NEW PROVINCIAL FUNDING FORMULA TOPS UP CASH FOR PUBLIC SEPARATE SCHOOLS IN REGION

Durham's two school boards will re-
ceive "extensive" increases in money under
the Province's new funding formula, but
educators say there's still confusion about
what the numbers mean.
According to the government's figures.
the Durham District School Board will re-
ceive an increase of approximately $14
million in overall funding next year while
the Durham Catholic District
School Board will get an addi-
tional $13 million.
"It's a good -news story for the
parents of Durham students,"
says Stephen Parfeniuk, manager
of financial services for the pub-
lic board. "We will be able to put
more money into the classroom."
But, while Mr. Parfeniuk re-
ports the increase appears "exten-
sive" at first glance, he says
board staff will likely spend the
next few weeks attempting to
"ascertain and discern exactly
what it's going to mean for our
board.
"It's still a puzzle;' says Pat Jermey.
Durham district president of the Ontario
Secondary School Teachers' Federation.
"We all hoped the announcement would
have been clearer."
The projected operating revenue for the
public board during the 1998-99 school
year represents an increase of 4.2 per cent
in classroom funding (including money for
expenses that contribute to learning such as
teachers, textbooks and other supplies) and
a 3.8 -per cent increase in money for
classroom expenditures.
However, Ms. Jermey says she fails to
see the good news for the region.

Public board director Grant Yeo reports
since the board has received only the bot-
tom-line figures, officials don't have the
details so drafting the 1998 spending blue-
print will be "a whole new way of doing a
budget".
He reports the Province's figures
don't include any information re-
garding funding for capital expen-
ditures so the board still doesn't
know if there will be money for
new schools.
"This is one of the most frus-
trating exercises we've ever been
a part of." says Perry Blocher,
spokesman for the Ontario Public
School Boards Association, who
reports there's a lot of confusion
about the funding formula at
boards across the province.
In introducing the new funding
model at Pickering's Pine Ridge Secondary
School Wednesday, Education and Train-
ing Minister Dave Johnson said, "This an-
nouncement means classroom spending
will increase from 61 to 65 per cent of total
education spending. This will mean an in-
crease of $583 million by the year 2000:'
The minister said every board in the
province will be a winner when it comes to
funding for classroom spending.

fear of (my children) coming
face to face with him. Since
he has the nerve to come back
into our neighbourhood,
who's to say he doesn't have
the nerve to do something?"
The mother says the as-
sault on her son took place
behind one of the school's
portables. It was stopped
when her husband, who to-
gether with her had been told
the man had been seen buy-
ing candy for her son and a
friend, went out to look for
him and found him coming
out from behind the portable
pulling his pants up. The par-
ents were told at the time by
their son that he had just ur-
gently needed to urinate.
However, two weeks later he
told his father he had been
fondled.
"He had convinced them
to pull their pants down and
let him touch them. Right
away I phoned the police and
I reported it. We had a hard
time with our son getting him
to talk to the police"
The man was sentenced to
16 months in jail and three
years probation in December,
1996. The mother says she
found out March 15 from an
acquaintance of one of her
children that he was back in
the neighbourhood. She says
her children are now afraid to
go out alone. She reports she
has discussed the situation
with other parents in the
neighbourhood for the sake
of their children's safety, and
has phoned both the convict's
probation officer and the po-
lice to ask for him to be
moved.

less the man violates the con-
ditions of his probation.
"Obviously we understand
why the neighbours are con-
cerned about this man living
there," says Sgt. Grimley.
"However, at the present
time, from the police ser-
vice's point of view our hands
are tied." He notes police are
"monitoring" the situation
and have sent an officer into
the school and conducted
street -proofing sessions for
the children there.
Assistant Crown attorney
Ken Saliwonchyk says he is
unable to discuss the situation
in detail at this time. "We've
been made aware of the con-
cern of the police and the
concern of the community
and we are looking at options
right now"
According to Ontario Cor-
rectional Services spokesman
Ross Virgo probation authori-
ties in Pickering have formal-
ly asked the Crown attorney's
office to take action. "We
have requested a variance
which would require that he
live elsewhere. This is some-
thing that the courts have to
address" said Mr. Virgo.
Sgt. Grimley, meanwhile,
is asking the community to
remain calm. "Now that this
has come into the open we
don't want to see people tak-
ing the law into their own
hands... There's concern
something like this may spark
vigilantism"

The good news is that almost everything in the Min-
istry of Education and Training's announcement of fu-
ture education funding this week is good news for the
people who count the most in Durham's schools — the
students.
The bad news is that the release of the funding
model is so late that school board officials throughout
the province will have to scramble to prepare their
budgets in time for the coming school year.

