Durham Region is against a
Greater Toronto Services Board be-
cause it "will, in essence, function
as a form of government".
Regional Councillors voted
overwhelmingly against establish-
ing a GTSB, many because they
fear the board's mandate would ex-
pand until it becomes another level
of government.
"Any member of our Council
would be extremely hard pressed to
find people on the street of Oshawa
who would favour this (board):'
Oshawa Mayor Nancy Diamond
said.
The board would "take the man-
agement of our communities out of
our hands:" she added.
Oshawa voters were "absolutely
clear" when they voted 94 per cent
against being part of a GTSB.
The board, "if they make the de-
cision and we pay — that's not
good management and it's not the
type of government Oshawa
wants:' she said.
Ajax Mayor Steve Parish said
voting against a GTSB is "wrong-
headed, parochial and reminds me
of an ostrich sticking its head in the
sand.

PICKERING — Amberlea res-
idents opposed to having a school in
a subdivision to be built on the
'Swan' property at the northeast
corner of Whites Road and Finch
Avenue have persuaded the Town to
support their position.
Pickering Council voted last
week, while approving rezoning of
the property from rural agricultural
to low-density residential and open
space, to delete provisions in the
Town's Official Plan for public and
separate elementary school sites and
a possible high school site on the
land. Only the Durham Catholic
District School Board has indicated
an interest in actually building a
school in the area. Durham Region
will decide the school issue when it
approves a plan of subdivision for
the property.
Councillors were also assured
there will be conditions on the Swan
development to ensure it does not
damage area creeks and streams
which are crucial to the future
health of Frenchman's Bay.
Councillors approved a staff -rec-
ommended plan which will allow
the construction of 118 semi-de-
tached and 54 detached homes on
the 43.74 -acre (17.7 -hectare) prop-
erty if no school is built, and 66 se-
mi-detached and 52 detached hous-
es if a school is built.
Residents opposed to a school
were most concerned about the traf-
fic and potential safety problems
that could be created by having ac-
cess to it from Finch Avenue.

Maurice Brenner suggested the pro-
visional school site suggested in

Jim Dike, a member of the Wa-
terfront 2001 Task Force on the fu-
ture of Pickering's lakefront, told
councillors the Frenchman's Bay
watershed is already heavily urban-
ized except for the part of town
north of Finch, where the Swan
property is located.
According to a report by Town
staff, several significant natural fea-
tures are located on the Swan prop-
erty, including tributaries of both
Pine and Dunbarton Creeks and a
wooded area of about eight
hectares.

edge and skills children should develop by
the end of senior kindergarten.
It is designed to prepare children for
the new curriculum for Grades 1 to 8 and
outlines specific expectations in language,
mathematics, science and technology, per-
sonal and social development, and the
arts.
"Children's early learning experiences
are too important to be dealt with haphaz-
ardly;" Minister Dave Johnson says in a
press release.
"Now we will have a strong foundation
for their future intellectual, physical and
social development"
Durham Catholic District School
Board director Grant Andrews is "pleased
the ministry has taken a positive step to-
wards recognizing the importance of edu-
cation in the early years."
He believes parents will welcome the
document because "it gives them ideas on
how they can work with their children and
teachers to help their children" do better
in school.
Meanwhile, Ms. Freedman is pleased
the new curriculum "deals with issues
such as language development, literacy
and English as a second language.
"It recognizes that we are dealing with
academic development and children's de-
velopment through social interaction and
play.
She's also pleased it offers guidelines
on how, to evaluate children.
Schools will begin using the pro-
gramme in September.
What's expected from kids
under new curriculum
The provincial government has out-
lined overall and specific expectations
in the following five areas of learning.
Children will be expected to acquire
these skills by the end of kindergarten:
LANG U'AGE:
• identify and be able to print letters of
the alphabet. their own names and
some short words:
• N rite simple messages using pictures,
letters. phonetic spelling and familiar
words.
MATHEMATICS
• count orally to 30 and recognize and
write numerals from one to 10;
• use some standard measuring devices
appropriately (tape measure, ther-
mometer, clock, etc.)-.
• demonstrate awareness of addition
and subtraction in everyday activities.
SCIENCE AND TECHNOLOGY:
• describe some natural occurrences
using their own observations-,
• identify patterns and cycles in the
natural world (e.g. life cycle of a but-
terfly)-.
• describe characteristics of natural
materials and demonstrate understand-
ing of some basic concepts related to
them.
PERSONAL AND SOCIAL
DEVELOPMENT:
• use a variety of simple strategies to
solve social problems;
• identify and apply basic safety rules;
• investigate and describe familiar goo-
graphical features in their own area.
THE ARTS
• use pictures, sculptures and collages
to represent idea~;
• identify elements of visual images,
such as colours, and variations in
shape and size;
• demonstrate understanding of rhyth-
mic patterns.

