Mr. Jackson made the statement at the East Shore Community and South Pick- ering Seniors Centre Thurs- day morning where he met with about 15 area seniors' group representatives. He was accompanied by Durham West MPP and Minister of Community and Social Services Janet Ecker. "We are paying the price for that decade of neglect;' said Mr. Jackson, citing hos- pital bed closures and short- ages of community care ser- vices during that period, particularly in the Greater Toronto Area outside Toron- to. He also pointed to federal cut- backs in health care funding as the cause of past hospital bed closures and health ser- vice reductions. The minister also sang the praises of Ontario's community-based home health care system, which he noted is mostly free, in- volves no income test and is more extensive than those of other provinces. He warned Ontario now has to protect that system from the federal government, which is mov- ing to launch its own home care initiative. "If we get into a national programme, our standards will be lower," he said, adding Ontario would end up subsidizing the other provinces. Compassionate cabbie aids ailing Pickering teen By Linda White Staff Writer PICKERING — The mother of a boy who needed to get home in a hurry for medication during an asthma attack is crediting a "kind" cab driver with lending a hand in averting a possible tragedy. "My son was having a serious, full-blown asthma attack;" reports Carolyn Meechan. "I have no doubt it could have turned into a dangerous, even fatal, situation if not for (the cab driver's) kind- ness: Her 13 -year-old son Jason, a Grade 7 student at Gandatseti- agon Public School, was walking to the pharmacy to get a new in- haler at lunch recently after for- getting his other one at a cousin's the previous day. "He intended to use the puffer there and return to school, but after the walk, he didn't have the strength to go on" and the inhaler didn't help, explains Ms. Meechan. Jason went into a nearby gro- cery store, where he knew there was a direct line to a cab compa- ny. "That surprised me, because he's never even been in a cab be- fore;' notes Ms. Mcechan Realizing the boy was in dan- ger, the Pick 'n' Go Taxi driver "whipped him home as fast as he could. He left him his card and went on his way" without pay- ment. The driver, 'Ebby' Alvin Beck- ett, wouldn't even accept pay- ment after Ms. Meechan contact- ed the company. Still wanting to thank him, she dropped off a bou- quet of flowers and a thank you card. Dispatcher John MacGill did- n't learn of his driver's good deed until Ms. Meechan arrived. He says Mr. Beckett, aged about 60, "has a heart as big as the out- doors, but prefers to be an unsung hero" For Ms. Meechan, a waitress who works "exactly nine minutes from home", the incident was doubly emotional because "I was- n't there when Jason needed me. "This was the first time in his life he couldn't reach me. When I came home, he was getting his breath (after mixing his medica- tion and using a ventilator) and was pretty upset. "It truly could have been fatal ... If it wasn't for that cab dri- ver. I don't knew what would have happened.. THE MVS AWORLSQTUESDAY, JUNE M ]1M - PAGE 3 Province boosts school funding CLASS SIZES CAPPED, SPECIAL STUDENTS HELPED, CLOSURE DEADLINE EXTENDED BY Susan O'Neill Staff Writer Modifications to the Province's education fund- ing formula are an attempt to increase flexibility, not an indication the new model isn't working, says a spokesman for the Min- istry of Education and Training. Education Minister Dave Johnson announced several changes to the gov- ernment's funding formula last week. They include: • an increase of $40 mil- lion for programmes for special -needs students; • an additional $30 million to ensure school boards have the resources needed to meet the government's class sire requirements of 22 students to one teacher at the secondary level; • an extension of the dead- line for boards to decide to close surplus schools. "It's a flexibility issue," says ministry spokesman Daniele Gauvin. "It's an admission that the minister listens." Ms. Gauvin says the changes came in response to calls from school boards across Ontario claiming time lines for deciding on school closures were too tight and funding for stu- dents with special needs was insufficient. "We gave preliminary amounts to school boards in March" when the min- istry allocated funds for special education, Ms. Gauvin says. "But boards came back to us and said that might School budget deadline extended The Province has given school boards across On- tario a two -and -a -half - month extension on the deadline to submit their budgets for the 1998-99 school year. Boards now have until Sept. 15 to submit their budgets to the Ministry of Education and Training, which had set an original deadline of June 30. "It allows us now to perfect our