per cent in the blitz, but the
government has opened
more impoundment facili-
ties, and now has several in-
spection sites running 24

hired," Mr. Griffith said.
"We had an out -of -ser-
vice rate of 43 per cent in
1995 and 39 per cent in
1996, so we're hopeful these
rates will decline again. But
we're never going to be
happy until it's zero"
Trucks travelling on
Greater Toronto highways
may be stopped at any of five
locations, including weigh
scales in Oakville, Milton
and Whitby, where inspec-
tions could lead to automatic
seizure and impoundment at
the Canso Road truck jail in
west Toronto.
Trucks caught with one or
a combination of defects in-
volving steering, wheels,
rims, tires and frame will be
sent to the compound. Own-
ers will be charged with op-
erating an unsafe vehicle and
will face a fine of up to
$20,000. All towing costs
will be paid by the owner.
If the same vehicle has al-
ready been impounded this
year, it will be sent to jail for
30 days. Each subsequent
lock-up lasts 60 days. Unlike
many blitzes, where police
and ministry officials target
trucks believed to be in poor
condition, those selected for
Roadcheck inspection are
chosen randomly.

NOTICE
WATER DISTRIBUTION
SYSTEM CLEANING
IN THE TOWN OF PICKEMG
The Regional Municipality of Durham has engaged a contractor
to clean watermains on Dunbarton Road and Appleview Road in
the Town of Pickering.
The cleaning program will be performed between May 19 and
June 30, 1998.
The contractor is notifying consumers (by this notice) of the
commencement of operations in each section of watermain. The
work will be carried out expeditiously, with the least possible
inconvenience to consumers. (There may have to be brief water
shutdowns in some areas, in which case, consumers will be
similarly notified.)
Consumers in an area being cleaned are cautioned not to draw
any water, for any purpose until the operation in that section
is finished. Failure to observe this precaution could result in
material being drawn into the building's plumbing systems and
possibly plugging water lines from the street to buildings. It is
also recommended that you turn off the ekctrkal small to your
hot water tank. Gas heated hot water tanks should be turned to
the lowest possible setting. It is the consumer's responsibility to
take preventive measures. High efficiency gas water heaters can
be unplugged at the wall socket. Once the water has been turned
on, we would ask that you tum on a cold water tap only and let it
run for approximately 3 (three) to 5 (five) minutes before using
hot water.
It will be advisable to keep a supply of water, in containers, on
hand for emergencies.

The feedback she has had to
date has been relatively posi-
tive.
Ms. Freedman notes there
were some parents who "felt
their kids were stressed;' but
there wasn't nearly as much
protest against the tests here as
there was at some schools in
Toronto.
She reports more than 4,000
students in Durham wrote the
tests and only a small number
were exempted.
And Ms. Freedman says the
"big issue" now will be how the
tests are reported.

pected to meet a provincial
standard of a level two, pupils
writing the tests this year were
aiming at a level three.
She says because the stan-
dard has been raised it could

Accountability Office this fall,
the board will report the num-
ber of students who attained a
level two or higher to allow for
a comparison to last year's re-
sults and will then move toward
a new reporting system in the
future.

Bible camp is being hosted by St.
Paul's on -the -Hill Anglican
Church in July.
The camp, with a theme of Sign
Posts, is for children five to 12
years of age and includes games,
crafts, discussion groups and
songs.
It runs between July 13 and 17
from 10 a.m. to 3 p.m.
Day care is also available from
8 to 10 a.m. and from 3 to 5 p.m.
Cost for the camp is $30 for the

