safety success to its Zero
Tolerance Program started four
years ago. "We set some really
tough goals but our employees
have risen to the challenge:' says
Mr Wiersma. "h is their total
dedication to safe work principles
which has brought us this tar" +
The utility's goal now is to
reach the 500,000 -hour target
which would entitle it to a second
President's Award.
"Safety is becoming a way of
life and we are now taking the
message into the community;'
says Fried Damiani, Pickering
Hvdro's human resources man-
ager.
The utility has been a big sup-
porter of the Safe Communities
of Ajax and Pickering (SCOPA)
initiative to train employers and
employees in safe work practices.
Companies which participate
in the SCOPA programme learn
the principles behind accident t
prevention. Reduced accident fre-
quencies lead to improvements in
the morale of employees, and
employers reap the benefits of re- i
duced Worker Compensation
premiums.

Toronto Blue Jays' pitcher

The Jays' pitcher recently
recorded a public service an-
nouncement appealing to the
public to donate blood during the
summer. According to the Red
Cross, which is holding clinics in
Ajax and Pickering later this
month. the supply of bloat de-
clines during the summer as
many donors take holidays and
high schools are closed. "Al-
though the season has just begun,
we have already noticed a de-
cline in blood donations:' says
Michele Leroux, director of
donor services at the Toronto
Blood Centre. "We have cut the
amount of blood supplies to hos-
pitals:'
The current stock of all blood
types is low, but the supply of
type 0 positive and O negative is
especially depleted, the Red
Cross reports.

neighbour advised there was a preg-
nant woman living there," Sergeant
Jim Grimley said.
Fearing a possible medical emer-
gency, officers climbed into the home
through an open bedroom window.
Much to their surprise, they walked in-
to a room tilled with marijuana plants,
Sgt. Grimley said.
"When they searched the home
looking for someone, they found no
one, but they did find more plants:"

Fighting pests, in the name of the rose
June is supposed to he the month for roses,
and it is true they do start to bloom in June, but
I think roses are at their best in July. By the
time Canada Day arrives, the plants are ma-
ture, the warm weather has arrived and if you
have been watering and fertilizing your plants
you are now being rewarded with lovely
blooms.
Now is the time however, when insects and
disease will find a home in your rose bed.
A stroll through a friend's rose garden last
weekend was deceptive. The roses were beau-
tiful and healthy looking at first glance, but on
closer examination, a single plant was host to
three different pests. Left without treatment,
this lovely rose garden would soon be over -run
with problems. M% first choice of treatment of
any, problem is one that doesn't involve the use
of chemicals. However, once you have pruned
out diseased vegetation and hand-picked the
insects and still the pests abound, you may
want to resort to chemical means. The follow-
ing is a synopsis of possible problems and their
symptoms and recommended treatments.
SPIDER MITES
At first these little fellows are hard to see,
but if leaves are turning a reddish colour, with-

problem. In hot weather they increase their
population rapidly and you may even see webs
on your plants. If you catch the problem early
enough, you may be able to get rid of them by
spraying them off with a hose. If not you may
have to purchase an insecticide and spray every
three days until the infestation is over.
ROSESCALE
In humid weather roses located in shady
conditions could be susceptible to rose scale.
Scale are sap -feeding insects that live under a
shell-like covering. They encrust the stem and
the inset sucks out the sap from the plant, caus-
ing them to eventually wilt and die. The: easiest
and best treatment is to cut off the affected
pacts of the plant and bum them. The eggs can
survive the winter quite nicely though, so in

ROSE SLUG
These are yellowish -green small caterpillar -
like pest that in no time can munch a rose leaf
completely. They are large enough to see if you
look closely and hand-picking is usually effec-
tive.
ROSE CHAFER
The rose chafer likes to cat the tender buds
of the new rose blooms. The bug is about a
quarter -of -an -inch long and a luminescent,
greyish -brown colour with spiny legs. Again,
if the infestation is light handpicking is eflec-
tive, otherwise apply an insecticide labeled for
this purpose.
APHIDS
These seem to one of the most common in-
sects that feed on all sorts of plant materials.
They are soft -bodied and take on the colour of
whatever it is that they are eating. Thev could
be green, brown, black or red. Aphids can he
found on new growth sucking the juices from
the tender stems. They are fairly easy to con-
trol with an insecticidal soap. More than one
application may be required.
BLACK SPOT
Black spot is a rose grower's curse:. As the

Plants become week and are then more sus-
ceptible to winter injury. This disease is spread
by splashing water and in order to control the
infection, watering in the morning is advisable
so that the plants dry off quickly during the
heat of the day. A rose dust can be purchased
from the garden centre. Certain varieties are
more resistant than others, so bear this in mind
when choosing new plants. A knowledgeable
person in a garden centre should be able to tell
you which plants are resistant to black spat.
MILDEW
This fungus occurs most often when the
days are warm and the nights cool and when
air circulation is poor. It is identified by grey-
ish white patches on the leaves and buds.
Climbers and ramblers seem to he most su,-
ceptible. A commercial fungicide should be
used to control the problem.
Generally speaking, insecticides should on-
ly be used once a problem is identified. Rose
experts advise for diseases however, a preven-
tative approach is more desirable. They say
you should spray or dust every 10 days even it
you don't see a problem because by the time
You notice, it may be too late to control the dis-
ease.

