NORTH PICKERING TO REMAIN RURAL, SAYS TOWN STUDY

PICKERING — The study of

ing launched in a storm of contro-
versy has been completed and is
recommending the area remain
rural.
Pickering Council decided to

Creek and north of the Canadian
Pacific Railway line above Finch
Avenue up to Hwy. 7. Much of the
arca was expropriated by the
Province in 1972 for a community
to accompany the proposed Picker-
ing airport. and was designated an
agricultural preserve by the
Province about three years ago.
However, it has since been re-
named an 'agricultural assembly',
and the Province is in the process
of selling off its lands there.
Pickering's study also examined
the provincially -owned Seaton
lands on the other side of the creek,
so if the urban area on the west
side was expanded a corresponding
area on the east side could be des-
ignated agricultural.

Durham's long-term health
care service providers are opti-
mistic $1.2 billion in funding for
long-term care services announced
by Minister of Health Elizabeth
Witmer on Wednesday will bring
positive changes for region resi-
dents.
"This is good news;" says Janet
Harris, CEO of Durham Access to
Care, the central access centre for
home care and long-term place-
ment services in the region. "I
don't have a lot in the way of de-
tails at this point in time. But I'm
pleased because I do believe the
funding will be used and needed in
Durham"
The additional funding will be
spread out over the next eight
years. Ms. Witmer stated the
provincial money will be used to
add 20,000 new beds across the
province in nursing homes and
homes for the aged, and will mean
improved access to community-
based services for an additional
100,000 Ontarians. The spending
is expected to create 70,0(X) new
jobs — 27,500 for health care
workers and 42,500 in construc-
tion. As well, Ms. Witmer said
"the equivalent of about 175 new
facilities' will be added, and more
than 100 older facilities will be
renovated to comply with new de-
sign standards that promote a bet-
ter quality of life for residents.
Of the $1.2 billion, $551 mil-
lion has been earmarked to expand
and enhance community services
such as in-home nursing, therapy,
homemaking, Meals on Wheels,
supportive housing and services
for the physically disabled.
Ms. Witmer did not announce
what share of the $1.2 billion dif-
ferent areas of the province will
receive.
Ms. Harris says she hopes the
share allotted to Durham will rec-
ognize long-term care in the re-
gion has been underfunded in the
past.
"We're well below the provin-
cial average in terms of per -capita
dollars for community health care.
We want to get things up to the
provincial benchmark and, of
course, with hospital restructuring
and the growth in this community,
there really is a high demand for
our services. I think we're experi-
encing something in the neigh-
bourhood of 25 -per cent growth,
so this is really good news."

They reviewed 21 urban/rural
boundary options. Three final options
— with one being the status quo (with
all the area included in the Town's rur-
al system), the second including both
sides of Whites Road within the urban
system, and the third including the area
fronting Rosebank and Whites Roads
in the urban system — were reviewed
against a set of evaluation criteria.

not reveal any options for the
urban/rural boundary that rank signifi-
cantly better than the status quo;" states
the report, "the Rural Study Team con-
cludes that there is no compelling rea-
son to change the urban/rural boundary
from the currently approved Official
Plans of the Region of Durham and the
Town of Pickering.
"Furthermore, a change to the ur-
ban/rural boundary at this time may
have negative implications on the resi-
dents and tenants of the area"

was contained" so the sewage system wasn't
contaminated, he reports.

It will come as welcome news to a lot of police
agencies across this country that the federal govern-
ment is looking at revamping the Young Offenders Act
(YOA).
One of the main changes being offered is a provi-
sion which would allow police departments to release
the names of 16- and 17-year-olds charged with vio-
lent crimes. That change is one that has been called for
by victims of these 'young offenders,' various groups
and politicians for many years. And it would appear as
well that many police chiefs support the move.
The YOA was established in 1985 as a way to deal
with crimes committed by those under the adult age of
18. Its purpose was to cut those who commit crimes as
youths a break by protecting their identity and to give
them a clean slate and a second chance as adults.
But has it worked?
As Canada's Justice Minister Anne McLellan has
noted in the past, 85 per cent of youths who have com-
mitted crimes and who have been dealt with in the

