PICKERING —Thc Town will par-
ticipate in a Regional transit study aimed
at providing residents with 'seamless'
transit services through the Durham
highway corridor.
Picketing Council voted Monday to
have the Town contribute $7,500 to the
study, which is expected to cost up to
$48,(x)O. Ajax. Whitby and Oshawa are
contributing the same amount, while
('larington is throwing in $3.000 and GO
Transit is providing $15.000.

PICKERING — A local environ-
mental group is welcoming plans by
Durham Region to embark on a
$150.000 study to develop a long-
term waste management strategy for
the Region.
"I think we have a chance to
address (the waste management
issue 1 properly, correctly and in a
professional manager." Dave Steele.

Transit Service Review' will attempt to
develop a strategy which will rationalize
the roles and responsibilities of the tran-
sit operators in the corridor. The goals of
the strategy, according to a Regional
planning staff report, are to:
* Enhance inter -municipal transit by
providing more attractive and efficient
service between Durham municipalities,
and into Toronto.
* Impnnr customer service by enhanc-
ing the quality of transn serN icc and rais-
ing public awarcnc,s .,I the ss stem
* Reduce costs and achieve greater oper-
ating efficiencies, by eliminating dupli-
cation, sharing resources and streamlin-
ing operations.
* Increase ridership and revenues, result-
ing in a more efficient and flexible tran-
sit service.

Pickering Ward 3 Regional Coun-
cillor Rick Johnson, who chairs the
Durham Region public works com-
mittee which is responsible for waste
issues, vowed public consultation on
the study would include public meet-
ings in all Durham municipalities. He
also said it would be a broad review
that would look into all areas of waste
management.
"We're not going to exclude any
options:' said Coun. Johnson. He
suggested, however, the $150,000 for
the study lWing budgeted by the
Region may end up not being enough
to complete it.

laying out the action plan. It calls for
Pickering Council to:
* Allocate a $50,000 fund to help
pay the cost of hiring legal counsel
and expert witnesses to fight the 1 &
F application before the Ontario
Municipal Board (OMB). Ajax has
been asked to provide the same
amount.
* Ask the Environment Ministry for
an Environmental Assessment Board
hearing on the proposed J & F facil-
ity before any rezoning is granted;
and for the environmental hearing to
be consolidated with the OMB hear-
ing, so the zoning and environmental
issues are handled at the same time
instead of separately.
* In case a certificate of approval for
the new facility is granted by the
Environment Ministry, request Ajax
to ask the ministry to impose specif-
ic conditions on the certificate which
would include: no importation of
waste from outside Ajax and Picker-
ing; recycling of 95 per cent of the
waste handled by the facility; provi-
sion by J & F of one year's salary for
the hiring by Ajax of a full-time on-
site inspector for the facility; and
limiting operation to 9 a.m. to noon
on Saturdays.
* Request the Environment Ministry
not to approve or expand any trans-
fer station in Pickering until Durham
Region completes its proposed long-
term waste management strategy
study.
About 120 area residents attended
the Pickering Council meeting to
support the action plan, which was
drawn up with the assistance of Pick-
ering -Ajax Citizens Together
(PACT) for the Environment. About
50 area residents from the Ajax side
attended an Ajax Council meeting
the same night to support a -similar
request for action there.
Association member Tim Trebil-
cock told Pickering councillors the
community is already being nega-
tively affected by the J & F proposal.
"There are an alarming number of
houses (in the area) on the market;
these homes are not selling:' he said.
"Our property values are dropping:"

neighbours had to sell their home at

Drag racers
halted after
cars hit 180

dangerous driving after police began
efforts to put the brakes on drag rac-
ing in the region.
Durham Regional Police said
undercover officers watched as cars
raced at speeds of 180 km -h on a 1.5
-kilometre stretch of Taunton Road
in Pickering Sunday.
The officers arrested the drivers
- from Counice and Quebec — as
the race ended.
The charges, meanwhile, fol-
lowed a Friday night operation by
police to deter drag racers who have
also been routinely turning Oshawa
•oadways into raceways.
That night officers laid 29 traffic.

tion — at Ritson and Taunton roads
— where drag racers gather prior to
races.

