Mayor Wayne Arthurs says he's ex- pecting the Town will have to hike taxes this year to cope with a significant loss ,of revenue as a result of provincial `downloading, and with increasing Town costs. "I think six years of holding the line at zero were a nice relief," says the mayor. "But I think that's come to a grinding halt" Councillors will hold their first offi- cial budget meeting Wednesday, June 10 about four months later than usual. That's because Queen's Park has been slow in sorting out the new finan- cial relationship between the Province and municipalities that has resulted from the downloading of some provin- cial responsibilities, and because it has also been late in providing the assess- ment rolls under its new property as- sessment system. Durham Regional Police believe a man and woman were taking a training flight from But- tonville Airport in Unionville when the crash oc- curred at 12:42 p.m. on Concession Road #4, just north of Webb Road in Uxbridge Township. Both passengers were pronounced dead at the scene, but could not be identified as officers were still trying to contact the victims' families, Inspector Dan Matthews told reporters. Transportation Canada officials were expected to amve at the scene later that afternoon and conduct a full investigation, he said. A search -and -rescue team had been dispatched from Trenton, as is protocol for missing planes, but had left the scene after the pair were pronounced dead, he added. Darlene Vanhorne said she was in her backyard just north of the crash site when she heard a plane flying overhead near fields. The plane appeared to be flying normally until she heard the engine stop, she said. Expecting it to restart, Ms. Vanhorne said she then saw the plane start to come swirling down from the sky and then into a rose dive. She said she heard a bang when the plane crashed into the field just a few feet from the roadway. John McKenna, who also lives on Concession Road #4, said the area is frequently host to overhead helicopters and planes. But it was the yellow and red search and rescue helicopter which alerted him and other neighbours to the crash.A spokesman from Buttonville Airport said airport officials are aware of the crash but couldn't comment at press time. "It's a scary business" Council members are also nervous because they will be presented a draft budget calling for a tax hike of about a 4.9 per cent. That could get even bigger if the Province goes through with its current plan to take away about $1.3 million in payments - in -lieu -of -taxes (PILs) Pickering now receives for government- owned properties such as the Pickering nuclear station. Councillors may make many revisions to the draft budget and accompanying tax hike before it's approved, and there could also be changes as a result of the Province again revising its downloading figures and assess- ment rules, as it's done several times already. According to Town director of finance Gil Paterson, the draft financial plan to be presented Wednesday is a "bare -bones budget" that will maintain basic services. It will call for Town ex- penditures of about $39 million, an increase of approximately $3 million. The loss of grants will be off- set somewhat by about $3 mil- lion of 'tax space' Pickering will now be able to take over as a re- sult of the Province assuming half the cost of education, all of which was previously paid for through property taxes. As well, assessment growth will also slightly soften the tax impact of the revenue losses. If a 4.9 -per cent tax increase was accepted by Council, the av- erage Pickering homeowner would be looking at a Town tax increase of about %14. However, that increase does not take into account the loss of the PILs, which could raise the increase to approximately nine per cent. Because of all the assessment and budget delays, the final Town tax bills will probably not be out to residents until August at the earliest, says Mr. Paterson, and maybe as late as September. Town budget deliberations, like most Town meetings, are open to the public. Wednesday's budget session begins at 8:30 a.m. in the committee room at the Pickering Civic Complex, One The Esplanade. The Durham District School Board will hold consultation sessions in the fall at each of the schools identified for closure, but saving the schools and keeping them open won't be up for debate. Mary Brown, communi- cations manager for the board, reports parents and community members will be invited to participate in information meetings throughout September and October, but the decision to close the schools "is a done deal". She notes meetings will be held to gather public input regarding the transi- tion to new schools and what those facilities should include. The board unveiled the accommodation plan last Wednesday, informing ad- ministrators that morning that their school had been identified for closure. "For communication that stinks," says Oshawa trustee Kathleen Hopper. "It's a terrible communica- tion strategy." Ms. MacLean, who served on the board for nine years, says she heard from several former constituents last week who had concerns about the plan. She says the fact consul- tations won't be held until September is "an insult tc the constituents... it doesn't create a climate that's con- ducive to solving prob- lems." However, Ron Trbovich, superintendent of business Youth Crusade kicks off this weekend AJAX — Youth Cru- sade '98 will feature a number of special attrac- tions as part of this year's Home Week celebrations. Slated for the Annan- dale Golf and Country Club Friday, June 12 and Saturday, June 13, Youth Crusade '98 features Herbi Kuhn, known as the "voice of the Raptors", as Friday night's guest speaker. Mu- sical guests include