Pickering nuclear plant's
earthquake risk

PICKERING — The
controversy over the level of
earthquake danger facing the
Pickering nuclear station may
soon be closer to resolution.
The Atomic Energy Con-
trol Board has ordered On-
tario Hydro to undertake a
study of the Rouge River val-
ley just west of the plant to
determine what kind of quake
risk is posed by geological
formations identified there in
recent years.
A group of scientists who
located them and found 'pop-
up' rock formations on the
floor of Lake Ontario near the
station has suggested there is
significant danger the forma-
tions are indications of active
faults which could result in a
major quake occurring practi-
cally under the nuclear plant.

Man charged with child pornograpby
A man who allegedly went to an Os-
hawa hotel to have sex with a 12 -year-old
girl was instead arrested as part of an un-
dercover child porn sting.
Sergeant Jim Grimley of Durham Re-
gional Police said photographs of chil-
dren and other "sexual paraphernalia"
were seized from a room at a Whitby
motel last Friday afternoon. He said a

man previously arranged to meet another
man at the hotel. "He was led to believe
he was meeting a male who was gang to
permit him to have sex with a 12 -year-
old girl;' Sgt. Grimley said. The man he
was meeting, however, turned out to be undercover dercover police officer.

tion of a three-month joint forces investi-

the OPP's child -porn unit, dubbed Pro-
ject P. During the arrest police also seized
4.5 grams of hash and 10 grains of a
white substance which was to be sent for
analysis.

Ontario's education and health-
care systems are on the road to priva-
tization and the only way to stop a
two-tiered system is to abandon the
30 -per cent tax cut plan of the Pro-
gressive Conservatives, warns the
provincial leader of the New Democ-
ratic Party.
Howard Hampton urged teachers
attending a lunch-hour information
session at Pickering's Glengrove
Public School Monday to compare
the pros and cons of the 30 -per cent
tax cut the provincial government is
working toward.
"The (Mike) Harris tax scheme is
taking $5 billion a year out of educa-
tion, health care and communities,"
he said.
"We can't have the public educa-
tion system we want and we need if
(Ontarians) continue to pay homage
to that tax scheme"
Mr. Hampton reported the tax cut
would only benefit people with an
annual income of $75,000 and up.
He said his party is committed to
"taking back" the tax cut and rein-
vesting the money in education and
services such as health care.
"You have to take back the money
to reinvest it in health care, education
and communities.
"You can't fund those things out
of thin air," he said.
Mr. Hampton's visit to Glengrove,
organized by the Durham Elemen-
tary Teachers' Political Action Com-
mittee, was to be followed with a
public forum in Ajax last night as
part of a series of sessions being held
across the province.

the legislation) is that it gives some
autonomy to French language

If the Tories insist on slashing
taxes, the province will continue on
the road to privatization and the cre-
ation of a system dictated by wealth,
Mr. Hampton said.
In an interview following the
meeting, he said he foresees the in-
troduction of charter schools in On-
tario as a result of Bill 160.
"We're going to see huge closures
of schools," he predicted, noting
school budgets are already being cut

successful in receiving the
project, it is proposed that it
be located at either the Dar-
lington or Bruce nuclear
generating stations.
An ITER site isn't ex-
pected to be chosen until
2001. Until that time there
needs to be an investment of
$5 million annually over the
next three years to continue
technical work and in
preparing a bid for the pro-
ject, explained Dr. Dau-
tovich.
ITER Canada members,
Ontario Hydro and the
Province have committed to
the project, he said, adding
it still needs a commitment
from the federal govern-
ment.
Clarington Mayor Di-
anne Hamre urged her fel-
low mayors to write letters
to MPs and the prime minis-
ter, informing them of their
support.
"If we can't afford to
fund our Canadian scientists
who are all over the world
working on this, we're out
of the game, " she said.

