Hospital merger ratified
over MDs' concerns

A group of local doctors has
failed to win changes to the amal-
gamation agreement between
Ajax -Pickering General Hospital
and the Scarborough Centenary
Health Centre.
The merger pact was ratified
Tuesday night at APGH's annual
general meeting by a 27-4 vote. A
motion brought forward b,, Dr.
Romas Stas on behalf of the group
lost by a vote of 21-14. It would
have made the amalgamation deal
conditional on guarantees for pro-
portional geographic representa-
tion on the board of the new Rouge
Valley Health System, the alternat-
ing of top hospital positions be-
tween the two sites and a five-year
delay in the merging of hospital
departments.
Hospital officials maintained
the agreement and amalgamation
will lead to better health care ser-
vices for Durham west residents,
while the dissident doctors main-
tained it will allow the Scarbor-
ough hospital to dominate the
Ajax -Pickering site and the deci-
sion-making process of the new
hospital corporation as a whole.
"We're not against amalgama-
tion; ' said Dr. Stas. 'All we want is
certain safeguards that will protect
this institution and the citizens of

Durham's chairman should get a
pay raise of 13.1 per cent over the
next three years and regional coun-
cillors should receive a hike of eight
per cent.
The "modest„ pay raises pro-
posed by a citizens' panel will go
before Regional Council on Tues-
day -
The citizens also suggest
Durham councillors who chair Re-
gion committees receive double

in that capacity.

tee chairman Michael Breaugh told
Council's finance committee
Wednesday the citizens' panel did-
n't recommend a bigger pay hike
because "there'd be a revolution.
"You can accept it as a package,
but you can't really cherry pick, say-
ing 'we'll take this one and not this
one.' We strongly recommend you
take it or leave it as a package," said
Mr. Breaugh, a former Durham
councillor, provincial MPP and fed-
eral MP who represented the
Durham Region Manufacturers As-
sociation on the citizens' panel.
The committee proposes the Re-
gional Chairman's salary increase
retroactively to April 1, 1998 to
$83,997 from the current $78,000. It
should also jump by 2.5 per cent on
April 1, 1999 to $86,097 and by an-
other 2.5 per cent on April 1, 2000
to $88,249.
A regional councillor's remuner-
ation would rise to $22,648 from the
present $21,840, again retroactively
to April 1, 1998. It should increase
2.5 per cent on April 1, 1999 to
$23,214 and another 2.5 per cent on
April 1, 2000 to $23,795.
The 2.5 -per cent raises are the
same given to regional employees
earlier this year.
If approved by Regional Coun-
cil, it would be the first pay hike for
councillors since 1992, when they
received a four -per cent increase.
The CAC also recommends the
honouranums for the chairmen of
various regional committees in-
crease on April 1, 1998 to $6,000
from $3,120.

vices Restructuring Com-
mission, which ordered the
merger last November. He
said other hospitals were
not meeting the deadline
and APGH shouldn't either
in order to provide more
time to renegotiate the
agreement.
The doctors wanted the
new hospital's board, struc-
ture and bylaws to reflect
the fact 50 per cent of the
residents the new hospital is
to serve live in west
Durham, and that in the
near future that proportion
is expected to grow to more
than half.
"All we want is checks
and balances to be en-
shrined in the bylaws of the
new corporation which will
ensure the residents of Ajax
and Pickering are fairly rep-
resented in the future;" said
Dr. Stas.
Those who favored the
deal noted Centenary, is
about three times the size of
APGH.
"This is an amalgama-
tion between two organiza-
tions which are imbalanced
today," said Dr. David Han-
cock, president of medical
staff at APGH. "If 1 were on
their side 1'd want three
votes for every one of ours"
Dr. Hancock noted the
deal will give APGH doc-
tors 50 per cent of the votes
on the new hospital's med-
ical advisory committee.
"Given the facts, not the
rhetoric, this is the best deal
we could bring forward to
you today," he told the
meeting.
-I too believe this is the
best possible deal we could
have come up with," said
APGH chief of staff Dr.
Carman Price. He noted the
agreement achieves impor-
tant goals sought by the lo-
cal hospital during the ne-
gotiations, including on-site
management of patient care
and fair representation on
the new board.
APGH president Bruce
Cliff pointed out that while
recommendations can be
made, the agreement drawn
up for the merger can't im-
pose bylaws on the new
joint hospital corporation;
only the new hospital board
can do that.
He also noted the re-
structuring commission's
directives on the merger
have made clear there is to
he no reduction in services
at the Ajax -Pickering site,
that it is to become a full-
service hospital and that its
infrastructure is to he devel-
oped. He added he believes
the people at Centenary
have no intention of being
unfair to Ajax and Picker-
ing.
"You're right, there's no
guarantee here," said Mr.
Cliff. "But there is a spirit
here as to what is going to
happen"
However, one of the dis-
senting physicians, Dr.
Mike Semoff, wanted to
know that if the Centenary
board was so willing to he
fair, "then why would they
object to some changes in
the bylaws as we have
asked'?"
APGH board chairman
Gale Mossman, who is also
to he chairman of the new
hospital board, said after the
meeting the doctors' group
can still go to the new board
to ask for the guarantees the
MDs want.
-That opportunity is still
there and available to them.
The door is not closed"
Ms. Mossman also sug-
gested the merger deadline
is not so flexible as the doc-
tors said. According to the
chairman, hospitals not
meeting their deadlines are
having the conditions of
their mergers decided by the
restructuring commission.
"Then you get what they
appoint:" she said.

