RESTRUCTURING COMMISSION REPORT `GOOD NEWS' FOR APGH: PRESIDENT

Health Services Restructuring
Commission released Monday, ac-
cording to APGH president Bruce
Cliff.

Last fall, the commission's rec-
ommendations included amalga-
mation of APGH with the Cente-
nary Health Centre in Scarborough,
the establishment ol' 25 new rehabil-
itation beds and _N new long-term
or chronic care bcd, at the Ajax site
by the vcar 200' .. J in increase in
adult acute mental health care beds
from the current 20 to 38 by 2003.
However, no funding was provided
for the capital expenditures APGH
would have to make to handle the
additional beds and growing de-
mand for emergency services.
On Monday, in its final report on
the GTA/905 area, the commission
recommended 512.8 million in cap-
ital funding for APGH, in addition
to confirming last fall',, dircctiees
for the local hospital It al,, m -
mended the addition of 12 sub -acute
care beds to handle patients not re-
quiring extensive nursing care but
needing more care than can he pro-
vided in a nursing home or chronic
care facility.
Mr. Cliff says the capital funding
will be used to redesign and perhaps
expand APGH's emergency depart-
ment, create new outpatient clinics
to increase outpatient capacity, and

The Ontario College of Teachers is
threatening to demand Durham's
school boards suspend approximately
20 educators the licensing body deems
"unqualified" because they're not
"members in good standing".
Denys Giguere. media relations of-
ficer for the college, reports the regu-
lating body is cracking down on
teachers who don't have the member-
ship required to instruct in the
province.
Mr. Giguere says there are roughly
20 public school board teachers in
Durham "who are not members in
good standing.

after receiving several complaints
over the past several weekends.
According to Durham Regional
Police Staff Sergeant Al Griffin of

will show up in the area during the
wee hours of the morning and, after
a brief stint of racing, will disband.
"It's pretty desolate up there at
night. They show up out of the blue
and they do their thing and then
they're gone. They alarm the citizens
of that area."
He suspects the drag racers have
access to a radio which scans the po-
lice frequencies, as officers dis-
patched to the area find no trace of
the racers.

in which a 12 -year-old girl was to be
sold for sex is now facing 15 charges,
including making and distributing ob-
scene material.
As part of the operation, under-
cover officers with the OPP's anti -
child porn unit. Project R agreed to
meet a suspect at an Oshawa hotel
room where they arrested a man on
April 17.
Police said a deal was previously
arranged in which a man was to swap
child porn in exchange for having sex
with a 12 year old.
Police said a search of the man's
car resulted in the seizure of a large
quantity of sexual paraphernalia, a
camera a camcorder, children's
clothing, alcohol and hash oil and a
.22 calibre rine.
At a residence on Old Scugog
Road police seized numerous images
depicting "prepubescent and pubes-
cent children engage in explicit sex
acts:' an OPP news release says.
They included boxidage with adults
and other children.
Also seized from the home were
550 computer disks, a computer and
related hardware and software, police
said.
Gordon Malcolm, 45, of Old Scu-
gog Road in Blackstock, was initially
charge with six counts of distribut-
ing child pornography, two counts of
possession of child pornography and
one count of possession of a con-
trolled substance.
At a court appearance in Oshawa
yesterday, police laid six new charges
including making and distributing ob-
scene material, making child pomog-
raphy, possession of child pornogra-
phy for the purpose of distribution
and careless storage of a firearm.
Mr. Malcolm's bail hearing was
put over to May 4 until which time he
was remanded in custody.
Police said Mr. Malcolm at the
time of his arrest was a part-time
computer student at the Dutttam Col-
lege campus in Uxbridge.
An investigation is continuing,
however, police said there is no con-
nection between this case and the re-
cent arrest of a former Durharn Col-
lege student also facing child porn
charges.
In that case, a disk left behind in a
computer at the Oshawa campus,
found to contain child porn, resulted
in the arrest of Robert Martin Fletch-
er, 43, of Mary Street North.
Emergency ward action not the solution
for Ajax -Pickering hospital: President