tions pan out, a top Environment
Canada forecaster says.
That means ships could scrape
bottom and cross-border water
skirmishes could break out,
Heather Auld told a meeting of
the Canadian Science Writers'
Association in Toronto on the
weekend.
And, a Durham official warns,
a drop in the level of Lake On-
tario and a subsequent rise in
temperature could increase
odours for region residents living
near the water.
With temperatures predicted
to rise an average of four degrees
or more over the next century,
evaporation will cause serious
water problems for the vast urban
populations surrounding Lake
Ontario and its sisters, says Ms.
Auld.
"Climate change will affect
both the quality and quantity of
water. All the studies are pretty
consistent, except for one or two,
in saying that the central part of
Canada in the south will see large
decreases to water supply," Ms.
Auld says.
While global warming models
for this part of the world point to
a significant rise in precipitation,
Ms. Auld says they also suggest a
concurrent and overcompensat-
ing increase in the amount of
heat -generated evaporation over
the area.
"Even though we may get
more precipitation, it's going to
be that much warmer and even
more is going to evaporate," she
says. This increased evaporation
could lower by as much as 20 per
cent the amount of water flow be-
tween the Great Lakes and make
some shipping channels unnavi-
gable without extensive dredging,
Ms. Auld says.
"Either that or the ships would
not be able to cavy quite as much
cargo because they'd hit the bot-
tom more often," she says.
Ms. Auld says cities like
Toronto would be forced to ex-
tend water intake pipelines much
deeper into the lakes and curtail
wwage discharges.
"A lot of our infrastructure
like our water supply systems,
our waste water plants, our hy-
droelectric plants are going to
have to be redesigned or modi-
fied," Ms. Auld says.
For southern Ontario fanrt-
land, weather models show soil
moisture could be reduced by 14
to 67 per cent.
And even though warmer
weather could bring high-income
fruit crops further inland, there
would have to be a corresponding
migration of extensive irrigation
systems to landlocked parts of the
province.
Durham Region works depart-
ment operations director Jack
McCorkell believes a drop of one
metre in lake levels won't have
much of an effect here.
"Our (water pipes are) out in
40, 50 or 60 feet of water. Three
feet may not have a particularly
great impact," Mr. McCorkell
says. However, he notes, a drop
in water levels could cause
"turnover" in Lake Ontario and
might increase temperature.
The !ake turns over twice a
year with cold water rising to the
top. A reduction in the size of the
lake could increase the tempera-
ture which might result in more
odour complaints.
"If there's less water, the
turnover may occur more often
and then there would be more
complaints," Mr. McCorkell says.

Senate should

Once, oh, every 60 years or so, the Senate decides to
actually do something.
In this case, however, it would be better if our cham-
ber of 'sober, second thought' went back to sleep, or fail-
ing that, joined former Senator Andrew Thompson on a
long one-way trip to Mexico.
At issue is a private member's bill which would deny
convicted criminals the right to earn profits from the sale
of books or broadcast rights which deal substantially with
the crime committed. For example. Karla Homolka or
Ronald Woodcock or Micky McArthur would not be al-
lowed to ear money from the vicious crimes for which
they've been imprisoned.
Liberal MP Tom Wappel (Scarborough West) has been
a champion of the bill since 1995 when he drafted it in
opposition to an attempt by Clifford Olson to earn cash

Bold reminder
for new and
veteran drivers
As I walked through Accident Aware-
ness '98 in Pickering last week, I shook
my head in disbelief at the twisted pieces
of metal that were once cars or trucks.
At one display, I could almost picture
two brothers heading off for a spin in
their parents' car. According to a police
report, the driver lost control of the vehi-
cle and struck a utility pole at 150 kilo-
metres an hour. As the driver's seat
broke off, the boy fell backwards and
avoided the pole.
His twin was not so lucky. He contin-
ued to slide sideways and was killed in-
stantly when his head struck the pole.
At another display, I learned of a hus-
band and wife killed'after the truck they
were travelling in was struck by a drunk
driver. The dead woman's parents were
travelling in a car behind them.
As a reporter, I always dread hearing
about a life snuffed out in a senseless ac-
cident in our coverage area because it
means a visit to the ones left to pick up
the pieces. It's heart -wrenching and I
have never gotten through a visit without
shedding tears of my own.
At first, I was surprised so many fam-
ilies opened their doors to a reporter ask-
ing for a picture and some of their time
to recall the things that made their son,
daughter, husband, wife or friend spe-
cial
But somehow, it seems to be thera-
peutic for them to play a role in an arti-
cle that is truly a tribute to their loved
one. I have never forgotten that, though
the 30 minutes I spend with them is dif-
ficult, those families will have hours,
day, weeks, months and years to cope
with something the rest of us hope we'll
never have to endure.
Obviously, those on the front line
agree. Hosted by Durham Regional Po-
lice, the event also featured emergency
services personnel. We should all tip our
hats to the people first on the scene of
horrific accidents, first at the door with
bad news and those who wage battles to
save the injured.
But, in too many cases, it doesn't
have to be that way. I was pleased to hear
students attending the event say it will
make them think twice about doing
something stupid behind the wheel.
While many students believe such an
event should be mandatory as teens pre-
pare to get their licence, it was a bold re-
nunder for those of us who have already
been driving for many years.
As my father told nne when I got my
licence (and has said many times since):