A 25 -year-old Courtice ratan, of
Birchfield Drive, was charged with
dangerous driving and racing a
motor vehicle in connection with the
Pickering incident.
A 22 -year-old Quebec man was
also charged with three counts of
dangerous driving, three counts of
racing a motor vehicle and a single
charge of having a radar warning
device.

The troubled son of a Durham
Regional Police constable was
named on a warrant Monday after a
police surveillance can with guns

The 19 -year-old Bowmanville
man is the son of Constable James

force's surveillance unit.
Sgt. Grimlcv wed a nation-wide
bulletin was issued Saturday morn-
ing advising other police forces to be

He said Durham Region officers
spent the weekend searching the
teen's school and hang-outs and
interviewing friends, but found no
trace of the suspect.

released his picture to media outlets.
"We've got no reason to believe
he is a danger to the public at this
time. however, the potential is there.
You've got a young person with pos-
sible access to guns and ammuni-
tion:' Sgt. Grimley said.
"While there is concern for the
safety of the public, we feel he is
despondent and maybe more of a
danger to himself."
Sgt. Grimley issued an appeal to
the officer's son, urging him to give
himself up to police or return to his
home.
"At this point the worst thing he
faces is a theft charge... If he returns
home with the vehicle and its con-
tents we can work this thing out:'
Sgt. Grimley said.
Anyone who sees the van or
knows of Mr. 1-eipsig's whereabouts
is advised not to approach him but to
call police at 683-9100.
He is described as white, 6. 142
pounds, with brown hair and green
eyes. He was last seen wearing a
white T-shirt. black pants and white
sneakers
The van's Ontario licence plate
identification is ABCY 549.
Sgt. Grimley added the incident
may prompt a review by the Police
service of the Practice of allowing
officers to take vehicles home when
off-duty.
They have the Permission. (Offi-
cers in the surveillance unit) are on
call 24 hours a day so by taking the
vehicle they can respond at any
time;' he said.

Council's
call on waste
makes sense
Everybody hates taxes.
Hardly news, but it's the reason why over the
years, Durham Region Council has dipped into
what was once $20 million in reserves for waste
disposal and has turned the fund into a $6.6 mil-
lion Solid Waste Reserve Fund.
Councillors decided throughout the past
decade that zero per cent tax increases were bet-
ter for Durham residents than tax hikes to cover
rising waste disposal costs.
That's why, over the years and bit by bit.
councillors voted to dip into the surplus. The
time has come to stop however, and grow the
surplus back to its late 1980s level.
It doesn't take a sanitary engineer to figure out
that $6.6 million will soon wind up in the dump

The recommendation to charge taxpayers a
modest 2.3 per cent tax increase for garbage dis-
posal makes eminent sense. Council will vote on
the recommendation today and they should
accept it.
The recommended rate increase does differ
across the region: Scugog residents would pay an
additional 3.7 per cent. Whirby ratepayers would
fork over 2.4 per cent more. Ajax and Oshawa
property owners would pay 2.3 per cent. those
who live in Clarington would be out an addition-
al two per cent, while Pickering ratepayers
would pay 1.7 per cent more.
In hard terms, the rate for disposal will jump
to $86 per tonne this year from $63 and that's
after taking $1.7 million out of the fund this
year. Next year it's proposed that the fee should
be $% per tonne. But no money would be with-
drawn from the waste reserve fund.
The time will come in the next decade when
the Region will have to pay big bucks to build a
new waste transfer station or make massive
improvements to existing facilities. Where will
the money come from then"
The waste fund must be able to cover the
lion's share of new capital costs. Recent history
has shown federal and provincial governments
will not be there to save the day with top -up
funding.
As Uxbridge Mayor Gerri Lynn O'Connor
says, "It's fool's accounting to keep going into
reserves. Someone said this money was to be
used in the next few years to get a (waste) facil-
ity. We've drained the pot. I was part of it. I
won't drain it anymore"
What can't happen is what Ajax Councillor
Jim 'McMaster and Regional Chairman Roger
Anderson advocate. Coun. McMaster is asking
that an additional $1.7 million come out of the
fund while Chairman Anderson has asked that
another S 1.3 million come out.
Both requests come on top of S1.7 million
being withdrawn.
The reserve must be kept intact before it is
dissipated.
Councillors will rue the day they blew the
entire reserve when Durham Region has a criti-
cal waste problem on its hands.