Lament of
a garbage
picker
I'm an unrepentant garbage picker.
Just ask any of my work colleagues,
Nary a day goes by when I'm not
taking paper out of someone's garbage
can and putting it into a recycling bin.
It bugs me to no end that some incon-
siderate sod I work with would put
paper into the garbage. It's not like
there aren't recycling bins all over the
office. In fact, there are two in the
news room, two in the advertising de-
partment, one in the front office and
one in the circulation department.
Yet, some people here, being envi-
ronmental terrorists, consistently toss
paper into the garbage. Like most of-
fices, we generate one heck of a lot of
paper, so you can imagine how much
ends up in the garbage.
I should take a step back and ac-
knowledge the fine efforts by my edi
torial colleagues who, to avoid incur-
ring my wrath, do their best to recycle.
Some even go so far as to recycle a
pop can.
This being the 1990s, we don't
drink beer here.
Now, the sales staff, who are a fine
lot of people, couldn't recycle if their
lives depended on it. I couldn't count
the number of times I've had to rescue
paper from their garbage cans. In the
process, millions, maybe even billions,
of trees have been saved an untimely
death thanks to me.
Advertising people, being what
they are, always have an excuse. "1'm
too busy", "No time", A forgot", or
my favourite, "I recycle at home".
Well ad reps spend at least three hours
a day in the office, so they should be
able to find time to recycle.
Unfortunately, the circulation de-
partment has taken after the sales staff.
Our front office staff do an excel-
lent job of recycling. Very rarely do I
have to get on their case.
As for pop cans, most of the people
here are hopeless, even though we
have a recycling drum. My editorial
colleagues are the exceptions, of
course.
Finally, if you think this column is
,going to make me a pariah around
here, you're right.
It will likely end up in more than a
few trash bins.

from 20 to 22, began playing together on April
Fool's Day four years ago and the fun hasn't

With sword in hand Candle Opera will unleash its Gothic
metal jams. Based out of Courtice and Oshawa, lead singer
Randy Bryte, guitarist Can Gates, bassist Zsolt Zsaranay and
drummer Kevan Roy have been playing together since August
of 1997.
All members are over the age of 25 except for drummer
Kevan Roy who is 22. They have already played dubs like the
Big Bop, the Rnroli and the Skool Yard.
"During a gig on Halloween we played a death march and
pallbearers brought the lead singer out in a coffin," said bassist
Kevan Roy. "He broke out of the box and started singing. The
audience loved it"

with its snow boarding jams to the E. P. Taylor's crowd.
Lead singer and guitarist Ash Buchholz, lead guitarist Ryan

stood there and giggled until I stopped

wraps up tonight at the Durham College -based E.P. Taylor's Pub.
Tonight's lineup features M69 at 7:30, followed by Out Of Hand at 8:10,
Lavender at 8:50, Thred at 9:30, Deep Shag at 10:10, Sex Without Souls at
10:50, Candle Opera at 11:30 p.m. and Magic Box, who will take to the
floor at 12:10 a.m. The winner will be announced at the end of the evening.
At stake is $1,000 cash for the winning band.
Doors will open at 7 p.m. for the all -ages event which is also licensed.
'Tickets will be $8 for the show and can be purchased at the door.
Durham College is located at 2000 Simcoe St. N., at Conlin Road.

Squire are the troop who call themselves
Magic Box.
Once they mobilize their instrumen-
tal unit, the war may very well be over.
Their CD entitled 'It's Not Tomorrow' was
released during their Bandwarz perfor-
mance on March 13. Using instruments
like the djembe, dumbeck, the tabla, sax-
ophones and the magic box (a unique in-
strument to the band) the 18 -and -19 -
year -old members create a one -of -a -kind
sound. They've been together for two
years and have played a number of
venues around Durham Region.
"We'll play a concert and if the floor is

most powerful and feared forces of war.
The 'heavy groove kind of hand -core
thing' of Oshawa band M69 will also be
making their mark on the E.P Taylor's
battleground. The foursome of drummerbl

Ryan Moonlight and bassist Mike Colan-
gelo are all natives of Oshawa. The cur-
rent line up has been together of a -year -
and -a -half and has played "just about
every club in Toronto" according to gui-
tarist Billie. They've also played in Hal-
iburton, London and Bancroft.
'Smaller towns have a better crowd"
said Billie. "They love our kind of music
there"
They are currently working on a
soon-to-be released self -titled CO. So far,
the band has been pretty lucky and has
not expenenced any unusual events at its
concerts. -Nothing has happened except
some people have ended up drunk' said
the guitarist.

