Durham and its eight mu- nicipalities are planning to submit a bid to host the games, with events to be held in each community. Regional Council's fi- nance committee agreed Wednesday to contribute $26,000 toward operating costs and to chip in another $26,000 if corporate fund- raising efforts fall short of the target. It's estimated the games will cost $903,800, with the Province chipping in a $400,000 grant, the Re- gion's municipalities con- tributing a total of $100,000, participation fees of $150,000, and $100,000 to be collected in a fund-rais- ing campaign. Pickering taxes may jump 13.8% By Marimm Tanana Staff Writer PICKERING — Coun- cillors have 'adopted' a bud- get calling for a Town tax increase of 13.8 per cent and the borrowing of about $2.9 million for capital projects. However, councillors at Thursday's budget meeting noted they may not be will- ing to give final approval to any financial plan for the Town until final download- ing and reassessment figures are in from the Province. Council is scheduled to deal with the budget June 22. And whether or not council- lors decide to formally ap- prove the budget, Picker- ing's final tax rate will not likely be set until sometime in August, after the last downloading and reassess- ment figures have been fac- tored into the budget. .If the budget adopted Thursday were to be ap- proved as is, it would trans- late into a tax increase of about $70 for the average Pickering household. In order to reduce costs, coun- cillors agreed to deal with the $7.5 -million capital budget as a kind of two-year plan which would cover 1999 as well as 1998. Staff were directed to pre- pare a scaled-down preliminary capital budget for 1999 by this fall to complete the two-year peri- od. As well, while councillors ap- proved a $320,000 expenditure on a new pumper for the fire depart- ment, staff were directed to inves- tigate the possibility of instead purchasing and sharing a fire ve- hicle with the Ajax Fire Depart- ment. At a day -long session Wednes- $200,000 out of the draft budget presented by staff. The casualties included consultant's services, a staff position in public works, li- brary funding, part of a computer upgrade programme, cafeteria furniture and playground equip- ment. Items added included Sunday special transit service for the dis- abled, tree planting, and wash- room renovations at the Pickering Museum Village 'Hotel'. The proposed Pickering oper- ating budget calls for a total ex- penditure of about $40 million, of which approximately $24 million would be financed through prop- erty taxes. The rest would come from revenue such as user fees, service charges and grants. Pickering is still lobbying the Province to reinstate some of the $1.9 million in payments- in -lieu - of -taxes (PILs) the Town now re- ceives for government-owned properties such as the Pickering nuclear station. Also undetermined are the sites for the closing ceremonies, the ath- letes' dinner and the volunteers' ap- preciation event. Downloading costs blamed for regional tax hike of up to' 20% Br Ke/th 6/lllgan Staff Writer You might be Christmas shopping by the time you receive your final property tax bill. But, you may want to curtail your shopping as Durham politicians are predicting Region ratepayers may be hit with a 20 -per cent tax hike, due in large part to the Province's download- ing of services. Durham finance commissioner Jim Clapp told Regional Council's finance committee Wednesday it's likely to be mid-August before Council approves the tax rates which municipalities will use when issuing property taxes. It will then take municipalities four to six weeks before they can prepare property tax bills. 'This is by far a very optimistic schedule;' Mr. Clapp said. -If any in- formation from the Province gets off track, the schedule gets off track." Durham is expecting the final as- sessment rolls from the Province on June 15, but the rolls have been de- layed in the past. Those assessment rolls are needed so the Region can de- termine how much you'll pay in prop- erty taxes. Mr. Clapp said information ses- sions will be held in late July for coun- cillors and public interest groups, Durham staff will establish policies governing how special classes like se- niors and low-income earners will be taxed, and those final tax policies will be considered by Regional Council in August. Whitby Councillor Gerry Emm noted the final property tax bills may not be mailed until September or Oc- tober. Finance committee chairman and Oshawa Councillor Brian Nicholson reported his City estimates tax bills will be mailed 30 to 45 days after the tax rate is set. Oshawa Councillor John Gray said BRIAN NICHOLSON `Rest assured this is the number -one priority