In a report to Regional Coun- , ; I finance committee Wednes- Jay. Brian Roy wrote the new act -docs not seem to treat the munic- ipal sector as an adult but rather more akin to an adolescent". He reported the Province is making a "comprehensive over- haul" for the first time in almost 150 years of the Municipal Act, which has its roots in the Baldwin :pct of 1849. The new act will: - set out 13 'spheres of jurisdic- tion' or areas of municipal respon- sibility, such as public utilities; parking (except on highways); cul- ture, parks and recreation and her- itage; waste management; health, safety and protection; economic development; and animals; - dictate what a municipality must do and what it can do financially; • spell out the roles of a mayor and council; • remove the one-third tax-free al- lowancc for politicians. Mr. Roy told the finance com- mittee the 13 spheres of jurisdic- tion "give you the chance to oper- ate in a wide area of jurisdiction". On the other hand, he said, "The Province has a list of things finan- cially and administratively we can do and things we can't do. "I thought it was fairly credi- ble;' Scott Smith of Pickering says of Wednesday's 30 -minute TV broadcast, which cost $200,000 in production and air time. It feattmed Mr. Harris in a round -table discus - sion with parents from a school council in Unionville. "Overall, I thought it was well done," says Mr. Smith. '71wre has been so much misinformation out there ... that it was incredibly con- fusing" to understand changes. And while "it's too early to give a grade on (reforms)," Mr. Smith points out, "I can voice my opinion in the next (provincial) election if I don't like what I see'' Oshawa resident Nancy Gaiger watched the infomercial with inter- est. "My husband wasn't im- pressed, but it did clear up some things for me," admits the mother of three. While last fall's teachers' strike wasn't discussed, other controver- sial issues were, including stan- dardized testing. Brock and Scugog as well. Pickering Council's exec- utive committee Tuesday ap- proved spending $8.333 (plus GST) as the Town's share of the $25.000 cost of hiring a consulting firm to undertake a study on establishing the joint dispatch centre, with Ajax and Whitby picking up the other two-thirds. Pickering's share of the tab will be less if any or all of the threc north- ern municipalities decade, as expected, to participate in the study. Ajax Council has al- ready approved participation. Pickering's current fire communication system is in meed of upgrading. It uses a regional radio frequency that may be shared with all other regional municipalities under certain circumstances, which can cause some problems when other municipalities use the shared channel at the sante time Pickering has an emergency to handle. Ajax is also looking to up- grade its communication sys- tem, while Whitby has a more up-to-date system and a new communication centre. A joint dispatch centre could be established at the existing Whitby facility, with certain modifications. Fire chiefs and deputy chiefs from Pickering, Ajax, Whitby, Uxbridge, Brock and Scugog have sug- gested the joint study be un- dertaken, and have recom- mended Oldham Engineers Inc. after reviewing proposals from five firms. Key areas the study will look into include prresent and future teiecom- munication requirements, computerization and staffing. Fire chiefs have agreed on five principles they believe should govern the joint dis- patch centre, including: • 1 t be managed by a joint board with equal representa- tion from each partner. • no job losses will result from the consolidation: • the joint effort be used as a foundation for launching ad- ditional partnerships. Durham Council will try to answer that question next Wednesday when it meets to decide what is suit- able pay for the only so-called community member on the Durham Regional Police Services Board. At present, Kevin Ashe doesn't get a red cent for serving on the board which governs our men and women in blue. On the other hand, the two Durham Councillors who serve on the board are each paid $3,120 by the Region. And, the two provincial ap- pointees get $7,000 from the Ontario government. That's quite a discrepancy in pay for the five board members who are each expected to do the same amount of work. Durham Council's finance committee decided this past Wednesday to recommend to full council April 22 that Mr. Ashe be paid the $7,000 the provincial ap- pointees receive. It's an understatement to say that would be a substantial raise, especially since Mr. Ashe took on the job with the police board knowing there was no remuneration attached. Conversely, it's ludicrous that