Winning a scholarship to attend a performing
arts school in Norway is more than an academic op-
portunity for two Durham students who'll head to
Oslo this summer.
For Kristin Mairs of Ajax High School, it's a
chance to realize a dream she shared with her grand-
father. And, Whitney Barris of Port Perry High
School will be able to pursue her love of music and
drama.
The teens have been named recipients of two
$10,000 scholarships presented to the Durham Dis-
trict School Board by representatives of the Akerhus
School District as a gesture of thanks from the Nor-
wegians who visited here last fall.
"It's wonderful for these kids," says Leo Plue,
who is co-ordinating the trip to Oslo through the
public board. Mc Plue reports the teens were select-
ed by a panel of judges who interviewed and held
auditions for 12 students after receiving 20 applica-
tions for the scholarships.

Cloyce Weaver, one of six judges on the selection
panel. "lite competition was extremely steep but
(Kristin and Whitney) really did stand out '
Ms. Mairs, who has been studying tap, jazz and
ballet with her sister Emily since she was a child,
performed a dance routine for the judges to music
by Celine Dion as a tribute to her grandfather who
died last May.
..My grandfather was really proud of our danc-
ing careers:' she says. "He always dreamed of see-
ing us become big stars"
The 19 year old says her grandfather also
dreamed of taking the girls to his native Norway, so
when she heard of the chance to win a scholarship
to his homeland to study performing arts she
thought it was "uncanny.
.1 thought it was fate — that he had done this for
me:' she says, admitting the reality of winning the
scholarship hasn't really sunk in.
Meanwhile, Ms. Barris, 18, says, "It's just start-
ing to sink in. I'm getting excited but it's kind of
scary. I've never travelled outside the continent."

should be applied. An analysis of
20-20-20 is a good formula to use.
There are granular fertilizers
available, that are simply sprinkled
around the plants and scratched in,
however, plants are unable to ab-
sorb and use fertilizer unless it is in
a liquid form. Granular fertilizers
tend to work more slowly than liq-
uid fertilizers because usually they
are dependent on rainfall. This is
OK if we're getting a fairly regular
dose of precipitation, but for more
immediate action use a fertilizer
that is dissolved first in water and
applied as a liquid.Apply fertilizer
regularly as the bulbs grow and ma-
ture. Continue to fertilize after the
flower is finished.
While daffodils and narcissus
tend to increase in quantity as the
years go by. tulips and hyacinths
tend to deteriorate. Many gardeners
dig up and discard them after they
have flowered and start anew in the:
fall. If time and budget don't make
this possible. they will likely bloom
for several years but with declining
vigor.

Lost in Space: Inspired by the tele-
vision series and featuring some of the
original actors, the science fiction ad-
venture film takes audiences into the
not -too -distant future with the Robin-
son family aboard the Jupiter 2 space-
craft.
TU Odd Couple II: Jack Lem -
mon, Walter Matthau. Lemmon and
team up again
apace Lee teams up once again with A -List ac- tion on the basketball court. The film also stars

relationship is over. George and Nina be-
come the best of friends, which upsets her

turbs him even more, however, is Nina's an-

PICKERING — The Pickering
Swim Club finished in the top 10 at
the Ontario Division III Team Cham-
pionships against 54 other clubs from
across the province in Etobicoke last
weekend.
The Pickering club sent 25 of its
top swimmers to the three-day team
championships at the Etobicoke
Olympium pool and returned with a
respectable eighth -place finish.
Leading the way for Pickering was
12 -year-old Warren Barnes, who won
six medals over the weekend. Barnes
earned three golds — in the 100 -
metre breaststroke, 200m breast and
200m butterfly. He also won silver in
the 100m fly and bronze in the 200m
individual medley.

