Pickering and Ajax councillors
should be prepared to fight with
their citizens before the Ontario
Municipal Board against the es-
tablishment of a waste handling
facility on Notion Road.
That was the consensus among
about 120 residents of both towns
who attended a community meet-
ing at Pickering Town hall Tues-
day night to discuss how to deal
with the multi -material recovery -
transfer facility proposed by J & F
Waste Systems at 57 Notion Rd.,
south of Hwy. 2 in Ajax at the bor-
der with Pickering.
"It's people's tax dollars that
support those Councils;" said one
resident. "What right do they have
to say we're not going to do any-
thing?"
Ajax Council has turned down
a rezoning application from J & F
for the facility and Pickering
Council has formally oppos,,d it. J
& F has appealed the case to the
OMB, but neither Ajax nor Pick-
ering have committed to opposing

the rezoning before the OMB. The
two Towns' positions are compli-
cated by the fact their staffs rec-
ommended approval of the rezon-
ing.
J & F also has also applied to
the provincial Environment Min-
istry for a certificate of approval
to operate the waste station,
which Pickering Council has
asked the ministry to delay a deci-
sion on until the zoning issue is
resolved.
The application is for a facility
that would process up to 750 met-
ric tonnes per day of
industrial/commercial solid non-
hazardous waste, including recy-
clables such as wood, cardboard,
glass, metals, paper and construe-

A man arrested in a recent under-
cover child -porn sting has been de-
niod bail on 22 criminal charges, in-
cluding allegations of counselling
and attempting to sexually assault a
12 -year-old girl.
During his bail hearing in Os-
hawa provincial court Monday, the
45 -year-old Blackstock man, wear-
ing a yellow sweatshirt, slumped
over in the prisoner's dock and occa-
sionally glanced toward family
members watching the proceeding.
Gordon Malcolm of Old Scugog
Road has been in custody since be-
ing arrested at an Oshawa hotel April
17.
The former Ajax and Pickering
resident was charged after an under-
cover officer with the OPP's pornog-
raphy crime unit arranged to provide
a man with a 12 -year-old girl for
sexual purposes.
Police seized a larg: quantity of
sexual paraphern�iz, a camera, a
camcorder, children's clothing, alco-
hol and hash oil and a.22 calibre ri-
fle from the hotel room and the sus-
pect's car.
Computer disks containing hun-
dreds of images described as ob-
scene material and child pornogra-
phy, involving prepubescent and pu-
bescent children, were also seized

AJAX — A drifter faces several
charges after a weekend police
chase of a stolen car ended when
the vehicle ran into an Ajax house.
A Durham Regional Police offi-
cer on routine patrol around 1:25
a.m. Saturday noticed a man sleep-
ing in a car on a grassy area of
Frisco Road near Lake Ontario.
When the officer approached,
the motorist awakened and sped off.
After a short pursuit, the car stolen
from the Chatham area struck a
house at 109 Church St.

hour would take material to the

In both Ajax and Pickering,
there are homes or apartments
within 1,000 feet of the site. Res-
idents on both sides are concerned
the facility will bring noise,
odour, dirt and excessive truck
traffic into the area, and that it

"Anybody east of the creek is
going to get it:" he said.
Several residents suggested the
facility could end up getting all
kinds of garbage it's not supposed
on what goes into the commer-
cial/industrial dumpsters that will
be brought in.
"There's no real monitoring of
what comes into these facilities;"
said Tim Trebilcock of Kingston
Road, a member of the Pickering
Brock East Community Associa-
tion formed to fight the J & F pro-
posal.
Association president Terrance
White noted a J & F representa-
tive told Ajax Council Feb. 23 that
about 66 per cent of the material
going into the facility would be
non -recyclable waste that would
go to landfill. He and others were

bouring residents in Ajax and
Pickering, says company presi-
dent Lenny Campitelli.
" I could put my plant right in
the middle of that subdivision and
those people wouldn't notice it;'
says Mr. Campitelli, explaining
the waste recovery -transfer station
will be a modern facility with
measures to control odours, and
will have all the waste processing
takittg place inside a building. In
any case, according to the compa-
ny president, only "a very small
percentage" of the materials going
to the facility will he organic mat-
ter, which is the usual source of
odour.
Mr. Campitelli also maintainm,
residents needn't he cnnccrncd
garbage from his facility will end
up in Duffins Creek, which the
site borders.
"There's no way that anything
can get into the creek;' he says,
because there's an 80 -to -90 -foot
berm between the waste handling
facility and the waterway.
He also says he's committed to
not allowing trucks going to and
from the waste station to use Pick-
ering Parkway.
Mr. Campitelli notes similar
waste processing facilities have
operated successfully and without
complaints in other locations
across North America such as
Scarborough and Whitby, closer
to homes than this one.
"If the facilities are run proper-
ly there are no problems. We're a
well-established company. We've