A while ago a reader wrote
that he was very distressed
because he saw a picture in the
News Advertiser of teachers
protesting as Education Minister
Dave Johnson announced the
new education funding model.
The reader felt the teachers were
obviously sett -serving since Mr.
Johnson was annuuncins p)od

for computers and a 55 -per cent
cut in consultants.

announced. More recently, the

actually facing a shortfall in sev-
eral yeas.
What the public must under-
stand is that for the most pan this
new funding mo dcl is a giant
fraud. It simply does not deliver
what the government says it will.
Ones again the small unelect-
ed brain trust that steers this gov-
ernment has, like it did with
health care, duped the public.
Some people wonder why
these teachers continue to
protest. 1 hope the answer is now
crystal clear.

I attended Accident Awareness '98
at the Metro East Trade Centre in
Pickering this past weekend. The
seat -belt 'convincer' was a must -try
for anyone with doubts about the
effectiveness of seat -belts. It is quite
disheartening for emergency services
personnel to arrive at an accident
scene and see the telltale bulge in the
windshield made by an unsecured
occupant.
Iwas especially pleased to learn
that we will now have higher penal-
ties for drivers who risk the lives of
our children by speeding through
school tones and passing at cross-
walks. As a firefighter I have attend-
ed tor, many accidents involving chil-
dren being struck by vehicles.
I am certainly net proud of some
of the driving that I did when I was
younger. However, my Dad constant-
ly reminded me of the unpredictabil-
ity of children. Having raised eight
children, he was probably a good
judge of that! He would point out that
a child running parallel to you on the
sidewalk may suddenly dart out unto
the road to say 'hi' to someone across
the street. Recently. I witnessed a
child being pulled onto the roadway
by his pet dog as it attempted to get at
another dog across the road.
Fowtunately, an oncoming driver was
able to avoid hitting the youngster.
I learned the perils of making
errors on the roadway at a very early
age. When 1 was I I years old I was
returning from a baseball game. It
was pouring rain and my younger
friend and 1 were riding bicycles.
Wanting to cross the road• we got off
our hikes, as I had been taught to
walk them across the street. When the
road was clear I yelled to Glen to go
and started off to the other side, head
down against the driving rain. After
safely reaching the other side, 1
looked over to speak to Glen.
Suddenly. I heard the most sickening
thump as a car smashed into and ran
over my friend. A moment later the
driver and his wife jumped screaming
from the car totally devastated by
what had occurred. Glen survived the
crash, but his injuries were quite
severe. The momentary hesitation of

lives forever.