tion to dozens of photographs of naked

Sergeant Jim Grimley said a student
monitor found a disc Friday morning
which had been left inside a computer
terminal the previous evening.
"She viewed the disc- and discovered
child pornography, and then turned it
over to college security who in turn con-
tacted police." Sgt. Grimley said.
Later that morning a fon-ler student
at the college was observed returning to
the same computer terminal, the sergeant
said. He was booted off campus under
the Trespass to Property Act.
Sgt. Grimley said a man enrolled at
the college in November of last year for
"academic upgrades" then quit classes in
February.

Mr. Fletcher, who is unemployed,

assault. He served a six-year sentence
and was released in 1996.

Time to hear

Elected officials in both Ajax and Pickering could
take a page from the book of the local board of
trade.
The business group, in a bid to weigh in on the
amalgamation issue, is currently consulting its
membership to see if business backs the notion of
Ajax and Pickering joining forces.
Where Town of Ajax officials have mostly re-
sponded to Pickering'% polite suggestions for dis-
cussion on the issue with emotional arguments, they
haven't formallN consulted constituents to see how
they feel.
And there are likely many areas where Ajax and
Pickering can realize service savings, greater eco-
nomic clout in the region and political influence
through amalgamation.
A survey being distributed by the Ajax -Pickering
Board of Trade to members will help gauge the
mood of the business community. Perhaps it's time
some sort of consultation is conducted with the pub-
lic at large.
Those who stand to benefit, as well as those who
could potentially be displaced if amalgamation were
to occur, must also make their case in a public
forum.
If everyone has the facts, informed decisions will
result.
And though no one knows today — at least not

Sex ed. should
offend no one
To the editor:
Since the objective is to protect children
from sexually transmitted disease and abuse.
it is sufficient for schools to teach the bio-
logical facts of human sexuality and repro-
duction without going into great detail about
the mechanics of sexual practices or showing
them images of different practices. Many stu-
dents are visual learners, and images stay in
their memories long after the words of cau-
tion or instruction are gone. You don't need
to tell someone "how to" in order to tell them
..not to".
It is best to advise the students to abstain
and inform them of the consequences if they
don't, such as AIDS, other sexually transmit-
ted diseases, pregnancy and the resulting
physical and emotional trauma and
heartache. We all know that condoms are not
completely reliable as a form of birth control
and they are not infallible in preventing
STDs.
Statistics show that the incidence of ado-
lc%Lcnt sexual activity, STD, teenage preg-
nancy and abortion has risen dramatically in
the last few years. During the same time the
schools have been giving an ever increasing
and more detailed amount of sex cd. infor-
mation to our children. Teaching them more
about the subject is obviously not sohing
this major problem in our society.
Also, it does not help potential sexual
abuse victims nor docs it prevent abuse. it
they know all about the different ways they
could be abused. Rather we need to teach
them to be aware of and avoid potentially
compromising and dangerous settings and
situations before anything happens. And we
need to protect our children by being much
more careful in screening people who work
with children.
What is being taught in sex cd. class is
completely contrary to a lot of people's be-
liefs and moral values. For instance, Chris-
tians believe that there should be no sexual
relations outside of marriage, and that is
what they teach their children.
Since our sexual practices are tied to our
moral values, and our moral values are based
on our religious beliefs, the school system
needs to be more sensitive in how sex ed. is
being taught. To say "whomever doesn't like
it can have their children exempted from the
programme" does not solve the problem.
The reason for discontinuing Christian
practices in the public school system was
"inclusiveness" so children would not need
to be exempted from practices and teachings
that their parents didn't agree with.
Sex ed. should also be "inclusive" in that
it takes into consideration the moral values
and beliefs of all students and their parents
WW offends none.
We need to protect, nurture and guide our
children and give them time to mature into
emotionally, spiritually healthy and strong
adults who are then able to handle all the
complex issues of life, and not burden and
confuse them with excessive or conflicting
information.
Many parents are rightfully very con-
cerned and have voiced their objections and
concerns to the sex education being taught in
schools. The primary responsibility for
teaching our children moral values lies with
the parents, and that responsibility should not
be undermined.

