Nicholson: "The reality is they hold all the hammers. We don't have any legislative ability. If we withhold the money, they'll be on us like glue," Coun. Nicholson said. Regional Chairman Roger Anderson has said the 'discretionary spending' avail- able to Durham won't make up for the $10.3 million, so services would have to be cut or taxes raised to make up the dif- ference. Durham has already taken over some downloaded services and it's costing Durham about $15 million a month, Chief Administrative Officer Garry Cubitt said. "We don't, per se, pay that. They (the Province) deduct it from the subsidy cheque," Mr. Clapp said. We would have to throw our long-term and capital plans out the window." PILs are now used to offset ex- penses in the Town's $32 million op- erating budget and help keep taxes in check. But the Town likely wouldn't lose a total of $6 million if the Province moves ahead with its threats. Nil EDUCATION NEWS IN DURHAM Local kids not part of national math testing A sample of students tested in a Canada -wide mathematics test last spring, which ranked Ontario's stu- dents among the lowest across the country, did not include any local pupils, reports the Education Quali- ty and Accountability Office. The results of the second nation- wide report on student performance in mathematics, released last week by the Council of Ministers of Edu- cation Canada (CMEC), "showed Ontario lower than the results for Canada overall," says Anne Lloyd, accountability and assessment offi- cer for the Durham District School Board. However, she reports "there were no Durham students included as part of the sample." The mathematics assessment, conducted as part of the School Achievement Indicators Programme (SAIP), included 48,000 13- and 16 -year-old students from across Canada. The report on the SAIP mathe- matics assessment is the first in the second series of tests that also in- clude reading, writing and science. The first round of mathematics tests was completed in December, 1993. John Bachmann, president of the Organization for Quality Education, says, "While the Harris government has been taking a lot of flak lately for moving too fast with its reform agenda, OQE believes the SAIP re- sults show that we can't move fast enough in the areas of curriculum and testing if we are to prepare our children for a technologically -in- tense future." However, the Ontario Teachers' Federation claims the "falling test results can be directly correlated with instability in (Ontario's) edu- cation system. Students and teach- ers need a year free from crisis to get on with learning." Personal banker Karen Dewyn testified she was on the telephone with a customer when robbers stormed the Toronto Dominion branch and opened fire Nov. 24, 1994. "I heard gunshots and loud voic- es saying 'This is a robbery, every- body hit the f—ing floor," she told a Whitby courtroom Wednesday. One of the bandits came around the glass partition protecting Ms. Dewyn and, holding up a handgun with both hands she said, "He shot at me." Court was told the bullet whizzed past her head blasting a hole in the wall behind her at about head -level. Next, she said, the gunman grabbed her by the arm, dragged her from her desk to the vault and ordered her to open the treasury. 'Ibis is a Brink's pick-up.. . Open it up fight now," the robber demandod. Receptionist Elizabeth Marc- hand, who testified she had a gun pointed at her head when the first robber entered, said a Brink's ar- moured truck made a cash drop-off about 20 minutes prior to the rob- ber's entrance. The victims said both robbers wore ski masks without eyeholes and covering their entire faces. They said the gunman who went to the vault was a bit shorter than his accomplice, had no accent and was armed with a silver handgun. The other robber was described as hav- ing an accent. The Crown also says the two ac- cused kidnapped and murdered Pickering resident Ken Thomas prior to the heist because they wanted his car for the robbery. The independents squarely placed the blame for inconsistencies in gas prices on the major companies. It's the suppliers of gas who are responsible for fluctuating prices at the pump, the commit- tee heard, while large company -operated sta- tions engage in predatory pricing to put inde- pendent operators out of business. If so, you might be inter- ested in volunteering with the Ontario Sports Legends Hall of Fame, which is look- ing for Durham residents to assist in the organization of 1998 Hall of Fame induc- tions. The ceremonies will be held in Toronto and Picker- ing on May I and 2. The following athletes are to be inducted: Syl Apps, Al Balding, Marilyn Bell, Bill Crothers, Tony Golab, Aveli- no Gomez, Bobby Hull, James '"Tip" O'Neill, Dick Shatto, Barbara Ann Scott, Emic Whitt and the 1958 Whitby Dunlops. Volunteers are needed to assist in the preparation of the induction ceremonies and/or assist at the actual events. Volunteers are also need- ed to distribute promotional material, assist with ticket distribution, oversee dis- plays, serve as Hall of Fame Goodwill Ambassadors, Special Exeter students outstanding in their field AJAX — A successful youth internship programme in- volving a partnership with special needs students at Ajax's Ex- eter High School and WmdReach Farm is under way for the second year. Exeter principal Pamela Christoff told the Durham District School Board's standing committee Monday the first year of the project, which wrapped up in January, proved so success- ful in providing students with work experience while enhanc- ing their personal development that the programme received a $120,000 donation from Human Resources Development Canada (HRDC) for its continuation. "We are very proud of the project:' she said. "We've all be- come winners in this partnership" The programme. sponsored by HRDC and Cherrywood Services, a Pickering employment counselling firm, was launched in February, 1997 to provide special