Loss of funding aid
for Durham deaf
students feared

Deaf students here are among
those concerned about provincial
changes in the funding of their post-
secondary education and are calling
on the government to help ensure
they're not "forced into a lifetime of
living on social assistance" because
they're uneducated and unemploy-
able.
- That was among the messages
members of Durham's deaf commu-
nity took to Queen's Park in Toronto
Friday, when the Ontario Associa-
tion for the Deaf (OAD) held a rally
and presented the Tones a list of de-
mands that includes more egtutable
tuition fees and specialized support
services.
Traditionally, the cost of educa-
tion for 10 per cent of students with
disabilities — including the deaf —
has been picked up by the Ministry
of Community and Social Services
while the remaining 90 per cent
carne from student loans.
That's due to change, as respon-
sibility of that small group of dis-
abled students is transferred to the
Ministry of Education and Training.

PICKERING — The Province
is treating local municipalities "like
babies" with its proposed new Mu-
nicipal Act, according to a member
of Town Council.
"I have very serious concerns
about this;" says Ward 2 local Coun-
cillor Mark Holland, who plans to
urge Council to (W)%e the new act
unless significant changes are made.
"It's chopping the kgs out from
under us"
Coun. Holland notes most mu-
nicipalities were welcoming
changes to the Municipal Act which
Queen's Park had promised would
streamline foal government and
give lower -tier municipalities like
Pickering greater jurisdiction and
autonomy. However, he maintains
the proposed changes do little more
than take power away from the
IoAer tier.
"It's another example of the
Province saying one thing and doing
the other."
He's particularly upset with sec-
tions he says would give Durham
Region final authority over Picker-
ing in all but a few areas of munici-
pal jurisdiction, aril which would
allow the Province to override Itx:al
bylaws by regulation, so that munic-
ipal bylaws would be subordinate to
any licence, order or permit issued
by the Province. Coven. Holland is
concerned that, for example, a waste
transfer station could undertake op-
erations prohibited by Pickering by-
laws if those operations were per-
mitted by a provincial certificate of
approval for the facility.
"If a low-level provincial bureau-
crat makes a decision, it's binding on
us. It's a complete erosion of any au-

KEEPING STUDENTS MOTIVATED IS NO EASY TASK

PICKERING — As the days become
longer and the end of the school year nears,
teachers and parents are fighting a battle to
keep students interested in their school work.
"I'm a real believer that school runs until
the end of June:' says Neil Simpson, princi-
pal of Pickering's Glengrove Public School,
who adds when the warm weather hits, pupils
tend to become distracted from their studies.
' There's more evening competitions... and
there's nice weather outside until 8 p.m.:' he
says. "But to get the curriculum across we
reed the full school year. "lite skills practised
in June are going to affect the students great-
ly in September."
That's why educators have been working
with parents and students since September to
teach the children it's their responsibility to
stay on top on their assignments and organize
their time.
Mr. Simpson notes Grade 7 and 8 students
have been using daily planners at the school
since the beginning of the school year to keep
track of their workload. He says the planners
have been so successful they'll likely be used
for Grade 4 through 8 students next year.
Else MacDonald, whose daughter Kris -
teen is in Grade 7, says she checks her daugh-
ter's planner regularly and encourages her to
be organized.
"School work comes first before play
time," she says, noting although her daughter
had a learning problem when she was
younger, she now works on her own and
hands assignments in ahead of time.
"It's rewarding when you see some of the
strides made by the students:' says Susan
Sleith, who teaches Grades 7 and 8. "Kristeen
is definitely an example of that"
However, Ms. Sleith says some students
take a little coaxing.
'At this time of year they think 'I'm out of
here."' she says. So, changing routines in the
classroom and giving the students assign-
ments like making a personal yearbook
"keeps them interested and motivated.
"There isn't time for any more extensions
(on assignments):' says Grade 8 teacher Paul
Crane. "Sometimes you need to let the kids
do poorly and that's enough of an incentive.
It eggs them on"
Mr. Crane reports it's also a good idea for
parents to establish a certain time each day
when their child is expected to do their home-
work.
'A routine has to be established;' he says.
Grade 8 student Sara Coulter admits she
isn't very organized when it comes to tack-
ling assignments, but says the fact she "can't
do anything after dinner" until her homework
is done helps to motivate her.
"One of the things that's not done very
well in school is teaching organizational
skills," Mr. Simpson says. But, if you start

