"We tend to appeal everything;' says Bill Butcher, Durham dis- trict president of the Ontario Public School Teachers' Federation. "But the problem is we have (under two weeks). Once it's in place it's pretty tough to get it overturned" In his ruling Wednesday, Mr. Justice James Southey of On- tario Court, general division, rejected the federations' claim that the government's removal of administrators from the bar- gaining unit was unconstitu- tional. "The ministry is very pleased that the court found that our legislation was valid;' says Daniele Gauvin, spokesman for the Ministry of Education and Training. "Es- sentially the court ruled the purpose of the legislation was to remove principals and vice - principals from a position of conflict " Under a Bill 160 regulation that takes effect April 1, princi- pals and vice -princi- pals cannot continue as federation mem- bers. Administrators have until that dead- line to decide whether they'll resign and re- turn to teaching or adopt a new manager- ial role. "It's a new way of doing business," says Mr. Butcher. He adds local ad- ministrators have held several meetings in recent months regarding the formation of a new federation called the Ontario Principals' Council. "they had been preparing for the worst-case scenario." While Mr. Butcher reports federation leaders "thought we had a really good case, the other side had a strong case too" He says the education sys- tem in Ontario is likely one of the only professions in the province where middle man- agers are included as union members and notes the court ruling has precedence in sever- al other provinces where ad- ministrators are excluded. BEV FREEDMAN 'Not surprised' However, he says the inclu- sion of administrators in On- tario has been "really success- ful" historically. Mr. Butcher warns the new rules could create a "confronta- tional" atmosphere between teachers and principals and says the number of grievances filed by unions will increase if principals choose to run schools like dictatorships. Each team will he assigned a platoon, so that a canine is always on duty in the region performing specific duties including track- ing missing persons or wanted suspects. Insp. Holley says Leo is nearing the end of his working tenure with the police service and will soon he heading into semi -retirement, working pri- marily in public relations, vis- iting schools and community groups. The four dogs each live with their handlers, and spend 24 hours a day with them, but are not considered house pets. Though members of the fami- ly, they are, first and foremost, working po- lice dogs, says Insp. Holley. Currently, Constable Jim Stephenson is being trained at the canine academy along with partner, Nuke. Once they hit the streets of Durham, Leo will begin his community relations activities. AECB: Heed thiso.. - AJAX STAFF WRITERAD= DO CR - nuclear review call Atomic Energy Control Board officials recently proved they're willing to listen to the public — with one car, at least. Next week, area residents need AECB's full attention when they bend the car of the federal nuclear regulatory agency over the relicensing of the Pickering Nuclear Generating Station. After much clamouring for the AECB to hold its March 24 relicensing meeting in Pickering, the agency did the next best thing. Although it's still hosting the meeting in Oshawa, it has scheduled a reception the previous day in Pickering. While AECB officials will make no decisions at the March 23 meet and greet, they have sent the message that they're tuned into the public in advance of the relicensing hearing. There. AECB officials will listen to Ontario Hydro repre- sentatives plead fir a two-year relicensing for the power plant and Durham Nuclear Awareness pitch for a six-month permit. In the middle of all this is an environmental assessment document created and proposed right here at horric by a Pick- ering councillor and a community leader. it asks the AECB to require as a condition of the power plant relicensing a review of the station. it was co-authored by Ward I local Councillor Dave R}an, Pickering -Ajax Citizens Together for the Envi- ronment chairman Dave Steele, local resident and professor Nick Eyles, and environmental and health specialists from the University of Toronto and McMaster University. To date, the proposed 'Joint Universities Environmental Assessment of the Pickering Nuclear Generating Station' has been given the cold shoulder by the Province and Ontario Hydro. The proponents now have their hopes pinned on the AECB at next week's hearing. The assessment would identify and evaluate any contami- nation released by the Pickering station into the environment. look at the plant's possible health and psycho -social effects on the area, review the adequacy of existing emergency response measures and consider the socio-economic impact of the plant. A citizens' advisory group that would oversee the review could include the Pickering_ mayor. representatives from PACT. DNA. the Durham health department, the Aiax-Picker- ing Board of Trade and Ontario Hydro, and one resident from each of Pickering and Ajax. University professors who would make up the assessment's various working groups -'are trained, internationally -respected scientists... whose only stake in the issue is the advancement of knowledge." says Coun. Ryan. None have ties to Ontario Hvdro or agencies such as Atomic Energy Canada Ltd. What's best about the proposed review is that it would "ob- jectively assess the impact of the nuclear station" on the local environment and the community, according to