the Toronto Mass Choir, and a gospel hip-hop group Cilo and Chanj (pronounced change). Also on Friday night Brad Close will share his story of triumph. In the five years he at- tened high school, Close had no direction in life, "I got into drugs, drinking and theft, in a real heavy way," he said in a news re - lase. He realized at that time, right after his last year in high school, that there was so much potential in his life. He says, "I had to take a step back and look at n-ry life, my friends, and won- der; was I even in control?" Saturday night's speaker will be Ajax resident Jason Hutchison who will talk about his involvement in car theft break and entering and violence as he was growing up in a troubled part of Scarborough. Musi- cal guest on Saturday night will be gospel band 'Who's the Man'. On both nights there will be a special 15 minute video that documents teens struggle for hope in their lives and reveals the heart and future of young peo- ple. Admission is free. "You only have one chance at this as a school board," he says, explaining the Province has given school boards a Sept. I deadline to declare schools surplus and generate fund- ing for new pupil places. Daniele Gauvin, spokesman for the Ministry of Education and Training, reports the ministry has re- ceived "a lot of requests" from school boards asking for an extension to the deadline so Education Min- ister Dave Johnson "is re- viewing that timeline". She also reports the min- istry is currently conducting an inventory of schools to determine the ratio of stu- dents to space inthe province. Here in Durham Mr. Tr- bovich says many of the schools slated for closure are "aged" and are not meeting programming needs. Some, for example, lack gymnasiums and sci- ence labs. "We have to look ahead 15 to 20 years," he says. Schools are not closed "on a whim". Mr. Trbovich reports the board's planning depart- ment examined demograph- ic data, enrolment projec- tions and the proximity of one school to another in reaching its decision to close six schools in Os- hawa, two in Pickering and one in Ajax. The polls are positive, suggesting to the Mike Har- ris Tories the path they've followed has worked. It doesn't hurt that the NDP under Howard Hampton and the Dalton McGumty-led Liberals have a poor public profile, and to this point, at least, have led an ineffec- tive opposition at Queen's Park. But the PCs can point to a wide variety of issues they've tackled: - they promised a 30 -per cent provincial income tax cut during their 1995 election campaign. They will have made good on that promise July 1 when the last cut comes into effect; - they promised to attack welfare and to institute workfare. The numbers show that over 200,000 wel- fare recipients have been removed from the social as- sistance rolls since June, 1995. The 22 -per cent cut in benefits in the fall of '95 may have been the push to get some people back to work and a healthy economy over the past few years hasn't hurt, - they promised to simplify government_ They've tried to do so by amalgamating school boards, Metro Toronto, their own government with the reduction of 27 seats for the next election and by suggesting amal- gamation in many other municipalities across Ontario; - they promised a fairer tax system and the move to market value assessment follows that thinking. - they're attempting to get tougher on crime (boot camps, some assistance in reforming the Young Of- fender's Act though that's a federal responsibility). r �r 1 . 1 ' I I• ~ l g P-1. In past years, that tier II ju- nior 'A' hockey pairing would have been unthinkable, because of the past in- tractability of the two leagues in which Ajax and Pickering played. But, as of this fall, fans of the two junior clubs should be treated to a fierce rivalry. The two tier II junior loops in these parts — the Metro Junior 'A' Hockey League and the Ontario Hockey Associa- tion's Provincial Junior 'A' Hockey League — announced last Thursday that, after two years of discussions, they'll amalgamate to form the Provincial Junior Hockey League for the coming season. When play begins in September, the Axemen and the Panthers will be part of the new 13 -team Eastern Conference of the league, reported to be the largest tier II junior loop in Canada. The Axemen and Panthers will each play a 50 -game sched- ule against the Bowmanville Eagles, Cobourg Cougars, Kingston Canadians, Peterborough Bees, Trenton Sting, Os- hawa Legionaires, Port Hope Buzzards, Quinte Hawks, Lindsay Muskies, Wellington Dukes and Syracuse Junior Crunch_ Tlx Panthers and Axemen will square off six times during the 1998-99 season, and will each play the other 11 squads four times. The merger, states the OHA, the gov- erning body of tier II junior hockey in the province, was necessary to put teams into geographic 'spheres' to enable clubs to save on travel costs, while creating natur- al rivalries. This, junior hockey operators hope, will keep costs in line while increas- ing fan interest in this level of hockey. Michael Boyer, entering his fifth year as the owner of the Pickering Panthers, says he's always actively pursued the merger of the two leagues and is excited about the future of the 36 -team loop. It's a move he believes should have been made years earlier: "It should result in some great rivalries and we will be able to build on this. I think it will be fabulous," says Mr. Boyce: "I think this will stabilize junior 'A' hockey in the province," says Axemen owner Larry Labelle. While other clubs will realize signifi- cant cost savings associated with travel, the Panthers and the Axemen, the most western -most teams in the Eastern Confer- ence, won't be laughing all the way to the bank as a result of reduced transportation.