Unfortunately, there wasn't any meat on the bones
offered by Mr. Johnson on Wednesday, providing yet
another opening for teachers' union leaders to go on
the attack once again. But, the education ministry de-
livered some of the goods Thursday when it released a

systems throughout Ontario can expect.
In the end, the Province revealed that Durham's two
school boards will receive substantial increases in
funding for the short term. The Durham District
School Board will receive an increase of approximate-

The confusion has only just begun for
school boards clamoring to assess what
the government's new funding formula
will mean for education come September.
The announcement of the Province's
long-awaited funding model at Picker-
ing's Pine Ridge Secondary School
Wednesday seemed to spark more ques-
tions than it answered. And following a
six-month delay and the release of leaked
documents Monday, it was somewhat
anti -climactic.
While Education Minister Dave John-
son announced the new funding formula,
briefly outlining figures for the overall
system, he failed to provide answers re-
garding the board -by -board breakdown.
Details of funding allocations were
supposed to be faxed to individual school
boards during the minister's speech
Wednesday afternoon, but officials of
Durham's two boards were still awaiting
news hours after the announcement.
Federation leaders were also left won-
dering how the announcement will affect
staffing levels at schools, with some pre-
dicting up to 7,000 teaching jobs could
be lost across the province because of
cuts in preparation time for high school
teachers.
And while local boards now know
how much money they'll be receiving.
officials still face the arduous task of an-
alyzing the numbers.
The region's two school boards are
among the lowest spending in the
province and although their funding is in-
creasing, there are still questions regard-
ing issues such as transportation, adult
education and funds for much-needed
new schools in Durham.
School boards are now faced with the
task of completing the 1998-99 budget
with roughly two months of working
days left before the beginning of the new
school year.
. The funding formula is the kind of
thing that's going to be news for the next
six months anyway," said Maret Sadem-
Thompson, president of the Federation of
Women Teachers' Associations of On-
tario, in an interview Wednesday.
The Durham educator said the reali-
ties of the announcement, which included
the promise of $13 billion in government
spending for each of the next throe years,
won't be known until September.
Board officials predict it could be days
or weeks until a full analysis is complete,
and ministry officials confirm some de-
tails, including Bill 160 regulations,
won't be released until at least next week.
Despite the fanfare, the fallout still re-
mains to be seen.

School boards throughout Ontario will ben-
efit from increased spending in the classroom
under the provincial government's new student -
focused funding formula, says Minister of Edu-
cation and Training Dave Johnson.
In announcing the new funding model at
Pickering's Pine Ridge Secondary School
Wednesday, Mr. Johnson said every school
board in Ontario will be a "winner" under the
new system.
"Today, for the first time in history, class-
room spending in the Province of Ontario will
be defined and protected;' he said during the
news conference in the whool's resource centre.
"In every board in Ontario... funds allocated for
classroom spending will increase"
The new approach to funding will increase
classroom spending by $583 million by the year
2000 and will reduce administrative expendi-
tures, he said.
"The savings are in administration. All of the
monies outside the classroom will be reduced"
Mr. Johnson promised stable funding for the
education system totalling $13 billion for each
of the next three years and also assured educa-
tors the Province will provide adequate funding
for junior kindergarten and special education.
"It gives every student in Ontario an equal
opportunity;' said Jim McCafferty. chairman of
the Durham Catholic District School Board.
"It's a good -news budget"
But, while Wednesday's announcement pro-
vided overall figures, educators and teachers'
union officials were upset they weren't given
board -by -board breakdowns, which were re-
leased Thursday.
According to the government's board pro-
files, the Durham District School Board will re-
ceive an increase of $14 million in funding next
year while the separate board will receive an ad-
ditional $13 million.
Grant Yeo, director of the public board,
noted the minister said a "number of reassuring
things" about the region, including the po %sibil-
ity of funding for new schools in the area.
The minister recognized the need for new
schools in Durham and commented on the num-
ber of portables at Pine Ridge alone.

tion. "It's almost impossible off the cuff to be
able to see what the impact will be"

the minister said.
But, "For whatever reason the unions have
taken a dislike to this govemment.
"We're hearing the rhetoric of the unions
today;' he said referring to protesters outside the
school and calls of "shame, shame, shame"

tor General starting next
Wednesday morning.
At 9:30 a.m. on April 1,
ministry staff will meet with
members of the Durham Re-
gional Police Services Board
to discuss the process and lay
the groundwork for an inten-
sive audit and investigation
of the force in the coming
weeks and months.

Durham was announced by Cam Jack-

The money is top -up funding for the
fiscal year which ends March 31. It is the
second permanent increase to funding
received by Durham Access to Caine
(DATC) — the agency responsible for
allocating home care funds in Durham
— this fiscal year.
There has been a total of $9 million
additional funding above the $21 million
allocated prior to the 1997-98 fiscal peri-
od.

about S70 per person from the 1995 av-
erage of S54.The provincial average is at

we wouldn't have balanced our books
this year;' she says, noting this is basi-
cally spent money.
Although this funding will not mean
extra services this year, it is good news
for DATC and community ager cies like
Meals on Wheels which share the fund-
ing because it provides a base for next
year's budget.
While the money benefit% the entire
community, it will help seniors most.
They make up about 75 per cent of the
DATC caseload, says Ms. Harris.
A good portion of the money will go
toward the home -making component of
the home care programme, the minister
said. Home -making, nursing, physio-
therapy and speech therapy are among
the services directed under the DATC
umhrella.

