The new report cards, to be in place at all Ontario schools for the 1998-99 study year, were slated to go home with students for the first time last December but were held up due to glitches in the Ministry of Education and Training's computer software. "We are very hopeful this time." says Bev Freedman, superintendent of prograglmes for the Durham Dis- trict School Board. "We think the bugs have been worked out and that everybody has been (trained to use the electronic re- port cards)." Ms. Freedman reports the board is optimistic there won't be a "crisis" and that parents will get the new re- port cards and understand them. Cloyce Weaver, curriculum officer for the public board, notes while there was some concern expressed last fall that the new grading system would make it harder for students to get an A, that's not the case. "If you meet the expectation of the grade level you get an A;' he says, adding he expects the delivery of the report cards will be "smooth" The new standardized report cards will be sent home with students at 40 schools within the public board and 36 schools within the separate board before the March Break. Wired to a new education By Stet W O'MNII Staff reporter With a vast supply of research tools at their finger- tips, today's students are able to point and click their way through homework and in -class assign- ments. "We're wired to the world," says Tony Ward, a geography teacher at Ajax High School whose classes make frequent use of the Internet. "We have access to immediate information." Mr. Ward notes the method by which students conduct research is changing, as is the way they're being taught. 'There's here's no shortage of information," he says, adding one of the most important skills students need to acquire today is the ability to sort through the "deluge of information" that's available. "You can get people's opinions from all over the world on the Internet," says Gord Steinberg, a Grade 12 student at Ajax High School who recent- ly found out firsthand the information highway opens up countless possibilities. While researching a project on scientist Frank Tipler, author of The Physics of Immortality, Mr. Steinberg e-mailed British scientist Stephen Hawking, asking his opinion on Mr. Tipler's work. To his surprise he received a response from the Cambridge University professor last week offering his thoughts on Mr. Tipler's theory and wishing jhim luck on his presentation. "I wasn't really expecting a reply ... it's pretty surprising," Mr. Steinberg says, adding the fact that the renowned scientist is a source for his pro- ject, "spices it up." OAC student Angie Cabral reports the majority lof research she does for school projects is on the Internet. 'There are a lot of computers (in school) that students can use," she says. "It's so much more useful than having to go through books at the li- brary.,, Dave Snoddon, superintendent of technical ser- vices for the Durham District School Board, says 52 per cent of students in Grade 3 in Ontario have a computer at home." As for students in Grade 7 through OAC, he says approximately 70 per cent have a computer at home, with half of those having access to the In- ternet. "1 think computers are the new chalk and black- boards," he says, adding schools across the region are using computers in a number of ways to aid learning in the classroom. Mr. Snoddon reports six schools across the re- gion are involved in a project entitled The Book Club, whereby students work on a common novel study and then conduct on-line discussions with the author and amongst themselves. The board is also using a programme called Kidsmuse at eight elementary schools that pro- vides students with the opportunity to use the same animation software used in Jurassic Paris. 'The computer is becoming more common as a learning tool," he says, adding he predicts "virtual schools" will come to Durham very soon. "I foresee a time when we could have students at remote sites," he says, toting such projects could begin to happen within the next year. Mr. Snoddon also reports the Durham Commu- nity Network, led by the public school board, will eventually increase student access to the informa- tion highway and will open up countless possibili- ties with regard to long-distance learning and com- municating with parents. Further, DNA is worried "some key systems and structures are barely ex- pected to withstand (an earthquake)" and is calling on Ontario Hydro con- duct "additional research on basic ge- ology" Meanwhile, DNA wants the Atomic Energy Control Board to permanently shut down Pickering 'A' station for nu- merous reasons, including its age (at over 25 years, it is the oldest nuclear station in the country), and the absence of an independent second -fast shut- down system. It is also demanding the shutdown of Pickering B reactors pending resolu- tion of such issues "as the elimination of the maintenance backlog" and be- lieves only short-term operating li- cences — such as six months — should be issued. But preparing for a licence renewal is time-consuming and Ontario Hydro will therefore seek a two-year term, public affairs manager Pat O'Brien noted. "I believe this shows that there con- tinues to be a great amount of concern amongst the local residents about the operation of the Pickering Nuclear Generating Station," Mayor Wayne Arthurs said in a letter to the AECB in- cluding in the committee's agenda. Now, at the behest of Ajax resident