Durham raps proposed changes
to rules governing municipalities
The provincial government is
,-eating municipalities like a
•::nager with proposed changes to
he Municipal Act, according to
Durham Region's lawyer.
In a report to Regional Coun-
, ; I finance committee Wednes-
Jay. Brian Roy wrote the new act
-docs not seem to treat the munic-
ipal sector as an adult but rather
more akin to an adolescent".
He reported the Province is
making a "comprehensive over-
haul" for the first time in almost
150 years of the Municipal Act,
which has its roots in the Baldwin
:pct of 1849.
The new act will:
- set out 13 'spheres of jurisdic-
tion' or areas of municipal respon-
sibility, such as public utilities;
parking (except on highways); cul-
ture, parks and recreation and her-
itage; waste management; health,
safety and protection; economic
development; and animals;
- dictate what a municipality must
do and what it can do financially;
• spell out the roles of a mayor and
council;
• remove the one-third tax-free al-
lowancc for politicians.
Mr. Roy told the finance com-
mittee the 13 spheres of jurisdic-
tion "give you the chance to oper-
ate in a wide area of jurisdiction".
On the other hand, he said, "The
Province has a list of things finan-
cially and administratively we can
do and things we can't do. There's
very little latitude given"
Mr. Roy wrote, "In large mea-
sure, the Province will have a fair-
ly tight rein over the activities of
the municipal sector and, of
course, will have a trump card
through regulation"
Oshawa Councillor and finance
committee chairman Brian Nichol-
son noted the new act changes the
role of a mayor.
"In the old act, the mayor was
the head of the corporation;' Coun.

Many parents learned new in-
formation on education reform
while watching an infonvwcial by
Premier Mike Harris, which con-
vinced some to "give the govern-
ment a chance".
"I thought it was fairly credi-
ble;' Scott Smith of Pickering says
of Wednesday's 30 -minute TV
broadcast, which cost $200,000 in
production and air time. It feattmed
Mr. Harris in a round -table discus -
sion with parents from a school
council in Unionville.
"Overall, I thought it was well
done," says Mr. Smith. '71wre has
been so much misinformation out
there ... that it was incredibly con-
fusing" to understand changes.
And while "it's too early to give
a grade on (reforms)," Mr. Smith
points out, "I can voice my opinion
in the next (provincial) election if I
don't like what I see''
Oshawa resident Nancy Gaiger
watched the infomercial with inter-
est. "My husband wasn't im-
pressed, but it did clear up some
things for me," admits the mother
of three.
While last fall's teachers' strike
wasn't discussed, other controver-
sial issues were, including stan-
dardized testing. Premier Harris
said the tests will be used to deter-
mine how Ontario schools com-
pare to others in Canada and
around the world.

will want the loss offset by a pay hike
that will come out of Durham taxpay-
ers' pockets.

people who will pay for this are the

Oshawa Councillor John Gray
agreed. He admitted the tax-free al-
lowance councillors receive irks many
taxpayers. "Politicians are the only
ones to receive it and it grates on a lot
of people"
But, Coun. Gray said colleagues
want any income loss offset. "No one
has the expectation of an increase.
They want the same take-home pay"
The provincial government hopes to
get first reading for the bill in the next
session of the legislature and have it
passed by the end of the year.

