Durham taxes up $160
Downloading blamed
for $128 per house

$128 extra in property taxes to
cover the provincial government's
downloading initiative. because
Queen's Park hasn't written the
Region a cheque to offset the
added costs.
Durham Council passed the fi-
nal portion of its budget Tuesday
that will actually hike the average
homeowner's taxes by S 160 or
18.2 per cent, when one also fac-
tors in the extra costs of pro-
grammes and services traditionally
provided by the Region.
The breakdown:
DOWNLOADING: The Province
has downloaded $ I 1K million in
service resperosibiliue., while as-
suming SKy million in education
costs, leaving Durham $29.0 mil-
lion in the red.

It's the downloading costs that
have Durham Councillors Moiling.
The Region had given the
Province until !Monday to come up
with either money to offset the
downloading costs or new figures
proving the shifting of responsibil-
ities wouldn't be so onerous. But
that deadline came and went and
Queen's Park still hadn't contacted
Durham by Thursday morning.
"There's been absolutely no an-
swcr from the Province of On-
tario," Durham Chairman Roger
Anderson told Regional Council
Tuesday. "There's not a dime, no
commitment of a dime, no com-
mitment of numbers.
"1 regret to say the pinkie swear
Premier (Mike) Harris gave to
1.200 politicians (at the Associa-
tion of Municipalities of Ontario
convention) last August isn't so. It
will only change with an influx of
dollars from the Province to offset
what we do here today."
Mr. Anderson elaborated in a
press release issued by the Region

PICKERING — Town coun-
cillors finally bit the bullet Mon-
day night and passed a budget
with the potential for the kind of
tax increase politicians have
nightmares about.
If the Town's financial picture
remains unchanged, residents
could see their Town tax bills go
up by as much as 13 per cent,
which would amount to about $64
for the average household. But
there is also a possibility Picker-
ing may not even he able to final-
ize its 1998 financial plans by the
end of the year.
The budget resolution ap-
proved by Council Monday in-
cludes a 3.1 -per cent increase in
Pickering's share of the property
tax bill, and an additional yet -to -
be -determined hike to cover the
cost of provincial downloading
"in the event that the Province of
Ontario fails to live up to its
promise that the provincial down-
loading exercise is revenue -neu-
tral". So far, according to the most
recent set of figures available
from Queen's Park, Town staff
have estimated Pickering will
have to shoulder an additional
$1.5 million in costs as a result of
downloading, which would result
in a further 9.9 -per cent tax in-
crease.
Together, the Town and down-
loading increases would amount
to a 13 -per cent tax hike.
However, Town director of fi-
nance Gil Paterson told council-
lors Monday Pickering is not go-
ing to get the final downloading
figures it has been waiting for
from the Province. Instead,
Queen's Park has told municipali-
ties, there will be a 'year-end rec-
onciliation'.
"I'm not exactly sure what it
means or what it's going to result
in," said Mr. Paterson. "Every
treasurer in Ontario is scrambling.

Child pornography `pariah' jailed 23 months

A former Ajax and Pick-
ering resident who called
himself 'SnM Dad' on the
Internet pleaded guilty
Tuesday to various child -
pornography charges and
was sentenced to 23
months in jail-
Gord Malcolm, 45, of
Old Scugog Road in Black-
stock, was convicted of two
counts of possessing child
pornography, two counts of
distribution of child porn,
and one count of coun-
selling for the purposes of
making child porn. A
charge of possessing hash
oil was suspended.
"It was a legitimate sen-
tence handed down by His
Honour, which will help
serve a deterring effect to
anyone contemplating this
type of crime:" said Detec-
tive Inspector Bob
Matthews of the OPP anti-
porn unit outside the Os-
hawa courtroom moments
after Judge Ron Richards
handed down his sentence.
Court heard that starting
in January 1998, Mr. Mal-
colm, who identified him-
self as 'SnM Dad' on the
Internet, had lengthy and
ongoing communications
through a chat site with
someone known as 'Sass -
girl' from Washington
about his fantasies of "rap-
ing a 10 -year-old female".
The father of three also
sent 'Sassgirl', through the
Internet, dozens of' comput-
er graphic images, many
involving child porn. Police
sei/ed thousands of im-
ages, 816 involving chil-
dren, following the execu-
tion of a search warrant at
Mr. Malcolm's Blackstock
residence.
Unknown to Mr. Mal-
colm at the time, 'Sassgirl'
was special U.S. customs'
agent Marcus Lawson, who
contacted the OPP anti-
pornography unit.
"it seems based on all
the evidence this man was
totally mesmerized by the
Internet chat line and the
distribution of child porn,"
said Crown attorney Bryan
Davies following the sen-
tence.
"There is no evidence he
has ever conducted sexual
assault. I can't figure this
guy out...
As the investigation
continued, Mr. Davies told
the court, OPP undercover
officer Anton Litchfield,
posing as the father of a fic-
titious 12 -year-old girl,
'Tina,' set up a meeting on
April 17 at an Oshawa ho-