The Heart and Stroke Foundation of
Durham Region is holding a symposium and
wellness clinic to teach women how to avoid
heart disease, the number -one killer of fe-
males.
Entitled Risky Business, the symposium is
being held Sunday, June 7 at 1 p.m. at Hey-
denshore Pavilion on Water Street in Whitby.
It's designed to make women more aware
of the risks of heart disease and strokes
through a wellness fair, which will include
displays of exercises you can do to ward off
heart disease, herbal medication, and a station
to measure blood pressure and cholesterol
levels. Keynote speaker Dr. Betty Hyrcyshyn,
a cardiologist from Oshawa, will discuss the
modifiable risks of heart disease — smoking,
high fat and low fibre diet, stress and high
blood pressure.
Cost is $7 at the door or $5 in advance.
Tickets can be purchased by calling the Heart
and Stroke Foundation at 686-1521.

There could be a new face at

sult of the new provincial cadet
programme.

cadet coming to Whitby:' says In-
spector Gem Mann. "At least one

The new Ontario Provincial Po-
lice Cadet Programme was intro-
duced Thursday by Jim Flaherty,
Solicitor General. Minister of Cor-
rectional Services and Durham

gramme. The funding is part of
$150 million announced in Tues-
day's budget to enhance communi-
ty safety. In announcing the rein-
troduction of the cadets Mr. Flaher-
ty said cadets will do non -opera-
tional tasks allowing more officers
back on the street.

tion and requirements of the cadets

"We think young people inter-
ested in policing will seek out these
opportunities:' says Insp. Mann.
He stresses the cadet programme is
not an introduction to becoming an
officer or a guarantee one will be-
come an OPP officer.
A deployment plan is still being
prepared so it's still unclear which
detachments will receive cadets.
The OPP has 89 full detachments,
with administration and support
services and several smaller satel-
lite detachments. "I'he Whitby de-
tachment serves Durham Region.
Imp. Mann says after the 18 -
month trial period the cadet pro-
gramme will be reviewed and a de-
termination will be made on contin-
uing it.

On Tuesday, an arbitration board
awarded members of the Ontario
Nurses' Association a two -per cent
general wage increase retroactive to
April 1, 1997. The decision affects
40,000 nurses employed in 175 hospi-
tals across Ontario and covers the pe-
riod between April 1, 1996 and March
31, 1998. It will cost the hospitals $36
million to cover the retroactive in-
crease for the past year and $40 mil-
lion for the current year.
At APGH, the arbitration affects
260 RNs, clinical nurses and nurse
practitioners.
According to Ms. Van Exan, the
hospital drew up its draft budget for
the current fiscal year batted on the
previous year's wage rate for ONA
nurses. It provides about $10 million
for their salaries, out of a $31 -million
budget. Now, APGH will have to come
up with an additional $200,000 to
cover the back pay it owes its nurses as
a result of the arbitration, and about
$200,000 more to cover the wage in-
crease in the current year.

had been awarded to hospital staff be-
longing to the Ontario Public Service
Employees Union (OPSEU).

Since the arbitration award has
come out after APGH submitted its
budget to the Ministry of Health for
approval, the wage increase is not ac-
counted for in the submission.
Ms. Van Exan says APGH doesn't
know whether the ministry will cover
the cost of the increase in the operat-
ing funds it grants the hospital.
"We're in discussion with the min-
istry to see how we can best handle the
situation.
She also points out there is not yet
any agreement on the nurses' wages
for this year.

