The Province has given school boards additional funding for text- books for September but only two weeks to select and order the books from a government -approved list. Local educators are grateful for the money, but say the time frame is too tight. The time line is insane;' says Cloyce Weaver, curriculum officer for the Durham District School Board. He reports the board re- ceived the Ministry of Education and Training's approved list of Canadian textbooks last week and has until next Tuesday to submit its order to the Province. The board is receiving $2 million to spend on new textbooks now, which equals approximately $50 for each elementary student. Rowdy teens mar festival PICKERING — Several police cruisers were dispatched to the French- man's Bay Festival late Saturday to quell scores of teenagers apparently upset after festival organizers and offi- cers closed the beer tent early. Durham Regional Police Staff Sergeant Dave Wilson reports the clos- ing was ordered around midnight most - ly because of adults in the tent ignoring officers' warnings to stop youths in their company from drinking. But more specific informa- tion on how industry deregu- lation will be achieved is needed before the potential impact of the change can be evaluated, he adds. ' I'he legislation points in the right direction, and that is there will be more customer choice," says Mr. Wiersma. The Energy Competition Act introduced by Energy Minister Jim Wilson last week would end Ontario Hydro's 90 -year -monopoly in the province's electricity market. It would open the electricity generation business to private power producers who meet environmental standards and qualify for a licence to gener- ate electricity from the On- tario Energy Board. Ontario Hydro would be reorganized into two commer- cial corporations. The Ontario Electricity Generation Corpo- ration would take over On- tario Hydro's generation facil- ities, such as the Pickering nu- clear station, and be responsi- ble for generating and selling electricity. As well, a new non-profit crown corporation would be established to act as an impar- tial manager of the market system, ensuring reliable elec- tricity supplies and fair access to the market. Mr. Wiersma says Picker- ing Hydro is looking forward to competing as an electricity supplier in the new market. "Our commission wants to be a player in that business environment." Mr. Wiersma is pleased the proposed act affirms that it is municipalities that own local utilities such as Pickering Hydro, and allows municipal- ities to privatize utilities and realize the equity if they choose to do so. The government promised $100 million for the purchase of textbooks and other learning ma- terials for elementary pupils in the 1998 Ontario budget brought down May 5. "Ibere are some problems:' says Mr. Weaver. For example, school boards "have just received the new curriculum and publish- ers haven't had the time to pro- duce the kinds of things we need" He says it's expected there will be a greater selection of science materials to choose from in the fall. The language and math text- books on the list are a "good" match for the new curriculum, he adds. Neil Simpson, principal of Pickering's Glengrove Public School, says while the money is there for student textbooks, the Province isn't providing funding for teacher resource material to accompany the books. The teacher resource material "is what makes the programme viable:' he says. "You don't just throw a book in front of a student. It just makes sense in education to put a package together .. it's like getting a computer without a user guide'" Mr. Simpson reports teachers at Glengrove were proactive in searching for materials before they were displayed at the board headquarters in Whitby last week. He is also worried about what portion of On- tario Hydro's debt would become 'stranded debt' to be shared by all operators in the electricity market. "Certainly the legislation is a lot less than what was on our wish list, but it's not as bad as we had feared:' DNA is pleased it contains provi- sions for regulation of emissions; re- tail disclosure of power sources (so consumers can know when they're buying power from nuclear or coal sources); and regulation of emissions trading (companies buying and selling their pollution quotas). However, just what the regulations will be has not yet been determined. Mr. Martin says his organization is disappointed the proposed legislation does not mention require- ments to generate some power from renewable sources or a special charge on electricity to fund con- servation programmes. DNA is also worried allowing Hydro to pass on most of its debt as 'strand- ed debt' which all electrici- ty suppliers will have to share, will in effect subsi- dize Hydro's nuclear and fossil -fuel generating facil- ities. We know it's been years since Durham residents have been forced to absorb a tax increase. We're even willing to concede the days of zero per cent tax increases are over. But, 20 per cent in just one year. Something has to give. We realize the police need more money — offi- cers were given a salary increase last year to bring Durham Region: in line with the provincial average for constables. And there is a need to put more po- lice on the streets, therefore the 20 officers hired were going to cost the Region money. The police budget has gone up several million dollars this year over last. While the police budget makes up about half the regional tally each year, what about the other half? The half that includes roads, for instance. The fi- nance committee spent hours working away at the budget and was only able to cut $3,000 from a $100 -million -plus tab. That simply isn't good enough. We realize cutting isn't any fun. But taxpayers simply can't be expected to eat a 20 per cent in- crease. We would have expected an increase in the single digits, maybe at the very most 10 per cent. We'd like to see Chairman Roger Anderson put more pressure on the Province to come across with reasonable targets. We'd like a sincere attempt made by the Region to get provincial funding, at least this year, to offset additional costs (for GO Transit for instance). What about all the revenue -neutral promises made by the Province when downloading was in- troduced last year? Why isn't the Region pushing the Province to stick to its promises? We don't seem to be hearing an awful lot from our 'local' representatives. Councillors must sit back down and make some tough choices to alleviate this proposed huge in- crease. Cut where there is a possibility to cut. Spread the pain around so no area is hit too hard. But do something. The taxpayers of Durham Re- gion are paying you for it. I mention this as I recently ob- served two incidents of dumping liquid materials down our storm drains. Storm drains were designed to capture runoff from the roadways. This is then carried directly into our natural water ways, i.e. French- man's Bay and Lake Ontario. The runoff or any material entering the storm drain are not treated and therefor; any hazardous material enter in an unaltered state. In the past many storm drains