Durham Council members coWd have a revolution on
their hands after next Wednesday.
That's the day they'll decide whether to give themselves a
pay raise as recommended by a citizens' panel.
The Community Advisory Committee is suggesting
Council members get a "modest" salary hike, in the words of
its chairman Michael Breaugh. He says if the citizens' panel
recommended a larger raise and Council endorsed it,
' 71tere'd be a revolution.
The "modest" raise would see councillors' pay boosted by
eight per cent over three years, bringing their annual salaries
to S23.795 by April 1 of the year 2(XX) from the current
$21.").
And, the citizens' panel recommends the Region chairman
should make S88.249 by the next millennium, up from the
present S78JXX). That represents a raise of 13.1 per cent.
Modest, it ain't.
No wonder Durham Chairman Roger Anderson likes the
way his proposed raise was arrived at. " I think the process
worked very well if it's a hands-off process"
We have to agree with him on the process, if not the pro-
posal. To wash their hands of the whole messy issue of gi%-
ing themselves a pay raise. Council members earlier this Near
deeded to establish the citiiens' panel. Mr. Breaugh, a firmer
Durham councillor, provincial MPP and federal MP who rep-
resented thr Durham Region Manufacturers Association on
the Community Advisory Committee, was joined by another
former regional councillor representing the Durham Region
Federation of Agriculture. an official from the Durham Re-
gion Labour Council, a member of the Human Reuurces
Prolcssionals Association of Durham, and a representative of
the combined Chambers of Commerce in Durham.
So, since two of the five citizens' panel members have
serNcd on Regional Council before, they have a pretty good
grasp on what the job entails and therefore a fairly good idea
of what it should pay. With that in mind, and armed with the
knowledge that Durham councillors haven't had a raise since
1992 and that Region employees got a pay hike of 2.5 per
cent earlier this year, Community Advisory Committee mem-
bers decided the politicians should get an increase of 2.5 per
cent in each of 1998, 1999 and 2(XX).
We can't quibble with the raises proposed for councillors.
Two -and -a -half per cent is in line with pay increases being
granted in the private sector since the economy has recovered
alter years of recession.
But, we can't fathom why the.Durham chairman should
get a hike of 7.6 per cent the first year. We're not talking
specifically about Roger Anderson, but simply don't think
that whoever is sitting in that chair wan -ants a raise of the
magnitude being recommended. As far as we know, the Re-
gion chairman doesn't work any harder than councillors. In
fact, Durham's head honcho only sits on one council while
councillors must serve on two levels of govemment
When Council members consider the recommended pay
raises next Wednesday, they should give themselves the an-
nual 2.5 -per cent hike suggested by the citizens' panel. And,
give the Region chairman the same raise. No more. Or get set
for a revolution.

I'd like to remind parents to he kind
to their hahysittem. I am not just a
babysitter: I am a day-care provider and
open my home to others for up to 50
hours a week. I provide food. toys, ac-
tivities, companionship, encourage-
ment and TLC to the children. I w to
maintain utmost professionalism, at-
tending seminars on my own time: for
no pay. i actually have programming
structure aril buy quality educational
material, toys, etc. i am a nurse, teacher,
nutritional planner, negotiator and cud-
dly snuggler! So, parents, please don't
take your day-care provider for granted.
Compliment her after a 10 -hour day.
Parents should understand that like
themselves I need to cam a living. I
must keep myself busy. I -must follow
legal regulations. Therefore, when a
mother calls to say she's not coming or
strolls in late, my income is affected.
Parents come in and out of my home
so my family loses their privacy. My
house is no longer near 'spotless' be-
cause people come in with shoes so I
must mop again. The parents who go to
work go home to a clean house. I also
endum much isolation. I work in this
house, and then must be in the same en-
viironTnent at night I bead adult con-
versation and intellectual stimulation.
I also hope parents understand when
their child is ill, it is not reasonable to
expect me to care for them. If they
come ill, my children get ill, are up at
night and then how can I carry on the
next day? It's too exhausting.