The real problem for area resi-
dents, according to Mr. Campitel-
li, will only be the other industrial
establishments such as the cement
and pavement plants that already
exist on Notion Road and will
likely to continue to exist because
the area is zoned heavy industrial.
He maintains the neighbouring
area on the Pickering side, where
residents are concerned about the
J & F facility, should never have
been rezoned from industrial to
residential, since it's surrounded
by an industrial zone to the east,
the busy Metro East Trade Centre
on the west, and Hwy. 401 to the

Mr. Trebilcock also maintained
a waste facility nearby would low-

Several citizens said they
thought their Councils should be
prepared to stand with them
against the J & F rezoning before
the OMB.
"I'm ready to fight this with all
my heart;" said John Fletcher of
Fairfield Crescent. "It doesn't
look good for us if we don't have
our councillors on board with us

Residents also suggested the
Towns should help pay the legal
cost of opposing the proposal be-
fore the OMB, which Mr. White
estimated could cost about
$50,000.

dence, police said. Mr. Malcolm was ini-
tially charged with numerous counts of
possessing, making and distributing
child pornography, as well as obscene
material. Prior to his bail hearing police
laid seven new charges which cover alle-
gations Mr. Malcolm counselled and at-
tempted to commit sexual assault and
sexual interference; counselled and at-
tempted to make child pornography; and
was in possession of obscene material for
the purpose of distribution.
Crown attorney Bryan Davies' re-
quest Mr. Malcolm be detained was op-
posed by defence counsel John Payne.
A publication ban prevents reporting
on evidence heard at the hearing and the
reasons for Judge Donald Dodds' deci-
sion to refuse bail. Mr. Malcolm was
held in custody and is to appear in court
Friday.

`Miracle' implant `made world of
difference' to deaf Pickering student

Just a few years ago, Susan
Dowd could never have imagined
asking her daughter to keep quiet.
Today, "there are some days
when she just never stops talking
and I have to ask for a break," Mrs.
Dowd laughs. "But there's a lot to
catch up on.
"I call it a miracle." she says of
eight-year-old Alanna, who was di-
agnosed as hearing impaired at 19
months and after several hearing
aids, received a cochlear implant in
December, 1995.
The implant has made "a world
of difference in her life," says Mrs.
Dowd, who recalls feeling "re-
lieved" when she finally learned
Alanna had been hearing impaired
since birth. Though her parents un-
derwent genetic testing, doctors arc
unable to explain Alanna's impair-
ment. "I had an inkling that some-
thing was wrong, but being a first-
time mom, I thought I was being
paranoid" and was assured several
times by physicians that everything
was fine, Mrs. Dowd recalls.
And though other family mem-
bers were "devastated" to learn
Alanna was hearing impaired, "our
fears were confirmed. At least we
knew what we were dealing with."
Alanna immediately received
hearing aids but they "weren't giv-
ing her enough," says Mrs. Dowd,
who was thrilled to learn her child,
now a Grade 2 student at St. Mar-
gueritc Bourgcoys Catholic School
in Pickering, was a good candidate
for a cochlear implant.

quiet times because she was over-

whelmed by the noise in her kinder-
garten class. But her confidence
quickly blossomed.
While Mrs. Dowd recognizes
that many in the deaf community
don't support the implants because
they believe strongly in the deaf cul-
ture, "My husband and I didn't come
from that culture. Mavbe we would
have felt differently if we had."
Instead, "Tiic saddest part for me
was worrying that Alanna would be
in the corner of the sch(x)l yard
watching it all go by. Now I don't
worry, though 1 know there's still a
long way to go."
The youngster's teacher agrees -
"She's now in the world of her
peers:' notes Susan Oliver, a teacher
of deaf and hard of hearing students
with the Durham Catholic District
School Board.
Alanna was the first student of
the board to receive the implant,
which meant Ms. Oliver and other
special -needs instructors underwent
training to help her. Several other
students have since received im-
plants.
"She's become a different person.
She's become chatty. She's happier,"
says Ms. Oliver, who encourages
any parent concerned about their
child's hearing to -aggressively seek
help immediately. Insist upon a hear-
ing test." With a cochlear implant,
,,ound is transmitted through a mi-
crophone above Alanna's ear to a
thin wire and on to a speech proces-
sor she wears around her waist. The
sound returns up the cord to a trans-
mitting coil, connected under her
skin to an implanted receiver. That is
attached to an array of electrodes
which are implanted inside Alanna's
inner car. The electrodes stimulate
the nerve cells and send a message to
the brain.
Most sources say the child may
seem like a severely hearing-im-
paired child rather than a profoundly
deaf child, explains Ms. Oliver.
Even that, however, depends on
the child's support systems, motiva-
tion and previous speech and lan-
guage experiences. Indeed, Alanna's
motivation to speak even before she
received the implant played a decid-
ing factor in her surgery.

tion" without the implant. Mrs.
Dowd explains. "She always wanted
to talk. You may not have under-
stood her, but she always tried."
Alanna says her favourite activi-
ties include track and field, swim-
ming, skating and Brownies. She's
also looking forward to beginning
gymnastics next fall, when her fami-
ly moves from their home in Picker-
ing to Ajax.