certain whether the Province is refer-
ring to the Town's year end or its own
year end, which is four months later.
Mr. Paterson explained in a later
interview it will probably mean Coun-
cil will have to set the final tax rate for
1998 based on the downloading esti-
mates the Town already has. If the
'reconciliation' brings a different re-
sult, it will have to be dealt with in the
1999 budget.
The actual tax rates residents will
have to pay in 1998 will not likely be-
set until late September, after final
figures are in on the Province -wide
property reassessments also being im-
plemented this year.
Interim tax payments already col-
lected were based on last year's bud-
get and tax system.
A motion to reduce the share of the
lax increase the Town is responsible
for to zero from 3.1 per cent, by bor-
rowing more for capital projects, was
rejected by Council. It was proposed
by Ward 2 local Councillor Mark Hol-
land. He has maintained that by ap-
proving its own 3.1 -per cent increase,
Pickering could end up subsidizing
provincial downloading because when
the final numbers come in councillors
won't be willing to approve a double-
digit total increase in Town taxes, and
they would then have to approve tak-
ing on more debt to keep the increase
below 10 percent.

Those who supported the motion
noted it would have the effect of plac-
ing all the blame for any tax increase
with the Province.
With the 1998 budget approved by
Council, Pickering is planning for the
first time in years to borrow to finance
capital projects, though the exact
amount has yet to be determined. The
estimate discussed at budget meetings
was $2.9 million, with some of that
amount only to be spent in 1999.

passing sentence, defence
lawyer John Payne told the
court Mr. Malcolm had
shown remorse for his ac-
tions and that his parents
"described him in a posi-
tive light. There is another
side to him than the side
portrayed by these facts."
Mr. Malcolm was once
president-elect of the Ajax
Rotary Club during his
tenure several years ago as
editor of the Ajax-Pickcr-
ing News Advertiser.
Mr. Payne asked for a
sentence from three months
to one year, reasoning that
..no one will ever know it'

In addition to his 23
months, which amounted to
penitentiary time less the
75 days he has already
served, Mr. Malcolm was
given three years' proba-
tion and must undergo
whatever counselling his
probation officer sees fit.
Mr. Malcolm is also or-
dered to stay away from
children under the age. of
12 years, unless accompa-
nied by an adult over 21.
and may not possess a com-
puter or access the Internet
at any time.

colm in Whitby Jail left
him with a broken nose and

hope he is treated well.
This type of act is wrong
morally and legally, but it
is self-defeating. He's now
a pariah in the community."

Speak up to
stop abuse
Sheldon Kennedy is skating his w'av, through
Durham Region over the next few days. But, long
after \1r. Kennedy's gone. the problem he is high-
lightino bxhis cross -Canada inline skating trek will
probable still be with us — unfortunately.
However, sexual abuse of children can be stamped
out. It takes guts, courage and a desire to end the pain,
but children who are being abused, and adults who
were abused as children. must come forward and
speak up.
The conviction of retired school principal Percy
Beirness last week points up the sad litany of devas-
tation a sexual predator can leave in his wake.
While he was in charge at T.R. %IcI Acn Public
School in the 1980s, Mr. Beimcss took advantaee of
his position to abuse a number of boys. The incidents
only came to light a few Nears ago when one of the
boys. now in his 30s, came forward to speak to police
about the pain he had suffered. Others told their sto-
ries as well, and N1r. Beimess, now 70, was convicted
for his crimes.
.\1r. Kenneciv was first abused when he was just 14
M his junior hockey coach. Graham lames. The abuse
went on for about a decade, until finally A1r. Kennedy
came forward to police about two years ago. tile.
James was convicted and sentenced to three -and -a -
half nears in prison.
Com'ictions do happen. Those who committed
these crimes against young, innocent people, do pay.
That's the message which must go out to both the
predators who are convinced they can get away with
their deplorable, criminal behaviour and to the vic-
tims who must understand they cannot allow it to go
unpunished and unspoken.
If you have been abused, tell your parents or a
loved one about it. Contact the police and/or the Chil-
dren's Aid in your area. The only chance that some-
thing will be done is if you speak up. It's difficult to
do as man victims are confused, frightened and un-
certain about what has happened to them. Some might
admire or be in the care of or the company of their
abuser. Almost all have been told never to tell anyone
what has happened. This is all wrong. Abusers must
be held to account. We're told that talking about what
happened and seeing an abuser punished are liberat-
ing events in a victim's life.
Sheldon Kennedy's good works will eventually
lead to a ranch being built in B.C. for abuse victims.
We're hopeful everyone will contribute to his cause
— and to his legacy which is to speak up to fight
against abuse.