Homework done;
time for trustees
to pass budget
The public school board's budget for
the next school year will likely be passed
by trustees next week despite a one-man
filibuster Monday in an attempt to dela
the process and question spending.
Now in its third draft, the budget was
first presented to trustees in March and
has been the subject of 14 meetings of the
education finance committee, which in-
cludes all trustees.
The meetings, several of which were
public sessions, provided community
members and trustees the opportunity to
ask questions of staff over spending allo-
cations and to give input on areas where
savings might he found.
Countless hours have been spent h}
board superintendents and staff over the
past four months in preparing the 3(X)-
pius-page document, the first of its kind
under the Province's new funding formu-
la, which details spending in every de-
partment and every elementary and sec-
ondary school in the region.
Parents, school councils and commu-
nity members can clearly see where the
money is going.
Yet when it came time for the educa-
tion finance committee to send the budget
to the Fxoard for approval this coming
Monday, there was some reluctance to do

said trustees have been "unto-ordinwed
as a group" during the budget process.

and for a separate forum for trustees to

col or method of directing questions to

nickel," Mr. Crawford said. "Nobody has
suggested cuts,. -savings or transfers."
While his efforts were well-meaning,
Mr. Crawford's calls to table the budget
were not supported by trustees and his
claim that the budget had not been re-
viewed in detail was not well-received.
"A line -by-line detail was provided
over a number of meetings," Ron Tr-
bovich, superintendent of business, told
the committee. And, he reported, all ques-
tions and queries have been answered by
staff.
Board staff have done their part in
preparing this substantial document
which undoubtedly increases the board's
accountability.
It's time for trustees to do theirs and
approve the 1998-99 school year budget
next week.

The public school board will
be forced to dip into its reserves
to continue delivering English -
as -a -second language (ESL) pro-
grammes to Durham students.
"We've been seriously ham-
pered (by the Province's new
funding formula)," says Bev
Freedman, superintendent of pro-
grammes for the Durham District
School Board. She explains that
under the new formula, approxi-
mately 600 of the 900 ESL stu-
dents in Durham are no longer el-
igible for funding.
"All of the GTA boards are in
meltdown over this one," she
says. The Durham board, for ex-
ample, is faced with a $700,000
shortfall.
According to draft three of the
board's budget for the 1998-99
school year, which goes to
trustees for approval Monday,
that money will come out of the
board's reserves to ensure the
programme continues.
The board has "all sorts of stu-
dents" it will have to provide the
programme to even though the
Province isn't supplying the
money, Ms. Freedman says.
According to the Province, the
programme is intended for stu-
dents who are recent immigrants
from countries in which English
is not a first language. It is also
meant to help students born in
Canada who do not have ade-
quate knowledge of English.
Daniele Gauvin, spokesman
for the Ministry of Education and
Training, reports funding is sup-
plied on a three-year basis, and
students receive "proportionally
less each year".
Ms. Freedman says ESL has
traditionally been offered to stu-
dents for up to seven years so the
fact the government is only pro-
viding funding for three years is a
problem.
The Province has allocated a
little more than $490,000 for the
programme which is currently
provided to elementary and sec-
ondary students across the region
at a cost of roughly $1.2 million.
"Whoever devised this formu-
la doesn't understand who's be-
ing served in the schools," Ms.
Freedman says. "The concept is
that after three years you will
have language acquisition. But it
doesn't take into account the na-
ture of immigration patterns.

support again this year, the
dollars will continue to help
the charities and residents
throughout Durham Region in

million fund-raising campaign
to support students in financial
need, enhance the develop-
ment of the Durham University
Centre and provide state-of-
the-art information technology
for college and university stu-

real reduction of 34 teaching positions when compared to this
year's staffing levels.

no preparation time. By teaching seven out of eight periods all
year (instead of six) the maximum number of students taught
per day by each teacher could increase from 99 students to 132
students. This will result in less individual attention, less time to
contact parents, and less time to prepare lessons for class and
evaluate student work.
• VOLUNTARY SUPERVISION OF CLUBS, TEAMS AND
SCHOOL EXCURSIONS IS IN JEOPARDY.
Teachers currently volunteer their time to supervise or coach
clubs and teams. With less preparation time and increased
supervision for other classes, the number 4 activities teachers
can supervise will be reduced or eliminated.
• CLASS SIZE IS NOT ACTUALLY BEING REDUCED. .
Contrary to government claims, the size of your children's
classes will not be limited to 22 students. When the provincial

tion of Ajax -Pickering needs
volunteer to help run its Bin-
go Fundraisers at T'he Delta
Pickering, 975 Dillingham
Drive. They are held two or
three Mondays per month
and the occasional Wednes-
day as well.
Funds raised from the bin-
gos will be used to support
the programmes and services
offered by Big Sisters for
girls and young women in
Ajax and Pickering. There
are currently 36 girls and
teems matched with a Big Sis-
ter volunteer. Unfortunately,
38 more are on the waiting
list — some for nearly two
years. Volunteer are needed
for any, or all, of the follow-
ing dates and times:

and Classic Car Show is being
held at Pickering Museum Village
Sunday, June 28 from 11 a.m. to
about 3 p.m.
It's being hosted by the An-
tique and Classic Car Club of

Canada. There will be cars from
the early 1900s (weather permit-
ting) to the classics of the '60s.
Visitors will have the opportunity
to talk with the car owners. More
than 90 cars have been on the site
for this event in previous years.

liance action at Kinsmen
Park Tuesday.
The Heat earned a 6-3
victory in the opener, but
dropped the nightcap to
the Lumber Kings 6-2.
In the first game, the
score was tied 3-3 in the
bottom of the fifth inning
when Heat's Jason Yoshida
hit an inside -the -park
home run to drive in three
runs to put Pickering in the