enrolment numbers and bring (the budget) back to the board in August;' says Ron Tr- bovich, superintendent of business for the Durham District School Board. "We're in good shape" The board's budget will go before trustees for ap- proval June 29, with pre- liminary numbers to be forwarded to the ministry in July. Durham Catholic Dis- trict School Board officials could not be reached for comment. The Durham District School Board was one of many in Ontario facing a shortfall in funding for special education pro- grammes. Ron Trbovich, superin- tendent of business, says the Province's allocation fell roughly $4 million short of the board's needs. "It remains to be seen how successful the board will be in eliminating that $4 -million problem," he says. But, Ms. Gauvin says the Province will fund school boards' needs "so they don't have to cut back (on programmes)" Meanwhile, she says boards now have until De- cember to identify the schools they plan to close next year if they want funding fur new pupil places. They were origi- nally given a Sept. 1 dead- line. The region's public school board is one of few in the province that's al- ready announced its ac- commodation plans, says Ms. Gauvin, who reports the Catholic board in Wa- terloo and the public board in York Region have also announced school clo- sures. The dissenting doctors maintain the allocation of voting seats on the board should reflect the geographic distribution of the patients who will use the new joint hospital, and that some kind of mechanism should be in place to adjust board membership to reflect changes in population over time. The governing body of local high school sports — Lake Ontario Secondary School Athletics — voted re- cently to delay its annual general meeting until further notice, effectively putting athletics for the 1998-99 school year in a holding pat- tern. LOSSA traditionally uses its annual general meeting to plan the athletic framework for the upcoming school year. Aboutl60 teacher -coach- es representing every high school under the LOSSA umbrella attended a special meeting at Sinclair Sec- ondary School in Whitby to discuss high school athletics. Results of their vote weren't released. LOSSA president Dave Roberts declined further comment on the decision, other than to release a pre- pared statement, which reads: ' I'ttere are a number of uncertainties facing teacher - coaches this fall. The LOSSA executive is assembled to promote sport but is faced with the following issues: • availability of students to stay late for games and prac- tices; • availability of facilities due to community use of schools; • availability of buses; • class coverage for teacher -coaches; • loss of coaches due to time demands of extra teach- ing assignments; • drastic changes to sched- ules; - extended school day. There may be other logis- tical problems which prevent the running of high school athletic programmes as we know them." Pat Jermey, Durham dis- trict president of the Ontario Secondary School Teachers' Federation, attended the meeting and says, "All sec- ondary school teachers are currently being timetabled by the (public and separate school boards) to have an ad- ditional teaching class. The ramifications of that are going to be much broader - ranging than everyone has re- alized." She says teachers simply BILLBOARD WHAT'S HAPPENING IN AJAX AND PICKERING TUESDAY, JUNE 23 CANCER: Feeling Your Best During Cancer Thera- py, an informational work- shop for people about to begin treatment and their caregivers, is held at 7:30 p.m. at Hearth Place Can- cer Support Centre, 86 Colborne St. W., Oshawa. "With so much uncertain- ty they just don't want to make a commitment at this time," she says. Tony White, president of the Durham secondary divi- sion of the Ontario English Catholic Teachers' Associa- tion, says while he was not at the LOSSA meeting, he un- derstands the executive voted to delay their annual general meeting because the school boards have issued directives to principals to change the amount of time teachers have to work. He says if teachers have to teach seven of eight periods, "they feel they may have dif- ficulty getting coaches. "If the amount of time in front of a classroom increas- es, the amount of energy and time people have to prepare for sports teams decreases," he says, adding extracurricu- lar activities will "definitely" suffer if teachers' workload increases in the fall. When asked when stu- dents can expect to find out whether their teams will be participating in the fall, both Mr. White and Ms. Jermey said they don't know. However, both are hopeful the issue will be resolved be- fore the end of June. "It's feasible to have that information this June," Ms. Jermey says, noting there are school boards around the province that have reached agreements whereby teachers will continue teaching six of eight classes.