which sparked the parent safety patrol at
Glen Dhu school, a programme subse-
quently adopted at several other schools.
"Every school has its own quirks
about parking:' notes Glen Dhu princi-
pal Dave Werry. who says hisschool has
among the highest enrolments in the
region with ") students but is lucky to
have access to a parking lot at an adja-
cent park.
"One of the key messages the (parent
safety patrol) is sharing with the school
community is to have kids walk to
school,' notes Mr. Werry, who believes
families "are coping relatively well"
with overcrowding. Still, they are look-
ing forward to next Fill, when the student
population will he rcduaad by more than
2(X) as a new school prepares to open.
At the same time. Mr. Werry says
some teachers enjoy mstnuung in porta-
bles because they have access to their
room on weekends and in the summer
and enjoy "a more mdcpcndent way of
operating''.
However, at many schools, portable%

of portables on school sites, the provin-
cial government promises things will

That would be good news to Durham
school boards, particularly as the min-
istry introduces new class sines that will
average 25 elementary students per
teacher aid will increase the need for
room classrooms.
Already, the Durham District School
Board has 532 portables, while the
Durham Catholic District School Board
has 203. Consider that an average ele-
mentary school has 16 classrooms and
that means the combined number of
portables in the region equates to about
43 elementary schools.
At the public board, 70 to 80 per cent
of schools have portables on site, with
Whitby schools the hardest hit by
incteasing population. At Archbishop
Denis O'Connor Catholic High School
in Ajax, the separate board leased a
school site from the public board which
is being used as a campus to house Grade
12 and OAC students in a bid to deal
with extreme overcrowding.
In Pickering, Pine Ridge Secondary
School is on the brink of crisis. It cur-
rently has 19 portables and "we know we
can't physically add even one more:'

But even if boundaries were changed,
students face overcrowding everywhere
they look: Dunbarton High School in
Pickering has 18 portables, Pickering
High School in Ajax has 16 and Exeter
High School in Ajax has 14.
Seven public elementary schools have
more than 10 portables. It's expected 12
schools will have more than that number
in the fall. In Whitby, some schools have
more portables than clammoms: Palmer-
ston Avenue Public School has nine
portables and eight classrooms, while
Florence M. Heard Public School has 10
portables and just seven classrooms.
But 'the real horror story" is in the
west part of the region, where many
schools have had to add many portables
since opening, notes Mr. Morgulis. In
Ajax, Cadarackque Public School has 16
portables and Westney Heights Public
School has 15. In Pickering, Valley Farm
Public School has I I portables.
Mr. Morgulis blames the old method
of capital funding, under which the min-
istry approved grants for specific pro-
jects after boards submitted an annual
'wish list' to the ministry for new schools
and additions. The cost of building a
school or addition was shared between
the ministry and the board and any
approved projects were based on the
number of students in existence — not
how many would be added, for instance,
by a new subdivision.
"It did nothing but give us schools
that were too small and too late,"
explains Mr. Morgulis. '"Ilhe first ques-
tion we were asked is why there were
portables at a new school. We were
always accused of bad planning, but
those were the rules of the game we were
forced to follow:'
Under the Progressive Conservatives,
the ministry is introducing a Pupil
Accommodation Grant to cover the costs
of running, maintaining and constructing
school buildings. The grant has three
components:
• Funding for school operation (heat-
ing, lighting, cleaning, maintenance);
• Funding for school renewal (repairs
and renovations):
• Funding for new pupil places (con-
struction or lease of additions and new
schools).
Boards will qualify for funding for
new pupil places when they can demon-
strate they have used all their existing
school buildings effectively and canna
accommodate increased enrolment with-
out additional space. If school boards do
not dispose of under populated schools
before September it will hurt their
chances of receiving funding for new
facilities.