pat on the back for his efforts in the

speaking elementary school chil-
dren across Canada. He submitted
his story based on a popular fable
entitled The Twisted Tale of the
Three Billy Goats Gruff which in-
troduces acid rain and rotten trees to
the popular story about trolls, a goat
and a bridge. "It takes me a long
time to come up with story ideas;'
admits the thoughtful 12 year old,
who calls art his favourite subject.
"I've seen changes to sone sto-
ries, so I tried to come up with a
fairytale I already knew. I came
across The Billy Goats Gruff which
was one of my favourites" He wrote
the story as a creative writing as-
signment in his Grade 5 class last
year and entered the contest after
learning about it from his mother,
who works in the children's depart-
ment of the Pickering Public Li-

The contest, sponsored by The
Canadian Children's Book Centre,

cent poll which showed 48 per

desire for more home-based
health care solutions. preven-
tive medicine and specialty care
for the aged and those with dis-
abilities coincides with a grow-
ing body of evidence that such
j care options are cheaper and in
many cases more effective than
traditional hospital-based care.
It maintains that by putting ,
funds into existing community-
based agencies and allowing
them to bolster their services to
meet demand, the government
can immediately relieve the
hospital crunch.
"When it comes to commu-
nity services, we have the infra-
structure and the expertise,"
states Mrs. Fulford. I
"We're ready to deliver as }
soon as the government de-
cides"
Mrs. Fulford points out that
in Durham, 493 people are
waiting for placement in long-
term care facilities, while home
care and community support
services are working at maxi-
mum capacity.
"The government needs to
finish the job of creating the
health care system we need for
the 21 st century," she says.

Ontario Transportation Minister Tony
Clement says he doesn't expect to see an in-
crease in referendums in the province if and
when proposed legislation regulating
plebiscites is passed.
"We're not looking for referendums every
day, every week or even every year;" Mr.
Clement said Tuesday while speaking in
Durham to a business audience on the topic of
proposed referendum legislation.
His visit is part of his tour of Ontario to find
out how people feel about Referendum On-
tario, the proposed bill which sets out how and
when the provincial and municipal govern-
ments and even residents in Ontario call refer-
endums. The minister said experience in other
provinces and American states that have refer-
endum legislation shows there is no explosion
of referendums called after laws are approved.
Mr. Clement said the legislation isn't meant
to encourage referendums but is meant to reg-
ulate them, since they are already being held
by municipalities across Ontario.
He said the Conservative party discovered
before and during the last provincial election
that people want their politicians to be more
accountable and government to be more acces-
sible. Referendums would accomplish that, he
said.
The results would be binding only if 50 per
cent of eligible voters cast ballots in the refer-
endum and if the result received more than 50
per cent of the vote.
Mr. Clement said that if voter turnout is
lower than 50 per cent, the results would not be
binding. Councils could take the result under
advisement in deliberations on an issue, he
said.
Mr. Clement added a "hot" referendum is-
sue could increase voter turnout during a mu-
nicipal election. He said when Windsor held a
casino vote during an election, more than 50
per cent of voters cast ballots.
He said the reaction from people in Ontario
to the proposal has been positive, although
some municipalities have expressed concern
about the cost of referendums, especially if
they are held in between elections.
"We've been hearing that from some mu-
nicipalities and I think we can accommodate
them;' he said, adding the Province could look
at making it possible for municipalities to refer
a referendum question to an election year.
Mr. Clement was given the responsibility
for developing the referendum policy before
he was made transportation minister. He re-
tained the responsibility after being elevated to
the cabinet.