WHITBY -- Municipal leaders
are going directly to the source for
answers on the latest round of
downloading figures from the
Province.
The Greater Toronto Mayors and
Chairs committee, meeting at Whit-
by's Trafalgar Castle School Friday,
agreed to ask Finance Minister
Ernie Eves and Municipal Affairs
and Housing Minister Al Leach to
hold a meeting at Queen's Park to
explain the numbers.
"It's more confusing than it's
ever been in the history of Ontario;"
said Clarington Mayor Diane
Hamre, reminding her colleagues
that when the Province started re-
structuring education funding and
downloading other services on to
local governments, it was in an at-
tempt to clarify things for taxpay-
ers.

Politicians complained munici-
palities across the GTA are being
left in a financial pinch under the
Ontario government's plan to take
half the burden of education off the
property tax bill and replace it with
responsibilities downloaded from
the Province, including transit and
social services.

tained the changes were to be rev-
enue neutral.
Oshawa Mayor Nancy Diamond
said due to its large industrial base,
the City is being expected to pick up
more financially through download-
ing than it previously collected from
residential property taxes.
Thanks to one-time funding from
the Province to help deal with this
year's budget, the City should fare
OK this year, she says.
However, next year the City of
Oshawa will be faced with the same
problem.

agreed there are problems with the
numbers being provided to munici-
palities.
"From a municipality with low

with lots of industrial or a rural mu-
nicipality."
Pickering Mayor Wayne Arthurs
explained it may appear the town
fares the best in the region when the
downloading figures are considered,
but stressed changes to payments -
in -lieu will negatively impact on the
budget.
"Although there is room on the
education side, when the other sides
are put in we are really only winners
or losers with a small number of
dollars," he said.
While it appears some munici-
palities will fare better than others,
such as those receiving transition
funding from the province, Region-
al Chairman Roger Anderson said
no municipality will really come out'
on top.
"You may be a winner for a week
when you send out your last tax bill,
but next year, you'll be in big trou-

Size does
matter
Is bigger really better? Certainly the CEOs of
Canada's top four chartered banks think so. Follow-
ing hot on the heels of the January mega merger an-
nouncement of the Royal Bank and the Bank of
Montreal comes word the Canadian Imperial Bank
of Commerce and the Toronto -Dominion Bank plan
to join together. Apparently the Bank of Nova Scotia
is now considering merging with a major trust com-
pany.
What gives?
The defensive answer you'll get from heavy-
weights like Royal Bank chairman John Cleghorn
and his counterpart at CIBC, Al Flood is that world-
wide competition means Canada's Big Five (now the
Big "Three?) going it alone won't cut it against the
big banks around the planet. If Canada wants to play
with the really big boys, our banks will need the fi-
nancial clout and buying power to acquire a stake in
major properties, say bank chairmen. The mergers
put both groups among the 20 largest banks on
Earth.
If the Royal/Bank of Montreal and CIBC/Toron-
to-Dominion carry this off (and they'll have many
questions to answer before Parliamentary commit-
tees and a debate in the House of Commons to fol-
low before possible approval) then it will be time to
open up Canada's borders to worldwide banking
competition. That means the Chase Manhattan
Bank, the largest in the world and based in the U.S.,
should be able to compete on an equal footing with
the Royal and CIBC for Canadian banking business.
This would deliver real competition between the
banks and real choice to the Canadian consumer for
discount brokerages, loans to small businesses,
mortgage rates and any other numerous services cur-
rently offered by Canadian banks. Of course, the
newcomers would be subject to all the regulations of
the Bank Act and would be under the thumb of the
Bank of Canada. What's fair for the current players
would have to be fair for any foreign newcomers.
Opening up our borders to banking competition
would also offer displaced bank workers a landing
pad after cuts come in the wake of the bank mergers.
There's little doubt branches will close across the
country though growth by the merged banks down
the line might offset some job loss.
In the end, bank customers in free market deserve
a choice and bank workers deserve a chance to find
new jobs. Opening up our markets will help solve
both problems.