It's outrageous'
that Durham
politicians' pay
exceeds bosses'
To the editor:
Re the eight -per cent raise
Durham Council members gave
themselves over the next three years:
Wouldn't it be nice if we could
bring in a group of our friends, asso-
ciates and political hacks to tell our
employer we deserved a raise? Then
we could accept their recommenda-
tion without our employers being
given any say in the matter. It may
sound like utopia, but it is happening
for our elected and appointed mem-
bers of Durham Region Council.
Even worse, it is to be retroactive!
The regional councillors will re-
ceive just under $2,000 per month
for a part-time job that they were
elected to at a rate of 3.5 per cent
lower. Are they entitled to an in-
crease, or did they accept the job at
the existing rate of $21,840 per
year'! At an average of 10 hours per
week, we are paying them over $40
per hour. Then we pay them an addi-
tional amount if they serve on a
committee that may take another 10
hours per month.

rate of almost S80 per hour. This is
more than 7-5 per cent of the resi-
dents of the region make from jobs
they have earned. And his friends
suggest he should recciNe even more.
Changes are long overdue to the
Regional system. 11' it is kept at all.

The chairman must he elected by the
people. The ,alas levels must he put
on the ballot with the candidates and
approved by the people funding
them. It is outrageous the politicians
and bureaucrats receive more com-
pensation than the majority of peo-
ple they are supposed to represent.

Politicians'
pay raise
`revolting'
To the editor:
I would like to comment on the
..modest raise" Durham councillors gave
themselves and the Regional chairrtlan
Tuesday.
It watt not so many years ago that tie
had a flourishing economy and all w•as
well with the world. We all had pay rais-
es, join were plentiful and we all had tax
increases but noFoxly really complained
because we were still keeping up and in
sonic cases even getting a little ahead.
G owernment spending ran rampant and
the debt snared.
Then the bo)ttom fell out and we could
no longer keep up with inflation. i;co-
nomic growth slowed to a crawl and in
some cases stopped. Pay raises stopped.
Cutbacks and the: Social Contract hc-
came the order of the day. Unemploy-
ment and welfare skvrocketed.
We were suppose to team soomething
from that.
Our local politicians were elected
knowing full well what their salary
would he and they accepted it. R(vcrAn-
der%o n was no( even elected, in fact he
was soundly defeated when hL ran for the
Ajax mayoralty, and yet he still found a
way back to the trough. Now his trough
is going to get even bigger.
W here is the reality in all of this•' i rc-
cently saw, hc:adhrx-s in the paper about
possible 2() -per cent tax increases in
Durham Region. I cannox afford that and
Cm sure Fin not alone.
Our politicians am suppose to repre-
sent the interests of the people.They arc
suppose to be our Ie:xk:rs and the hest
way to lead is by example.
I looked at the makeup of the citizens'
panel that recommenced Regional coun-
cil members' pay raises and I didn't sec
any "real" working people them. All I
saw was a bunch of former politicians
and wannahes. 1 did not sec any secre-
tary, any waitress, any sales clerk, am'
garbage collector, any auto worker, any
nurse, any mechanic, any construction
worker, any labourer, any factory worker,
any person on welfare or any other real
person on this panel. (I apologize to
those other real people I did not have
room to mention.) Nobody on this panel
even knows what it nwans to fight just to
make ends meet. Froin what I can sec:
this is just another political farce and the
so-called citizens' panel was just another
smoke screen intended to take the heat
off politicians making the recommenda-
tion themselves.
I think these people should get a grip.
If a pay raise is absolutely necessary then
they should have been given a one -per
cent pay raise that the rest of us would be
happy to get.
You mentioned in an editorial that Re-
gional council members would have a
revolution on their hands if they ap-
proved the recommended pay raises.
Revolution is the not quite the correct
word. This is absolutely revolting.