The Province's main action to
alleviate the emergency services
crisis in Toronto area hospitals will
not help Ajax -Pickering General
Hospital, according to its president.
"Providing long-term care beds
in acute care hospitals on an interim
basis as a means of addressing the
situation will certainly assist some
of the Metro Toronto area and else-
where in the province in dealing
with the issue:' says Bruce Cliff.
"But it does not address the need in
all areas, and in the case of Ajax -
Pickering, adding more long-term
care beds at our hospital is not the
solution to our problems in dealing
with the growth of the area"
Health Minister Elizabeth Wit-
mer announced recently the
Province will provide S55 million
over the next 18 month,, w oNn
1,700 long-term care beds on a tem-
porary basis across Ontario. There
will also be $75 million for a special
fund to help hospitals open tempo-
rary beds during peak demand peri-
ods. $94 million to improve com-
munity-based services to allow
weekend and after-hours discharges
and $1 million for critical care and
emergency room training for nurs-
es.
A shortage of nursing home
beds has been identified as a major
factor in the emergency mom crush
in much of the GTA, where emer-
gency patients have often had to lie
on stretchers in halls because acute
care beds were occupied by patients
who couldn't be found space in
nursing homes. But according to
APGH, that is not a major problem
here where very few beds are being
tied up by patients who should be in
long-term care institutions.

fact that the Whitby General Hospi-
tal has closed in the last year, in
terms of providing acute care ser-
vices:' says Mr. Cliff. "Because of
that increased volume we're receiv-
ing from that area we really require
more in-patient beds:'
Mr. Cliff also welcomes the re-
cent report of the Emergency Care
Working Group set up by GTA hos-
pitals, the Province and other stake-
holders to address the emergency
backlog problem.
Mille task force has done some
excellent work and come up with
some key recommendations that the
Ministry (of Health) should take a
serious look at and follow up on "
The working group's recom-
mendations include:
* $18.9 million from the Province
for 850 interim long-term care beds
to free up acute care capacity in
hospitals;
* Fast -tracking expansion by the
Province of rehabilitation services,
since 22 per cent of patients in acute
care beds awaiting longer-term care
are waiting for rehabilitation;
* Expansion of home care services
to allow immediate access to home
care on evenings and weekends, in
order to reduce the number of pa-
tients waiting in acute care beds for
access to home care;
* Adjusting provincial operating
funds to hospitals to reflect in-
creased volumes in service some
are experiencing as a result of re-
structuring (such as the closing of a
neighbouring hospital);
* Interim funding for unbudgeied
emergency opening of beds in hos-
pitals due to the emergency crisis.
* Fast -tracking of provincial capital
investment in emergency depart-
ment expansions.

Durham Region is losing a hospital
but gaining its much sought-after can-
cer centre.
The Health Services Restructuring
Commission released its final report
for the GTA -905 area Monday morn-
ing in Toronto and while the decision
to close Whitby General Hospital did
not change, the addition of two new
GTA cancer centres, one at Oshawa
General Hospital, was announced.
A total of $58 million in capital
funding will be spent for the OGH and
Credit Valley cancer centres which are
slated to be built by the year 2001.
"It's wonderful news for the people
of Durham and even beyond Durham
Region;" said Jean Achmatowicz
MacLeod, chairman of the board at
OGH.
The centre, to offer a complete
range of cancer services including ra-
diation and chemotherapy, will take
about three years to build. It's expect-
ed construction of the cancer centre
will start shortly, following the Minis-
ter of Health's approvalof the funding.
Since the commission released its
initial findings last November, the
total reinvestment for funding has al-
most doubled ($185 million outlined
in November 1997 was upgraded to
$300 million in Monday's report). The
majority of that increased funding is
to recognize the need for long-term
care beds and the inclusion of a new
health category, sub -care beds.
While Oshawa hospital officials
are ecstatic, Whitby General Hospital
supporters did not get the reprieve
they hoped.
The Whitby hospital is still sched-
uled to close its doors by March 31,
1999. Although the commission reas-
sessed its intent to close the hospital it
concluded, "additional analysis con-
firms the current range and volume of

Ajax -Pickering General Hospital
will get 24 per cent of WGH's acute
care beds with the other 74 per cent
going to OGH.
Despite the finding, Minister of
Labour and Durham Centre MPP Jim
Flaherty expressed a glimmer of hope
regarding WGH. The commission an-
nounced a major increase in long-term
care beds from its 1997 findings.
Durham is earmarked to have a total
of 5,521 long-term care beds and
places compared to its 1995-96 total
of 3,841.
"There's the potential there for the
use of the Whitby site for long-term
care which is an integral part of the
hospital system anyway."
In the commission's final report
Ajax -Pickering General Hospital will
still amalgamate its corporate struc-
ture with Scarborough's Centenary
Health Centre. The hospital will con-
tinue to provide acute care, local reha-
bilitation and other regional services.