To the editor:
On Dec. 19, 1994 the Pickering -On-
tario Nuclear Liaison Committee was cre-
ated by Pickering Council.
The terms of reference for the com-
mittee's work included: community
awareness: education and liaison between
Ontario Hydro and stakeholders. Several
meetings have been held and the Picker-
ing -Ontario Hydro liaison process is now
more than three years old. Beyond official
rhetoric on the need to build a strong and
sustaining relationship with the commu-
nity, key community concerns have not
been addressed. Instead, it has been as-
serted over and over that the Pickering nu-
clear station is operated safely, with high-
ly qualified professionals.
Meanwhile, Ajax and Pickering rem -
dents continue to live with many uncer-
tainties and conflicting health studies, due
to the operation of the Pickering nuclear
plant. Too many discrepancies separate

they have discovered. Yet, no attempt is
being made anywhere to deal with the ap-
parent "crisis of confidence" in the infor-
mation generated at the plant and dissem-
inated by Ontario Hydro.
Apart from information discrepancies,
Ontario Hydro and 87 per cent of Picker-
ing residents who voted for an Environ -

duced by the nuclear plant's operation are
relegated to the background.
It is therefore not surprising for the
panel which examined how Hydro's nu-
clear fuel waste should be managed to
conclude that:
1) '.Broad public support is necessary to
ensure the acceptability of a concept for
managing nuclear waste;"
2) "Safety is a key part, but only one part
of acceptability. Safety must be viewed
from two complementary perspectives:
technical and social.-

ering nuclear station, while necessary, are

cal improvements should also be socially

Inspiring
students can
teach us all
For years now, I've written a
story each spring about Durham Stu-
dent Recognition Night. It's an an-
nual event put on by the public
school board and the secondary
school teachers' union to recognize
those students who've gone above
and beyond the call of duty to make
their school and our communities
better places.
As always, I am humbled to read
about kids like Steve Jesso of Exeter
High School in Ajax, whom teachers
describe as a "remarkable young
man whose whole world changed
when he was 14" with the loss of his
sight.
Despite his loss, Steve competes
in wrestling against sighted students
and has won a bronze medal at a na-
tional competition and is ranked
provincially.
At Dunbarton High School in
Pickering, Leanne Morrison was
recognized as an active member of
the school's environmental club.
She's involved in a recycling pro-
gramme, community clean-up and
tree planting. She has also raised
money for the World Wildlife Foun-
dation.
What better role models, not only
for teens, but for all of us?
And there are dozens more like
them — the students who spend
countless hours on student council
organizing events for all to enjoy
and those who pore over hundreds of
pictures to ensure the yearbook is
something many will cherish for
years to come.
Others help developmentally -
challenged students get around their
school, while some give up their
time to act as peer tutors. Some have
overcome physical and emotional
Obstacles and can only be described
as inspirational.
Whatever their passion, each of
the students honoured has a talent.
And whether they work behind the
scenes or in the spotlight, talent
alone didn't set them apart from the
hundreds of students at their respec-
tive schools.
Their ability to share their gifts
with others — without seeking
commendation — is what makes so
many of them unique.
For that, let's hope that these stu-
dents can also be our teachers.

PICKERING — Ontario
Hydro is taking action to im-
prove the environmental per-
formance of the Pickering nu-
clear station, says the plant's
new manager of safety, envi-
ronment and health.
"Our past environmental
practices really do not meet
today's standards; there's no
question about that," Judy
Ryan told the Town of Picker-
ing/Ontario Hydro Liaison
Committee 'Thursday night.
But, she added, Hydro is
committed to improving the
station's performance and
meeting the community's ex-
pectations and standards on en-
vironmental matters.
Ms. Ryan noted the creation
of the new position she now oc-
cupies is one step in that
process of improvement. An-
other is a change of attitude, so
that instead of being content
simply to meet environmental
regulations Hydro will be pro-
active in setting higher stan-
dards, addressing issues before
they become problems and con-
sulting the public.
The station is now setting
standards, she said, which are
"in keeping with the require-
ments of the community we're
in".
According to Ms. Ryan,
Hydro's performance objec-
tives for the station now in-
clude:
Developing environmental
policies which are acceptable
to the community.