Vera Emerson, Re- gional Council is probing the issue and has ordered staff to prepare a report outlining the procedures and implications involved in directly electing the regional chairman. Ms. Emerson didn't mince words in a letter to re- gional councillors last week when she suggested the appointment process — and particularly the appoint- ment of Mr. Anderson, who lost his mayoralty election bid in Ajax last November — was "irresponsible, de- plorable and reprehensible." Ignorance is not bliss There are some of us in Durham Region who, because we are not parents but are nonetheless taxpayers, cast only the occa- sional glance at the workings of our school boards. While we have every right to qucs- tion how our tax dollars are being spent, it is parents, with a very personal stake 'in the welfare of children, who pay more attention to everyday details such as busing routes. school boundary changes and curricula. And if something immoral and pornographic is being taught to a group of kids, you can bet the parents of those kids will be the first to raise the alarm. That's why, when a group of taxpayers decides it knows better than the parent% themselves what's best for their kids, and that group of taxpayers thrusts itself into the middle between board trustees aril parents. it's just a little hard to swallow. Witness the fracas being created right now by the Family Action Council over the public board's Life Facts Sexuality pro- gramme. Certainly, if the FAC members were objecting to their own children being taught this programme, they'd be credible. But they're not, and they aren't. Unfortunately, FAC is speaking instead for 80 children who don't need them — they already have their own parents to look out for their best interests. And, presumably, those parents neither want nor need FAC's advocacy, or they'd be members of FAC themselves. Every parent of those 80 special -needs students who are being taught the facts of life in this programme has signed a consent form. Anyone who wants their child out of the programme need not sign on. This should be a matter between the board and the parents concerned, but FAC has stuck its nose in and fanned the flames of controversy, having apparently just dis- covered the programme eight years after its launch. So why is FAC fighting, and just who is it fighting for? FAC has launched its attack over the carie material's explicit drawings. But par- ents of these special -needs chikim have ex- plained that explicit drawings are called for, to ensure the students understand the con- cepts being pnxentod. Surely, the latter group has a better understanding of how their own children can best learn about sex- uality in a responsible manner. . As for fears the material is a "how-to" guide that will teach the swdmft "what to want," to quote FAC's Carol Switzer, that's selling the kids a little short Frankly, if they can understand "how to," then surely they can also be taught to understand the possible consequences of sexual intercourse. Deryck Thompson became a suspect six months after the murders of Oshawa storeowner Roger Pardy and Pickering resident Ken Thomas when he was caught in possession of one of the I l handguns stolen during the bloody holdup, • court has heard. Mr. Thompson, 45, was arrested March 10, 1995 after staging a robbery in St. Thomas with his long-time friend Ronald Woodcock and an- other man, Roshan Nourozali. Mr. Woodcock, 46, and Mr. Nourozali, 34, are now on trial for two counts of first-degree mur- der in the slayings of Mr. Pardy and Mr. Thomas. The Crown says the pair were the masked gunmen who stormed the Simcoe Street South store Sept. 14, 1994 and opened fired, killing Mr. Pardy and wounding three others. Prior to the heist, it's also alleged, the pair ab- ducted and "executed" Mr. Thomas to -steal his car for the robbery. Throughout the trial the lawyer for Mr. Wood- cock, the accused triggerrnan, has put forth the theory Mr. Thompson was in fact the masked robber who carried out both murders. One of those shot was employee Randy Jenk- ins, who has a long-standing relationship with Mr. Thompson dating back to when the two worked at an Outdoors Sports store in London. Mr. Thompson later went on to work as a wholesale salesman of outdoors and hunting equipment and said he met Mr. Pardy on several occasio m at sportsmen's shows, and possibly at bass fishing tournaments. Mr. Thompson, Mr. Woodcock and Mr. Nourozali were arrested in a "high risk take- down" following the armed robbery in St. Thomas, in which Mr. Woodcock shot a cus- tomff, court has heard. At the time, Mr. Thompson, an avid out- doorsman and expert marksman, was in posses- sion of a .45 calibre semi -auto uratic Ruger, and Mr. Nourozali was in possession of a .45 calitwe Colt. Both weapons, court has heard, were among those stolen during the Gagnon Sports robbery and both also had their serial numbers ground off. Mr. Thompson, who has a long criminal record for mostly break and enter, is presently serving an eight-year sentence for the robbery, jurors were told. Ms. Swami told the Region's Durham Nuclear Health Committee Friday (Feb. 27) the leak poses no im- mediate danger to the environment or the public. It was first suspected last summer and reported to the provincial Ministry of the Environment and the Regional health department around Christmas. "We had to first confirm there was a problem;" explained Ms. Swami. The leak is in the Irradiated Fuel Bay (IFB) in which used fuel is stored in water for about 10 years before being trans- ferred to an auxiliary bay or to dry storage. It's about 30 feet wide, 100 feet long and 27 feet deep, according to Ms. Swami, and located under the 'A' side control room. It has a concrete wall and various linings to prevent leakage, followed by an air space and another wall. The 'B' side of the station has a similar fuel bay. Any water which may escape into the air space is collected into a sump. Ms. Swami says tritium -contami- nated water has been found both in the air space and in a groundwater testing point beside the bay, though the two problems are not necessarily connect- ed. The level of tritium in the ground- water testing points has been as high as 65 microcuries per litre or 2.4 million becquerels per litre. However, she notes the points are located under the plant and could be affected by other factors such as airborne contamination. Further testing is being implemented to find out if any of this contamination is migrating off-site. Hydro is placing a "very high prior- ity" on investigating for possible groundwater contamination on the sta- tion site, according to Ms. Swami. The strategy for dealing with the situation includes reviewing the possibility of potential leakage in all three fuel bays at the station; implementing repairs on the leaking IFB to prevent further leak- age into the inner air space; and estab- lishing a site groundwater sampling program to determine whether there has been or will be any environmental impact and whether remediation is necessary. "We don't believe there has been an environmental impact from this situa- tion;' said Ms. Swami. The changes have been made in response to comments and suggestions received from local residents and through a door-to-door survey that we conducted to measure the effectiveness of the bulletin. The first obvious change is the title, Radiation Index, which we feel identifies more clearly the objective of the bulletin than did the previous name, Radiation Monitor. The information in the graphics box has also been simplified to present the relevant information more_ clearly. A small bar chart has been added to show the changes in the results over the past year. Another major change is in the value giver[ to the dose received from natural background radiation. The figure of 3000 microswmts per year (radiation dose units) given in previous editions has been charged to 2000. This does not mean that the amount of natural radiation to which we are all exposed has decreased; it has not. What has dinged is the expected risk of harm from this radiation, which is the dose. Natural background radiation comes from various sources. Solar radiation, radiation from the earthis crud; and radon gas which comes from the soil and building materiak around us, are the main sources of exposure to natural radiation. Based on the most recent research, the International Commission on Radiological Protection and other experts have determined that the dose that we receive from this last source, radon gas, is less than previously thought As a result the esdmated average dose from natural background radiation has been corrected from 3000 to 2000 microsieverts per year. In comparison to this backgrourd number, the maximum dose to the public due to emissions from the nuclear stations remains very small, as the above graphic shows. Cruises are booked for revellers who want to be on the interna- tional dateline the moment the clock turns over, champagne is being stockpiled and people around the world are planning for a party that's almost two years away. But for every person who's eagerly anticipating the party of the millennium, there's another who is gripped in fear of what may happen when the clock strikes midnight. "Bloody frightening isn't it?" says Charles Presley, chairman of the Ajax Historical Board. He doesn't think the world will end at the stroke of 12, but feels we do have things to be worried about: "How are we going to feed the people? Can this Earth support the way the population is growing'? When you need a Phd. to get a job as a janitor, what are (the kids of today) going to do? "It's frightening when you look at the mass killing power that the governments now have;' says the Second World War vet- eran and popular Ajax resident. "If there's ever another conflict (of that scale) it's going to be far more destructive" Natalie Fookes, a Grade 10 student at Ajax High School, shares some of Mr. Presley's fears. "AII of these people say that in the year 2000 all these strange things are supposed to happen. I don't know why but I think there's going to be another war. And now we have the power to annihilate everybody" At the same time, her main concerns are more concrete, like what she will do to mark the oc- casion. - "We were going to go to New York, to Times Square, but (the hotels) are all booked" But we may not have to worry about the fear mongers who are predicting everything from small disasters to Armageddon on New rather James Blackmore of St. George's Anglican Church in Ajax points out that since contemporary scholars agree Jesus Christ was born in 6 B.C., the new millennium passed unnoticed in 1994. Like many, he is worried about the year 2000 and the effect it might have on his com- puter. Year's day, 2000. Our calendar is based on the presumed date of Jesus' birth. Now it turns out the calendar is wrong. "The contemporary scholarship is almost