Now is the time to prepare for a lush and healthy lawn
We all look forward to a lush green carpet
of lawn after winter. Now is the time to start
the maintenance program that will ensure
your lawn stays healthy and green until winter
takes over again for another year.
The first step is a relatively simple though
disagreeable job that can turn into a pleasant
way to spend an afternoon if you develop a
positive attitude about it. I am referring to the
"clean-up:'
Remove debris such as branches and litter
that may have settled on the lawn during win-
ter and then with a "grass" rake gather up the
old clippings and dead grass that may have ac-
cumulated. This will allow the sun to reach
the live plants and will allow air to circulate.
At this time, you may want to repair any
damage that might have occurred during the
cold weather, such as ruts or small areas of
winterkill. Filling small ruts is a simple matter
of levelling the lawn with a mixture of topsoil
and some organic matter such as composted
cattle manure worked into it.
If there are areas of winterkili under three
or four inches in diameter, it is likely they will
fill in on their own as spring progresses. If,
however, you are dealing with something larg-
er, you will want to repair the area yourself.
Depending on the size of the patch, you
can either use sod purchased at a garden cen-
tre or you may want to reseed. If you decide
to seed the area, you could use perennial rye-
grass which will germinate and mature quick-
ly to give you a fast cover.

If there are areae of your lawn that seem
patchy or thin, you can overseed them to en-
courage the area to thicken up.
By this time you should be thinking about
fertilizing the grass, especially if you didn't
apply any fertilizer last fall. Grass that's well-
fed tends to be thicker, greener and more re-
sistant to disease and insect problems. Be-
cause your goal in fertilizing your lawn is to
encourage green lush growth rather than
flower production, you must use a fertilizer
with a high nitrogen content. Fertilizers are
identified by the proportions of the three ma-
jor nutrients that make them up: nitrogen,
phosphorus and potassium and are identified
on the packaging by three numbers such as
12:3:6. The first number (12) indicates this
formula is highest in nitrogen, which pro-
motes leaf formation and green colour. The
second number (3) phosphorus promotes
strong root development. A newly seeded
lawn would benefit from a formula rich in
phosphorous for root development. The third
number (6) identifies the potassium level. A

Garden centres and nurseries offer a wide
variety of lawn fertilizers, some with slow re-
lease properties and others that control weed
growth at the same time. Consult with a nurs-
ery operator if you are in doubt as to which
one will best serve your needs. Always pay at-
tention to the directions printed on the bag by
the manufacturer.
When to cut the grass is, of course, dictat-
ed by how quickly it is growing. Mow- the
grass once it has achieved a height of more
than two inches. The depth of the root system
is directly related to the mowing height. Deep-
er roots means the grass will be able to more
efficiently obtain water and nutrients. A deep-
rooted lawn is better able to withstand periods
of drought and can go longer between water-
ings.

ing your lawn. Mother Nature usually sup-
plies a sufficient amount in the spring time,
but as the season progresses, we have to give
%r a hand. The easiest way to check the mois-
ture level is to feel it. Dig into the lawn with a
trowel and check for yourself. It is preferable
to water deeply and less often than to water
frequently and just tease the roots. You should
water long enough for the moisture to seep
four to eight inches into the soil. How long
this takes depends on the type of soil you are
working with.
A weed -free lawn is everyone's goal.
Keeping your lawn thick is one of the best de-
fences against weeds. Broadleaf weeds such
as crabgrass can be a problem and there are a
variety of excellent products available at nurs-
eries and garden centres. There are other
methods of course, such as digging out the of-
fending weed, making sure all the roots are re-
moved. Whether this is practical or not is an-
other matter.

ing Master Splashers made a
big splash at two high-profile
masters swimming meets re-
cently.
The adult swimmers
turned in solid performances
at the recent Ancastcr meet
and at the 1998 Ontario Mas-
ters Swimming Champi-
onships at the Etobicoke
Olympium pool.
All four Master Splashers
at the Ancaster competition
March 29 returned home
with medals.
Eric Degeer, of Pickering,
finished first in both the 200 -
metre freestyle and the 50m
breaststroke. He was second
in the 50m free, and fourth in
the 100m free and the IOt
individual medley.
Todd Stacey, of Oshawa
finished second in the 50m
breast and IOOm breast and
third in the 100m 1.M,
Lisa Martin, of Pickering,
won the 50m breast and the
50m backstroke. She was
second in the 100m breast
and third in the 100m I.M.
Cindy Olynyk. of Ajax,
won the 200m I.M. event,
while placing second in the
100m I.M., 50m butterfly
and 100m fly. She was third
in the 100m free.
The Master Splashers' 4-
x -5()n mixed freestyle relay
team finished fourth.
Eight swimmers repre-
sented the Master Splashers
at the Ontario championship
against 517 of the best adult
swimmers in the province.
Brenda Buckingham, of
Whitby, won the 50m back.