Durham woman tries to recall
events of sexual assault

Beth describes herself as bar -
smart: careful how much she
drinks, conscious of the clothes
she wears, cautious with the peo-
ple she meets.
For one brief moment. she let
down her guard.
In doing so, she became one of
three recent sexual assault vic-
tims, two of- them teenage girls,
whom it's believed were rendered
helpless by the so-called "date
rape drug."
Police fear the potent pill has
slipped its way into Durharn Re-
gion's bar scene and into the
drinks of women.
For Beth (not her real name),
what started as an average evening
at a popular Oshawa club ended in
a terrifying night that will never be
forgotten by the 42 -year-old Whit-
by woman.
It's what occurred in between
that six: may never remember.
What she does know is she was
introduced to a group of people
and shared a few drinks. though no
more than three. " 1 was comfort-
able with the people I was with,
made to feel safe ...
"At one point, 1 was standing at
the bar and left to go to the bath-
room"
Away from her drink just a few
moments, it was more than enough
time for a tiny white tablet of Ro-
hypnol — a drug 10 times as po-
tent as valium — to be dissolved in
her drink.
Odourless and tasteless, the
"date rape drug of choice" leaves
potential victims groggy and dis-
orientated within 30 minutes, be-
fore delivering its knock -out
punch.
"Many women won't even re-
member (the assault when they re-
gain consciousness) or it will seem
vague. It will almost feel dream-
like and they won't have a real
sense of what happened, or be
sure;' says Shirley Burnett of the
Sexual Assault Care Centre at Os-
hawa General Hospital. "They

may be very emotional after the
fact, very weepy...
In Beth's case. her memory, in
the form of sharp flashbaLks, be-
gan to come back in the days
which followed.
"The last thing I remember (at
the club) was going out to my car
and putting the keys in the do or."
she says.
She wasn't alone. It wasn't un-
til the next morning she awoke in
her own bed. shaking uncontrol-
lably. "Imagine having the flu and
being drop-kicked by a horse.
That's how I felt. I was totally dis-
orientated, confused. I didn't even
know where I was at first. It was
like I was having a panic attack. I
couldn't remember anything:'
There were bruises on her body
and a soreness in her ribs she
couldn't account for.
"it didn't dawn on me what
happened. that I was drugged or
anything. I figured it was just one
tot) many (drinks). I thought it was
my fault. 1 felt embarrassed. stu-
pid:' she says.
..I honestly didn't have a clue."
As the effects of the drug wore
off over the next 24 hours she start-
ed -to piece it all together."
But the most painful pieces of
the puzzle are still missing. She
says she remembers little of her at-
tacker — though she suspects his
identity.

room. I remember him leaving"
She recalls briefly waking at
one point during the assault and
beginning to cry.
"There are all these hig huge
blanks ... I just feel very violated:"
Like any street -wise woman.
Beth says she takes step,, to try to
protect herself from danger, such
as being careful of what she wears.
who she talks to, what she says and
how much she drink,,.
Yet that wasn't enough.
"I'm still not able to go out and
be safe. It's like a social inju,,tice.
an infringement of basic human
rights.- says Beth. who hopes her
story will prevent other women
from becoming %ictims.
..People need to be aware, this
is really, dangerous and it can hap-
pen to anyone at anytime. That's
my fear. This is a% ickcd drug.
"For someone to do this, to take
advantage of you in this way. these
are sick people who do this
Beth hopes women will heed
the warning issued by police last
week in the wake A" the three at-
tacks, the others o ccumne at house
parties.
"if you have to leave your drink
for any reason, don't go hack to it
— dump it," Beth says.
She also urges women who sus-
pect they may have been drugged
to immediately relx)rt it to police.

She said the centre has received
about a half-dozen reported cases
involving date -rape drugs in
Durham Region.
Barbara Black honoured for
years of community service
PICKERING — Long-time
Pickering resident Barbara
Black has been honoured with
an Ontario Volunteer Service
Award recognizing community
service.
Ms. Black is currently vice-
president of the Ontario Coali-
tion of Senior Citizens' Organi-
zations, an association of more
than 120 groups from across On-
tario representing over 500,000
elderly people.
She is also well-known in
Durham Region for the many so-
cial services she has helped es-
tablish, especially for initiating
the Barbara Black Youth Centre,
which serves young people in
Ajax and Pickering.
Since her retirement in 1991,
Ms. Black has directed her ef-
forts toward seniors' concerns.
In addition to her work on the
coalition, she is active with the
National Division of Canadian
Pensioners Concerned, the Advi-
sory Committee on Income Sup-
port at Human Resources Cana-
da, and the Ontario committee
planning activities for the Inter-
national Year of the Older Per-
son in 1999.
Ms. Black was presented her
award by Marilyn Mushinski,
parliamentary assistant to Pre-
mier Mike Harris, at a ceremony
held at Roy Thompson Hall in
Toronto Monday.