Coun. Ryan. That's the kind of assessment of the nuclear station we believe area residents want and need. AECB officials can prove they're really listening by ordering such an assessment after their hearing next week. LETTERS OUR READERS' VIEWS ON THE NEWS Hwy. 401 neighbours chose to live there To the editor: Here we go again...someone moves into a new home right beside a major highway and then complains about highway noise and pollution. Just what did they expect? I agree that homes on Wright Cres- cent in Ajax are, in my opinion, much too close to Hwy. 401 and are about to get closer. The development should never have gone ahead without assur- ances of a sound barrier. According to a story in the News Advertiser, coun- cil of the day waived that requirement (maybe some of the present council- lors even voted for that). Yes, it would be nice if a sound barrier could be installed by the Province. No, our local municipality should not have to foot the bill be- cause you chose to buy a house be- side the highway. I also wonder why Mr. Cooper was not concerned about possible health consequences when J future. Also, the fence around the high- way is high enough to deter trespass- ing. If children are climbing the fence and playing on the other side, I won- der where the parents of those kids are. if Mr. Cooper sees children climbing the fence does he notify the parents or the police? 1 am tired of listening to people complain about noise and pollution from such things as airports and super highways when they made the con- %cious choice to move in next to one. I do have sympathy for those who move to an area and then have such things pop up later. When my family and others moved into this area some 40 years ago, the 401 was a two-lane highway where din roads still crossed north and south. Nobody then could ever foresee what the road has be- come now ... and yet, we do not com- plain. We now live with the constant hum, where it was once peace and quiet. Even if you moved to Wright Crescent when it was first built around 1984, the 401 was already a major highway and it was common knowledge that it would eventually get bigger. You chose to live there, now live with that choice and don't expect others to pay to improve your quality of life. GTSB a waste For businesses, the key word in the 1990s is downsizing. For govern- ment, it's downloading. Last week, the provincial govern- ment did some more downloading when it set up the Greater Toronto Services Board. Municipal Affairs Minister Al Leach said in a press re- lease the tx,ard would "promote bet- ter co-ordination and integration of inter -regional services". Mr. Leach added the board "would be able to discuss and pro- vide advice on infrastructure and im- portant services for the people of the Greater Toronto Area." Well, that's the Province's job. At least, it has been in the past. Mr. Leach claims the GTSB won't be another level of government. Says he. The board may start out small, but you can bet it will turn into another level of government sometime in the future. When was the last time a bunch of politicians sitting around spending money and talking about stuff like transportation or waste management was not considered a government? Mr. Leach's press release also hinted at more responsibilities being passed down to the board. The GTSB won't have direct tax- ing power, he says. Metro Toronto didn't have taxing power when it was formed. My theory is that in the future, more things will be passed down to the board, then it will be allowed to tax, which will make it just another level of government. If you think regional government is unresponsive, try getting a Toronto councillor to give a rat's backside about potholes on your street. Will Hazel McCalhon care about the con- cerns of Pickering or Clarington resi- dents if the GTSB decides to put a landfill in their respective communi- ty? As Scugog Mayor Doug Moffatt said during the Durham Regional Council meeting last week, "I have a nightmare of Howard Moscoe or Tom Jakobek deciding what will hap- pen in Oshawa." A pretty scary thought when one considers that Durham will have just three seats on the 28 -member board. My prediction is those three seats will go to the regional chairman, the mayor, from Oshawa and one other Durham councillor. In other words, just enough representatives to offset the votes of Ms. McCallion and Messrs. Moscoe and Jakobek. Keith Gilligan is a regular News Advertiser columnist. At least, it has been in the past. Mr. Leach claims the GTSB won't be another level of government. Says he. The board may start out small, but you can bet it will turn into another level of government sometime in the future. When was the last time a bunch of politicians sitting around spending money and talking about stuff like transportation or waste management was not considered a government? Mr. Leach's press release also hinted at more responsibilities being passed down to the board. The GTSB won't have direct tax- ing power, he says. Metro Toronto didn't have taxing power when it was formed. My theory is that in the future, more things will be passed down to the board, then it will be allowed to tax, which will make it just another level of government. If you think regional government is unresponsive, try getting a Toronto councillor to give a rat's backside about potholes on your street. Will Hazel McCalhon care about the con- cerns of Pickering or Clarington resi- dents if the GTSB decides to put a landfill in their respective communi- ty? As Scugog Mayor Doug Moffatt said during the Durham Regional Council meeting