If you think the assessment on your property is fair, don't do anything. And, all this confusion could also delay the Re- gion's budget. The Durham Regional Police Ser- vices board agreed Thursday to charge recruits an as -yet -undetermined fee to help offset the costs charged by a head-hunting firm the board is hiring to find new of- ficers. ATS will charge Durham police $175 for each applicant and the force would pass on the cost to the prospective of- ficer.Following the first three tests, the police department would interview applicants and conduct background checks. The Ministry of the Solicitor General is about to set a standard selection prxx ess for new police officers. sources co- ordinator Jan Hogan noted in a report the department needs to "begin a recruit- ment drive for the position of constable due to attrition. We have reviewed our files for experienced constables and have concluded that there are not sufficient numbers of candidates to meet our cur- rent needs" Chief Kevin McAlpine has previously told the police ser- vices board he would like to hire at least 20 officers this year. Ms. Hogan pointed out the force is turning to a head hunter to recruit new officers because it doesn't have suffi- cient staff to handle it. "Using this type of service re- sults in tremendous saving in personnel and general costs normally associated with our hiring process. Given our cur- rent scarce resotr-ces, I believe this proposal is a sound and re- sponsible business decision that benefits both our commu- nity and our service" ATS has assisted more than 40 Ontario police depanmetrts in hiring. including Toronto, Peterborough and Windsor. AECB ponders Pickering nuclear licence submissions BY MARIANNE TAKACS STAFF REPORiEtt It was a relatively easy ride for On tario Hydro at an Atomic Energy Contra Board hearing in Ottawa Thursday of the relicensing of the Pickering nuclear station, says Dave Martin of Durhan Nuclear Awareness. The citizens' group on nu- clear issues was at the hearing making its case for only a six- month licence for the station on the basis Hydro must remain under sustained pressure from the AECB to ensure it makes the improvements needed at Pickering. Pickering Council recently passed a resolution calling for a nine-month licence for much the same reason. I AECB staff have recom- M .mended the standard two-year renewal for the licence, which enc, eupires at the end of March. — The station is currently op- erating on a nine-month per- mit, after previously receiving only a six-month licence. Though a few AECB board members "asked some pointed questions" at the Ottawa hear- ing, Mr. Martin says he was "11rot encouraged" by the gener- ally lenient approach he main- tains the board took. "It seems likely that they G will support the staff recom- mendation for two years. They PR weren't making any serious noise about it,,' he says. imps Besides DNA and AECB — staff, only Ontario Hydro rep- resentatives appeared at the hearing tc make a submission on the relicensing. Station chief Gene Preston summa- rized for the board the changes Lhw have taken place at the Pickering facility since its current licence was granted last June. Those included: * A dernmistrated commitment to safety, through safety system inspections, safe operation of the station, maintaining ra- diation doses to the public below regulatory limits and improving employee safety. * The strengthening of critical organizations and functions in areas such as safety, mainte- nance and emergency pre- paredness. * The indefinite shutdown of four reactors on the `A' side of the station to free up re - AVE sources for making improve- XTIN meets on the `B' side. Not * The development of indica- uraged' tors to better monitor plant performance and compare it to world standards. * Development of an ISO 14001 management system to address environmental issues. Mr. Preston also told the board more improvement is needed at the Pickering plant in areas such as mainte- nance, compliance with re- quired operating procedures, fire protection, training and ENE management. AECB staff have rec- STON emn-ended that as a condition [ore of a two-year licence, Hydro Ivelnent 'be required to make a presen- tation to the AECB every six months demonstrating it is continuing to operate the Pickering sta- tion safely and making progress in its improvement programmes. And, Regional Council has asked the force to trim costs in its 1998 budget. But, no politician we know of is likely to suggest that the department get rid of officers. Talk about your dilemmas. The situation facing Durham police has more plot twists than an episode of Murder, She Wrote. And more unanswered questions than Unsolved Mysteries. In short, our force of men and women in blue is under the gun to bite the proverbial bullet. But, we would seem to need more front-line officers to serve and protect us at a time when violent crimes are on the rise. We think we can offer some suggestions that might be as valuable to police as a Crime Stoppers' tip: v Letters to the editor Hospital nurses softened ordeal of mom's death STEVE HousToN Managing Editor '. PAGLt-7=NEWS ADYQIUMSUNDAY, tWlMtlf 1'f. lfft Businesses make headway through bureaucratic bafflegab BY CINDY UPSHALL DURHAM STAFF Think of it as a knife cutting through the rope strangling small busi- ness in Ontario. It's the Red Tape Commission, a group appointed by Premier Mike Harris, to streamline and eliminate bu- reaucracy for small businesses across the province. "We have to make government open for business and get rid of the road blocks;" John O'Toole, Durham East MPP told members of the Os- hawa-Clarington Chamber of Com- merce at a meeting Thursday. A member of the Red Tape Com- mission, Mr. O'Toole discussed with members how the government is try- ing to bring relief to business owners bogged down by bureaucracy. Referring to a report -released by the Fraser Institute in 1996, Mr. O'- Toole said $85.7 billion is spent every year on dealing with governmental regulations. "Every time you fill out a form or get a voice mail, think of the waste of money for you and the person on the other end:' he said. Since being elected in 1995, Mr. O'Toole indicated the provincial gov- ernment has made significant strides in reducing red tape for small business 1, 1 Courses Starting in the next few weeks include: Word for Office 970 February 25 to April 1/98 Windows 95 Workshop Saturday February 28/98 Access for Office 970 March 10 to March 31/98 Creating Your Own Web Pages March 11 to April 1/98 Newsletter i+' 1 1 with Word for Off" 970 SaturdayMarch 18 - Excel for Office970 \ b 1 • 1 ,-Saturday March 1'. through eliminating outdated require- ments, passing new legislation and in- troducing new processes for dealing with more than one ministry. In total the commission has made 134 recom- mendations involving the health, mu- nicipal affairs, labour, commercial and consumer relations, environment, agriculture and the economic develop- ment, trade and tourism ministries. Proof the changes are working, says Mr. O'Toole is the time it takes to register a new business is down from six weeks to 20 minutes. Through it's one window approach, which allows an applicant to get the information and approvals it needs from many min- istries through one ministry, the Province has also improved the process and approvals under the build- ing code, he said. Under this plan the applicant only needs to contact one ministry, instead of six. 