provide facilities for the new
continuing care, rehabilitation
and mental health beds.
The goal of the emergency
department renovations will be
to provide a more functional,
modernized space that will be
able to handle up to 60,000 pa-
tients a year. APGH's current
emergency department, built in
1975, was designed to deal with
only about 20,000 patients annu-
ally, and now handles about
40,000. Emergency department
visits are expected to go up to ap-
proximately 55,000 by 2003.
This capital funding has re-
solved one of APGH's major
concerns about restructuring and
handling the growing population
it serves. However, the issue of
inadequate funding for the day-
to-day functioning of APGH re -
"Mat's still an Issue for us,"
says Mr. Cliff. "I still require ad-
ditional operating dollars for the
current operation" The new ser-
vices being recommended by the
commission, he adds, will re-
quire more on top of that.
The Province has been wait-
ing for the final directions of the
restructuring commission but
will now likely be willing to ne-
gotiate operating funding, says
the hospital president.
"We'll be in discussion with
the Province shortly in terms of
what we anticipate our needs
are..
APGH's operating budget is
about $30 million a year and Mr.
Cliff says another $4 million is
needed for current operations.
Approximately $40 million will
be needed annually to run the
hospital in 2003, when the new
Mr. Cliff says he is optimistic
the Province will provide APGH
the money it needs.
"I think they have to. We're
not asking for anything that's un-
realistic. We're certainly not ask-
ing for anything other hospitals
don't have"
The local hospital's only
other major restructuring con-
cern, says its president, is fund-
ing for the additional 32 acute
care beds the commission has
said should be located in the new
amalgamated `Ajax and Picker-
ing/Centenary Hospital Corpora-
tion' at some point in the future.
How they will be distributed be-
tween the two sites has not yet
been determined.
APGH and Centenary are to
be amalgamated by July 31.
"We're well on our way to
doing that:' notes Mr. Cliff.

The Substance Abuse
Council for Youth in Durham
Region and the RCMP are
holding the first annual 'Rac-
ing Against Drugs' event in
hopes of warning and educat-
ing Durham students about the
danger of using drugs.
The week-long event will
take place from April 27 to
Mav 1 with more than 6.000
Grade 6 students participating.
Originally started by the
RCMP. 'Racing Against
Drugs' promotes drug aware-
ness and safety issues. while
offering healthy alternatives to
drug use such as sports, hob-
bies or the alts.
Constable Mary Carr of
Durham Regional Police is
one of the event organizers
and has been helping plan it
for the pact year.
Const. Carr had an oppor-
tunity to see the 'Racing
Against Drugs' campaign held
in London last year and
thought it was a 'fantastic'
programme. After countless
hours and local backing she
believes it will be a success
here.
"(Organizing the event)
was probably a little more
than I expected;' she says.
"We got fantastic support
from the community which
was really nice. We have three
major sponsors and more
sponsorship throughout the re-
gion"
The key to 'Racing Against
Drugs; involves being able to
keep the attention of the
youngsters who participate.
There will be approximately
30 scale slot car tracks.

shouldn't be there that the college
may have to ask school boards to pull
teachers out of the classroom" begin-
ning the first week in May.
However. Craig Burch, superinten-
dent of employee relations for the
Durham District School Board, says
there are no classroom teachers in the
region who fall into that category.
Mr. Burch reports there are some
supply teachers whose names may
have to be removed from the supply
list if their teachers' college fees are
not paid before Wednesday's dead-
line.
But. he says the number of "un-
qualified" teachers in Durham "has
been dwindling day by day as the col-
lege gets its act together and process-
es forms"
Mr. Burch adds he doesn't foresee
any problems in Durham classrooms.
"Durham is one of the good areas
in the province," Mr. Giguere reports.
He says of the 126,000 teachers in
the province, approximately 550 are
currently classified as being unquali-
fied, down from 2,000 when the col-
lege began checking registrations in
February.
Mr. Giguere explains there are a
number of reasons why a teacher may
not be a member. Some teachers had
their teaching certificates suspended
for non-payment of fees while others
failed to register.
He said as of Friday there was only
one teacher with the Durham Catholic
District School Board who was not in
good standing with the college.

ment. Durham Region Health
Department. Scouts Canada,
and professional driver Terry
MacDonald -Cadieux.
Constable Carr also says it
gives youngsters a chance to
see and meet police officers in
a social atmosphere. Often
children can be intimidated by
the uniforms, but this event
will give children a chance to
meet and talk with police offi-
cers and discover they are just
like regular people.
She hopes the message is
received by the students and
adds that if they are ever in a
position where they are of-
fered rugs. that they will say
'No' and walk away.
"I work in schools and with
kids;' says Const. Carr, "and
so many of them have pres-
sure which we did not have
when we were young. The
children noxi a positive influ-
ence and a positive roll model
to help them make the right
choices. This will be excellent
for the kids, and they can have
good fun. It is important to
help kids out ac much as pos-
sible against drugs"

It wasn't music to every chairman's ears, but
Durham Regional councillors, in their 14-11 votein
favour, made the right decision last week when they
approved a motion that would make departments 'tar-
get' spending the same amount of money this year as
last.
With provincial downloading estimated to cost the
Region an additional $100 million this year on top of
present costs, there's just no way taxpayers should be
forced to take an additional hit.
But that's not the way Police Services board chair-
man and Oshawa councillor Bob Boychyn sees it.

