councils should demand the Province

Count. Holland was to ask Council
Tuesday night to tell Queen's Park the
Town "firmly asserts" that decisions
concerning waste, the placement of
dumps and waste transfer stations
should he under the jurisdiction of
each individual municipality.
A big factor prompting the council-
lor's resolution has been Council's
inability so far to derail an application
by 1 & F Waste Systems to build a
multi -material recovery transfer facili-
ty at 57 Notion Rd. in Ajax near the
Pickering border, and an application
by Can -Sort Recycling Ltd. on Toy
Avenue to increase the amount of
garbage it handles at its waste transfer
facility. 1 & F. after having its applica-
tion rejected by both Pickering and
Ajax Councils• has appealed it to the
Ontario Municipal Board, while the
application by Can -Sort is still being
processed by the Environment Min-
istry despite being opposed by Picker -
It amazes me that even afier Coun-
cil and the community firmly make a
decision on an issue as important as
waste in their municipality. it can be
negated by levels of administration or
government who are far removed from
the communities they impose their
decisions upon:' says Coun. Holland.
He also notes recent changes to the
Municipal Act propulsed by the Mike
Harris government will further crude
the Julnudiction of local municipalities
over waste i%sucs and increase the
influence ofthc Region and Province.

may be given authority over waste

municipalities like Pickering which
have been targetted for proposed larki
fill siteN in the past will be targetted
once again.

need uo get rid of our waste; we're

given the power to turn them away,
because no one will want one in their
town or city.

also suggests making it harder to dump
waste in other communities will

If Court. Holland's motion is
approved, Pickering will be forward-
ing its resolution to other municipali-
ties and asking them to adopt similar
ones.

The Durham District School Board
celebrated the success of more than 40
school projects made possible through
the Bertelsmann Innovation Fund with a
presentation at the board headquarters
Tuesday.
The fund, established with the win-
nings of the 1996 Bertelsmann Prize as
the world's best school system. allowed
the board to finance 43 projects this year.
including some to increase safety in
schools and others that focus on math
and technology.
'The projects will further reinforce

in Germain.
Dr. Prohl, who flew in from Frankfurt
for the event, said she continues to Ix-
impressed
ximpressed with the leadership and inno-
vation displayed by Durham educators.
"113e bimid could easily have bought
equipment for schools:' she said, but she
was delighted the board chose to use the
funds to "enhanicc participation in inno-
vation".
Doug Wilson, superintendent of
operations for the board. said the estab-
lishment of the fund has been "incredi-
bly successful". And, he reported. the
celebration was organized to highlight
the "state-of-the-art projects" that
schools have organized and to allow
leachers to share their ideas.
Dr. Marga Prohl and Norm Green were
on hand last week to celebrate school
projects made possible through the pub-
lic school board's Bertelsmann award.
Among the presentations was a dis-
play by Whitby's Henry Street High
School highlighting the World In Motion
11 design challenge, which required stu-
dents to use their business and techno-
logical skills to design glider planes.
Other projects included the book
club, which allows students at several
elementary schools in Pickering to par-
ticipate in on-line novel studies and
offers literacy programmes for high
school students.
Mr. Wilson said he had no idea when
the board decided to go after the Bertels-
mann Prize in 1996 that it would have
such a "profound impact.
"Winning meant the board was seen
as an innovative school district and sig-
nified all of the work we put into staff
development was really paying off for
our students"