Durham families show their love

When you open the door to the
Grandy home, there's a greeting
party ready to meet you. They're
friendly, always happy to see you
and quick to let you know it with a
wag of the tail and a lick of the
tongue.
The Durham family is made up
of the typical mom, dad and two
kids. And then there's the dogs;
Kelsey, a golden retriever who's an
old family pet; Taylor, a yellow
Lab who's been visiting since Sep-
tember and Bailey, a 16 -month-old
black Lab. Then there's Brady.
He's the three-year-old black Lab
who turned the Grandy family on
to a new hobby which has become
a way of life.
John Grandy has had dogs since
he was a child. Labradors are his
favourite. '"lite Lab is probably the
friendliest dog going," he says.
"Everybody's their friend."
But, it wasn't until Brady came
along that Mr. Grandy and his wife
decided they might like to try their
hand at competing in dog shows.
Brady was a purebred with reg-
istration papers but he came with a

was considered pet quality. In
other words, the dog has a fine
temperament and is in good health
but just isn't show material.
But no one really knows how a
dog is going to grow. When the
Grandys got their new pup home, it
quickly became apparent he was a
fast learner and a good looker with
lots of potential for more than just
chewing shoes. The family took
Brady to handling classes where he
quickly got ready for conformation
shows. There the dog is judged on

dogs since he was a boy. The Grandys are members of the Ontario Coun-
ty Kennel Club, which draws members from around Durham Region, and
show their dogs on a regular basis.

Despite their lack of experience
in the dog ring, the Grandys helped
Brady on his way to championship
status at the tender age of one.
"We just tried it;' remembers
Mr. Grandy. "Brady took off, he
had three or four big wins; it was
like, 'Whoa.'"
The Grandys became members
of the Ontario County Kennel
Club, an all -breed club, which has
members throughout Durham Re-
gion and as far as Scarborough.
With the ribbons to prove his
worth, it wasn't difficult to con-
vince the breeder to rescind the no -
breeding contract. With a little
luck Brady and Taylor will have
their first litter later this year and
the Grandys will have gone from
being pet owners to champion han-
dlers to breeders.
Of course there's a whole other
world in dog competitions to con-
quer. Brady is now competing in
obedience trials and training for
his working certificate in retriev-
ing. That may prove to be Brady's
biggest challenge to date consider-
ing he can't stand the taste of dead
pigeon.
"They have to hold real birds.
It's dead pigeons they use and
Brady just says, 'yuck'."
Brady will be one of hundreds
of dogs from a number of breeds
who will compete in the Ontario
County Kennel Club's upcoming
annual championship dog shows in
Orono on June 13, 14 and 15.
There will be booster shows for
various breeds, a specialty show of
Doberman pinschers and even a
rare breed show featuring dogs
from as far away as Brazil. There
will also be a junior handling show
for the younger competitors, a
sanction match, obedience correc-
tion match and barbecue. The
Durham Regional Police Canine
Unit will be putting on a demon-
stration as well.
Admission for spectators is ab-
solutely free.

Grandy. It's a great place to get in-
formation on purchasing and train-

around Frenchman's Bay has
won a poetry contest.
Frenchman's Bay Public
School student David Reid c:ol-
lectod top honours in the school's
Frenchman's Bay Poetry Contest
for his poen Moming Glory.
Even though the nuclear
power plant monopolizes much
of the scenery, David managed to
find the beauty of F whman's
Bay and transposed it to vase,
collecting the images while
walking the family poodle.
David's fust draft of the poem
was rejected last year when he
handed it in to his teacher. Un-
daunted, he revised it and handed
it in again this year."I only write
if I have to, for school, or this
contest," admits David, who will
"fiend anything. It doesn't matter
what it is, just as long as it is a
good story" David began taking
piano lessons from his father
when he was five years old and is
hoping to one day become a
"sports star". He is involved in
track and field and baseball.