AJAX APPROVAL ALREADY ON THE BOOKS
PICKERING — The
Town is another step closer to
establishing a joint fire dis-
patch centre together with
Ajax and Whitby, and -per-
haps Uxbridge. Brock and
Scugog as well.
Pickering Council's exec-
utive committee Tuesday ap-
proved spending $8.333 (plus
GST) as the Town's share of
the $25.000 cost of hiring a
consulting firm to undertake a
study on establishing the joint
dispatch centre, with Ajax
and Whitby picking up the
other two-thirds. Pickering's
share of the tab will be less if
any or all of the threc north-
ern municipalities decade, as
expected, to participate in the
study. Ajax Council has al-
ready approved participation.
Pickering's current fire
communication system is in
meed of upgrading. It uses a
regional radio frequency that
may be shared with all other
regional municipalities under
certain circumstances, which
can cause some problems
when other municipalities use
the shared channel at the
sante time Pickering has an
emergency to handle.
Ajax is also looking to up-
grade its communication sys-
tem, while Whitby has a more
up-to-date system and a new
communication centre. A
joint dispatch centre could be
established at the existing
Whitby facility, with certain
modifications. Fire chiefs and
deputy chiefs from Pickering,
Ajax, Whitby, Uxbridge,
Brock and Scugog have sug-
gested the joint study be un-
dertaken, and have recom-
mended Oldham Engineers
Inc. after reviewing proposals
from five firms. Key areas the
study will look into include
prresent and future teiecom-
munication requirements,
computerization and staffing.
Fire chiefs have agreed on
five principles they believe
should govern the joint dis-
patch centre, including:
• 1 t be managed by a joint
board with equal representa-
tion from each partner.
• no job losses will result
from the consolidation:
• the joint effort be used as a
foundation for launching ad-
ditional partnerships.

Just how much is a quasi -politician worth'?
Durham Council will try to answer that question
next Wednesday when it meets to decide what is suit-
able pay for the only so-called community member on
the Durham Regional Police Services Board.
At present, Kevin Ashe doesn't get a red cent for
serving on the board which governs our men and
women in blue. On the other hand, the two Durham
Councillors who serve on the board are each paid
$3,120 by the Region. And, the two provincial ap-
pointees get $7,000 from the Ontario government.
That's quite a discrepancy in pay for the five board
members who are each expected to do the same
amount of work.
Durham Council's finance committee decided this
past Wednesday to recommend to full council April 22
that Mr. Ashe be paid the $7,000 the provincial ap-
pointees receive. It's an understatement to say that
would be a substantial raise, especially since Mr. Ashe
took on the job with the police board knowing there
was no remuneration attached.
Conversely, it's ludicrous that he doesn't receive any
pay, particularly when some board colleagues make
$3,120 on top of the money they earn as Regional
Councillors while still others collect $7,000 for the
same job he does.
We can understand the rationale behind the propos-
al by Uxbridge Mayor Gerri Lynn O'Connor that Mr.

In an attempt to make New York City a
better place to live, police there began to
clamp down on quality -of -life crimes like
public drunkenness, urinating and litter-
ing. It's based on the 'broken window the-
ory .
That theory stems from an experiment
by a sociologist who put a car on a street
in a good neighbourhood and left it for a
week. Over that time, nothing happened.
So, the sociologist's team broke a window
in the car and watched. Within hours, the
vehicle had been stripped. Thus• the bro-
ken window theory — if something look,,
like it's being neglected, people will take
advantage of the situation.
I believe that same theory can be ap-
plied to explain why so many people ig-
nore traffic laws these days. If there's lit-
tle, if any, chance of being caught, why
not take advantage and spend or run a red
light?
Now, neither Ajax nor Pickering are
like New York, but people are people.
And, that's why I support photo -radar and
red-light cameras.
In a recent letter to Ajax Council, On-
tario Transportation Minister Tony
Clement and Solicitor General Robert
Runciman advised the Town that the
provincial government will support
photo -radar and red-light cameras if
they're used only to nab motorists who
drive aggressively and not the owner of
the vehicle if someone else is behind the
wheel at the time of the infraction. The%
also want the Ontario Information and
Privacy Commissioner to support the ini-
tiative.
The privacy issue, in my mind, is a
bogus argument. As Newis Advertiser
columnist Eric Dowd noted on April S.
the Province isn't worried about the pri-
vacy of welfare recipients if it wants to
fingerprint them.
If police were able to rely on red-light
cameras and photo -radar, they'd probably
be nabbing you or your neighbours. A
check of tickets issued always shows that
most motorists speeding through a subdi-
vision live in the area, usually within
blocks of the transgression.
But, red-light cameras and photo -radar
shouldn't be necessary to encourage care-
less drivers to change their bad habits.
Motorists should be governed by person-
al responsibility. Too few of them are.
Next time you're stopped at a red light,
watch as motorists run through a yellow
or a red. Next time you're on Hwy. 401,
drive 100 kilometres an hour and see how
many others blow by you.
The argurnent over red-light carneras

this: if ya ain't breakin' the law, ya have
nothin' to worry about.