of Durham Region.' the Region should start working as soon as possible on policies for taxing ratepayers in those special classes. "The most important thing we can do is get the report together on setting tax ratios. I hope this is a high priority. I can see a situation where if we're not working on this quite quickly, accusa- tions will be pointed at the Region, saying, 'They're the bogeyman, they're holding it up. That's why we're getting a late tax bill."' Coun. Nicholson tried to ease his concerns. "Rest assured this is the number -one priority of Durham Re- gion. (Finance) staff have wiped out their overtime budget and the new al- location (of authorized overtime) is being eaten already." Coun. Emm said the delay in get- ting the final tax bills out will cost Whitby -$I1 per household in inter- est", while Coun. Nicholson predicted the cost to Oshawa is $60,000 per month. Mr. Clapp said orientation sessions will be held from July 20 to 24 to give regional councillors an idea of what they'll face when they set the budget. The Province had initially said the downloading of services would be revenue neutral, but the Ia.St figures from Queen's Park show downloading will cost Durham about $30 million. Mr. Anderson said Durham wanted new numbers and information from the Province by June 10. "We received a call today (June 10) from the (Fi- nance) Minister's office. They're look- ing for documentation on a few issues (regarding the impact of downloading on Durham). Our proposal (for finan- cial help from the Province to cover downloading) hasn't been rejected, but Mr. Clapp has numbers to pull to- gether for the Province. "We need the absolute final num- bers by the June 24 finance meeting. If things go the way we want, the only thing we will have to wont' about is the assessment numbers." Regional Council has to approve the downloading portion of Durham's budget by June 30. Uxbridge Mayor Gerri Lynn O'- Connor pointed out, ' lie public is aware through their councils they face an astronomical hit with downloading. When the complaints come in, give (taxpayers) a business card (so they'll know where to direct their beefs)" Warrant issued for dangerous' suspect in Ajax robbery AJAX — Police have issued a Canada -wide warrant for the arrest of a man wanted in connection with a robbery at Costco last March. Tyrone Sheldon Stewart, 20, is considered armed and dangerous, Durham Regional Police warn. He is described as black, 5' $", 141 pounds, with two pierced ears. The suspect is known to travel across Canada and has associates in the Toronto area. If you spot him, you're urged not to approach him but to call local po- lice. In the March 2 robbery, two masked men armed with handguns approached employees of Costco warehouse at 150 Kingston Rd. in Ajax, forced them into an office at gunpoint and bound them with duct tape. The suspects, who were also car- rying pepper spray, made off with a substantial amount of jewelry and cash, police say. One man, Jermaine Carvery, was arrested April 8 and is presently in custody. EDITORIAL OUR VIEWS ON THE NEWS Time for a serious tax break The federal Liberals have taken advantage of very good economic times in Canada and through- out the world over the past five years. And they're to be applauded for it. The deficit has been beaten, unemployment is as low as it has been in a decade and shows signs of going lower still, interest rates are in the low single digits and inflation is practi- cally non-existent. The dollar's in the dumper, but that's not a con- cern unless you're a world traveller or until it caus- es interest rates to rise. All of these strong factors point in one direction — it's time for a serious, meaningful federal tax break. Add to all the above that we have an unem- ployment fund surplus of around $15 billion and climbing by the day, and the lack of a real tax break is nearly criminal. The amount we pay in Employment Insurance premiums should be cut for both individuals and businesses — and some of the surplus funds should be used to pay down the debt or to develop job pro- grammes. We do need a surplus — the good times won't last forever — but it need not be the size it is now. Yes, we know Ottawa provided a tiny tax cut for most Canadians in the last federal budget in Febru- ary. Have you noticed anything different on your paycheque? Income tax rates must be slashed a minimum of 10 per cent across the board for the next two years at least. And it's time for Prime Minister lean Chre- tien to begin to make good on his promise to elimi- nate the Goods and Services Tax. Cut it by two per cent in the next budget and drop it by a further one per cent each year afterward for the next two years. Cut the GST from seven per cent to