Pickering Mayor Wayne Arthurs says this latest plan is 'far superior' to
past practice.

mental management pro-
grammes in place. "To have a

real nice;' she noted.
Correcting past problems
such as the emission of copper
and zinc into Lake Ontario
from corroding condenser
tubes, and the dumping of oil
into a construction landfill on
the station site.
- Conducting an environmental
review of the Pickering plant,
with public input, as well as
meeting the Atomic Energy
Control Board's requirement
for a detailed report on the sta-
tion's environmental standards
and programmes.
- Improving the plant's envi-
ronmental management system
to meet the ISO 14000 stan-
dard.
(A decision on whether cer-
tification at that standard will
be sought has not yet been
made.)
- A biodiversity plan for the
lands surrounding the station.
Ms. Ryan explained the key
elements of Hydro's manage-
ment strategy for improving its
environmental performance
are:
- The completion of the five en-
vironmental programmes
which are part of Hydro's Nu-
clear Asset Optimization Plan
(NAOP) — including pro-
grammes to reduce radioactive
emissions, upgrade environ -
mental impact monitoring and
identify and improve contami-
nated land.
- Public involvement in review-
ing environmental projects.
- External, independent reviews
of environmental programmes
and projects.
Improving public access to
environmental information re-
lated to the station, through
measures such as placing re-
ports on the Internet and in the
local library.
Committee members were
told the public consultations
will involve the use of 'focus
groups', with Hydro inviting
groups of people to meet and
discuss various issues, such as
what environmental standards
the nuclear station should meet.
Pickering Mayor Wayne
Arthurs, who is a member of
the committee along with other
Town, Hydro and public repre-
sentatives, noted Hydro's new
environmental management
plans are "far superior" to the
approach the Town and its resi-
dents have experienced in the
past.
He suggested, however, that
the environmental review being
planned by Hydro will not be
sufficient to address the com-
munity's concerns about the
Pickering station.
"Just the physical environ-
ment part isn't going to provide
that confidence;" said Mayor
Arthurs, explaining other as-
pects of the station's environ-
ment need to be examined as
well, such as its community,
social and economic impact.

Durham Supervised Access Pro-
gram is one of 14 across Ontario in
which children of dfirorced or sepa-
rated parents visit with their non-
CuStodial parent in a safe and su-
pervised setting. Volunteers aged
18 years or older are required to
supervise visits between the child
and the non-custodial parent in a
group setting. They will summarize
and record the activities of the visit
for court purposes. Volunteers
should have some experience
working with children and are re-
quired to provide three references,
a criminal record check and to at-
tend orierrtation, training, ongoing

neighbour
PICKERING — The Town of
Pickering/Ontario Hydro Liaison
Committee was recently provided an
update on all the environmental is-
sues which have arisen over the last
year at the Pickering Nuclear Gener-
ating Station.
Here's the current status of those
issues, as outlined by station techni-
cal superintendent of environment
Laurie Swami.
- Oil contamination of an old, on- 1
site construction landfill: A consul-
tant found there were some "seams"
and "spots" of oil contamination in
the site, but the exact amount could
not be determined.
It was concluded the contamina-
tion poses no risk to the public or en-
vironment.
No remediation is planned, howev-
er the consultant recommended en-
hanced monitoring of groundwater on
station lands. The consultant's report
has gone to the Ministry of the Envi-
ronment for review.
- Release of copper, zinc and other
metals into Lake Ontario from
eroded condenser tubes inside the
station: The condensers on the 'B'
side of station have been replaced,
with the tubes on the 'A' side which is
currently shut down to he replaced
before it's restarted.
Independent consultants have con-
cluded the metals emissions have had
no adverse environmental impact
near the shore of the lake and no ad-
verse impact on humans.
Hydro is considering commission-
ing further studies on possible envi-
ronmental impact further out in the
lake.
- Groundwater tritium contamina-
tion on station site: Investigation of
about 95 per cent of possible sources
of the contamination is nearly com-
plete and most have been dealt with
to prevent further contamination.
It was found to be centred around
UPP (Upgrading Plant Pickering)
towers on the west side of the station,
where the quality of the radioactive
heavy water used in the plant is im-
proved through a distillation process,
and where there was a major spill of
heavy water from a UPP tower in
1978.
A report on this issue goes to the
Environment Ministry at the end of
April.
A consultant is being hired to
more fully investigate the 'plume' or
extent of contamination on the plant
site and obtain citizen input on the
issue, and another independent con-
sultant will be hired to review the in-
vestigation.
A decision on how to deal with the
contamination has not yet been made.
- Leak of tritium -contaminated
water from an irradiated fuel bay
on the `A' side of the station: Initial
investigation has shown the contami-
nation is not migrating into the lake.
The investigation is continuing, and
will examine the potential for similar
leaks in all three fuel bays at the sta-
tion.