Losing a loved one is one of the
most devastating things a person can
go through, but a sense of content-
ment can be felt through the terrible
ordeal by helping someone else.
On April 21, Linda Rumble, a
devoted advocate for organ donor
awareness whose nephew donated
his organs, and Sheila Hutchings,
who lost her daughter in a car acci-
dent, attended a reception in Ottawa
in support of Organ Donation Week.
The event had MPs sign a 60 -foot
by four -foot organ donor card.
"It was a public way for MPs to
show their support for Organ Dona-
tion Week," said Mrs. Rumble.
Mrs. Hutchings' relates her
daughter, Kathleen, had "specifical-
ly" stated it was wrong not to donate
your organs, and never understood
why people wouldn't want to give
anything they could after they die to
help someone else in need.
Mrs. Rumble lost her nephew
Stuart on April 21, 1994, and be-
cause his parents agreed to donate
his organs, a young girl has a new
heart and two men, 18 and 40, are
functioning with new kidneys.
Mrs. Rumble expressed disap-

"It's nice knowing that some-
thing is being done to recognize the
donors who gave the gift of life to
someone else," said Hutchings.

who works at Toronto's Sick Kids
Hospital told her "only two in 10
families will consent to organ dona-
tion. We need to get the odds
up ... signing your donor cards is well
worth the effort."

change Programme of Ontario, stat-
ed in her speech at the reception,
"the superstars remain the donor
families who have provided the al-
truistic gift. They gave their consent
to donate the precious gift of their
loved one's organs to save someone
else while finding themselves in the
throes of their intense grief and
loss."
"It's wonderful knowing a part of
my daughter lives on," said Mrs.

Money's a healthy
return for system
Shortly after getting the word on major expansion for Os-
hawa General Hospital, Durham Region got more good
news from the Minister of Health late last week.
The Ontario government has announced more than $1
billion in long-term health care funding. to be passed out to
the regions over the next eight years. Durham's cut of the pie
works out to $62.6 million. $33.8 million to go to communi-
ty services and $28.8 million for long-term care beds.
The long-term care beds meet a need addressed by the
Health Services Restructuring Commission which saw a re-
quirement for another 528 long-term care beds in the Re-
gion. The $28.8 million should fund 847 long -tern care beds
in Durham.
The need for beds is critical. There is currently a six-
month waiting list for women and an 18 -month wait for men
for the beds. The funding will greatly help to reduce the wait-
ing time.
Community services such as attendant care and Meals on
Wheels will get more immediate funding which will be a big
boost to those in need and to the local economy.
There's never enough money for health care but this is
certainly a good start for the Region and should help allevi-
ate some of the fears felt by older adults.
With Oshawa General getting a new, improved, enlarged
emergency department and with a cancer centre on the way,
health care in Durham is in good shape.
Challenge met
Jean Chretien laid down the gauntlet and Mike Hams
has decided to meet the Prime Minister's challenge.
Less than a week ago. the Ontario premier and the Prime
Minister shared a platform in Brampton and an angry ex-
change over compensation for those infected with hepatitis
C due to tainted blood received prior to Jan. I, 1986.
The conversation came just days after the Liberal gov-
ernment voted down a Reform bill to compensate the esti-
mated 20,000 who got hepatitis C prior to 1986. A $l .l bil-
lion package (with provincial and federal money included)
was approved as compensation for the 22,000 unfortunate
victims who got hepatitis C between Jan. 1, 1986 and July
1, 1990.
Responding to a call by Mr. Hams for the federal gov-
emment to provide compensation for the pre -1986 victims,
Prime Minister Chretien snapped that Premier Harris
should put his money where his mouth was and offer some
compensation of its own.
Well, the Prime Minister's bluff was called on Monday
morning by Premier Harris. The Government of Ontario is
awarding $200 million to Ontario residents who contract-
ed
ontracted hepatitis C prior to 1986. So what now Mr. Prime Min-
ister? Will you and your government (and other provincial
governments) put your money down and do the right
thing?

