DURHAM BOARD APPOINTS TWO FOR 1998-1999 SCHOOL YEAR
The Durham District School
Board has appointed two pupils
to serve as student trustees for
the 1998-99 school year.
Leanne Morrison, a Grade 12
student at Pickering's Dunbarton
High School, and Gavin Stanley,
in Grade 12 at Port Perry High
School, are the first two students
to sit on the board as mandated
under Bill 160.
"I thought it was a great op-
portunity for students to listen to
what's going on in education and
for students to become more in-
volved," says Ms. Morrison, 17.
"We're going to be bringing to
light the students' point of view
on topics trustees are talking
about and hopefully the deci-
sions made will reflect what's in
the best interests of students"
The Education Quality Im-
provement Act and a subsequent
regulation added to the Educa-
tion Act require all school
boards to develop a policy pro-
viding for student representa-
tion.
"They won't have a vote but
they'llattend all the public ses-
sions," reports board chairman
Ruth Ann Schedlich.
The students will attend
standing committee meetings,
board meetings and can sit on
another committee if they want
to.

Pickering wants more
say on waste sites

PICKERING — Town council-
lors have passed a somewhat confus-
ing resolution declaring Pickering
should have greater control over lo-
cal waste facilities.
The motion originally proposed
by Ward 2 local Councillor Mark
Holland included a clause stating lo-
cal municipalities should have the
ability to decide whether and where
garbage dumps and waste transfer
stations should be located within
their borders. He was prompted to
bring it forward by the Town's in-
ability so far to derail an application
by J & F Waste Systems to build a
multi -material recovery transfer fa-
cility at 57 Notion Rd. in Ajax near
the Pickering border, and an applica-
tion by Can -Sort Recycling Ltd. on
Toy Avenue to increase the amount
of garbage it handles at its waste
transfer facility.
However, before passing the res-
olution last Tuesday, Council ap-
proved an amendment from Ward 2
Regional Councillor Doug Dicker-
son to delete waste transfer stations
from that clause and have it apply
only to dumps. Coun. Dickerson ex-
plained after the meeting he asked
for the change because he didn't
want landfills and waste transfer sta-
tions "lumped together" to create the
impression Pickering doesn't want
either.
"It could have created an entirely
wrong perception:' he said, and m-
od he didn't want the resolution to
"impinge upon" an application by
another company, Miller waste Sys-
tems, to expand its waste transfer fa-
cility on Squires Beach Road.

"It doesn't make a whole lot of
sense anymore because it contradicts
itself," said Coun. Holland of the res-
olution after the meeting. "I think it's
going to read a little oddly" But he
added he thinks the message he in-
tended will "still get across' because
of the other references to transfer
stations that remain. The councillor
considers it essential for municipali-
ties to gain control over the siting of
transfer stations as well as other
waste facilities.

While supporting the amend-
ed resolution, some councillors
suggested the Town hasn't done
much to deserve control over
waste issues.
"We have not been aggressive
in seeking new ways of process-
ing our waste as a municipality;"
said Ward 3 Regional Councillor
Rick Johnson, adding Pickering
should be showing leadership in
areas such as composting and re-
cycling. "Maybe we have to, as
leaders, impose the three Rs on
our municipalities" He main-
tained politicians need to "get off
our soapboxes' and deal with the
waste issue.
Ward 3 local Councillor
David Pickles expressed similar
sentiments.
"We have a moral obligation
to deal with our waste," he said.
"We should find alternatives to
landfills and waste transfer sta-
tions. We should reduce, reuse
and recycle."

Damning federal report holds few
surprises for Durham day-care operators

A federally -funded report
which concludes child-care
workers are underpaid, over-
worked and get little respect for
the job they do holds few sur-
prises, child-care workers in
Durham contend.
"We need recognition for the
job we do," maintains Carole
Bittorf of Helping Hands Day-
care Ltd. in Ajax. "People think
we're just glorified babysitters
and that's offensive to us. We've
gone to college and gotten diplo-
mas to do this."
Still, most child-care workers
earn less than $19.000 annually
and receive few benefits such as
pensions and sick leave, accord-
ing to Our Child Care Work-
force: From Recognition to Re-
muneration, the first national
survey of the child-care profes-
sion.
According to the survey, job
burnout is high and professional
development is virtually non-ex-
istent. Commissioned three years
ago by then -human resources de-
velopment minister Lloyd Ax-
worthy, the report says child care
is plagued by chronic underfund-
ing and inadequate government
Policy.
It calls for increased govern-
ment funding in order to make
quality child care affordable and
accessible to everyone. It also
calls for fair wages, adequate re-
tirement and other benefits and
better working conditions so
qualified people will be attracted
to the jobs and stay there.
The report also says care-
givers who work out of their
homes should be covered by em-
ployment standards and mini-
mum wage legislation.
Currently, "there's quite a dis-
crepancy" in the amount child-
care workers at profit and non-
profit centres make, Ms. Bittorf
reports. And those at profit — or
private — centres know they can
only ask parents to pay so much.
"Parents are tapped right to
the limit," acknowledges Ms.
Bittorf, whose centre charges
$185 a week for a full-time in-
fant, $150 for toddlers and $140