x-MPPs trace how we
got here from there...

Political power in Ontario has
swung 360 degrees in a little over
a dozen years.
The view from the right shift-
ed closer to centre with the end of
the Bill Davis Tory years in 1985.
After a short-lived Liberal -
NDP coalition, David Peterson
and company helped push the
mood of voters further left which
resulted in the election of Bob
Rae and the NDP in 1990.
On June 8. 1995 voters, an-
gered by the Social Contract and
fearing provincial bankruptcy,
jumped on the Common Sense
bandwagon and the pendulum
swung back to the right to usher
in the first Progressive Conserva-
tive government in over a decade.

As a result we ended up with hos-
pital closings. Bill 160 and an un-
heard of tax break. How did we
get here and where are we going?
" I think we have a rational and
responsible government that ac-
complished a lot of things for the
province of Ontario;' says former
Durham West Conservative MPP
George Ashe.
The former regional council-
lor and mayor of Pickering was a
two -term MPP under Bill Davis
in the late 1970s and early 1980s.
"AII those things went out the
window for the 10 years of other
government, namely the Liberals
and the NDP, where spending and
the deficit skyrocketed."
Jim Wiseman, the New Demo-
crat MPP for Durham West under
Bob Rae's tenure, defends his
party's spending habits.
He cites environmental protec-
tion, the creation of non-profit
housing and the addition to Ajax -
Pickering General Hospital as
concrete examples of the positive
effects of NDP government.
"The Conservatives right now
have no interest in listening to
what the people have to say," Mr.
Wiseman contends. "You can see
in all of the polls that (Mike)
Harris has gone too far and cut
too much."
Mr. Wiseman's Conservative
counterpart has a different opin-
ion.
"I support Mike Harris 100 per
cent. I think he's headed in the
right direction," says Mr. Ashe.
"He's trying to undo all of the
dastardly deeds of the 10 years of
the other two (Liberal and NDP)
administrations"
Mr. Ashe feels the Liberal and
NDP governments were both
elected because people voted
against the opposition. "People
were not voting in the (1990)
election for the NDP. They were
voting against the Liberals and
Tories."
But, Mr. Ashe hopes the same
isn't said of the Harris govern-
ment.
"I prefer to look at it as (the
voters) were looking at us to try
and preserve the things that they
held in value."
He admits that some of the
current Tory changes are painful
and not all of them may be right,
but he says they're what the vot-
ers wanted.
"Everything was in the Blue
Book. He's not doing anything he
didn't say he would do."
The view from the opposite
side is, not surprisingly, the op-
posite.
"One of the myths that the
Conservatives have been good at
getting out there is that they're
keeping their promises. They
aren't;" says Mr. Wiseman. "Har-
ris said he wouldn't close hospi-
tals and he's closing hospitals.
They said they wouldn't cut
funding to hospitals and yet
Ajax -Pickering has lost millions
of dollars and has had to close
beds.
"The only promise they're
keeping is the tax break and that
benefits so very few people. Con-
trast that to what we did. In Ajax
we built libraries, a wing for the
hospital and saved sections of the
environment that were in dan-
ger."
But, Mr. Ashe counters,
"What's happening now in terms
of the changes is that we couldn't
keep going down that route or we
were going to bankrupt ourselves
and we'd have nothing left for
our children and our children's