Roadwatch
to slow
speeders
To the editor:
With reference to the April 24
letter to the editor of the News Ad-
vertiser by Sherry Senis of Picker-
ing:
Wow. Is this letter ever timely!
Roadwatch is exactly what is re-
quired here in Ajax to combat the
total disregard on Ritchie Avenue
for full stops and failing to observe
the 40 -kilometre -an -hour speed
limit past two schools.
Following a recent public meet-
ing at Roland Michener Public
School called by the Town of Ajax it
was agreed to set up radar across
from the school. This meeting was
attended by Durham Regional Po-
lice Sergeant Charles Green and
Ajax Councillor Colleen Jordan.
The police department set up pa-
trol cars at the school and also at the
stop sign at Ritchie and Knapton
Street. Police tagged some speeders
and some drivers who ran the stop

sign. The patrol was effective, but,
as soon as police left, drivers ig-
nored the signs and sped as before.
Some of the residents on Ritchie
conducted a flag -down of motorists
committing serious infractions.
They were informed we had noted
their licence plate numbers. Some
were docile and others angry. Some
said we could not do this, but admit-
ted it was effective.
The Roadwatch programme is
exactly what is required before a se-
rious accident occurs. It is beyond
comprehension that this Roadwatch
programme was not followed up and
implemented in Pickering.
So, Ajax Town Council lead the
way, set up this programme as fast
as possible and follow up Sherry
Senis' failed attempt for Pickering.
Let's get it done, Ajax!

Leafs fans
own w ors -
enemies?
Those upstart Ottawa Senators are there,
Les Glorieux are making their almost -annu-
al post -season appeararx:e, but the Toronto
Maple Leafs, well. they fell out of the Na-
tional Hockey League playoff picture once
again. And, Toronto fans must wait another
year, another interminable season, to see if
their beloved in blue and white will join the
hunt for Lord Stanley's mug.
Are people bothered by the Leafs' failure
to qualify for the playoffs? You bet they are.
Just ask Brian Macina, 17, an OAC student
at a Pickering high school, who levelled his
frustrations at the Leafs' perennial late-sw-
son swoon in an English class essay entitled
Why the Blue and White arc Black and
Blue: The Fall of the Toronto Maple Leafs.
The treatise, forwarded to the News Ad-
vertiser, reads like the story of a jilted lover
who's had enough and isn't going to take it
any more. Towit: " Iiie Toronto Maple
Leafs are the oklest, most well supported
and arguably most storied team in hockey
history, but they have failed to qualify for
the playoffs for the second consecutive year.
Instead 'fans' from 'hockey hotbeds' like
San Jose, Dallas, even the sandy deserts of
Phoenix, Arizona —places where 'fans' re-
quire a glowing puck to follow the play —
will be able to watch their teams compete.
Maybe it's just me, but something is very
wrong here."
Brian's poison pen points to the Leaf
players themselves as the prime culprit., in
the team's less -than -stellar regular season.
He notes Wendel Clark finished well short
of his 46 -goal season of 1993-94, and goal -
tender Felix Potvin was not the cat in the
cage he was in his rookie days of four years
ago.
'lite OAC student philosophizes that,
maybe, the Leafs' fans are their own worst
enemy, supporting the team to the hilt, only
to be met with hockey heardweak.
"I am proud, and yet sometimes I am al-
most ashamed, that I am part of this group. I
am a Leaf fan, a very big Leaf fan. No mat-
ter how badly dry play, game after game,
year after year, I will always [[main a loyal
fan. Maybe. too loyal. And that is the prob-
lem. Maple Leaf fans are too good."
Brian's solution: The blue and white
should spend some green. The Maple Leafs
have lots of walking -around money, so why
not bring in such high-calibre, high-priced
talent as Brett Hull, Al MacInnis and Ron
Francis in the off-season? And, maybe, just
maybe, the Leafs won't be left out in the
cold for a third consecutive playoff session.
"If the Leaf management has any decen-
cy, any class ... they will do something".

A "driving force" behind successful
United Way fund-raising efforts has been
recognized for her efforts.
Gert Whitmore, a 30 -year employee of
Chrysler Canada's Ajax Trim Plant, re-
ceived the Kathy McKay Community Ser-
vice Award at an awards ceremony last
Wednesday.
Each year, the award is presented to an
individual who has made an outstanding
contribution to the Ajax and Pickering
area through a volunteer effort on behalf
of the United Way of Ajax -Pickering
and/or its agencies.
Ms. Whitmore has served as campaign
co-ordinator for Chrysler's trim plant. The
award recognizes her "hard work and en-
thusiasm;' the United Way says in a press
release.

has dedicated much of her time, both at
home and at work, in an effort to support