n't have to worry about what
school your son or daughter goes
to. You have the right to expect the
quality of education to be the
same. You don't want to tie teach-
ers' hands, but you need mile-
stones to check against to find out
if you're going in the right direc-
tion"
While "the way (Premier) Har-
ris says it, it sounds good," Ajax
mother of three Allyson Daly sup-
ports standardized testing "only if
everyone works together as a team
and it doesn't set one school
against another."
Two of her children have at-
tended three schools in Durham
Region "and you definitely see a
difference. That shouldn't be;' she
maintains.
Class size has also been an im-
portant issue for parents, many of
whom were reassured by Premier
Harris that elementary classes will
have no more than 25 students and
secondary classes will be topped at
22.
'You can no longer negotiate or
increase class size to fund some-
thing else;' Premier Harris ex-
plained.
While Ms. Waters applauds
smaller classes, it raises some con-
cerns. "If they are going to limit
class sizes, they will have to deal
with the fact that they only have so
many classrooms."
She remembers being "in-
censed" when the Durham District

but it doesn't look good when your
taxes are going up"
On that issue, Premier Harris
criticized school boards for in-
creasing taxes 120 per cent be-
tween 1985 and 1995 when enrol-
ment rose just 16 per cent. He "no-
ticed fewer supplies, older text-
books and computers not being
updated" in that time.
"He's definitely right there;'
concurs Ms. Gaiger. "With my
kids, the supplies just aren't there.
1 feel it's my obligation to supply
things for them"
Meanwhile, many parents felt
assured when Premier Harris ex-
plained uncertified instructors
wouldn't be used to replace quali-
fied teachers.
"It makes sense to bring in
someone from the real world" to
instruct students on some lessons,
says Ms. Waters, who also believes
it's a good idea "to take some tasks
off a teacher that do not require
their expertise;' such as listening
to a slow reader who needs prac-
tice.
Mr. Smith was pleased to learn
uncertified instructors will be
"used as a supplement. I'm all for
that. You can't expect teachers to
be up to speed on everything that's
happening with technology... It's
not like the kids will be left alone
with (uncertified instructors).-

But if the powers were already
there, why is the system the way it
is?"
She was disappointed the in-
fomercial didn't touch upon the
elimination of OAC and how it
will affect the 'double cohort' year
when a Grade 12 class and last
OAC class graduate together.

Mr. Ashe get) over and above
what you do."
A proposal that Mr. Ashe be
paid the same as councillors on
the police board was rejected.
Committee members also
turned down a proposal to pay all
Regional appointees to the police
board the same $7,000 as provin-
cial appointees.
Mr. Anderson argued that if
the three Regional appointees to
the police board were to have
their salaries increased to $7,000,
then the chairmen of the four Re-
gional Council standing commit-
tees would want a similar raise.
"Ibis is absolutely the worst
thing you could pass.
"You're setting an example for
all the committee chairmen;' he
said.

comment yesterday at the mews

Attracting hummingbirds to your garden
One of the special delights of the summer
garden is the visitors it brings. For the last few
years we have been enjoying the visits of ruby -
throated hummingbirds.
Feeders are available commercially and
hold a sugar -water solution that will attract
hummingbirds. They do like the taste of the
liquid offered to them, but this alone is danger-
ous for the tiny birds. The solution doesn't pro-
vide sufficient nourishment for them and it has
been said that tot) steady a diet of this could
cause a fungus in the hummer's mouth.
The other problem with these feeders is
that, not only will you get hummingbirds, but
you'll find every wasp in the neighbourhood
will be there for dinner as well.The best way to
attract hummingbirds is to plant a garden filled
with nectar -rich plants that will keep them
coming back. Tice Ruby -Throated is the only
species of hummingbird that is seen in our pan
of the country and it is very easily identified.
The adult male has a bright red throat, and his
mate's throat is white.
Hummingbirds feed every 10 to 15 minutes
from dawn to sunset and consume more than