port released last week indicating that child care workers are underpaid
and overworked.
for two -and -a -half to five -year-
olds.
The centre is licensed for 45
children and employs 10 child-
care workers and some part-time
high school students.
The hourly wage of qualified
child-care workers starting out at
a private centre ranges from
about $7 to S 12, according to
centres contacted in Durham
communities last week.
"We can't raise fees astro-
nomically. We need more recog-
nition from the government. but I
guess everyone is saying the
same thing," says Ms. Bittorf.
While many centres currently
receive wage subsidy grants
from the provincial government,
"it's been frozen for quite some
time and we're always being
threatened with losing it," re-
ports Heather Cook, supervisor
of Kids' Campus in Whitby.
Day-care workers "should be
compensated and recognized for
their high level of skill," Ms.
Cook maintains.
"The majority are in the field
because they love children, but
they have to look out for their
own futures at the same time.
"It's pretty pitiful, especially
when you consider we're looking
after our future."
But "if you increase the fees
for enrolment, you , will make it
(difficult) for parents." warns
Ms. Cook. "You'd be creating
two societies: those who can af-
ford day care and those who
can't."
"It's a vicious circle," agrees
Valley Farm Day Care & Nursery
School administrator Cecelia
Lui. "You can put up your fee to
pay staff more, but then parents
can't afford it. I think the gov-
ernment needs to help licensed
centres too, not just non-profit
ones."
At Happy Tots Day Nursery in
Oshawa, owner/operator Lydia
Francis recognizes her "staff is
underpaid. You can only charge
parents so much. That's why
there's (such a) cottage industry"
of day care being provided in
homes. In many of those cases,
tax receipts aren't necessarily
provided and there are no safety
inspections by health and fire de-
partments.
Licensed centres operate ac-
cording to the Day Nurseries Act
from the Ministry of Community
and Social Services, which sets a
ratio of day-care workers to chil-
dren and regulates such things as
how much time children must
spend outdoors each day.
For many, it's frustrating to
follow the same regulations and
perform the same demanding job
as those at non-profit (govern-
ment -run) centres, where work-
ers earn close to $20 an hour and
receive benefits.
"Commercial doesn't mean
poorer quality," notes Ms. Lui,
pointing to such expenses at pri-
vate centres as business taxes
and a mortgage, on top of operat-
ing expenses like art supplies and
food.
And with many centres open-
ing their doors as early as 6 or 7
a.m., "we put in long days," adds
Ms. Lui. 'T 'he people here really
love working with children.
That's why we sacrifice a lot of
money and time."
Indeed, "we spend more time
with the children here than their
parents do," notes Ms. Bittorf.
"If you didn't love children and
care and want to give them the
best chance in life, you wouldn't
do it."

Leave it to Toronto's own 'Bad boy' to once again put
his foot in it by crying poor.
Seems Mayor Mel Lastman is furious at the cost of GO
Transit to be borne by the megacity in comparison with
that covered by the 905 regions. In a recent newspaper re-
port His Honour whines that 85 per cent of the GO service
is used by those who live outside Toronto while nearly 50
per cent of the cost of the service will be footed by Toron-
to taxpayers. This comes about as the result of the switch
pulled by the provincial government where 50 per cent of
the cost of education will be taken care of by the Province,
but welfare, child care, social housing and transit will be
taken over by municipalities.
For the record, the GO Transit cost breakdown follows:
Toronto, 49.9 per cent; Durham, 10.6 per cent: and Halton,
Peel, York and Hamilton -Wentworth, the remaining 39.5
per cent.
Mr. Lastman calls the situation "the most ridiculous
thing I have ever seen or heard in my life. This does not
make sense," he proclaims.
Like much of the overheated rhetoric known to come
from the big city's top politician, this situation deserves
more study.
It's interesting to note Mr. Lastman's anger at the so-

Pickering politicians must soon decide
whether to fork out up to $350,000 of tax-
payers' money to save an old brick cottage
on the site of the new western library branch
in East Woodlands Park. It would likely
have to be restored as part of the library
building.
The cottage is not much to look at now.
But it's about 150 years old and is one of the
few bits of history the town has left. Her-
itage Pickering has dubbed it Palmer House
after the family — one of the earliest to set-
tle here — who built it.
Still, $350,000, or even $100,000, is a lot
of dough for a bit of heritage, and Town
councillors struggling to keep taxes down
may not consider it a politically attractive
deal. But Pickering Township Historical So-
ciety president Tom Mohr insists restoring
Palmer House would be worthwhile and an
important step toward overcoming Picker-
ing's image as "the utility shed of the GTA".
He's right about the image. While Pick-
ering has some lovely neighbourhoods,
parks and rural areas, its urban core is es-
sentially charmless. 'Downtown' Pickering
is dominated by two highways, a bunch of
malls and a hydro corridor.
Even a tiny morsel of character and his-
tory would help. Of course a Henry Moore
sculpture in front of the library would help
too, but that doesn't necessarily mean the
Town should buy one. It's obviously a mat-
ter of balancing the benefit with the cost,
and the trick is not to dismiss the benefit be-
cause it seems so intangible.
The last time Council faced a similar sit-
uation was with Campbell/McPherson
House in Lynn Heights Paris. That early -
196 -century stone farmhouse ended up ga-
ting dismantled and moved to Clarernont by
a developer, where it was rebuilt — sort of
— as a private home. Some had hoped to re-
store it in the park for use as an atts/culanal
facility. However, area residents lobbied fu-
riously to have it removed.
Councillors are waiting for a 1eport on
the architectural merit of Palma House so
they can decide whether to keep it before
proceeding to design and construction draw-
ings for the library. But that seams a back-
ward way to handle this issue.
Though it might cost a bit more, would-
n't it nuke sense to have some drawings in-
corporating the couage? That way, Council
could have a more accurate idea of how
much keeping it would cost and what it
would look like. If keeping the cottage on
site turns out to be expensive or looks like
hell, the Town could always consider mov-
ing it, which would probably be expensive
but not necessarily store so thaw building the
new library around it
In any case, councillors need to think
hard before relegating another piece of Pick-
ering's history to the history books.