Ontario has
a history of
welcoming
tyrants
Ontarians who are applauding
the forcing from office of the
bloodthirsty Indonesian president
Suharto may be forgetting they
once welcomed him with open
arms. Ontario governments have
even lent some respectability to
Suharto's oppressive regime.
The first time was in 1975,
when the former general already
was known to those who cared to
listen for murdering political
opponents on a grand scale. Mr.
Suharto wanted to come to attract
investment and promote trade and j
the Progressive Conservative gov-
ernment of Premier William
Davis rolled out the red carpet. I
Mr. Davis treated Mr. Suharto to
an official welcome at the airport
and later, a black -tie dinner at his
showpiece Ontario Science Cen-
tre. where Mr. Suharto explained
he was really trying to bring his
people 'democracy and spiritual
well-being.'
The Ontario politicians could
not excuse their fawning by
claiming Mr. Suharto's character
at that time was unknown,
because he had held power for
eight years, caused several hun-
dred thousand political opponents
to he murdered and others jailed
and tortured. and banned free
speech and open elections. He
had yet to embark on his most
notorious killing spree. in invad-
ing Fast Timor and murdering at
least one-fifth of its 650,000 peo-
ple. His wife. who came with him
and was displayed around Nia-
gara Falls by the Davis govern-
ment, was already noted for
diverting hundreds of millions of
dollars of taxpayers' money into
her own bank account. which
became a family habit. Mr tiuhar-
ti's children between them arc
now estimated to have squhrrelled
awav $4 billion.
But Mr Suharto merely fol-
lowed a well-worn path. Among
other bloodthirsty dictators who
visited was president Ahmed Scko
Toure of Guinea. He ran that west
African nation so ruthlessly, mur-
dering opponents, imprisoning
without trial and torturing that by
the time the died in 1984 an esti-
mated one-fifth of its people had
fled to other countries.
Mr Davis had Mr Toure given
an official greeting at the airport
and dinner at the legislature. and
paraded his wife through Niagara.
A general who ruled Thailand.
to give just one more example,
was given a similarly cordial wcf- t
come. although Amnesty Interna-
tional blamed him for arrest i
without trial, deaths in custody
and murders by govcrnmem-sane-
tioncd death squads.
Ontario has not always been so
hospitable to visitors. Mothers
from Argentina seeking help to
find what happened to their miss-
ing children, murdered or kid-
napped by its military regime,
could not get Mr. Davis to meet
them.
The Tory premier would not
have wanted to seem to condone
agitators in South America, where
his friends the United States
wield influence.
In the Cold War atmosphere of
the early 1980%, Mr. Davis also
refused to meet a so-called Soviet
"peace and disarmament commit-
tee' When a New Democrat MPP
introduced them in the legislature,
the premier jumped up and insist-
ed, "they are not guests of this
government"
Mr. Davis would have been
mindful among other pressures
there are 170,000 immigrants
from behind the Iron Curtain liv-
ing in Ontario who vote.
The Ontario legislature passed
a resolution 18 years ago promis-
ing to speak up against political
killings, imprisonment, terror and
torture abroad. But it has rarely
done this.
Its policy under governments
of all three parties has been most-
ly to ignore human rights abuses
and honour visitors from and send
its own leaders to, any countries
as long as there are prospects of
increasing trade.
Mr. Harris, in fact, visited
Indonesia not long ago and bab-
bled kindly about how great it
was Ontario firms were making
business deals there. In a small
way, he helped make dictator
Suharto's last days a bit more
comfortable.

Pickering Players end season on comic note
PICKERING—The Pickering
Players will close out their 2(hh season
with a series of one -act plays at Dun-
barton-Fairport United Church Friday
and Saturday, June 5 and 6.
After a successful season of perfor-
mances of Peter Pan, Move Over Mrs.
Markham and 11te Bad Seed, the Pick-
enng Players present An Evening of
One Act Plays booth nights at 8 p.m.
The evening of comedy will also
include a series of sketches between the
one -act plays. Four actors from the
Pickering Players are handling all
responsibilities involved in putting on
the show, including producing, direct-
ing, writing and publicity.
Steven Gnerxm and Derek Genova
are serving as co-producer, and direc-
tots. Rick Wytynski is directing two
plays and Lynn Valiquette is also a
director and publicist for the event.
The directors, the majority of whom
are also performing during the evening,
will lead a group of actor, ranging in
age from 12 to 26 years.
Tickets are $5 each and can be pur-
chased by calling the box office at 416-
410-021 I or at the dour if they're still

wild animals to heal and grow. The event featured music, food, fund-raising draws