last week, "I have a nightmare of Howard Moscoe or Tom Jakobek deciding what will hap- pen in Oshawa." A pretty scary thought when one considers that Durham will have just three seats on the 28 -member board. My prediction is those three seats will go to the regional chairman, the mayor, from Oshawa and one other Durham councillor. Your car has to get you to work in the morning, but you know if you run the engine before it warms up sufficiently, you won't be going anywhere for awhile. As the days become longer many people are thinking about the outdoor fun they will have this summer on baseball diamonds, ten- nis courts and golf courses of Durham and surrounding area. However, if you haven't been active this winter, take some time to give your muscles a wake-up call befOre bringing your summer sports equipment out of hiber- nation. Even if you've been working out at a gym all winter you could still be at risk of pulling muscles and damaging tendons. According to Bryan Dunham, a certified athletic therapist with the Spans Medicine and Rehabilitation Clinic on Bayly Street in Pickering, varying your workout could help you avoid injury. "A lot of people work out at a gym to maintain their fitness level over the winter, but they don't necessarily use the same mus- cles as they would playing a sport," says Mr. Dunham. "For example, working out on a sta- tionary bike won't work all of the leg muscles you will use when playing soccer. If you usu- ally use the stationary hike, try the treadmill instead. Split your workout to reach different muscles." Shafik Somji, a sports and fitness pro- grammer with the City of Oshawa, suggests you start your fitness programme now if you have been inactive over the winter and plan to pick up the: pace as the weather gets warmer. "Start a light programme now including warm-up and flexibility exercises," says Mr. Somji. "Golf is a perfm-t example of people not being prepared. It looks passive, but it in- volves an aggressive swinging rm)tion. It's the same with racquet sports." Similarly. weak, unused knee muscles can lead to trouble if they are unable to offer sup- port when extra strain is put on kneecaps in a sport such as soccer. A light strength training programme can help prevent injury. Mr. Dunham says he sees a lox of muscle injuries and strains in spring because would- be athletes have not warmed up properly. He and Mr. Somji agree stretching is a god way to avoid unnecessary pain and wasted time on the sidelines. Athletic therapist Bryan Dunham shows Amy White some stretching techgniques to help prevent sports -related injuries. Area residents keen to get back to their golf or softball games are advised to embark on an exercise programme before driving the ball or hitting home runs. "Stretching is very important throughout the year, even in the off-season," explains Mr. Dunham. "A muscle can accept more pres- sure if it is looser. A tight muscle becomes tired quickly, making it more vulnerable to strains." Though enthusiasm is usually an advan- tage when competing in sport%, jumping right in could cause problems if your body is not prepared. Mr. Somji even recommends hav- ing your muscle strength, flexibility and car- diovascular endurance tested by a profession- al to know where to focus your efforts when building your fitness level. "Don't start too fast," cautions Mr. Somji. "Especially when you're younger you want to progress quickly, but know what level you're at. You have to have the right technique, or you will ultimately do more harm than good." Weight training is one example of how you can injure yourself without realizing it. Bad posture. or no bending the knees, can cause back problems and put unwelcome pressure on joints. Mr. Dunham says older athletes, who are usually not as active over the winter as in summer, also tend to go too hard after only a brief warm-up. Athletes of all ages should take the time to get ready to move and sweat. If you don't have the time or money to de- vote to a gym membership to prepare for in- creased physical activity, Mr. Dunham says household products such as soup cans can be - used as weights. "For example. if you're in a rehabilitation programme and have been given exercises to practise, you can do them at home inexpen- sively. Put scup cans in plastic bags and use them as weights. Sand is also very goat be- cause it's easy to adjust the: weight of the bags you are using." Mr. Dunham and Mr. Somji emphasize the importance of exercising at a pace that is comfortable to you, and say walking is the best low -impact work-out you can do. Both cite swimming as another good low -impact activity because there is no gravity putting pressure on your body. Mr. Dunham note% Durham is a sports -ori- ented region with a multitude of public tennis courts, sorer fields and baseball diamonds. If you're planning to get out this summer and enjoy the facilities the: area has to offer, start warming your engines now. You'll be glad you did when you're rounding third base or teeing off later this year. The four appeared in an Os- hawa court Thursday morning for a bail hear- ing, but were remanded in custody until March 26 when they'll reappear at Oshawa bail court. Durham school board officials report local educa- tors are playing a role in develop- ing the new curriculum. Durham's public school board will find out within the next few weeks if it will have a hand in writing segments of the curriculum, while three separate board staff members have already been named as advisers who'll work with the writing teams. Thc: Province is ten- dering the curriculum