OUR VIEWS ON THE NEWS
We must
rebuild our
national game
It has been a sad couple of years for Canadian
hockey.
Both on the ice and off, we have little to be
proud of. Our once supreme teams have struggled
internationally and we have few stars to be proud
of.
Off the ice, we've had the Sheldon Kennedy
sexual abuse revelations where as a junior player
he was assaulted for many years by his coach,
Graham lames: the Alan Eagleson fraudulent fias-
co where the former agent/NHL Players
Association president ripped off his clients for
decades: the Maple Leaf Gardens sexual abuses
where employees of the Leafs, including Gordon
Stuckless, abused young boys for favours over
many Nears. Martin Kruze. a long-term victim who
broke the silence on the travesty at the Gardens,
committed suicide recently, his spirit broken.
James. Eagleson and Stuckless all received jail
sentences for their sins, and at least the spotlight
has been trained harshly on their wrongs. We hope
it can't or won't happen again.
But what an awful legacy for Canadian hockey.
And now, not that it should come as a huge sur-
prise, come revelations of abuse of young 'minor'
hockey players by psychotic coaches. Some inci-
dents which have been reported through Canadian
Amateur Hockey's 'Speak Out' programme: tooth-
paste was inserted into a player's rectum, a coach
showed pornographic magazines to players to
incite them to win, a group of I5 -to -17 year-old
players was forced to drink beer on a team bus,
players were skated until they vomited. buckets
placed on the ice by their 'coach', an right -year-
old was tackled by his coach after a 'had' shift. In
addition there were numerous reports of coaches
swearing at their players, of coaches fighting with
each other, and so on.
Canadian Hockey Association president Bob
IWctmison claims Chic is "fir sickening catalogue"
He's right. Something must he done. A good start
was the institution of the Speak Out! campaign,
started last September in the wake of the Sheldon
Kennedy case. Speak Out! encourages players to
refuse to be silent about abuse and harassment
they suffer or witness. They're encouraged to con-
tact local counsellors. or call the national toll-free
Kids Help Phone line. The main goal is to break
the age-old silence of the dressing room and hold
abusers — physical, verbal, mental or sexual — to
account.
The Canadian Hockey Association is also
preparing a three-hour course to be taken by all
those who participate in minor hockey in this
country. Some 520,000 players. 75,000 coaches.
25.000 officials and countless volunteers will have
to take the course at the very beginning of the
hockey season. In addition, there will be a new 10 -
minute misconduct penalty for any trash talking by
players. Trash talking is defined as speech which
denigrates another's race, gender, sexual prefer-
ence or looks.
On the surface, it looks as though the powers
that be are dealing with the problem. But parents,
often criticized for being overbearing at their
child's games. must take a more active role to root
out abuse. They must make sure the coach is treat-
ing their child right. They must ask their children
about behaviour by coaches and teammates. They
must be involved.
Most minor hockey volunteers are hard-work-
ing, dedicated people who give their valuable free
time to help children have fun. However, those
who abuse children cannot and must not be toler-
ated. Canadian hockey has a lot of work to do.

And they just want to know

doned by the government in

In response to two articles
from the News Advertiser
('Internet: Study tool or web
to deceive' and 'Cyberspace
spat*), I must question the
rules regarding school poli-
cies at both Pine Ridge
Secondary School and Exeter
High School.
Pamela Christoff — who I
remember was a vice-princi-
pal at Durham High School a
number of years ago — was
quoted as saying, "I think as a
parent reading (the list of
rules), I'd say 'great, I want
my child to go there."'
Ms. Christoff, have you
actually asked any of the par-
ents for their opinion? If not,
then don't tell its what they
are likely to think. You don't
know.
While rules like no smok-
ing on school property and no
bats inside the school have
been around for years,
Exeter's rule on no card play-
ing in the cafeteria is some-
thing that is new. What's
wrong with playing cards? Do
Exeter officials believe the
age-old nonsense 'that cards
are the tools of the devil?
What's next?
According to 'Internet:

ents read and sign a consent
form to use the Internet.
That's a ridiculous rule. It's
like restricting access to the
library. All a student has to do
is wander over to the nearest
public library or to a friend's

1 think the administration
at both schools should focus
more on making students
understand what plagiarism is
and what the consequences
are for plagiarizing rather
than trying to restrict access
to public information.

As much as 1 agree about
the poor driving habits of
Durham -area motorists, we
must also lay the blame on
various councils of the region
which continually fail to do
anything about improving the
roads and infrastructure.
And in reference to a letter

Pickering Councillor Sherry
Senis, I don't recall her being
a champion of solving the
traffic chaos we now have. A
lot of the driving infractions
are caused by poor road qual-
ity and management, which
our elected officials should
deal with, and Ms. Senis cer-
tainly had the opportunity
when on council.
Members of Pickering
and/or Durham Councils,
please do something about the
roads, both local and region-
al, before the situation gets
completely out of hand.
Please do not cry poverty. We
elected (hired) you to do the
job you campaigned for, with
the resources as they present-
ly stand. if you can't do it,
resign and let someone do the
work for you.