three per cent. Maybe Ontario will get the hint and drop the provincial sales tax from eight per cent to five per cent. Such a tax cut world help all of us since everybody who buys anything that has a sales tax attached to it (what doesn't?) would get a well-de- served break. Imagine paying a combined total of just seven per cent instead of the current 15 per cent. Getting rid of the deficit was a massive job which required hard work by all levels of government and by all Canadians. The heavy slogging has been ac- complished. It's now time we all received a break. First of all as I read it, we have S I million of taxpayers' money that has been collected and put into a "reserve account" in anticipation of a tax in- crease. I don't recall voting for such an account to be set up. Councillors feel that rather than pass along a tax hike to we know-nothing peons they'll use that money first. Next to the matter of whether or not to collecting grass clippings and whether or not to introduce a user pay system as suggested by a staff member. I could buy into a user pay system but only if we go to user pay for all other items in the budget where it is possible to do so. Let's see the users of our great recreation and park facilities pick up the entire cost Of those operations. Let's see the users of transit facilities pay the en- tire cost of that operation. We could do the same with our library, our planning and building departments and so on and so on. It's a question rearing its head in schools now that warm weather has arrived and the fashion statement of the '98 summer is being made. Thanks to teen icons like the Spice Girls, girls have taken to making a bold statement in true 'Girl Power' fashion with sleeveless tank tops exposing what in previous years the fairer of the sexes would have been mor- tified to see on display — the bra strap. In a society concerned about sexual ha- rassment, there is a legitimate fear students wearing tanks, halters and tubes will be sub- jected to catcalls and the like. Banning the tops would, in theory, removc the tempta- tion. But if the harasser is on the wrong side of society's accepted behaviour, is it fair to punish the victim? On the other hand, if we're talking about taking responsibility for our own actions, wearing revealing clothing to school may not be the most responsible thing to do. It is important girls not be pressured into sexual roles too early but equally important that they be allowed to make their own choices and create their own self-image. The question is not whether girls are leaving themselves vulnerable by exposing their belly buttons and bra straps but whether the attire is appropriate to the setting. If you leave the house every day to work in a factory you may wear coveralls to pro- tect you from dirt and grime, safety goggles and steel -toed boots. If you work in a finan- cial institution you probably wear a business suit. On a construction site jeans and a hard hat are common attire. When you relax by the pool or go to the beach, swimsuits and cut-offs go hand-in- hand with the suntan lotion and Frisbee. The clothing we wear dictates to a large except our demeanor and behaviour. A busi- ness suit and the formality it dictates would be considered 'overdressing' in the class- room. Similarly, halter tops and muscle shirts create an atmosphere too relaxed for the discipline required w the classroom. The acgunient that tank tops are more comfortable in this wed is a cop-out. Every day teadhers go to work in classrooms devoid of air conditioning and manage to get by without wearing tanks Surely students can do the same. If you would wear it to the beach, it prob- ably doesn't belong in the classroom. Community Pickering family still wages battle to bring daughter home for care By Limb WhJte Staff Writer Health officials have reportedly PICKERING — The family of a young woman being cared for in the U.S. after suffering severe brain damage in a car accident several years ago is hoping she will soon come home for good. "I think we're going to get lucky because they know we're not going to give in;" Viola Arsenault of Pick- ering told the News Advertiser when asked about the future of her daughter Jose. Mrs. Arsenault is hopeful she will soon get the news she has been fighting for, as her daughter's legal case goes to arbitration in July. It has already been to mediation three times, with no decision being reached. "Someone has to look after this child;' Mrs. Arsenault says of Jose, who was just 16 in November, 1993 when she was thrown from a car being driven by a friend in Picker- ing. The former St. Mary Catholic Secondary School student spent the next two years in Toronto and local hospitals not really suited to deal- ing