through a nation-wide electronic bidding system rather than writing it in- house. The bidding dead- line was Feb. 25 and con- tracts to develop curricu- lum guidelines in 13 subject areas are likely to be awarded within the next fe%v weeks. Bev Freedman, superintendent of programmes for the Durham District School Board, reports the board could be involved in writing ID write new curriculum a portion of the curriculum, which places a stronger emphasis on math and science. But, she says, the board won't be taking a leadership role. "We decided the financial cost and the time commitment was just too large to be the lead (partner) on any bid itself," she says. Here: are a few new flowers and vegeta- bles that are featured in 1998 mail-order seed cata- logues and may be found as bedding plants in gar- den centres this spring. Acquilegia, commonly known as Columbine, is one of my favourite woodland perennials. The na- tive form, which is red and cream in colour, is lovely in a "wild" garden, but there are also new hybrids, which should not be overlooked. Acquilegia flabellata. the' - Cameo' series is a form that is five inches in height with a sil- ver -green compact foliage that offers a nice interest in the gar - resistance and heat tolerance. It has a busv habit. 'Bolina' is a golf -ball -sized carrot with a sweet flavour and deep red orange colour. Its round shape makes it ideal for growing in soils too heavy for other carrots. Begonia 'Eureka' is a new introduction, designed for superior garden perfor- mance and is available in a full range of both green and bronze leaf colours. They are supposed to be very vigorous and fill beds with colour more fully and more quickly than other varieties. It is said that they thrive in tough weather, heat and humiditv and perform equally well in sun and shade. The 'Olympia' Series Fl Hybrids REC have earned a reputation for superior performance and now the 'Super Olympias' have four separate colours: a brighter red, a striking new rose, a beau- tiful pink and a white. The flowers are large and bloom earlier than other vari- ideal in a relish tray. This vari- ety is best grown on a trellis in order to protect the delicate skin against scarring. Peppers in a variety of colours are no longer an oddity and the new 'Gold Standard' hybrid is a huge five -by -five inch bloc k -shaped hell pepper that matures to a glossy, deep golden vellow. Aromatic and extra sweet when it is ripened to full yellow, it is ex- cellent in the green stage. This one is excellent raw, but especially well- suited to grilling, stuffing and roasting. Linda Kenny, independent living manager for the Ontario March of Dimes. says the organization has been awarded $540,000 per year to operate 12 units within the Dryden Heights building at 90 Waller St. The 1 10 -unit building is operated by Durham Non -Profit Hous- ing. The units will be renovated, using an additional $450,0(X) from the housing ministry, so they are fully accessible. March of Dimes staff will be stationed at the building 24 hours a day to help the residents perform everyday activities. "Me purpose of (on-site staff is to act as the person's arms and legs so they can live independently in their communi- ty:' says Ms. Kenny. Although a survey done in Durham Region six years ago identified a need for 65 units with attendant care, there are currently none in Durham Region she says. The Canadians are using the European tour to prepare for the World Rhythmic Gymnastics Championships in Sevilla, Spain next May. The worlds will serve as a qualifying event for the 2000 Olympic Games in Australia. Tieze notes the trip to Europe will serve as a good test for the Canadian team members — all newcomers to the senior level — to become more familiar with the competition and the training regimens of the Europeans. "We'll get some more international experience to m it;" Tieze told the News Advertiser shortly hetore the team left for Europe. "We just want to Jo our best and try not to mess up or anything like that" She said team members were certain they'd do well during the European trip as they were well prepared by the coaches and training prior to their departure. "We're pretty confident right now," she said. "I feel we've pretty much gone through all the routines really well. The coaches are happy with the routines" The Sport Seneca group earned a berth at the world championships after winning the Canadian senior title in a meet hosted by Sport Seneca in North York in December. In order to earn an Olympic berth, the Sport Seneca senior rhythmic gymnastics team must finish in the top 16 in Spain. Seneca's previous senior squad finished 10th at the 1996 world championships. Tieze said choreography, athleticism and ex- pression are the most important aspects of rhyth- mic gymnastics, where balls and ribbons are used as props during the two -and -a -half minute rou- tines performed before judges. "It's a real team effort; ' noted Tieze. "The routines arc very intricate. (The routine has to) show the relationship between everyone else on the team" In addition to her work with the Seneca team, Tieze has also fared well as an individual rhyth- mic gymnast. She won the provincials in 1995 and has also competed at several national meets. Last year, however, she was unable to compete individually at nationals as a foot injury kept her out of the competition. She will compete at the Canadian Rhythmic Gymnastics Championships for individual com- petitors in Vancouver in June. Tieze trains six days a week at Sport Seneca under coaches Lilianna Dimitrova-Petkov and Mimi Masleva.