reeds students with the opportunity to attend WindReach Fame, a farm and nature centre in Ashburn specially designed for people with disabilities. The programme accommodates up to 14 students, provid- ing them with experience in everything from equipment main- tenance to horticulture to baking. PICKERING — Facing a decision whether to turn pro in the U.K. or further his education in the U.S. brought Pickering's Christopher Stewart to a crossroads in his soc- cer career. But, the 18 -year-old soccer player is now certain his soccer destiny lies in Piscataway, New Jersey rather than in Bristol, England. The New Jersey city is home to the campus of Rutgers University where Stewart will be- come the Scarlet Knights' starting centre mid- fielder when the 1998 NCAA Division 1 soc- cer campaign opens this fall. "I'm very happy:' says Stewart, who signed his letter of intent to attend Rutgers on a full scholarship in February. "I couldn't have asked for anything better. It's exciting and I'm look- ing forward to it" Stewart admits it was enticing to stay in the U.K. where he had played since age 17 for Bristol City in the English Second Division on a trainee contract — one step below a profes- sional deal. In fact, the Pickering Soccer Club grad was eventually offered a pro contract with Bristol City, but turned it down to return to his Picker- ing home to sift through several scholarship offers from U.S. universities. "At first I was hoping to turn pro in Eng- land, but after I came back from England (at season's end). I decided (the scholarship route) was where I wanted to go:' says Stewart, an OAC student at Dunbarton High School. With other scholarship offers from Notre Dame. Duke. St. John's and Fairfield universi- ties, Stewart says he picked Rutgers as the school recruited him with a great deal more zeal than the others. In the end, Stewart notes it was the school's strong men's soccer pro- gramme and the academics which swayed him to choose Rutgers. "It's one of the top soccer universities in the U.S. and its academics are very high as well. It offered me the best of both worlds. They pur- sued me the strongest out of any of the univer- sities that I talked to:' says Stewart, who has the distinction of being the first Canadian to It also didn't hurt that the Scarlet Knights won the school's first-ever Big East Confer- ence championship with a 2-1 victory over rival St. John's last year. "The big thing is I wanted to go to a good school that has a good soccer programme. I didn't want to go to a soccer programme that starts building by my fourth year. I wanted to go to a school that knows where it's going" Rutgers men's soccer team head coach Bob Reasso likes the fact Stewart is a "tremendous- ly experienced" player who's competed inter- nationally with the Canadian under -17 team in Ecuador and the national under -17 World Cup squad in EI Salvador. "Christopher is another player with a good deal of international experience, having played for the Canadian national team in the under -17 World Cup;" says Reasso. "He's a player with excellent technique, vision and understanding of the game. He should come and help guide our midfield right away:' Stewart knows he'll be stepping in to fill some big shoes at centre midfield as the Scar- let Knights' all-American senior midfielder Billy Walsh graduated last year and is now playing for the New York/New Jersey Met- rostars of Major League Soccer. 'They want me to perform up to that level from the get -go:' says Stewart. This summer before departing for Rutgers, Stewart hopes to compete for a spot on the Canadian national under -20 team. He's been invited to attend a training camp for the team in B.C. in April. He was chosen to attend the training camp after impressing national team officials during an exhibition game between the Toronto Lynx pro soccer team and his provincial under -19 team at Toronto's Lamport Stadium this past Monday. At Rutgers, Stewart will begin pre -season play on Aug. 14 before a 20 -game season in the Big East Conference which also includes teams from Notre Dame, Villanova and Indi- ana University, to name a few. "Both teams fought tooth and nail and, in the end, we were fortunate to win," says Rodrigues of the game played at Oshawa's O'Neill Colle- giate. "In eight years of coaching, that was the most exciting game I've ever been associated with. It wasn't the best played game, but it was the most exciting. "It could have gone to either team and it was a shame one team had to lose. Both teams gave it everything they had." In a contest which started out with both sides showing nervousness which prevented each from converting some g t nei r si e able to gain the upper hand in the con- test. DO'C held a slim 12-10 edge after the first quarter and an even more ten- uous 25-24 advantage at half time. The Chargers stayed out in front by a three- LQ$►$.A. point margin, leading 37-34 after the third quarter, then continued to nurse their lead through to the final buzzer. It was the Chargers' second consec- utive LgSSA junior boys' basketball title. However, DO'C only had three remaining members, one who was a starter, off last year's championship team. The key to the Chargers' win, notes Rodrigues, was his team's willingness to stick to the game plan which in- cluded playing a controlled, methodi- hX onarc s w o have a penchant for a run -and -gun, up-tempo game. "(St. Mary) wanted to push the ball up quickly and we tried hard not to let them do that:' he says. "We were able to slow the game down and beat their pressure, ressure " Forward Ray Williams came off the bench to score a game -high 17 points for the Chargers. After DO'C got into early foul trouble, Williams was sum- moned off the bench and came through with a solid effort. Anthony Allison chipped in with 12 points and Dinesh Gajdarsingh netted 10. Scoring for the Monarchs were Marko Arsenault with 12 points, Jamal Carter with 11 and Arneil Mar- quez with nine.