I've got a new love. He's charming, sleek
and handsome. But I know he's going to
break my heart someday.
For now, though, it's a great ride. It's true
he may be a bit old for me, but I think I've
caught him still in his prime. Otto's in great
condition, ready for anything and still firing
on all six cylinders.
He takes me everywhere I want to go.
But then so did his predecessor. Of course
Adolph, three years older, was probably a
mistake. He too had been good looking,
though cheap in a respectable sort of way,
just like Otto. I guess I have a weakness fir
foreign, exotic types.
Adolf and I got along great together tot)
at the beginning, but he soon developed a
difficult character, leaking various fluids at
every opportunity, making me crawl under
his dashboard to get his heater working, and
basically driving me crazy. I hadn't been
able to get his hood to stay up or his rear
window to defrost for years. I probably
should have invested more in his rehabilita-
tion, but I was reluctant to spend so much on
such a fickle creature.
He became quite a tyrant at the end. In
fact, when it was time for that last trip to the
garage, Adolf sat down on the road and sim-
ply would not go any further. I think he had
sensed our relationship was in deep trouble
quite a bit earlier. In the final months he re-
fused to start on marry occasions, dropped
his resonator on busy St. Clair Avenue in
Toronto, and simply let go of his left front
wheel on Rossland Road in Whitby. They
say Bimmers are high-strung and tempera-
mental, and he certainly was.
Right now, though, Otto, also a BMW, is
as sweet as pie. He glides smoothly along
city roads and purrs swiftly, down highways.
You'd never think he's a 1986, since there's
not a spot of rust on his classic blue body
and only a tiny little ding on his driver's side
door. And he's only had two previous, easy-
going relationstrips, as far as I can tell.
Still I have this nagging feeling I should
never have gotten him. I have no luck, or
perhaps no skill, in cars. I've been left at the
side of the road more often than I cane to re-
member, and in the middle of intersections,
and at the bottoms of hills. I have pushed,
pulled, begged, pleaded and cursed, and still
had to call the tow truck most of the time.
I'm pretty sure I'm the CAA's leva prof-
itable customer.
I hope Otto will be less eccentric ttran

Olaf (yes, a Volvo, my very first automotive
amour). But after Otto, I thirds rm going to
have to learn to resist aging foreigners. What
I probably need is a younger, domestic, car -
next -door type. Piahaps I've been reaching

gre financial resources. Or maybe I need a
shrink.

What is a Home -Based Business?
A "home-based business" is an accessory business or
' occupation use conducted in a dwelling unit for gain or
profit by a resident of the dwelling unit, which is
suhordinatc to the primary residential use of the unit.
Can Your operate a Home -Based Business in the Town of
Pickering?
Town Council recently adopted a program allowing
residents to operate home-based businesses in their homes
if they obtain a license by meeting certain performance
standards or criteria.
Whin are the rales for Home -Based Businesses?
y General and specific performance criteria were established

Booklet. This booklet is free and available at the
Pickering Civic Complex, or by visiting the Town's

How do I obtain a license to operate a Home -Based
Business?
To obtain a home-based business license, the applicant
must submit a completed application form and an annual
license fee of 550.00 to the Town Clerk. A license will be
issued if the business meets the established criteria.
Existing businesses have until the end of July 1998 to
obtain a license.
How lows is a Howe -Based Business license valid for?
The term of a home-based business license is one year
from the date of issuance, and must be renewed yearly on
rc-application, including payment of the annual license
fee.
How can I get more information about operating a
bee -based business in the Town of Pickering?
You may visit the Clerk's Department located on the first
floor of the Pickering Civic Complex and obtain a copy of

Jon Roegele, 21, represented
the Harwood club at the Ontario
'B' Badminton Championships
at the K -W Granite Club in
Kitchener. Meanwhile. Natha-
nial Allard. 12, was the lone
club member competing at the
Niagara Falls under -12 and
under -14 badminton tourna-
ment.
Roegele was seeded fourth
in the adult provincial champi-
onship. He survived through
three rounds to advance to the
championship match against
Mike Hurtubise of the Ottawa
RA Club. Roegele dropped the
first game 8-15, after trailing
14-2 at one point before starting