Oshawa trustee Fred Jones is call-
ing on the separate school board to
review the "extremely poor" results
of the Grade 3 tests and move to en-
sure more students meet provincial
standards in the future.
Mr. Jones, who reports there were
only four schools in the system in
which 50 per cent of the students
scored at the highest two levels in all
three test categories, presented
trustees with a breakdown of the re-
sults Monday.
"I think that's incredible," he says.
"There is obviously a need to change
those statistics and to improve those
statistics."

at Durham College is holding a career fair and luncheon on
Monday. March 30.
The students hope to increase their chances of employment

Still, spring will come as sure-
ly as it did last year and all the GARDENING
years before
At this time of the year, most su-
permarkets, florists, garden cen-
tres and even the corner conve-
nience stores are brimming with
Pots of ready -to -bloom tulips,
narcissi and hyacinth. These
spring -flowering plants, which
last much longer than a bunch of
cut flowers, require only a splash
of water when the potting soil
feels dry. They are available
in a huge variety of shapes
and colours. Now is the time
to bring spring indoors and
get yourself in the mood for
the gardening season just
around the corner.
Potted tulips are a perenni-
al favourite and the flower
most often associated with
spring. A cluster grouping of
pots of yellow and white
tulips will brighten up a
gloomy corner. Placing pots
of brilliantly coloured tulips
among your green house-
plants will give your room
and your spirit a real lift.
Long before they bloom in
the garden, hyacinths are sold
as flowering plants. They
come in shades of purple,
pink, and white. If you like
their intoxicating scent, they
can replace your usualair
freshener.
If you aren't too keen on
the kook of the plastic pots
and shiny tinsel-like paper,
potted plants are usually mar-
keted in, you can use a little
imagination and camouflage
them.
Placing several pots inside
a basket and covering the soil
with a layer of sphagnum
mons creates a natural look-
ing indoor garden.

this is the time of year when

of those interesting little sum-
mer -flowering bulbs indoors,
so that they will be nearly
ready to bloom when you put
them outside in late May or
early June.
Last year. I was amazed at
the performance of an under -
used bulb called oxalis deppei.
Often called "four-leaf clover;' it
burst forth with wonderful
mounds of green leaves that
sported burgundy coloured cen-
ters. The flowers were dainty
bell-shaped blooms in a beautiful
hot pink. These tiny bulbs came
packaged in groups of 10. 1 was

astonished at how many blooms
they produced. I used oxalis
deppei in my planters but they
would be equally at home as a
low -growing ground cover The
only drawback of course, is that
they are not winter hardy and
have to be lifted, stored and re-
planted, or if you are so inclined,
just buy new bulbs every year.
Besides oxalis there are lots of
interesting bulbs that bloom in
the summer and will provide in-
terest to your containers and your
garden. Now is the time to seek
them out, and start them inside so
that you will have flowers shortly
after you set them out of doors in
late May or early June.

leak in your roof starts corroding the wooden rafters, a
leak through your foundation starts to undermine the

DURHAM STUDENTS TO SHARE COMMON DAYS OFF
The region's two school boards are
submitting their finalized 1998-99 school
year calendars to the Ministry of Educa-
tion and Training for final approval.
The calendars, approved by both
boards Monday, are identical at the sec-
ondary level and only differ in the sched-
uling of two professional development
days in the elementary panel.
"As we continue to find more ways to
work together we continue to improve the
,ervice to students and ratepayers,"
Durham District School Board chairman
Ruth Ann Schedlich said in a joint news

hre U.S. competition last weekend.
The five members of Gemini Gymnastics in Oshawa
mpeted at the New York Coaches Classic '98 meet in
Syracuse.
In the level 8 (ages 12 and 13) category, Kaitlin
(randy, 12, of Ajax, finished third overall, winning the
fold medal on floor exercises, the bronze medal on bal-
ance beam and finishing fifth on vault. Natasha Spencer,
12, of Pickering, finished fifth overall, winning the gold
medal on uneven bars and placing sixth on vault and
,cam. Arran Black, 12, of Pickering, was sixth overall,
� inning a bronze medal on floor and finishing fourth on
"cam and sixth on bars.
In level 8 (ages eight to 11), Tara Columbus, 11, of
Pickering, finished eighth overall, placing fifth on vault,

games.
In the first contest of the night between
East Side Mario's and Glenn's Auto Ser-
vice, Mario's relied on accurate out-
side shooting to build up a slight lead Aith
at half-time which held up through
the final half fora 34-29 victory. V44&V
Rhonda White led the way for
East Side Mario's with 14 points. En -
grid Carmichael replied with 11 for
Glenn's Auto Service.
In the second game, the Bank of Montreal pulled away
in the final minutes to post a 43-35 victory over Dakota
Bob's.
Margo Levy scored 21 points for the bankers. Kathy
Duman popped in 10 for Dakota Bob's.