Durham Access to Care is coping with
clients needs, despite two strikes at businesses
contracted to deliver home health care services
for the agency.
However additional measures may have to
be taken if a strike of registered nurses at St.
Elizabeth Health Care's Durham branch and
registered practical nurses at the Durham Re-
gion Victorian Order of Nurscs (VON) contin-
ues, says Janet Harris, chief executive officer of
Durham Access to Care.
"Ifthis goes on we may well need to take on
some extra help:' says Ms. Harris.
Durham Access to Care ( DAC) is an agency
which arranges for home care for those who re-
quire it, including those who have been recent-
ly discharged from hospital.
VON workers went on strike this week,
while striking St. Elizabeth employees ha%e
been off the job since June 17,
Ms. Harris says other companies who have
service contracts with DAC have been asked to
help cover in some areas while VON and St.
Elizabeth's are trying to service as many clients
as possible with their non -striking staff.
In the event the job action continues, the
agency has begun discussions with contracted
and non -contracted companies.
For now, DAC is focusing on servicing its
current clients, says Ms. Harris, something
they've been able to do with some minor inter-
ruptions-
"It means delays but to my knowledge the
clients aren't going to he unduly interrupted;'
she says.
During the initial days of the St- Elizabeth
strike. hospitals were asked not to send any-
more referrals to DAC, until the clients nor-
mally serviced by St. Elizabeth were trans-

Although this request was lifted. Ms. Harris
says DAC is asking for the "co-operation" of
hospitals, since there may be delays in assign-
ing care to new clients.
"There may be delays but we're going as
fast as we can;" she says.
DAC is hopeful the two strikes will be re-
solved shortly, Ms. Harris says.
Talks broke off between the Practical Nurs-
es Federation of Ontario and Victorian Order of'
Nurses on July 4. No further talks have been
scheduled between the Ontario Nurses Associ-
ation and St. Elizabeth Health Care.

Communit Care honours
`exceptional' volunteers
Two long-time volunteers
with Durham Region Communi-
ty Care have been honoured for
their efforts.
Alison Jones and Ross Munro
were recognized as "exceptional
volunteers" and given Lifetime
Membership Awards at Commu-
nity Care's annual general meet-
ing held recently at the Whitby
Mental Health Centre.
Ms. Jones has been a volun-
teer with Ajax -Pickering Com-
munity Care since 1998. As an
Office volunteer two afternoons
each week, she matches volun-
teer drivers to client requests. She
also helps at the COPE social

Two local members of the Canadi-
an women's field lacrosse team will
takc on the world this weekend.
Shea McDonald of Pickering and
Jill Shannon of Ajax will suit up for
Canada's under -19 national teams
when it splits into two squads to take
on international competition at the
Ontario Women's Field Lacrosse In-
vitational Tournament at Oshawa's
Civic Fields Saturday and Sunday.
McDonald will play on Canada 2,
while Shannon is on the Canada I
team.
Other teams at the tournament will
include two Ontario provincial
squads. English teams from Cam-
bridge University and the Wycombe
School for Girls, and American
squads from Michigan and Chesa-
peake.
McDonald, 19, a first-year mem-
ber of the national under -19 team,
says the tournament should prove a
Food test for the Canadians,
"For sure, I'm really excited about
it. It should be a really good tourna-
ment with a lot of good teams;' says
McDonald, a midfield -defence play-
er.
International play is nothing new
for the Canadian squad which just
last weekend returned home victori-
ous from a trip to Ohio where it
played two exhibition contests
against the Columbus, Ohio all-star
team. On the return trip, the Canadi-
ans split into two teams to play a high
school squad and a college team from
the Buffalo area, recording a win and
a loss.
McDonald has gone through sever-
al try -outs since last October in the

hopes of landing a spot on the under -
19 Canadian team. After playing with
the Durham Stingers regional field
lacrosse team last summer. she was
invited by national coaches Joanne
Stanga and Cheryl McNeill to try out
for the Canadian squad. At the con-
clusion of try -outs which continued
through the winter, she was one of
seven members of last year's Stingers
squad chosen for the 34 -member na-
tional team.
At the Oshawa tournament, Cana-
da I will compete in the junior divi-
sion with Canada 2, the Wyncomhe
School for Girls in England, Chesa-
pcake. U.S.A. and Six Nations. Cana-
da I will be pitted against Canada 2 in
the first game at 9 a.m. Saturdav, fol-
lowed by contests against Chesa-
peake at 12:30 p.m. and Six Nations
at 4:35 p.m. The Canadian squad will
finish round-robin action on Sunday
by playing the English side at noon.
Canada 2 will open against Canada
1, then plays Six Nations at 12:30
p.m. and Wvcome at 3:15 p.m. on
Saturday. It finishes round-robin play
on Sunday against Chesapeake at 9
a.m.
Playoff action begins at 1:30 p.m.
Sunday with the championship games
of both the senior and junior divisions
starting at 4:30 p.m. at Civic Fields 3
and 4, respectively.
Following the Oshawa tournament,
the Canadian under -19 squad will
travel to Annapolis, Maryland in two
weeks to play against many of the
best squads in the eastern U.S.
McDonald hopes the international
experience of this season will help
the team prepare for the World Cup of
women's field lacrosse in Australia in
September 1999.

PICKERING — A local service
club is offering rookie curlers a
chance to play for half price this
coming season.
The Pickering Optimist Club will
sponsor newcomers to the sport in
the Annandale Curling Club's junior
curling programme, which runs Sun-
day mornings and afternoons begin-
ning in the fall.
The service club will contribute
$30 toward the $60 fee for a junior
curler to try a winter sport that's
growing in popularity.
Applicants must live in Pickering,
be between the ages of seven and 20,
be first-time curlers and have trans-
portation to Annandale Curling Club
in Ajax.
Letters of application must in-
clude the applicant's name, address,
telephone number and their reasons
for wanting to join curling.