Is the incidence of dog bites and dog attacks higher
now than it's ever been before? Not likely, though the
death of a Stouffville youngster after she was mauled by
a bull mastiff a few weeks ago has certainly brought the
issue to the forefront.
A number of years ago, there was a pit bull 'craze', es-
pecially in the United States where it seemed someone
was dying on a weekly basis at the teeth of an angry, out -
of -control mutt. What happened? It seems interest in the
attacks faded and we heard less and less about them.
However, the recent dog bite incidents (about a half
dozen in the past 10 days including an attack by a rot-
tweiler on an Oshawa girl) do raise a point and something
must be done to reduce the numbers and to spare families
from the tragedy of a child killed or maimed by a dog.
What should be done?
For starters, no dog, under any circumstances, should
ever be allowed outside its owner's home unleashed.
Spare us the rhetoric about 'good dogs which never bite',
and that animals should be allowed to roam free, in their
natural state. If you own a dog, you, and you alone, are re-
sponsible for it at all times. If your dog bites anyone you
should have to pay a price for not being in control of your
animal. Manslaughter (for death) and assault charges (for
injuries) should be laid against owners whose dogs hurt
others, not to mention the civil suits they'll face from in-
jured victims.
Second, any adult dog weighing 50 pounds or more
must be muzzled while outside its owner's home. One of
the recent GTA attacks apparently occurred while an
owner had his dog leashed. He simply couldn't hold the
huge animal back as it advanced on a child. Muzzles
would prevent bites and would keep dogs controlled

Since your paper has now become the
plaything for those wishing to advance
or defend the right-wing agenda, readers
were not at all surprised to read the latest
missive by Ken Griffith. I assume the au-
thor is the same Mr. Griffith who was the
Reform candidate for our area in the last
federal election. If he is, he should have
the courtesy to identify himself in addi-
tion to spouting his sudden and new-
found compassion for victims of hepati-
tis C.
Not withstanding the dramatic con-
version of Mr. Griffith to defender of the
sick, many readers may wonder why this
important issue has received virtually no
attention by your paper. There are people
in our community who have been infect-
ed with tainted blood. For that matter, in
September of 1996 when I led a public
movement aimed at obtaining financial
help for those victims of our failed blood
system, your paper did nothing to ad-
vance the cause.
During my Sept. 18, 1996 meeting
with Jeremy Beaty and Alan Powell of
the Hep C Group, which was reported in
most papers, it was acknowledged that
some 12.(X)) victims were affected with
the disease. According to Mr. Beaty, "It's
ultimately the Provinces responsibility
to pay compensation, but the federal
government should set an example." The
CP wire story added that, "(Mr.)
McTeague agreed the federal gover-
ment has a role and that it was to en-
courage the provinces by stick or by car-
rot, to come out with a package that
compensates people (who) received
tainted blood the same way as those who
received AIDS."
Since then the federal government as-
serted its leadership and provided $800
million for some 22,000. The Provinces,
including Ontario, provided a paltry
$300 million. That is, of course, until
they discovered, as did their Reform co-
horts, an opportunity to gain political
points by exploiting the sick and preying
on the public's ignorance of the history
of this tragic matter.
Unlike Mr. Griffith's attempt to shed
crocodile tears for the victims, those who
know better will view his remarks as the
sort of crass and despicable political op-
portunism that has come to typify the
Reform agenda. It is that same agenda,
as Mr. Griffith knows only too well,
which was soundly rejected in this riding
I I months ago.
I am pleased to see that Mr. Griffith
has finally raised this issue. However, as
in the case of so many who are quick to
criticize and vent their bias, I would like
to ask him where he was when I was try-
ing to make this a public issue. -
Your silence at that critical time, Mr.
Griffith, exposes your position and the
Reform motion which I voted against,
for the hypocrisy they are.