he doesn't receive any pay, particularly when some board colleagues make $3,120 on top of the money they earn as Regional Councillors while still others collect $7,000 for the same job he does. It's based on the 'broken window the- ory . That theory stems from an experiment by a sociologist who put a car on a street in a good neighbourhood and left it for a week. Over that time, nothing happened. So, the sociologist's team broke a window in the car and watched. Within hours, the vehicle had been stripped. Thus• the bro- ken window theory — if something look,, like it's being neglected, people will take advantage of the situation. I believe that same theory can be ap- plied to explain why so many people ig- nore traffic laws these days. If there's lit- tle, if any, chance of being caught, why not take advantage and spend or run a red light? Now, neither Ajax nor Pickering are like New York, but people are people. And, that's why I support photo -radar and red-light cameras. In a recent letter to Ajax Council, On- tario Transportation Minister Tony Clement and Solicitor General Robert Runciman advised the Town that the provincial government will support photo -radar and red-light cameras if they're used only to nab motorists who drive aggressively and not the owner of the vehicle if someone else is behind the wheel at the time of the infraction. The% also want the Ontario Information and Privacy Commissioner to support the ini- tiative. The privacy issue, in my mind, is a bogus argument. As Newis Advertiser columnist Eric Dowd noted on April S. the Province isn't worried about the pri- vacy of welfare recipients if it wants to fingerprint them. If police were able to rely on red-light cameras and photo -radar, they'd probably be nabbing you or your neighbours. A check of tickets issued always shows that most motorists speeding through a subdi- vision live in the area, usually within blocks of the transgression. But, red-light cameras and photo -radar shouldn't be necessary to encourage care- less drivers to change their bad habits. Motorists should be governed by person- al responsibility. Too few of them are. Next time you're stopped at a red light, watch as motorists run through a yellow or a red. Next time you're on Hwy. 401, drive 100 kilometres an hour and see how many others blow by you. Class size has also been an im- portant issue for parents, many of whom were reassured by Premier Harris that elementary classes will have no more than 25 students and secondary classes will be topped at 22. 'You can no longer negotiate or increase class size to fund some- thing else;' Premier Harris ex- plained. While Ms. Waters applauds smaller classes, it raises some con- cerns. "If they are going to limit class sizes, they will have to deal with the fact that they only have so many classrooms." He "no- ticed fewer supplies, older text- books and computers not being updated" in that time. "He's definitely right there;' concurs Ms. Gaiger. "With my kids, the supplies just aren't there. 1 feel it's my obligation to supply things for them" Meanwhile, many parents felt assured when Premier Harris ex- plained uncertified instructors wouldn't be used to replace quali- fied teachers. "It makes sense to bring in someone from the real world" to instruct students on some lessons, says Ms. Waters, who also believes it's a good idea "to take some tasks off a teacher that do not require their expertise;' such as listening to a slow reader who needs prac- tice. Mr. Smith was pleased to learn uncertified instructors will be "used as a supplement. I'm all for that. You can't expect teachers to be up to speed on everything that's happening with technology... It's not like the kids will be left alone with (uncertified instructors).- For nstructors)"For Ms. Gaiger, the biggest sur- prise from the infomercial was learning the government already had sweeping powers before Bill 160 was passed. "The powers peo- ple claim we gave ourselves were already there;' said Premier Har- ris, who believes unions were an- gry because they lost the power to negotiate class size in contracts. -I didn't realize the government had so much power;' admits Ms. Gaiger. "That was a surprise to me. But if the powers were already there, why is the system the way it is?" She was disappointed the in- fomercial didn't touch upon the elimination of OAC and how it will affect the 'double cohort' year when a Grade 12 class and last OAC class graduate together. Mr. Anderson argued that if the three Regional appointees to the police board were to have their salaries increased to $7,000, then the chairmen of the four Re- gional Council standing commit- tees would want a similar raise.