Mr. Wiseman doesn't accept
that. "The biggest failure of gov-
ernments today is their inability
to create an economic environ-
ment that won't destroy the nat-
ural environment"
One area where the two for-
mer politicians can agree is in
their dislike of the Liberals.

weren't the worst in terms of in-
creasing the level of spending,"
says Mr. Ashe, now in semire-
tirement running his own devel-
opment consulting firm. "The
Liberals had money flowing like
it was going out of style."
Mr. Wiseman, who returned to
a teaching position at Ajax High
School, criticizes the Liberals as
being hypocrites for flip-flopping
on their stance on issues such as
waste management.
He did so as an MPP and got
himself thrown out of the legisla-
ture.
But he saves his harshest criti-
cism for the media.
"How did we get here to the
Harris government? We got to it
(because of) a media that is ex-
tremely right wing in its views.
What you get in the media, and I
include the News Advertiser's
editorials in this, is a blanket sup-
port for the Harris government
and what they're doing," says Mr.
Wiseman.
"I think exactly the opposite;'
counters Mr. Ashe. "If anything,
the media is left wing, particular-
ly the owner of your organiza-
tion, Torstar."
Any predictions on the result
of the next election?
"Frankly, I think that if there
was an election today (the PCs)
would be soundly defeated," says
Mr. Ashe.
"Hopefully when the next
election is due the people of On-
tario will see that they are going
to be the long-term benefactors
Of some of the hard things that
are being done and will respect
what has happened."
We'll be back, we'll be
back," states an emphatic Mr.
Wiseman. "It's up to the people
to decide if we'll be back in
power."
So, in what direction will the
pendulum swing in two years
time? That's up to you.

AJAX — It was a battle of the War-
rens for the Annandale Curling Club's
men's competitive league title last
Wednesday.
The eventual winner of the men's
championship was the Warren Leslie rink
which defeated the Wayne Warren team
7-5 in the final. Joining Leslie on the
championship rink were Harry Nolte,
Marvin Harrison and Mike Nelson.
In the other men's playdown event~,
Bert Durand captured the 'A' consolation
title from Bang Moylan; Jeff Sakula won
the 'B' title over Andrew Roegele; Gord
Norton was the 'C' division champ over
Ken Bolsby; Peter Boyland skipped his
team to the 'D' category title over Jack
Rauch; and Ken Warren edged Brian
Hawke for the 'E' crown.
Barry Moylan and his team of wife
Susannah, Bernie Twyman and Pat Bol-
ger took the mixed league title over the
Bill Goodchild rink Thursday. Winning
the ' B' side was Dan Stencell with spouse
Darlene and Bruce and Debbie Larter
over the Brian Hawke foursome.
Warren Leslie and his team were the
big winners in the Annandale skins com-
he Warrens
petition. Leslie defeated the Jon Payne
rink to capture the title and win $680 of
the $800 up for grabs in the final. The
championship win brought the Leslie
rink's total to $906.50. The Leslie rink
earned its spot in the final after eliminat-
ing the Gord Norton team in the 'B' side
final. Forty-six rinks began the skins
competition at the beginning of the sea-
son.
The Annandale curling season ended
last weekend with the annual Last Chance
Bonspiel, which attracted 32 teams, half
of them from local clubs. The champi-
onship, which carried a $600 purse, was
won by the Gerry Pinkney rink from An-
nandale. With Pinkney were John Thain,
Rick Moak and Steve Stewart. Pinkney
defeated the Don Critchley rink which
collected the runners-up prize of $300.
John Bell of Avonlea and Warren Leslie
of Annandale split the 'A' consolation as
they agreed not to play the contest and di-
vided the $360 purse. The 'B' event was
won by Jon Payne over Steve Ingham,
both of Annandale. The 'C' event went to
Gord Norton of Annandale over Dennie
Elgie of Fast York. Steve PestelI of Avon -
lea took the 'D' final over Bang Moylan
of Annandale.