It seems that Ajax is rapidly
becoming separate towns with Hwy.
401 as the border. You have "Ajax
north" with its Durham Centre and
adjacent fast-food restaurants, the
cinema and warehouse shopping.
And who knows what else is planned
for this arca:' This part of the Hwy. 2
corridor now seems to have more
traffic lights than downtown Toronto.
With all the distractions along this
section it seems to tx: a perpetual bot-
tleneck, and that's well before every-
thing is finished.
Then you have "Ajax south" with
its Bavwood Plaza, Jurassic Park
(sometimes called the Verona Mall)
and the Harwoxxl Place Mall. (This
parking lot would make a pretty good
outdoor market once or twice a week.
How about it council members:')
In south Ajax, the water treatment
plant under construction reminds me
of Old Fort Henry in Kingston. Who
designed this? If you did not know
better you could be forgiven for
thinking this was Toronto's first line
of defence in case of an invasion by
any future Quebecois Armada com-
manded by Long John Bouchard.
Actually. with a few cannons around
its ramparts. it certainly would make
a great tourist attraction. Incidentally.
when they open this place I hope they
don't forget to put up a plaque listing
the mayor and councillors of the day
who supported this monstrosity.
Funny, you always see these credits
in recreational facilities, but never
anywhere rcmbtely controversial.
Just south of HA N. 401 is our very
own railway museum. Well. actually
its official name is the Ajax GO
Station. Problem is not many trains
actually -GO" there.
We should remove the responsi-
bility for GO train administration
from the politicians. (When did you
last %cc one of them using the ser-
vice?) Whv not offer it to the private
sector? Give the private sector a
chance to restore the original
timetable and give Ajax (plus Whitby
and Oshawa) the regular seven -day -
a -week trains we used h) have. It is
such a ridiculous sight outside of the
rush hours when all the empty Ajax
buses roll up on the hour to meet
what — a ghost train:'
Also situated in south Ajax is the
hospital which is supposed to provide
services to not only Ajax Oxith north
and south) but Pickering as well. As a
famous Englishman once said,
"Never was so much owed by so
many to so few." 1 refer to the won-
derful staff at this place who, because
of decisions made by faceless bean
counters and bureaucrats, have been
forced to operate (no pun intended)
under appalling financial restrictions.
Perhaps this will change with Mr.
Harris's re-election salvo which
promises to restore some of the
much-needed cash. We shall see.
And what happens when a prune
piece of real estate becomes ready for
development almost adjacent to the
hospital? We go ahead and build
more new homes. These will be full
of prospective patients for the
already beleaguered hospital.
There is a lot of self-serving
rhetoric at this time about merging
Ajax and Pickering. Perhaps we
should be striving to make our own
town a better balanced environment .
before we take on our neighbours'
problems as well.
Finally, what's the latest regarding
changing the rules so that everyone
who lives in Durham gets a say in
who runs it? This is what the people
of Ajax want, so let's all keep
prompting Messrs. Parish, McMaster
and Crawford, lest they forget.

undertaken by the Toronto and Region
Conservation Authority (TRCA) to
obtain property on the Pickering
waterfront.
'The deal would sec the conserva-

front between its Petticoat Creek Con-
servation Arra and the Rouge Riccr.

and Harris is predicting uncmploy-

Harris has claimed, and many are
accepting, that this is due to his, tax
cuts, which in fairness must have
prompted some spending. But less
partisan observers attribute it more
to unusualfy low interest rates, a
strong economy in the U.S and the
weaker Canadian dollar, which is
easier to export. all factors over
which the premier has no control.
The Tories clearly had the good
fortune to be elected as Ontario's
economy was improving. One
measure of this is that they are rak-
ing in,even after cutting taxes, $5
billion a year more in revenue than
the NDP. But in good economic
times voters tend A) thank govern-
ment. Mr. Harris also has pleased
many parents and disarmed some
critics by sitting stricter rules for
what students have to learn.
He has taken a step toward the
more compassionate image he
needed by promising ahead of oth-
er leaders to compensate more
hepatitis C victims, and few
remember that he initially turned
them down. Mr. Harris does not
seem to have hurt himself by
explaining that he ended an
allowance for pregnant women on
welfare to prevent them spending
it on beer, for which he apolo-
gized. The main, harsh theme of
letters to papers has been that
women on welfare should be
responsible and not have babies.
Mr. Harris has spent more tax-
payers' money than any predeces-
sor on advertising, supposedly
informing where to obtain ser-
vices, but blatantly praising his
party, which has some effect.
Advertisers do not spend for noth-
ing.
The premier has cemented an
alliance with business by cutting
its taxes and weakening unions.
Those who now give him standing
ovations will fund him so he can
lea outspend opponents in an elec-
tion.
Mr. Harris has not created a par-
adise and many confirming this
includewelfare recipients on
reduced benefits, university stu-
dents facing huge tuition fee hikes
and doctors warning that the air is
so polluted children should not
play outdoors. But their voices are
not much heard in the clicking of
cash.

Warriors in Major Junior 'A' Roller
Hockey League play in Brampton

Undisciplined penalties took
their toll on the Saints as the
Warriors capitalized for six power-
play goals on 13 opportunities. In
total. 1 10 minutes in penalties were
handed out to both squads.
The Warriors staked themselves
to a 4-1 lead at half-time and kept
the Saints at bay until the fourth
quarter when the teams combined
for 10 goals.
Saints' goaltender Ryan Hewlett
was spectacular, facing 69 shots
before giving way to netminding
partner Paul Guthrie with just over
five minutes remaining in the game'.
Guthrie faced four shots.
Scoring for the Saints were
Andrew McFarland with two, David
Branton. John Poolion and Tim
Watt. Jeff McFarland added three
as.nts. Jason Kat/man had two
helpers and Watt picked up a single
assize.