had yellow fish painted on the adjacent case the decomposition of the grass results in the build up of methane gas which is dangerous to the Works Department employees. Oils, paints, pesticides, solvents and even soapy water pose their own threats on the aquatic ecosystem. If the bioaccumulation of these chemicals on the vertebrate and in- vertebrate organisms is of no con- cern, then consider the impact of these chemical on you and your own family. Yes, these chemicals do im- pact your well being. Although mea- sures are taken to ensure the demise of certain bacteria organisms, no measures are taken to remove these chemicals from your drinking water. Many of these chemicals are trans - generational, meaning they can be passed through the placenta to your unborn offspring. Consider the old phrase `you are what you eat', well I guess `you are what you drink'. If you are ever in a situation where you witness an in- fraction, notify the bylaw office. LESLEY MCMASTER STAFF WRITER School sports important for students It was probably one of the saddest days in the life of local high school sports when 160 LOSSA coaches decided last Monday night to delay their annual gen- eral meeting, putting next year's sports schedule on hold and stirring up a lot of uncertainty in the process. Uncertainty because of changes to ed- ucation were among the reasons cited for the delay, including the fact teachers are being assigned an extra class each day which will heap more duties on teacher - coaches and make it more difficult to cover classes they leave vacant for out-of- school tournaments and the like. While it's possible to spend hours re- hashing the same arguments for and against the Education Quality Improve- ment Act legislating such changes, what's the point at this point? The outcome will be the same — students stand to lose an important piece of their education. And I'd hate to be the one to break it to some of our local sporting heroes. As ath- letic events across the province have wrapped up this month, the News Adver- tiser has been introduced to a crew of ded- icated athletes who take pride in their school and choose to demonstrate that spirit through sports. For the record, I never played very many sports in high school. But as an adult, I now see how sports help a human being grow and learn. Being active im- proves one's sense of focus, helps stu- dents set goals and improves their self-es- teem. If anything, it's the perfect stress - reliever, and a well -adjusted person ulti- mately means a better student in my books. Local coaches no doubt recognize the value of school sporting programmes and how they contribute to student well-being. They see first-hand how athletes develop over the season and are witness to every victory and every loss. Most of the coach- es I have ever encountered seem to take real joy from each student's triumph. But, let's face it, teacher -coaches have their limitations. An individual can only be so many places at a time and do so much at once. As a reporter/ sometime photographer/ sometime editor/ sometime receptionist, no one understands this con- cept more than me. And having spoken to some very proud coaches recently, I don't subscribe to the belief teacher -coaches are trying to [Hake a point to the Province by putting next year's sports schedule tem- porarily on hold. Let's hope it's only a temporary move allowing coaches to regroup and consider their options and that a decision will come later this month as local teaching federations expect. Frenchman's Bay Festival `smashing success' PICKERING — Though nobody managed to actually count how many people turned out, the seventh annual Frenchman's Bay Festival held on the Pickering water- front on the weekend was ap- parently one of the most suc- cessful ever. Especially popular this year were the dragon boat [aces held Saturday at Bruce Hanscombe Park on the west side of the bay. The venue was abuzz with activity as com- petitors and visitors enjoyed a wide range of activities be- tween races. Biggest crowd- pleasers were the spectacular Yakudo 'Taiko' drummers from the Japanese Canadian Cultural Centre, who held young and old in rapt atten- tion with their exotic rhythms and colourful costumes. They were followed by an exhibi- tion of Japanese dance which included some adorable pint- sized performers, followed by live bards, and a martial arts photos by Jason Liebregts & Blake Purdy demonstration. "It's really great, especial- ly this performance:' said Os- zvald Glockler as he and his wife, Ria. and kids, Lili and Daniel, watched the drum- mers. Mr. Glockler, a nuclear physicist who works in re- search and development at the Pickering nuclear station, was at the park as a member of the Ontario Hydro team partici- pating in the dragon boat races. Unfortunately, his team hadn't been able to get any practice in beforehand and wasn't doing too well. "But we had fun. Every- body got wet — sweating and paddling" Crowds began to gather early Saturday afternoon at the festival's main site at the foot of Liverpool Road. It used to be just a few games" Festival organizers are pleased with the way things went this year, according to event co-chairman Christine Brownlie. "It was a smashing suc- cess:' she said. "I think each and every year it gets bigger and better." After seven cruisers [aced to the scene, the crowd dispersed without further inci- dent. However, festival organizers say they believe the source of the problem was mostly teens arriving drunk or bringing alcohol on to the festival site at the foot of Liverpool Road. Security staff at the site gate were confiscating akcohol, says festival security head Connie Shackle- ton, but people were apparently bringing it in through back areas. Security staff did confis:ate alcohol and drugs from teens at various locations in the festival area. Ms. Shackleton says things "seemed to get a little weird after I 1 o'clock" and then the problems with the teens began. 'hey were drunk, there was some fighting going on. They were tipping fences along Liverpool" Rumours s circcubtied about an impend- ing fight and a knife, and there was also a report of someone having a gun. That was the point, says Ms. Siwckleton, at which it was decided to shut down -the beer tent. She now the crowd did get a little angrier when the closing was an- nounced. Police say no knife, gun or other weapons were found. Ms. Shackleton says there have been minor hicidents and fights at previous festivals, but never anything like Satur- day's unruliness. "We've never had that kind of escala- tion before. h was -just one of those things that got out of hand:' There were 16 volunteer security staff on the site, as well as two paid -duty police officers hired jointly by the festi- val and the Waterfront Bistro, which runs the beer tent and shares the proceeds with the festival. According to Ms. Shackleton and fes - rival co-chairman Christine Brownlie, avoiding similar probiems in the frame will be one of festival organizers' priori- tises when they meet within the nett few weeks to do a post-mortem on this year's event and start planning for next year.