boys' relay team of Barnes, Brandon

AJAX — It was a day, for the un-
derdogs in the championship games of
the Ajax Ladies' Recreational Basket-
ball League Wednesday night.
Clutch shooting and good defen-
sive work powered the Bank of Mon-
treal to an upset 50-31 win over
favoured East Side Mario's Wednes-
day night.
Bank of Montreal jumped into a
comfortable lead at the interval. De-
spite some strong rebounding and al-
though they iwA possession for much
of the second half, East Side Mario's
couldn't find the range.
Margo Levy paced the bankers' at-
200m medley relay event. The relay
team of Barnes, Barbaro, Ryan Fergu-
son and Lupiccini won silver in the 4-
x -50m free relay event.
Alicia Kaye, 14, who made the fi-
nals in all of her individual events,
captured silver in the 800m freestyle,
placed fourth in the 200m free, 400m
free and 200m breast, and sixth in the
400m I.M.
The 13 -and -14 -year-old girls' re-
play team of Kaye, Lauren Campbell,
Brianne Ferreira and Megan Shanks
placed seventh in the 4 -x -50m free
relay event.
Brenna Wilson, 11, earned a silver
medal in the 200m fly and a bronze in
the 100m fly. She also placed fifth in
the 400m free.
Bradley Johnston, 9, competing in
the boys' 10 -and -under category,
earned two sixth-place finishes in the
100m fly and the 100m backstroke -
basketball crowns

replied with nine for East Side
Mario's.
In the consolation final, regular -
season champions Glenn's Auto Ser-
vice faced Dakota Bob's. Again, it was
the underdog who prevailed as Bob's

The Durham West tykes
posted a 2-2 tie with Missis-
sauga in the first game. Mis-
sissauga led 2-0 after two pe-
riods before the Lightning
striking back in the final
frame to earn the draw. Kait-
lyn Hill and Kathleen Masaki,
with the equalizer, scored for
Durham West. Assisting were
Brooke Sawyer and Lee -Ann
Murphy.
In the second game, the
Lightning tykes blanked
Brampton 4-0. Natalie Spoon-
er notched a hat trick. Masaki
scored the other marker. As-
sisting were Masaki with two,
Kimberly Caggiula, Jessica
Thain, Deanna Pang, Murphy
and Alannah Wakefield with
one apiece. Christina Paterson
earned the shutout in net.
In the final round-robin
contest, the Lightning
dropped a 4-2 decision to
London. Spooner scored
twice, Thain and Laura Wa-
ters assisted.

Duties will include:
consultation and advice to owners of small and medium-sized
businesses as well as fledgling entrepreneurs
guidance to clients in the use of the reference library - print and
electronic
liaison with COBSC staff and other providers of information
reporting to and advising the Board of Directors of the needs of the
Centre's client community
promoting the Centre to the community
management of the centre and budgets, fund raising and organization
of business seminars
Qualifications:
in depth knowledge/experience of the small to medium business sector
expertise in library and information management
thorough knowledge of the Internet and other electronic resources and
business software
excellent interpersonal and communication skills
a degree in business would be an asset
The successful candidate will seek out challenges, recognize opportunities
and work well as a member of a team.
This is a "Purchase of Services' contract position, reporting directly to the
Board of Directors. Salary range $35-40K

charged in
woman's assault
PICKERING — A veteran
Toronto police officer has been
charged with assault following an off-
duty incident in Pickering in which a
woman suffered a cut to the head.
Durham Regional Police said offi-
cers responded to a residence after
receiving a 911 call around 10 p.m.
Tuesday.
The victim was taken to Ajax -
Pickering General Hospital where she
was treated for a wound to the back of
the head before being released.
Michael William Shaw of
Pickering was arrested at the scene
and held in custody overnight.
Constable Shaw, 43, appeared in
Oshawa provincial court Wednesday.
He was released on his own recog-
nizance.
The 24 -year veteran of the 33
Division traffic unit was suspended
from his duties with pay pending the
outcome of the case, said Sergeant
Marilyn McCann of Toronto police.

Budget Breakfast Wednesday, May 6
at Pickering's Regalis Restaurant.
The breakfast, beginning at 7:30
a.m., will feature presentations by

Ecker and a taxation specialist from
Deloitte and Touche.
They'll talk about the budget
that's being released Tuesday.