School Spartans senior boys'
rugby team prevailed to cap-
ture its fourth consecutive re-
gional title at the Ajax Wan-
derers Rugby Club last Thurs-
day.
The Spartans scored a 13-
12 victory over the Exeter
High School Falcons in the
final when the Falcons missed
a chance to tie the contest
after a convert attempt
bounced off the goal post. The
win gave Dunbarton the Lake
Ontario Secondary School
Athletics 'AAA' champi-
onship.

Dunbarton High seniors win fourth rugby title
Athletic Associations `AAA
rugby championship in Ot-
tawa Wednesday, June 3. The
Spartans like their chances be-
cause they have many return-
ing players from last year's
Ontario silver medal squad.
Exeter started the LOSSA
title game with great pressure
and forced Dunbarton to de-
fend its goal line on numerous,
occasions in the first half. The
Spartans scored on a great in-
dividual effort by Al Thatcher
who also added a convert and
later a penalty kick to put
Dunbarton ahead 10-0 at the
half.
The Spartans dominated
play through much of the sec-
ond half, but could only
muster three more points on
another penalty kick by
Thatcher. With the game
seemingly out of hand, Exeter
mounted a furious comeback
in the final 10 minutes. Steve
Hawkins scored a try, conven-
ed by Lee Woods. With little
time remaining, Exeter again
marched the ball down the
field and got a try from Ian
Bulloch. Good fortune was on
Dunbarton's side as Exeter's
convert attempt hit the goal
post, preserving the victory
for the Spartans.
In the midget final, the
Dunbarton Spartans were pit-
ted against perennial rival Port
Perry High School. In a con-
test which required overtime
to decide, Port Perry had a
long run which eventually led
to the winning try in a 15-10
victory.
Port Perry scored first, but
the Spartans quickly respond-
ed to tie the game 5-5 at half-
time. In the second half, Dun-
barton kept up the pressure
and was rewarded with a try
for a 10-5 lead. With less than
eight minutes left, Port Perry
tied the game. The Spartans
continued to press in the final
minutes but were unable to
break the deadlock, sending
the contest into overtime.
For the second year in a
naw, the Spartans captured the
LOSSA silver medal. Both
Dunbarton and Port Perry

GRILLED TOMATO HALVES WITH CHEESE AND BASIL
3 large firm, ripe tomatoes, halved
2 tablespoons olive oil (Bertolli)
salt and pepper to taste
1 tablespoon chopped fresh basil (or 1 teaspoon dried basil)
1 tablespoon grated Parmesan cheese or more to taste
small basil leaves for garnish
1. Brush tomatoes with olive oil; sprinkle with salt and pepper.
2. Place on oiled grill, cut side down, 4 to 5 inches over hot fire.
3. Grill 4 to 5 minutes.
4. Turn tomatoes using a wide spatula and sprinkle with basil and cheese.
5. Cook 4 to 5 minutes longer or until tomatoes are tender but still hold their shape.
6. Remove from grill and garnish with basil leaves.
7. Serve alongside your Natural Gourmet Steaks.

Steak With Mushroom and Brandy Sauce
Ingredients* 21op Sirloin Steaks * I tablespoon olive oil (Bertolli) * I oz butter
* 2 shallots or small onions, finely chopped * 1 clove garlic, crushed
* 1/41b button mushrooms sliced * 2 tablespoons freshly chopped parsley
* I teaspoon cornflour, blended in a little cold water
* salt and freshly ground black pepper
Instructions 1. Grill the steaks under a preheated moderate grill for rare - 2 1/2 minutes each
side, medium - 4 minutes each side or well done - 6 minutes each side. 2. Meanwhile, beat the
oil and butter in a pan and fry the shallots or onions, garlic and mushrooms for 5-6 minutes,
stirring occasionally. 3. Add the brandy, Madeira or stock, creme fraiche, most of the parsley,
the blended cornflour and seasoning to taste. Cook for a further 2-3 minutes, stirring
occasionally until thickened and smooth. 4. Transfer the steaks to a warmed serving plate,
pour over the sauce and sprinkle with the retraining chopped parsley. Serve immediately.
Preparation Time: 15 minutes. Cooking Time: Approximately 15 minutes. Serves: 4. * Creme
Fraiche is a raw 30% cream which in France is allowed to mature until its flavour is nutty
rather than acid. It tolerates higher temperatures in cooking than sour cream before it curdles.