'The amount of money and time it will save, not only for businesses but for government too is mind boggling:' he said. Improving the process is good news to business owners like John Thompson, who sits on the chamber's small business committee. 'As small business people we are inundated constantly to fill out this form and that form:' he said. 1; 1 Want to know why you should We a course at Tom? Not true says Paula Waddington, Account Manager, Royal Bank, Hwy. tt 2 & Harwood, Ajax. "Any amount you contribute today will help You to achieve your retirement goals. The earlier you start, the more your money will grow over your working career:Pal ' If you can only afford to contribute $500 a year to an RSP, that's good enough. In 40 years, that $500 a year, compounding at 8 percent, will grow to almost $140,000. And, as Paula points out, as your income increases, you can increase the amount you contribute. Paula says a lot of people are put off by the huge numbers that are quoted when people talk about how much they will need to retire comfortable. "Remember, while the government wants us to plan for our future, many people will still receive both government and company pension benefits. Don't be discouraged by the big numbers. Of course, the earlier you start the more you'll have. But what about people who haven't yet started to plan for retirement? Is it too late? Paula says. " Ibe sooner the better, but better Late than never." She says there are lots of ways to get started. "As little as $25 a month will start you on your way to using a pre -authorized contribution plan The fact is you really can't afford not to contribute to an RSP. The tax-sheltered growth is phenomenal.' An investment of $100 a month, compounding at 8 percent annually over 30 years, will grow to more than $141,000 inside your RSP but only $79,000 outside an RSP, assuming a 40 percent marginal tax rate. "If you don't have the money this year, consider an RSP loan," she your tax refund to help pay down your loan and minimize interest cost. The combination of your tax savings and income earned on your RSP contribution will usually more than offset the cost of borrowing." If you're hesitating because you can't decide what to invest in, you're not alone. Paula has a bit of advice that can make the whole process a lot less intimidating. "If you don't know what to buy, you don't have to decide immediately. In fact, you shouldn't. Choosing the investment that's right for you is an important decision, and one that should be made carefully." She says that shouldn't stop you from making your RSP contribution though. This date marks the birthdays of Lord and Lady Baden-Powell, the founders of the Guiding and Scouting movement around the world. It's a time to reflect and remember our sisters involved in Girl Guides and Girl Scouts in over 136 countries. Thinking Day encour- ages an awareness of the con- tributions and amazing talents required in creating an organi- zation, which today is pro- claimed the largest women's organization in the world. Although many changes have taken place in the world around us, the envi- ronment as well as personal rights and freedoms, Guiding has remained as activity which appeals to many age groups. The most recent addi- 0( Canada Guides duCanada tion has been Sparks, for girls aged five and six. Continually changing with the times, you will meet families where all the women are involved in various aspects of Guiding and share a special connection. With the fond memories of being a Brownie, many mothers wish to see their daughters involved in a local Brownie pack. Volunteers are the foundation of Girl Guides and probably exceed the origi- nal expectations of Their founders. But, the fad remains that without the diligence of Lord and Lady Baden- Powell's visions or the contri- butions of local leaders, com- missioners, advisors, or volun- teers of all descriptions, the solid foundation around the continent would not exist. So, on Feb. 22 they remember the dedication of their founders and also reflect upon the uniqueness, dedication and spirit which exists in today's worldwide Guiding Movement. Ontario Division com- prises both urban and rural communities in the Town of Whitby and the Townships of Scugog, Uxbridge and part of Brock. To date there are 1,836 girls enrolled in 103 units which span all levels of Guiding from Sparks to Senior Branches. The dedication of 328 Guiders helps keep the Guiding Movement both vibrant and dynamic. The CEPP Program was launched in April 1997 and funded by the Ministry of Education and Training. In Durham Region CEPP is provided through a joint partnership between John Howard Society Employment Services, YMCA, The Unemployed Help Center and Durham College. The program has three distinct services: The first two are available to all members of the public, through the John Howard Society Employment Service, YMCA, or Unemployed Help Center. The information and Referral Service (IRS) can be accessed by visiting the above Drop In Centers. At these centers, individuals will have access to computers, fax machines, photocopiers, and a variety of resources and in to assist them in their self directed job search including business directories, job banks. Internet access. The second service focuses on Employment Planning and Preparation (EPP) which provides a variety of workshops and one on one counselling. The professionally trained staff will assist participants in developing interview techniques and job search skills. Eligible participants in the (EPP) program must be over 16 years of age, out of school, work, training. or on social assistance and eligible to work in Canada. Once a participant has completed the EPP program they are eligible for Placement via "on the job training". The third service of the program is -On the Job Training" which is administered through Durham College. This program matches participants from the EPP program who have skills relevant to employment positions that are available. All registered businesses in Ontario can participate in the program. Durham College will assist business in meeting their hiring needs at reduced costs through wage subsidies, reduced advertising costs, screening of potential candidates by employment specialists who match the company's needs with workers knowledge, skills and goals. Currently there are over 200 employers using this program and collectively they have provided over 100 training positions. For information on the Information and Referral Service or Employment Planning and Preparation Service call the hotline (905) 725-4786 or Pickering residents 1- 800-263-0993.