Mrs. Schedlich says she's
"disappointed" teacher,, are plac-

But, she says, the board won't

"We're in negotiations (with
high school teachers);' says Mrs.
Schedlich, who adds if the current
collective agreement is suspended
then the board may respond to
some of the things teachers are
saving.
Meanwhile she says the board
will be hiring elementary and sec-
ondary teachers for tlx: coming
school year and has staffed
schools to ensure the Province's
average class size requirement.,

As for increasing teachers'
class time to seven of eight peri-
ods over two days, Mrs.
Schedlich reports that decision re-
flects the Province's requirement
that teachers spend 1,250 minutes
a week instructing students.

Board voted Monday to increase the
number of staff for special -needs pro-
gramming by 42, bringing the total num-
her of educational assistant, in the board
to 202.
"There will be- considerably more as-
sistants to work with our teachers and
students who fake particular challenges:'
says board director Grant Andrews.
He notes special education is an area
that has n-Nuired additional support for
some time and says he's confident the
Pro%ince will come through with addi-
tional funding for the programme over
the summer.
The board's decision to increase staff
in the special education area comes on
the hrels of a provincial announcement
that amended the initial funding formula
for special -needs programmes.
In a June 15 memorandum to school
boards, Education Minister Dave John-
son said the Province will "ensure all
students with special needs are support-
ed:

education funding by $40 million and
has indicated school boards that are able
to prove they require more money to
help students with high needs will get it.
Mr. Andrews' report to the board
Monday states the number of students
with high needs in local Catholic
schools has increased from 46 to 329
over the past nine years.

It's easy for gardeners to
fall in love with foxglove
Last week I got a call from Ann
Palacka of Whithv about some fahu-
lous foxglove specimens she had in
her front garden. One plant had no
less than 11 spikes on it. Ann won-
dered if this was a common occur-
rence.
I have been growing foxglove for
many years, and I haven't had more
than one tall spike at a time. But,
Mother Mature has a mind of her
own, and often surprises us. On the
other hand, mavhe it's the Miracle
Gro that Ann uses to fertilize her lush
garden'
The foxglove this year are spectacu-
lar in eycryone's garden. These tall
stately beauties are a mainstay for
ani gardener who is aspiring to give
their gardens that 'L:nglash cottage'
look.
The botanical name for foxglove
is Digitalis. which comes from the
Latin digitus. and means 'finger'. If
.ou look closely, You %4-I 11 see that
each flower is tubular in shape re-
scmbling the finger of a glove. Orig-
inally, the species colour of these
flowers was purple- '�ow, they can be
found an a wide range of colours.

baseball minor mosquitos bounced
back in the second match.
Playing against the Pickering Pi-

Adam Boston provided the only
bright spot for the Spartans, as he
walked in the fourth inning, stole
second, third and home for the only
Ajax run.
In the second game, Ajax re-
bounded by banging out 18 hits and
stealing 40 bases en route to an 18-6

A.J. Ottaway slammed two sin-
gles and a double to drive in four
runs. Adam Smith stroked two sin-

of the school's portables.
The Durham Catholic District
School Board approved plans last
!Monday for an eight -room addition
to the Souihcott Road facility for the
bezinning of the 1999-2006 school
year.
"We'rc proceeding with plans in
that area," saes hoard director Grant
Andrews, who notes the expansion
will cost roughly $1.5 million.
Mr. AndreHs reports the expan-
sion will accommodate an additional
.200 students at the school which cur-
rently has nine portables on site and
another two on the way for Septem-
her.
"St. Wilfrid Catholic School has
unique site constraints that require
immediate action:" he said in a report
to the hoard.
It "is located on a tight site in a
high-growth arca."
The Catholic school hoard report
states an addition can he designed
and in place for September 1999 if
the project is tendered before this
ho%enlber.
Ufticials won't know how many
portables the hoard will he able to re-
move from the site until then deter-
mine enrolment figures for the 1999-