unanimous in (the opinion) that Jesus was probably born in the year six B.C.," says Fa- ther ,James Blackmore of St. George's Angli- can Church in Ajax's Pickering Village. In that case the new millennium already ar- rived, on Jan. I, 1994. (Or 1995, depending on what you consider the true millennium. Many people arc argu- ing that since there was no year "zero", the first millennium didn't end until the last second of the year 1,001. And the next millen- nium doesn't actually begin until Jan. 1, 2001.) But for anyone who owns or works with a computer, there are some very real reasons to look to the near fu- ture with foreboding. The year 2000 computer crash 'Optimistic outlook for our nation' Could have devastating effects on almost everything we do if a so- lution isn't found in the next cou- ple of years. The problem is this: when computer programmers were m,riting software that included sates, they decided to use only i�, o digits for the year to save havint, to write out 19XX every i me. When the internal clock 'a itches over to 2000, computers �wn't understand how to read chat. "Everything right now is at 1999." explains Rick Hird, a husiness professor at Durham College. "Let's say somebody was born in 1902. (To get their age) you dust take 98 minus 2. (In the year ?000) you're going to have zero- zcro minus two and it's going to look (like that person) is minus two." It's an issue that everybody is talking about. The first thing Father Black- more said when asked about the millennium was, "What am I going to do with my computer?" Miss Fookes says it's been dis- cussed in school. One class un- successfully tried to develop a solution. The problem could affect everything from home computers and office accounting pro- grammes to stock markets and nuclear weapons. "One guy I know who's a computer specialist said he wouldn't drive on New Year's Eve because all the traffic lights are computerized;" says Mr. Hird. Governments and industry around the world are working against the clock to find an effec- tive and affordable solution to what seems to laymen a pretty simple problem. In September Industry Canada announced the creation of Task Force Year 2000 to find solutions. It's estimated it could cost the Canadian government alone $1 billion. Computer problems aside, the millennium could actually be good for business e century "If people see it as something positive and get a renewed sense of confidence as far as the econ- omy goes it might be good," says Mr. Hird. And he says young people have a legitimate reason to feel confident: the baby boomers are aging and within 10 years will start retiring. That will mean more and bet- ter jobs for young people will soon be opening up. Others, like Pickering -Ajax - Uxbridge MP Dan McTeague, are already confident. "I have an optimistic outlook for our nation, which is at a pin- nacle of the world in terms of standard of living," says Mr. McTeague. He views some of the prob- lems facing our planet, such as the control of greenhouse gas emissions, as a challenge to peo- ple to roll up their shirtsleeves and come up with solutions. He'd like to see the lessons learned in this century used to make a better world for the fu- ture. "This last century has been one of many accomplishments. It's also been one of the bloodi- est. There are very few nations that have not been affected by the scourge of war. "My own prayer would be that civilizations to come will learn from the callousness of this cen- tury and learn well not to forget" As for the year 2000 celcbra- tions themselves, Mr. McTeague isn't all that excited. "I'm sure there will be a lot of hoopla and talk about entering a new millennium, but after the day (passes) I think people will go on as usual. The sun will rise in the morning and set in the evening. Grandview claims the loss of $615,000 in children's rehabilitation services could lead to children being cut from their pro- grammes, a weakening of services or both. Grandview officials has already talked to parents, doctors and other children's agen- cies at a meeting this week. But Durham Access To Care (DATC), which is in charge of ensuring people who need long -ter.:. heath services receive them, says Grandview has not lost funding, mere- ly the right to provide the services and the money will still go towards children's reha- bilitation services. In the past, Grandview lobbied for and received more funding for children's ser- vices in Durham Region. Last spring, the Province anriuunced it would provide more funding in this area and in the fall, $615,000 was awarded to the region. Because Grand - view's budget had been frozen, the money was given to DATC and funneiied to Grand- view on a fee-for-service basis. Late last year, the physiotherapy, occupa- tional therapy and social work services were put out to contract by DATC as required by the Province. The tender, which starts April BULLETIN BOARD 1, did not go to Grandview. Watson says Grandview now has to de- cide what to do with the hundreds of chil- dren it is serving. "We've got over 200 kids on our waiting lists" There were more than 300 on the list be- fore the new funding kicked in last October and about 100 names are added almost every month, she says. 'This will have quite an impact on them;' she says. Ms. Harris says there is no need to worry since "nothing's being cut" She said there were "excellent proposals" for the service from other companies, one of which was chosen.