with someone suffering such severe brain damage. Her parents successfully fought to have OHIP send their daughter to the U.S. for intensive therapy and rehabilitation. She was supposed to be there just five months, but her parents continue to travel to Eric, Pennsylvania each weekend to see her. '.We're exhausted," admits Mrs. Arsenault, though she's quick to note the travelling is worth it. "We take her shopping and to church. Ajax teen is helping orphaned Romanian `Children on the Edge' Ar AV Special to the News Advertiser AJAX — A young Ajax woman is the only Canadian out of 20 vol- unteers from around the world going to Romania to help_ orphaned chil- dren. Cheryl Hunchak, 18, will travel to eastern Europe later in the sum- mer to organize a day camp for more than 250 children between the ages of seven and 17. Many were aban- doned by their parents as a result of Nicolae Ceausescu's dictatorial rule over Romania, during which he in- troduced a law requiring all families to have four children so his country would have the largest working pop- ulation in Europe. After the Iron Curtain was lifted, many parents couldn't support their families and were forced to admit their children to orphanages. All sick and malnourished. chil- dren were given blood transfusions, many with the same noodle, in a vain attempt to cure their diseases. Now, many youngsters lie in the orphan- ages waiting to die from blood -relat- ed viruses. When Ms. Hunchak was younger, she saw pictures of the or- phans in a pamphlet in the doctor's office run by her father. The images were so disturbing she vowed to go to Romania to help the children. With the help of a charitable or- ganization called Chikh en on the Edge, her aspirations will come true as she will assist in running a day camp for Romanian children. The programme in. which Ms. Hunchak will be involved, Summer of Play, runs for six weeks through- out the summer with groups of vol- unteers that each serve two weeks. She will be in the last of three groups travelling to Romania the final two weeks in July. Ms. Hunchak, who works as a lifeguard and teaches swimming, reports she loves work- ing with chikir+en. She will take that experience overseas where she hopes 'tit can do some good for the children there." Ms. Hunchak is planning on taking with her "a box of toys, games and colouring books — stuff we take for granted.' Although she's aware her work in Romania will be both mentally and physically draining, "It will be a good challenge. Inspectors with Durham Regional Police and the Ministry of Transportation stopped 34 commercial ve- hicles in the region and or- dered 13 be taken out of ser- vice, a 38 per cent failure rate. Two of the trucks had loose wheel assemblies, and "the chances of these wheels becoming 'flying wheels' were possibly just a few kilometres away;' said Con- stable John Hinds. Although nearly 29 per cent of the trucks inspected in Ontario during the safety blitz were ordered off the highways, it was the lowest percentage this decade. The 38 per cent failure rate in Durham Region was down four per cent from last year. Roadcheck '98 was a random, three-day inspec- tion at weigh scales across Canada, the United States and Mexico. Of the 2,829 trucks stopped in Ontario, 814, or 28.8 per cent, were ordered off the road because of seri- ous safety defects, a drop of more than 4 per cent over last year. Numbers at Greater Toronto's five inspection sites were slightly better, at 27.1 percent. Overall, transportation inspectors in Ontario laid 432 charges for defects in steering components, brakes, tires and suspension systems, a vast improvement over the 838 charges laid by GM workers in car assembly plant still off the job OSHAWA — Workers at Gen- eral Motors' car assembly plant two continue to produce cars de- spite the ongo- ing strike at the company's Flint, Michigan opera- tion. As part of its Community Profile done every two years, the Social De- velopment Council of Ajax -Picker- ing (SDCAP) is conducting tele- phone surveys of up to 500 random- ly -selected households from now un- til early September. The surveys are designed to deter- mine the problems and requirements of Ajax and Pickering residents so the Social Development Council and other community organizations can better understand what social ser- vices are most needed. The interviews of individuals are confidential as answers will be put into a computer without names, ad- dresses or phone numbers. Information will be in summary `The research will provide... information on community work.' -- Joan Skelton only and will be compiled with the results of similar surveys being un- dertaken with social service providers and community leaders in Ajax and Pickering.