Pickering's fust Community Pride Day held on Saturday, April

STUDENTS TREK TO THF ARCTIC WITHOUT LEAVING THEIR CLASSROOM

AJAX — Students at South-
wood Park Public School joined
pupils from across the province in
a Virtual Classroom Wednesdav
to talk with prominent Canadians
about the country's national iden-
tity.
The interactive programme,
made possible by TVOntario
(TVO). took students on a trek
through the Arctic with explorer
Richard Weber and allowed them
to ask questions of comedian Red
Green. track and field star Char-
maine Crooks and Lieutenant -
Governor Hilary Weston.
The programme, called What
is a Canadian?, is part of the TVO
Virtual Classroom, which was
launched in 22 schools through-
out the province last week. It al-
lows students to interact with vir-
tual teachers and experts in re-
mote sites and to take part in elec-
tronic field trips without leaving
their schools.
"TVO Virtual Classroom is the
next best thing to being there;'
says Southwood principal Jan
Montgomery. "The resource
breathes life and relevance into
required academic content"

tions engaging material related to
the curriculum and to offer pro-
fessional development sessions
for staff.

courses to students who might
otherwise not have access," she
says. It also provides students
"equitable access to experts and
expertise".
Scan McMillan, Southwood's
Virtual Classroom facilitator, re-
ports the Grade 7 and 8 classes at
the school enjoy using the TVO
programmes.
"The projects that the Virtual
Classroom puts forth arc not
straight from the textbook;" he
says. "It becomes real world."
Danielle Taylor, one of 10 stu-
dents who participated in
Wednesday's event, says she likes
"the way you get to call and inter-
act with people on television. It's
fun and it's pretty cool."
TVO also offers supplemen-
tary curriculum packages that ac-
company its on -air courses, such
as the World in Motion lI pro-
gramme which requires students
to use their science and technolo-
gy skills to solve a design chal-
lenge.
And Ms. Donio reports plans
for the future include virtual field
trips to other countries, develop-
ing programmes to accompany

at Ajax's Exeter High School

AJAX — A pilot programme
at Ajax's Exeter High School is
giving students hands-on experi-
ence in aviation technology and
has man} thinking about a career
in the aerospace industry, says
principal Pamela Christoff.
During a presentation to the
Durham District School Boards
standing committee Monday, Ms.
Christoff told trustees the Avia-
tion Technology Youth Internship.
Project, which began at the
school in September 1996, is in-
creasing students' awareness of
jobs in the industry.
Of the 48 students who took
part in the programme over the
last two years, she reported, al-
most 80 per cent are planning to
study aviation technology at a
post -secondary institution.
The programme, which wraps
up this spring, combines "inten-
sive theory and practical experi-
ence in aviation technology." Nis,
Christoff said.
"We didn't know much about
the aviation industry when the
project began;' said OAC student
Colleen McCann, who told
trustees she wants to be a pilot.
She said students at the school
gain from placements in the
aerospace manufacturing and
maintenance sectors and see
what working in► t
really like.
"It's given our career paths a
bit of direction. I think the pro-
gramme is excellent"
The project, one of the first in
Canada, is a partnership of the
Canadian Aviation Maintenance
Council (CAMC), Human Re-
sources Development Canada
and the public school board that
is designed to get the youth of
Canada interested in aviation,
said Brian Castledine, a consul-
tant for the CAMC.
"The industry is expanding so
quickly;" he said. "We don't have
enough people to satisfy the re-
quirements"
Mr. Castledine said the fact
that so many Exeter students
have decided -to pursue a career
in aviation as a result of their
participation in the programme is
proof of its success.

Network will discuss how to pres-
sure the Province to expedite
building a Hwy. 401 interchange
at Pickering Beach Road at the
network's first meeting.
The netwgrk, set up to mobi-
lize the business community on
important economic issues, will
meet Thursday, May 21 in the
banquet room of the McLean
Community Centre to consider
ways to persuade the Progressive
Conservatives to build the $25 -
million interchange that's not in
the provincial, government's plans
for the neat five years.
. The Town wants it built as soon
as possible ,ns it will open up in-
dustrial areas in east Ajax, both
north and aoiith of the 401.
All businesses in Ajax are in-
vited to attend the meeting, being
sponsored by the Town of Ajax
and Doug McKay, owner of Mc-
Donald's Restaurants in Ajax.
A continental breakfast will be
served at 7:15 a.m., the meeting
will start at 7:45 a.m., and net-
working begins at 8:30 a.m.
The meeting is designed to
serve as an opportunity to
strengthen ties within the business
community and foster partner-
ships.