ter. They have big appetites! The ideal plant
has red, orange or pink blooms. Tlx flowers
are either large single flowers or loosely clus-
tered blossoms that droop. They most often are
tubular ones that hold generous reservoirs of
nectar. Scent is unimportant to these birds.
They depend on sight rather than on smell. Red
flowers contrast boldly with green vegetation
and are a beacon to the hummingbird. The lit-
tle fledglings soon team by trial and error to
seek out tubular flowers and to link the colour
red with food. These little fellows are, in fact.
attracted to anything red. If you're in the gar-
den with a red shirt or hat, it's not uncommon
to have a hummer investigate your potential for
food. Hummingbirds are tentorial and will de-
fend what they perceive to be their area. It is
wise to have several plantings, not necessarily
within sight of one another, in order to encour-
age a number of birds. If you plant only one
section for the hummingbirds, the dominant
one will likely drive all the others

The association is holding bingos
on Mondays and Thursdays at Delta
Bingo in Pickering to raise funds to
support programmes and services.

Library kids celebrate Mother's and Father's Days
PICKERING — Mother's Day
and Father's Day programmes for
kids are being offered at the Pickering
Central Library.
At the Mother's Day session on
Saturday, May 9 at 2 p.m., children
three to six years of age are invited to
celebrate the day by enjoying stories
about mothers and creating a special
gift for their moms. Tickets are $1

Happy Father's Day, on Saturday,
June 20 at 10:30 a.m., is for children

to deal with other emergency situations

Red Cross First Aid courses are held
monthly at the organization's Ajax -Pick-
ering Community Office in Pickering
and its Region of Durham Branch in Os-
hawa. The courses include CPR proce-
dures which can be performed by one
adult to help adults, infants or children,
and also offer optional instruction in
two -person CPR.
The eight-hour basic Emergency
First Aid course is available in Ajax -
Pickering from 9 am. to 6 p.m. on Sat-
urday, May 2; and in Oshawa from 9
a.m. to 6 p.m. on Saturday, April 25.
Standard First -Aid, a more compre-
hensive 16 -to- 18 -hour course (depend-
ing on whether the two -person CPR op-
tion is included) is available in Ajax -
Pickering on Saturday and Sunday, May
2 and 3 from 9 a.m. to 6 p.m.; and in Os-
hawa Saturday and Sunday. April 25 and
26 from 9 am. to 6 p.m.
Re -test courses for both Emergency
and Standard First Aid will be held in
Oshawa Saturday, April 18 from 9 a.m.
to 4:30 p.m.
Fees for the courses are: Emergency
First Aid $55; Standard First Aid, $70,
$90 with 'Two -Rescuer' option; Emer-
gency First Aid re -test, $35; and Stan-
dard First Aid re -test, $50.

AJAX - You can help a group of
talented youngsters perform at an over-
seas music festival by participating in
two upcoming fund-raising events.
The Young Singers of Ajax will rep-
resent the town in England in July when
they participate in the Canterbury
Choral Festival. They'II be joined by
children's choirs from places like Eng-
land, California, North Carolina, Lux-
embourg and Holland.
The first fund-raising event is a
Spring Fling dinner and dance in the
Ajax Community Centre's HMS Room
on Friday, April 24 from 7:30 p.m. to 1
a.m. There will be door prizes, a buffet
dinner, cash bar and music supplied by a
disc jockey. Tickets are $35 per couple
or $20 apiece.
The choral group will also host a tail-
gate garage sale and barbecue at the
McLean Community Centre's near park-
ing lot on Magill Drive Saturday, May
23 from 9 a.m. to 2 p.m. Vendor spaces
